1. INTRODUCTION
The Electronic Flight Strip (EFS) is a component of the AirCon 2100 System. Its aim is to support a work
environment that allows the controller to observe and manage the Flight Plans involved with the
Aerodrome.
This environment is an electronic recreation of the controller classical desk and paper flight strips.
Besides this, the EFS System is integrated with the subsystems that manage Flight Plans, Gates
Assignments, Radar Data, Aerodrome Status Information, Meteorological Messages so that, all the
information affecting a certain flight is easily reachable by the controller.

1.1 ORGANIZATION OF THIS MANUAL


The EFS Operational Manual provides instructions on EFS menus and windows operating. The manual
consists of the following chapters:
Chapter 1

Introduction
It provides an overview of the EFS operations, the contents of this manual and the ICW
with its environment.

Chapter 2

Getting Started
It provides a presentation for each EFS software element; with all the descriptions for a
complete starting contact, as well as the concepts for each working zone.

Chapter 3

Electronic Flight Strips Description


It describes the Electronic Flight Strips, their fields and different EFS categories.

Chapter 4

EFS Screen and Windows Description


It describes the EFS Windows, and Flight Plans operation Window. It also addresses how
the position is started up and exited.

Chapter 5

EFS Operation
Describes all the EFS Control operations, such as: the Arrival and Departure Flight
Control Procedures. Electronic Flight Strips and Obstruction Symbols handling. It shows
all the possibilities involving the elements described in former Chapter.

2. GETTING STARTED
This chapter provides information for new users of the EFS software. It presents every work Window
available in the EFS system with a description of their layout, icons and menus. It also includes remarks
on the EFS initialization and termination, modes of selection and operator inputs.

2.1 SELECTING MENUS, ICONS AND FIELD TEXT ENTERING


The available windows, commands, and options are accessed through menus, menu options, and icons.
These actions cause windows to be displayed in the display where the EFS functions are initiated. The
mouse is the main device for operator inputs although, in specific cases, the operator may use the
keyboard for that end. Mouse Button Logic is described in the following table.

All command inputs, pull-down menus, dragging actions and windows management, except for those specified
for RIGHT mouse button.
Dragging an EFS is performed by pressing and hold the LEFT mouse button on the EFS Callsign field
Moving a window is performed by pressing and hold the LEFT button on its title bar.
Cancelling a displayed input value menu is performed by LEFT button on its title bar.

Expanding and un-expanding EFS.


To cancel actions such as De-ice and Taxiway selection and so on.
Go around input in an Arrival Strip.

Pull Down menus: this menu is displayed upon clicking on a field associated to a pull down menu. The
selection is done by pressing, holding and dragging the pointer to the desired item. After selection,
release the button: the menu is closed. To close the pull down menu (with no changes), click on the title
button with the LEFT mouse button.
Pop-up menus: this menu is displayed upon clicking once on the icon. The menu display is kept after
button release, and the selection is performed by pointing and clicking. To close the pop-up menu (with
no changes), click on the title button with the LEFT mouse button.
Keyboard entries: keyboard is the input device in the following situations:
Entering data for Full Flight Plan Management or EFS Flight Plan for local flights.
Entering text, in the extended EFS and in the Obstruction Symbol Fields.
Entering Free Text in the EFS Notes Window what is displayed to that aim.
Entering ATA and ATD, manually.
Entering Obstruction Symbols.

Horizontal scrolling: it is used to display and select values from a list. The values are displayed by
means of two arrows, right and left, to increase or decrease the default value. An example of this
horizontal scrolling is shown in following figure:

In the EFS horizontal scrolling is used for TIME, Heading, Level and so on.

2.2 EFS OVERVIEW


Electronic Flight Strip functionality is divided into three roles, assigned from CMD (see CMD User Manual
- Tower Sectorization). These roles are:
Clearance Delivery;
Ground;
Tower.
For Departure Strips, "Clearance Delivery" is the first window where the strip is displayed. The strip is first
displayed in the Pre-Clearance Zone (bottom area) and, when controller issues the ATC flight clearance,
the strip moves to Clearance Zone (upper area) where controller allocates the Start-up time and can also
perform some other actions. The strip remains there until controller manually transfer to next position
(usually to Ground position).
When Departure strip enters Ground position, first appears in Pre-Taxi Zone and afterwards can be
moved to Taxi Zone. There, EFS remains there until manually transferred (usually to Tower role).
The final position for departure strips is Tower role, with three areas: Taxi Zone (where strips appear after
transference from other positions), Runway Zone (where strips remains until airborne action is
performed), and Airborne Zone (strips of aircraft that have taken-off).
For Arrival Strips the order the strips move through the positions and zones is the inverted. Arrival Strips
are only used in Airborne, Runway and Taxi zones.
This is the usual way path for strips, but it is also allowed to transfer them to a different position, move to
De-Ice zones, delete them, ...

