Instructions for Activity 1.1. Under the column Deliverable, put the mark
Accomplished if your alliance has already adopted or undertaken the critical
ingredient in the first column. If the critical ingredient in the first column is NOT yet
accomplished by your alliance, fill in the columns for Deliverable, Responsible
Person/Office, Timeline, and Resources Needed as explained above.
Critical Ingredients

Phase 1: Consolidation
Legal Ingredients
1. The alliance is formed through a
binding legal instrument (MOA).
2. Each member LGU concurred to the
MOA.
3. The MOA underwent thorough review.
Institutional Ingredients
4. There is a champion who has been
trying to organize the prospective
member LGUs into an alliance.
5. The member-LGUs have explored the
potential of creating an inter-local
cooperation (shared ecosystem,
adjoining jurisdiction, related
services).
6. The member-LGUs have studied
related models and options of existing
alliances.
7. The member LGUs have agreed to
form an alliance (in terms of identified
common purpose, scope, programs
and projects, members, partners,
implementing structure, personnel).
8. The alliance has pilot tested a small
project to determine the members
capacity to work together.

commitment to support the estimated
funding for the alliance.
10. The alliance follows clear guidelines on
contributions from members.
