I vide my RTI petition dated 05.05.2015 sought complete information together with relevant
documents/colTospondence/file-notings on under-mentioned aspects:
1. Complete information together with related correspondence/file-notings/documents on action
taken on each aspect of enclosed submissions rOllted to MPA through PO-portal either by
MPA and/or by any concerned where submissions might have been forwarded
a) 'Prime Minister also enjoys subsidised Parliamentary food at cost of public
exchequer' (MlNPA/E/2015/00063) dated 03.03.2015
b) 'Subsidised food at Parliament-canteen: Wisdom of those fixing prices in rates for
which even coins are discontinued' (MINPA/E/2014/00201)/19.10.20]4
2. List of canteens of Parliament giving details of location, mentioning if prices of food-items
are same in all these canteens and those managing/running are same revealing name of
agencies running respective canteens of Parliament
3. Has Union governmentIMPA taken cognizance of adverse media-reports and public-reactions
on providing food-items in canteens ofParliament at highly subsidised prices?

Learned CPIO at Lok Sabha Secretariat where petition was transferred under section 6(3) ofRTI
Act vide response No. 1(645)IIC/15 dated 18.06.2015 surprisingly found my submissions routed
to Union Ministry of Parliamentary Affairs through www.pgportal.gov.in 'as statements of RTI
petitioner' rather than providing working sheets/corespondence/file-notings/documents etc on
important submissions of public interest. All public-authorities are providing adequate
information on handling of submissions routed through www.pgportal.gov.in Rather once
Honourable Central Infonnation Commission (CIC) vide its order dated 15.12.2014 in appeal
number CIC/BS/A/2014/00010016573 (copy enclosed for ready reference) directed Department
of Posts to provide infonnation on action taken on submissions routed to Department of Posts
through www.pgportal.gov,in I appeal that learned CPIO may kindly be directed to provide
infonnation on action taken on submissions under query-numbers 'I (a) and 1(b) togeher with all
working sheets/corespondence/file-notings/documents etc but now free-of-cost under section
7(6) of RTI Act. In case post submissions do not relate to Lok Sabha Secretariat, then my RTI

petition may kindly be directed to be transferred/revert-back to concerned ones for response to


query-numbers 1(a) and 1(b) under due intimation to me.

Learned CPIO in response to query (3) replied that query does not relate to Lok Sabha
Secretariat. I appeal that my RTI petition may kindly be directed to be transferred/revert-back to
concerned ones for response to query-numbers (3) under due intimation to me.

Learned CPIO in response to query-numbers (15) and (17) replied that Northern Railways
running canteens in Parliament House complex does not have information in required format. I
appeal that infonnation may kindly be directed to be provided in the fonnat available either by
Lok Sabha Secretariat or Northern Railways or any other concerned public-authority. If
necessary, RTI petition kindly be directed to be transferred to Northern Railways or any other
concerned public-authority under section 6(3) ofRTI Act under due intimation to me. I myself at

meetings ofseveral Parliamentry Committees have noted snacks and sweet dishes coming from
some selected confectioners for refreshment to persons attending meetings of Parliamentary
Committees. As such there is no logic in having information as sought under query (15) in any
format by concerned public-authority. It is prayed accordingly.

The appellant has sought the following information related to the submissions 'Postal-tariffs
and Service-tax' (DORVU/E/2013/00136) dated 19/03/2013 and 'Revenue-loss on Postal Orders'
(DORVU/E/2013/00168) dated 01/04/2013 routed to Department of Revenue through PG-Postal,
and letter dated 02/12/2010 from Department of Posts:
1. Complete information together with file-notings/correspondence/documents on action taken

decision taken to impose service-tax only on selected postal-services like speed-post
mentioning also criterion for selection of postal~services for imposition of service-tax
revealing information about postal-services where service-tax is imposed and revenue
earned from service-tax on postal-services in last five years separately for each year.
3. Has Department of Revenue taken cognizance of revenue-loss because of irrational
Speed-Post tariffs where at some slabs articles mailed by fast and reliable Speed-Post are
cheaper than if mailed by unreliable and slow ordinary mail?
4. Complete information together with related file-notings/correspondence/documents etc on
making Speed-post tariffs rational for equal tariff-rise for every equal rise in weight-slabs
(say 50 gms) for eliminating irrationality and to plug revenue-loss through present irrational
Speed-Post tariffs.
5. Has Department of Revenue taken cognizance of loss of revenue because of irrational
foreign-mails tariffs where at some slabs articles sent in two parts cost cheaper than if sent
in one part through foreign air-mail service?
6. Complete information together with related file-notings/correspondence/documents etc on
making foreign-mail tariffs rational for equal tariff-rise for every equal rise in weight-slab
(say 20 gms for air-mail and 50 gms for sea-mail) separately and existing irrational sea-mail
tariffs as at present, to eliminate irrationality and to plug revenue-loss through present
irrational foreign-mail tariffs.
7. Complete information on loss-making postal-services mentioning also year-wise data for
last 'five years on each such loss-making postal service including number of articles mailed,
average cost of handling, revenue-loss for each of such loss-making postal-service for
each of the five years for which information is sought.
8. Complete information on operational-cost of a postal order as per data last available
mentioning also steps taken to avoid revenue-loss because of low-denomination postal
orders.
9. Any other related information.