There are two basic types of EFS windows: working areas (displaying strips) and EFS lists (e.g.: pending,
deleted, de-ice)

Working windows are divided in several zones by separation lines. These zones are named by separation
line that is below them, and each one includes strips with certain characteristics. Strips are manually
moved.
Tower Working Position: divided in the following areas:
Airborne Zone: for arrival strips that are airborne and plan to land in tower aerodrome, and for
departure strips that are airborne.
Runway Zone: for arrival flights still airborne that have received a "Cleared to land" clearance,
and for departure strips near to take off.
Taxi Zone: for strips sent from ground position and arrival strips that have landed, and also for
strips sent from Ground Working Position.
Ground Working Position: divided in the following areas:
Taxi Zone (upper): for strips sent from Tower position or from Pre-Taxi zone.
Pre-Taxi Zone (lower): for strips sent from Ground Pending list or from Taxi Zone.
Clearance Delivery Working Position:
Clearance Zone (upper): for departure flights in notified status that have received the ATC
Clearance message.
Pre-Clearance Zone (lower): for departure flights in notified status that have not received ATC
Clearance message.

3. ELECTRONIC FLIGHT STRIPS DESCRIPTION


The Electronic Flight Strip comes to substitute the classic Printed Flight Strip typically used at control
centers. However, a backup Paper Flight Data printing capability is provided in case of the EFS
functionality becoming unavailable in the system.
The EFS contains information about a flights progress and current status. The strips are displayed on the
specific working positions to communicate the flight information to the responsible controllers. Each EFS
presents the information in pre-defined fields.
There are three types of EFS as described in the following table:

3.1 DEPARTURE ELECTRONIC STRIP FIELDS DESCRIPTION


All the fields defined in the Departure Flight Strip are shown in Figure 3-1. Following items included in this
section, describe all the fields.

Displays Aircraft Type/ Wake turbulence type, and Speed. Allows to toggle between the values and to
change Speed.

Times field

Displays and assigns values for Clearance, Start time, Push back time, Taxi and Departure time.

Time field

Displays the EOBT or CTOT value.

Clearance field

Manages clearance orders for taking-off.

Callsign field

Displays the following data: Callsign, Departure, RFL, Destination, Status and SSR Code.

De-Ice / Taxiway

Displays and allows to assign the taxiways.

Gate

Displays and allows to assign the aircraft's gate.

Highlight

Highlights (changes to Yellow) Callsign field.

It is possible to display the Extended Strip, that completes the information given by the previously defined
strip with data distributed in two lines:
1. First line: the information displayed in this line is:
Clearance Time - Start-up Time - Push Back/ Taxi Time - ETD - - Go Around Time - ATA - - Transition Point -

2. Second line: Free text. It is possible to insert 45 characters of free text through the keyboard.

3.1.1

ATIS Version Field

It displays the ATIS meteo messages version.


It could take values from A to Z.
A LEFT mouse button click inserts the last set value; a RIGHT mouse button click opens an horizontal
scrolling menu to assign or modify the value.

3.1.2

Runway Allocation Field

Through LB mouse click, it opens a pull down menu of possible runways (see following figure).
The selected runway determines the SIDs (Standard Instrument Departures) and Holding Points available
through other menus.

In system configuration files, each runway has its associated taxi zones (that can be defined as a normal
taxi zone or a de-ice taxi zone), and its gates.

3.1.3

SID / VFR Field (Standard Departure Procedure Assigned)

The management of this field is described through the following points:


1. Displays the assigned Standard Departure procedure (SID), or VFR route if the EFS corresponds to a
Local flight.
2. Left button mouse click opens a pull down menu containing the SIDs for the allocated runway and a
VFR option (see Figure 3-5). For Local EFS, the pull down menu displays all the VFR routes
available. Right button mouse click allows to insert an alternative departure instruction.
3. If the flight is VFR, a frame is displayed surrounding the field.
4. Right button mouse click opens a triple pop-up menu of SID, LEVEL and HEADING. A RIGHT mouse
button click opens a pop-up menu to assign or modify the value. The horizontal scrolling is available
for HEADING and LEVEL but it is not available for SID values. Level menu is provided with an scroll
bar. The use of this menu is subjected to the Reclearance restrictions fully discussed in this manual.

