RESOLVE AS IT HEREBY RESOLVE

THIS HOUSE BELIEVES THAT THE BANGSAMORO BASIC LAW SHOULD NOT
PASSED
The Bangsamoro Basic Law is intended to establish a political entity,
provide for its basic structure of government in recognition of the justness
and legitimacy of the cause of the Bangsamoro people and their aspiration to
chart their political future through a democratic process that will secure their
identity and posterity and allow for meaningful self-governance.
To our honorable judges, madame moderator, ladies and gentlemen good
morning
We the affirmative side strongly believe that Bangsamoro Basic law should
not be passed . 'Bangsamoro Basic Law. Is this really the answer for the
unending war at the Mindanao region? Don't you think of its provisions?
Don't you ever think the large negative impact of it? One doesnt have to be
a genius to realize that spending time crafting and deliberating the proposed
law that benefits only to one rebel group is a waste of time and resources.
The MILF will even get billions of pesos from the government to assist them
in creating their sub state. Aside from that, all their previous atrocities will be
pardoned after the bill is passed. This could include the massacre of the 44
Special Action Force (SAF) troops in Mamasapano. No wonder the number of
rebel groups seems to be growing. They not only enjoy killing our troops,
they also get rewarded for it.
How can the MILF speak on behalf of all Muslims in Mindanao when they
cant even convince the other rebel groups to join their cause? Is the MILF
chief negotiator Mohagher Iqbal even talking to any of his counterparts in the
BIFF, MNLF and Abu Sayyaf? It doesnt look like it. How will they iron out their
differences if the BBL is passed? It seems whatever Iqbal said in front of the
recent Senate hearing and to the media that the MILF is for peace is
totally different from what the MILF foot soldiers do in reality. Eventhough the
brutal killing of 29 wounded SAF troopers was caught on video,Iqbal still
stressed out that the execution was just an act of self defense and they dont
have intention to do so.
We must not allow them to further strengthen their forces or expand their
jurisdiction. There may come a time that their governance will cover the
whole country and so changing the Philippines and thus leading to the
possibility of losing our motherland.

Laws are made to maintain order, to prevent complex situations and not to
put us in more complicated conditions.
Again we the negative side strongly believes that Bangsamoro Basic Law
should not be passed because this is not a concrete solution for a settlement
nor a rightful answer to peace. Thank you
Other Islamic factions like MNLF, BIFF and the terrorist group Abu Sayyaf
would certainly make their own demands that would further aggravate
disunity.
Mindanao has been part of the Philippines for hundreds of years.
Santiago said the Moro Islamic Liberation Front (MILF), Moro National
Liberation Front (MNLF), Bangsamoro Islamic Freedom Fighters (BIFF), and
other private groups -- will surely clash since there is no clear negotiation as
to who will represent them once the Bangsamoro region is established.
She said that the worse-case scenario is when the BBL will fail and that
Mindanao would slide back to its previous state of a troubled land
there is no express statement in the Framework that the Bangsamoro
recognizes and respects the 1987 Philippine Constitution and will adhere by
it
If they want peace they should abide the law of the republic of the
Philippines... No separation one country one flag one constitution
BBL does not represent the whole Filipino Muslim
(Wealth issues)
-Funding for the maintenance of national roads, bridges, and irrigation

Bangsamoro Government shall have the power to establish its own libraries

Urban and rural development;

-Defense and external security;

Do you think the implementation of this act will be favored by most Filipinos
even if it can slow down the development of the country due to the sharing
of our national government to its substate?
after the massacre of the 44 MILF SAF, how could you say that they still
desire peace?, that they are still open minded to enter agreements?
are you aware of the negative impacts if ever this act will be approved.
and yet you continue to defend the passage of this legislation?
Why do you think it is necessary to pass this act?