Grounds for the Second Appeal:
The CPIO has not provided the desired information.
Relevant Facts emerging during Hearing:
The following were present

Rana, Mr. Munish Miglani
1. The appellant requested that copies of complete files in which his suggestions under
query 1 & 4 were processed may be provided. The CPIOs agreed.

2. The appellant pointed out that the postal order of RS.l01- and less shows 50 paise
commission whereas the respondent have been charging Rs.l/- for the last several
years. He further stated that he has been requesting repeatedly that IPOs should be

made payable at par at all post offices which will result in huge cost saving for the
department but the philately/postal operation (PO) divisions have not taken any action.

Decision notice:
As agreed by the ePIOs copy of file relating to the appellant's suggestions contained in
query 1&4 may be provided to him, free of cost, within 30 days from the date of receipt of this
order.
It is surprising that the postal department continues to print IPOs with 50 paise commission
whereas the department has been charging Rs 1/- for the last several years and inspite of
repeatedly bringing the fact to the notice of the respondent by the appellant no action has been
taken. The Director General (Post) may kindly look into the matter.
As regards the suggestion that IPO should be made "payable at par" the postal authorities
should examine the merits of the suggestion and send an appropriate response to the appellant at
the earliest.

The appeal is disposed of accordingly_

Prime Minister also enjoys subsidised Parliamentary food at cost of public-exchequer!


Prime Minister Narender Modi on 02.03.2015 enjoyed heavily subsidised food at Parliament canteen for
which loss has to be suffered by public-exchequer. It would have been better if he would have also made
some chai pe charcha by paying just rupee one per cup of tea available at Parliament canteen to discover
how our law-makers could be provided even more such subsidised facilities!

Committees after committees of Parliament failed to file reports for revision of food-prices in
Parliamentary canteen which were revised only twice ever since independence with food available there
at much-much highly subsidised prices. It is significant that all prices (like rupees 6.05, rupees 16.95) are
fixed requiring coins in denominations which are no more minted! Charity should begin at home when
Union government is rightly concentrating on cutting away subsidy-regime by abolishing subsidy on
food-items in Parliament-canteen, and fixing food-prices in mUltiples of rupees ten except for few
selected items like Chapati (bread) where price may be rounded-off in multiples of rupee one. Salaries
and allowances available to Parliamentarians are sufficient to afford normal food-prices without subsidy
especially when even people below poverty-line have to spend much more on food-prices.

Parliamentarians should be provided free meal in case of session extended till late evening. Parliament
,canteen should be run on no-profitlno-loss basis by forming a co-operative society of Parliamentarians. It
will also be able to check food-quality where several Parliamentarians have raised concern on food
quality in Parliament canteen. All this will be in interest of Parliamentarians themselves to remove
general public-perception about them for misuse of government-facilities.

fixed requiring coins in denominations which are no more minted! Charity should begin at home when
Union government is rightly concentrating on cutting away subsidy-regime by abolishing subsidy on
food-items in Parliament-canteen, and fixing food-prices in mUltiples of rupees ten except for few
selected items like Chapati (bread) where price may be rounded-off in multiples of rupee one. Salaries
and allowances available to Parliamentarians are sufficient to afford normal food-prices without subsidy
especially when even people below poverty-line have to spend much more on food-prices.

Parliamentarians should be provided free meal in case of session extended till late evening. Parliament
canteen should be run on no-profitlno-]oss basis by forming a co-operative society of Parliamentarians. It
will also be able to check food-quality where several Parliamentarians have raised concern on food
quality in Parliament canteen. All this wi1l be in interest of Parliamentarians themselves to remove
genera] public-perception about them for misuse of government-facilities.