Aircraft Type / Wake Turbulence Field and Speed

The management of these fields is described through the following points:

3.1.5

Times Field

Times field has a double functionality:


1. When the strip is in Pre-Clearance Working Area, and a RCD Message is received from Pilot:
Times field is displayed in ORANGE colour. By LB click over the field a pop-up menu is displayed,
allowing to ACCEPT or REJECT it. When Reject option is selected a secondary menu is displayed,
allowing to select the reason for rejection. When Accept option is selected the strip remains until Pilot
accepts it, and acknowledges the purposed values.
When the RCD Message includes Freetext, it is displayed in EFS Freetext field (second line of Extended
EFS).
If Pilot does not answer after a the certain time (timeout), or answered values are not in accordance with
the purposed ones, Times field is displayed in RED colour.
If Pilot answers on time and with according values (CDA Message), the Departure Strip is automatically
moved to the Clearance Working Area and its colour returns to LIGHT BLUE.
This functionality (RCD Message) has the following restrictions:

The EFS cannot be previously managed (moved through working areas, etc.);

An RCD Message cannot be sent in a time after the reception of another RCD Message.

2. When a RCD Message is not received from Pilot, it allows the input of time values. The values
changed from this field are:

Clearance time (field background in WHITE colour);

Start-up time (field background in LIGHT GREEN colour);

Push back/ Taxi time (field background in GREEN colour);

Departure time (field background in LIGHT BLUE colour).

The toggle and input of these values is performed by mouse interaction:

LEFT click: New type time, and toggle to next time value (changing field background colour).

RIGHT click: Manual menu to update time, and toggle to next time value (changing field background
colour).

Double RIGHT click: Go back previous time type (changing field background colour).

3.1.6

Time Field

This field displays the EOBT or CTOT time.


When CTOT value is received, Time field displays it, changing its background colour to YELLOW. It can
be acknowledged by LB click, and its background colour changes, following the rules:
10 min CTOT: RED background colour;
10 min < CTOT 5 min: ORANGE background colour;
CTOT < 5 min: GREY background colour.

3.1.7

Clearance Field

It is used to manage clearances and orders related to aircraft about to take off. This management is
carried out using the symbols listed:

A double LEFT mouse button click adds a cleared for take off indication inserting a BLUE up
arrow in the field.
A LEFT mouse button click changes the BLUE arrow to a line-up and hold symbol: a BLUE = .
This symbol is also displayed for other reasons detailed in the chapter dedicated to the EFS
operations.
If a runway is closed, and RUNWAY CLOSED icon is selected, then a RED X symbol is displayed
in this field and the Runway line also turns to RED. When the RED X is removed, only previously
presented symbols are displayed again.

The following figure shows all possible symbols. These symbols are displayed under different
circumstances and following certain rules fully described in Chapter 4.

3.1.8

Callsign Field

This field displays the Callsign of the referred flight.


This field can be highlighted by LB or RB click in the Highlight field.
This field also displays the following values:
Departure Aerodrome at the upper left corner;
RFL
Destination Aerodrome at the upper right corner;
Status of the referred flight (STS, defined in flight plan field 18) distinguished with a remarked
background colour, displayed at the lower left corner;
SSR Code at the lower right corner;
To drag the strip, press and hold LB inside callsign field. To switch extended part of the strip, click RB
inside callsign field.
A double LB click opens the FP.
When the SSR Code changes, it is automatically remarked by a different SSR Code background colour,
that is accepted by clicking in it.
RFL allows to manual change its value by RB click on it.
Status data allows up to 10 characters. If several status are included in Field 18, a "+" symbol is included.
Status is highlighted in ORANGE background colour.

Taxiway Field

A LEFT mouse button click opens a menu with the Taxiways appropriate to the runway assigned to the
EFS, with the possibility to enter a Free Text input. It is possible to remove or change subsequently the
taxiway markings in this field, if necessary.
Taxi zones can be defined as a normal taxi zone or a de-ice taxi zone.
The De-Ice taxi zones are marked with a * symbol. If a De-Ice point is selected, Taxiway field is displayed
in BLUE background colour.

This field displays the aircrafts gate or stand only if it has allocated a Gate. A RIGHT mouse button click
opens a pop-up menu to select the gate; or free option to insert manually the gate value.

"Highlight" feature allows to distinguish selected strips by changing background colour of their callsign
field.
The system allows to highlight the strips in two different colours:
BLUE colour: LB click in Highlight field;
YELLOW colour: RB click in Highlight field.

3.2.2

Runway Allocation/ Approach Field

The objective of this field is described through the following points:

It opens a pull down menu of possible runways, during Local EFS creation.
It displays the assigned landing runway, which can be changed via pull down menu. A change of
landing runway will not modify the assigned STAR.

Standard runways have the same colour in the runway field as the background colour on the strip.
The indication of a non-standard runway appears independently of the default runways set through the
EFS menu or standard runways used in adaptation.
RB click in this field displays the Approach pop-down menu. Selected option is identified in the field as
follows:
DEFAULT and ILS/ DME: no special mark in the field;
VOR/ DME: VD after the runway;
LOCALIZER: L after the runway;
VISUAL: V before the runway.

STAR Field (Standard Arrival Procedure Assigned)

The objective of this field is described through the following points:

It displays the assigned Standard Arrival procedure or the VFR route in case of Local EFS.
If the flight is VFR, a frame is displayed surrounding the field.
If an approach is turned to GO AROUND, the Heading and Level menus are available from this field
to input both data. This menu is shown in below figure. Missed Approaches are fully discussed in this
manual.

3.2.4

Aircraft Type/Wake Turbulence Field and Speed

A strip can be toggled by LEFT clicks between Aircraft Type/ Wake Turbulence and Speed.

Go Around Time Field

It is displayed with an ORANGE background.

ETA / Landing Time Field

The purpose of this field is described through the following points:

It displays the Estimated Time of Arrival.


The system automatically inserts the ATA (Actual Time of Arrival) when the aircraft lands.
An actual landing time can be inserted manually by means of a pop-up menu (see following figure).

4. ETA and ATA time are displayed in adaptable colour characters (black by default). Distinction
between ETA and ATA is done by means of adaptable background colours. Default values of the
colours are described in the following table.

Clearance Field

The purpose of this field is described through the following points:

A GREEN down arrow is displayed in this field by double-clicking on the LEFT mouse button when
the aircraft is cleared to land.
Go around instruction: a RIGHT mouse button double-click on this field inserts a BLUE GA,
indicating MISSED APPROACH.
The BLUE GA can be turned to a GREEN down arrow (cleared to land) by LEFT button doubleclicking on it.
Continue approach instruction: a LEFT mouse button click on this field inserts a GREEN CA.
If a runway is closed and the RUNWAY CLOSED icon is selected, then a RED X symbol is
displayed in this field and the Runway line also turns to Red. When the RED X is removed, only the
previously presented symbols are displayed again.

All symbols are shown in the following figure. These symbols are displayed under different circumstances
and following certain rules fully described in this manual.

Taxiway Field

A LEFT mouse button click opens a menu with taxiways appropriate to the selected runway. De-Ice
points are remarked with * symbol. If a De-Ice point is selected, Taxiway field is displayed on BLUE
background colour.
A Default value for taxiway, previously set, can also be selected. In addition, to change the holding point,
click with the LEFT mouse button on the field to display the pull down menu and select the new value, or
RIGHT mouse button on the field to display a Free Text input field.

3.2.10 Gate
This field displays the aircrafts gate or stand only if it has allocated a Gate. A LEFT mouse button click
opens a pop-up menu to select the gate; or free option to insert manually the gate value.

3.2.11 Highlight Field


"Highlight" feature allows to distinguish selected strips by changing background color of their callsign
field.
The system allows to highlight the strips in two different colours:
BLUE colour: LB click in Highlight field;
YELLOW colour: RB click in Highlight field.

3.3 LOCAL EFS


Local EFS (also called local flight plan) is a reduced FP created at the Tower System. Usually, it is a
departure VFR FP, which normally does not exceed the tower jurisdiction, for instruction, testing or
general purposes. Sometimes, the control of a Local Flight may be performed by ATCC.

During the Local EFS creation process not every field can be modified.
The Local EFS includes the following fields:

Displays and assigns values for Clearance time, Start-up time, Push-back/ Taxi time and Departure
time.

Clearance field

Manages clearance orders for taking-off.

Gate

Displays and allows to assign the aircraft's gate.

Highlight

Highlights (changes to Yellow) Callsign field.

Departure and Destination Aerodromes can be changed during the creation of Local EFS, but when they
have been created, strips only allow to change Destination Aerodrome.

3.4 OBSTRUCTION SYMBOL FIELD DESCRIPTIONS


The EFS system supports the Obstruction Symbols displayed on the EFS Windows. The Obstruction
Symbols indicate to the controller of any obstruction that may prevent normal operation between two
points of the aerodrome.
An Obstruction Symbol looks like a standard EFS but it only displays three fields: FROM, SYMBOL
TYPE, TO and HIGHLIGHT (see next figure as an example of the fields).
The Obstruction represents typically fire trucks, tow trucks, etc.

flight strips.

Obst. Place (FROM)

Starting point of the obstruction. A pull-down menu with pre-defined entries is supported. Keyboard input is
also supported (see Figure 3-35 and Figure 3-36).

Obstacle (SYMBOL TYPE)

Callsign of the obstruction. A pull-down menu with pre-defined entries is supported. Keyboard input is also
supported (see Figure 3-35 and Figure 3-36).

Obst. Place (TO)

Destination where the obstruction is going. A pull-down menu with pre-defined entries is supported. Keyboard
input is also supported (see Figure 3-35 and Figure 3-36).

HIGHLIGHT

Once the Obstruction Symbol has been created, by clicking on this field, the Symbol Type field is highlighted.

4. EFS SCREEN AND WINDOWS DESCRIPTION


4.1 EFS WINDOWS DESCRIPTION
The EFS Windows provide an environment for the EFS creation, cancellation, handling, and other
functions typical in a Tower Control. There are three different types of windows displaying Electronic
Flight Strips: Clearance Delivery Strips Window, Ground Strips Window and Tower Strips Window.
The EFS Windows are opened from the EFS button displayed on the FDD.
Each EFS Window can be divided into several working zones, separated by separation lines.
Each EFS Windows displays a horizontal icon row (up, right under the title bar), which contains the
Command Icons. The performance associated to each icon is fully described in further items of this
section.
Electronic Flight Strip roles can be adjusted in Tower Sectorization option in CMD position, allowing to
group the roles (Clearance Delivery, Ground and Tower) in one or more positions (see CMD User Manual
for details). When several roles are displayed in the same position, it is clearly indicated in position title
area.

4.1.1

General Working Rules for EFS Windows

Each operation and control procedure working with the EFS Windows is subject to the following points:
4.1.1.1

Moving EFS

An EFS is displayed in a working zone either manually (manual EFS generation ) or automatically (moved
by the system from an EFS list).
When generated, an EFS is placed at the top of the working zone, above the separation lines. The new
EFS is placed on top of the already existing EFS. Exception is made: when clearing an EFS for takeoff
while another already exists with Line up and Hold status. The new EFS is placed below the existing
one in Line up and Hold.
4.1.1.2

Dragging EFS

Dragging Strips is possible by left button pressing and hold, with the mouses pointer on the Callsign field
of the EFS.
A dragging action creates an elastic vector following the cursor movement while button is pressed.
An EFS may be dragged back over separation line. The displayed symbols and FP information are
updated according to the new EFS location.

4.1.1.3

Movement of Separation Lines

It is possible for the operator to move the separation lines inside the corresponding EFS Window, to
increase or decrease a working zone according to traffic demands. This is performed by clicking on the
diamond symbol displayed on the left side of the separation line and dragging the line until the desired
position. While performing this action, the diamond-symbol colour changes to RED.
The diamond symbol displayed on the left end of the separation as shown in Figure 4-3 is used for this
purpose. When there are more flight strips to be displayed in a working zone than can be displayed, the
top/ bottom half of the symbol on the separation line turns RED. The RED colour indicates that the
working zone above or below the line, respectively, is overflow.
4.1.1.4

Management of Additional Windows

Additional Windows are included in each position. They can be opened and closed from icons situated in
the bottom right hand corner of each position. Additional windows include:
CLD: Clearance pending window;
ARR: Tower pending window;
GND: Ground pending window;
BIN: Deleted strips window;
TMP: Delivery Temporary window;
DE-ICE: De-ice strips window.
4.1.1.5

Flight Plan Terminated

When the flight plan for an EFS is terminated, the EFS remains displayed in its current position, remarked
with the Callsign field in RED colour.
When the EFS is in a Pending/ Bin/ De-Ice/ Temp List, or it is in Pre-Clearance Working Area, it is
automatically removed when the Flight Plan becomes terminated. For EFS in other working areas, the
EFS remains displayed, but not allowing to perform any action/ selection/ change on it, only to move the
strip in the current working area (change position)
4.1.1.6

Enlargement of Windows

It is possible to enlarge (double) a window upon operator clicking on the arrowhead symbol displayed on
the right end of the separation lines. An enlarged EFS Window.
The icon column and row location mentioned above cannot be modified. The icon column stays in the
centreline of the doubled window.
The first working zone occupies the left half of the new window and the second one the right half.
The separation line, where the enlargement action was performed, is located at the top of the right part.
Upon enlargement, the necessary space of the screen is covered.
The System Control Window may be dragged aside if desired.
The return of a window to normal size is achieved by clicking on the same specific symbol used for
enlargement.

EFS Clearance Delivery Window Description

This window includes two areas, separated by the Clearance received separation line.
Lower area (Pre-Clearance Zone) includes the Clearance Delivery strips in notified status that have
received the ATC clearance message, but are still on the DEL frequency.
Upper area (Clearance Zone) includes the Clearance Delivery strips in notified status that have not
received the ATC clearance message yet.

This window is divided in two areas by the Runway and Taxi separation lines.
Pre-Taxi Zone is the area defined below the Taxi separation line. It contains the strips added from the
pending list.
Taxi Zone is the area defined above the Taxi separation line. It contains the strips sent from the tower
position.

EFS Tower Window Description

This window is divided in three areas by the Taxi line, Runway line and Airborne line separation lines.
Arrivals will appear first in the top area of the list and drop as their status changes.
Departures will first appear in Taxi Zone (the bottom area of the list, above the "Taxi line").
Runway Zone is the area defined between the Runway line and the Taxi line separation lines. It
contains the strips sent from the ground position.
Airborne Zone is the upper area (below the Airborne line separation line) It contains strips that are still
airborne (approaching aircraft and that which received a clear to land clearance).

Screens Layout and Roles Assignment

The Default Windows layout set up in an ICW depends on the role(s) assigned to that position. The
differences between layouts are the working zones available for each controller. The available zones are
limited by separation lines.

4.2 LIST WINDOWS


This section describes all windows displaying lists that manage Flight Plans for present or future
processing. The information included in these lists is updated from the FDP and modified according to
controllers operations during control session. In a normal working screen layout, a List Window can be
located between EFS Windows, since List Windows need a smaller space of the screen.
EFS Lists Windows are opened or closed from MENU icon displayed in FDD main menu.

4.2.1

Clearance Pending List Window

Includes the flights that will be under control in ground list. It includes every strip which flight plan has an
SSR code assigned, in pending status, and appears a predefined time before its EOBT. As it becomes
the notified status, it will be moved to EFS clearance window.

Double click in the C/S field displays its flight plan.


A strip can be moved from pending to Clearance list by Notifying it. To Notify one strip, double click in it,
in pending window, and perform a notify action: select Notify bi-state icon and click in OK button.

Includes the flights that will be under control in ground list. It includes every strip sent from the Clearance
list window.
This list includes the essential data in the strips:
Callsign;
Aircraft Type / Wake turbulence;
DEP;
TIME;
STAND;
ACT.
Double click in the C/S field displays its flight plan.
An strip can be moved from pending list to GND list by LB click in the box in ACT field.

Tower Pending List Window

Includes the flights that will be under control in tower list. It includes every strip sent both from the
Clearance list window and the Ground list window.
This list can include both arrival and departure strips.
This list includes the essential data in the strips:
Callsign;
Aircraft Type / Wake turbulence;
STAR;
ETA;
ACT.
Double click in the C/S field displays its flight plan.
An strip can be moved from pending list to TWR list by LB click in the box in ACT field.

4.2.4

De-Icing List

Includes the flights in De-Ice status. Flights become in De-Ice status by controller manual action, and will
exit the list when aircraft has de-iced and requests further taxi, being moved above the TAXI line.
De-Icing list includes only departure flights.
This list includes the following fields:
Callsign;
A/C Type;
DEP: departure instruction (SID/ VFR);
Time: EOBT or CTOT of the flight;
Entry: time of entry to de-icing apron;
Apron: apron number where the aircraft is being de-iced.
ACT: restores the strip from De-Ice list to Taxi zone.

4.2.5

Delivery Temporary List

In the event the Pre-Clearance Working Zone include more strips than controller can display, a temporary
list is provided.
The system allows to move manually strips to this list, where they will remain stored until controller
perform one of the following actions:
Transfer to Ground (LB click in GND strip field): the strip is transferred to Ground Pending List.
Activate (LB click in ACT strip field): the strip is returned to pre-clearance working zone, entering
by its bottom.

4.2.6

BIN List

Includes the deleted strip. Every deleted strips, from any position, is moved to trash bin list.
This list allows to return strips to their original positions.
Strips included in trash bin list are automatically deleted when the flight plan is removed from the system.
They can also be manually deleted:
One by one: clicking in DEL strip field in Bin List;
All strips in Bin List: clicking in CLEAR button in Bin List.

Trash bin list includes the following fields:


ACT: restores the strip from Bin list to previous position.
Callsign;
A/C Type/ Wake turbulence;
ATD: actual time of departure for departure flights (Times field value);
ATA: actual time of arrival for arrival flights (ETA/Landing time field value);
DEP: departure instruction (SID/VFR field value);
DEL: permanent strip deletion.

5. EFS OPERATION
In previous chapter, each element of the EFS Software (Windows, Strips, Obstruction Symbols, Menus,
etc.,) has been described in order to provide a complete knowledge of the work environment supported
by the system. Now, this chapter contains a step by step description of the EFS operational procedures
carrying out functions of ordinary tower control. These descriptions mention elements and objects that
have been previously presented in this manual.
The included issues describing the operations for: Flight Plans, Electronic Flight Strips and Obstructions
Symbols Management, different control phases according to the operators role, EFS transference,
Warnings presentations, and Coordination Window usage.

5.1 ELECTRONIC FLIGHT STRIPS MANAGEMENT


Electronic Flight Strips appearance and fields were introduced in this manual. Besides this, in former
sections were mentioned some operations not detailed yet and involving Flight Strips: Local Flight Strip
and Strips Extension. Those operations are now described in present section.

5.1.1

Create, Modify and Cancel an Electronic Flight Strip for a Local Flight

The controller can create a Local Strip from EFS Windows by clicking on the Local EFS icon located on
the upper icons row, as shown in next figure:

The template has a format similar to an empty extended EFS but the Local EFS displays, by default,
some fields (runway, time and departure/destination) and includes a couple of new icons:
Insert: Inserts the new Local EFS;
Cancel: Cancels the operation

INTERACTIVITY

ATIS VERSION

When clicking on this field, a horizontal scrollbar menu is displayed with selectable values for
ATIS meteorological data version.

CALLSIGN

When clicking on this field, a pull down menu of pre-defined Callsigns is displayed.
When choosing a pre-defined Callsign, the associated AC Type and Wake Turbulence are
automatically inserted in those fields.
It is also possible to enter Callsign using the keyboard. By selecting -free- from the pull down
menu, a window with three fields (Callsign, Aircraft Type and Wake Turbulence) is displayed to
enter the values from the keyboard.
The Runway, SID and Gate values on this field can be also modified by clicking with the LEFT
mouse button on it.

AIRCRAFT TYPE / WAKE TURBULENCE

If not defined yet by associated data to a pre-defined Callsign, it is also possible to enter them
through the keyboard (see Callsign field above).
If a free text enter is carried out in the extended Local EFS, a frame is displayed surrounding
the field.

DEICE/TAXIWAY

Clicking with the LEFT mouse button, a pull down menu is displayed to allow the controller to
enter or remove the de-ice mark and the holding points valid for the selected runway. This
action can be performed only when the Local EFS has been created.

DEPARTURE/DESTINATION

It is possible to fill the Destination Aerodrome field for Departure flights, and the Departure
Aerodrome for Arrival flights using the keyboard but only while the Local EFS is being created.
It is performed by clicking on the field with the RIGHT mouse button, displaying a window to
enter the value.

SID / STAR

For Local EFS, the SID field contains an identifier of a local VFR route.
Clicking with the LEFT mouse button opens a pull down menu of VFR routes.
As all local flights are VFR, a frame is displayed surrounding the field.

RUNWAY

It opens a pull down menu of possible runways.


By default, the runway field is the default take off runway.

TIME

Possible displays of this field:


Estimated Off-Block Time (EOBT).
After changing the time, the colour also changes. This is not applicable when the Local EFS is
being created.
By default, the time is set to the current time of the ICW.

SSR Code

Upon Local EFS creation, the FDP assigns a local SSR code to that flight. It is displayed on the
extended EFS when inserted.

By pressing on the INSERT icon, the data entered by the operator are sent for validation. Completed
the validation, an Extended EFS is created on the EFS Clearance Delivery Window.
The Local EFS are distinguishable from the normal Full FP EFSs through colour attributes, since they are
displayed in light LIGHT PINK.

5.1.1.1 Modifications of Local EFSs


Once a local FP (Local EFS) is created, it can be modified by changing the fields of the Local EFS, but
not using the FP Operations window. Some of the fields of the Local EFS are changed using a method
different from that of a full FP, and some are the same.
The interaction with Local Strip fields is previously defined in this user manual in Strips definition.
A menu is displayed from Aircraft Type/ Wake turbulence field to modify Callsign, Aircraft type and Wake
turbulence values.
Local Strips can also be cancelled by dragging the local EFS to the BIN icon defined in the EFS
Windows.

5.1.2

Extended Strips

The EFS expansion is performed according to these rules:


1. An extended strip is opened by RB click on the Callsign field of the normal.
2. New displayed space of the EFS is composed of two lines with the following information:

First Line: Clearance Time - Start-up time Push back/ Taxi time ETD - - Go around time
ATA - - Transition point

Second Line: Free text

3. If a second line is used for free text, a RED frame is displayed surrounding the AIRCRAFT TYPE field.
This frame is removed when Free Text is deleted.
4. Closing the extended area of the EFS can be done by RB clicking again on the Callsign field.

5.2 EFS CANCELLATION


The EFS Windows provide a button [BIN] that includes the EFS in Bin List. Bin List provides permanent
cancellation of the strip.
This action is performed by dragging the strip (clicking in Callsign field) and dropping it in the [BIN] button.

The EFS Windows provide the [D-I] button, that allows to move an EFS to De-Ice list.

5.4 MOVE AN EFS TO CLEARANCE DELIVERY


The EFS Windows provide the [DEL] button, that allows to move an EFS from Ground or Tower to
Clearance position.
This action is performed by dragging the strip (clicking in Callsign field) and dropping it in the [DEL]
button.

5.5 MOVE AN EFS TO TOWER


The EFS Windows provide the [TWR] button, that allows to move an EFS to Tower Position. This button
is available in Ground and Delivery positions.
When Ground and Tower roles are displayed together in the same position, moving a strip to TWR from
Delivery position will send the strip to Ground Pending list. When the roles are displayed separately,
moving a strip to TWR from Delivery position will send the strip to Tower Taxi zone.
This action is performed by dragging the strip (clicking in Callsign field) and dropping it in the [TWR]
button.

5.6 MOVE AN EFS TO PENDING


The EFS Windows provide the [PDG] button, that allows to move an EFS to Pending list. This button is
available in Ground and Tower positions.
This action is performed by dragging the strip (clicking in Callsign field) and dropping it in the [PDG]
button.

5.7 QUICK HANDOVER


The Quick Handover procedure does not require coordination between the giving and receiving controller.
In this case, no action is required nor allowed by the receiving controller to accept or reject the handover.
The Obstruction Symbols can be transferred between the controllers in the same manner.
For this procedure, the giving controller has to drag the EFS to the icon associated with the desired
receiving controller. No acceptance from receiving controller needs to be given. The handed over EFS is
deleted from the giving controller screen, and displayed at the receiving controller.
When EFS roles (GND, DEL, TWR) are combined, from DELIVERY position, Quick Handover cannot be
performed directly to TOWER position. When the EFS is moved to TWR Icon, it is automatically moved to
Ground Pending Window.

5.8 OBSTRUCTION SYMBOLS INSERTION


Obstruction Symbols, fields and purpose were previously described in this manual. Shown below are the
creation steps, the operative rules and the effects of an Obstruction Symbols insertion.
To create an Obstruction Symbol, press the Obstruction Symbol icon (Obst. Symb.), located at the top of
the EFS Windows to start creation.

The Obstacle creation template is displayed with three blank fields: Obst.Place (from), Obstacle and
Obst.Place (To). Select an entry for each field.

Upon creation, the Obstruction Symbol is included in the working zone of the EFS Window.
Obstruction Symbols have the same capabilities as a standard EFS except take off and landing.
An Obstruction Symbol is not included in any EFS lists.
The Obstruction Symbols can be transferred between Tower controllers as any other EFS.
It is possible to modify an Obstruction Symbol if the actual obstruction changes. The new locations can
be entered through the mentioned pull down menus, directly by clicking on the FROM and TO fields of
the displayed Obstruction Symbol.
6. An Obstruction Symbol can be cancelled simply by dragging it to the BIN icon existing on the EFS
Windows.
7. Just after the start up and reconfiguration of the EFS system, each non-cancelled Obstruction Symbol
created in former session is displayed and taken again into account.

5.9.1

Runway closing and reopening

Click on the affected Runway icon (located at the top of the EFS Windows). It changes from open status
(green colourer) to closed, and the icon turns to RED. The same colour change is carried out in the
associated runway lines.

The runway status change, closing and reopening, are subjected to these rules:
1. The icons and lines colour changes are carried out at the ICW controlling the corresponding runway.
2. Each departure EFS allocated for taking off on the closed runway is displayed with a large RED X in
the Clearance Field. The RED X is displayed and combined with other symbols previously presented.
3. Each arrival EFS allocated to that runway also has the RED X in the Clearance Field.
4. It is possible to move departure EFS across the RUNWAY LINE although the runway is closed. In this
case, the RED X is not deleted from the Clearance Field until the runway is opened again.
5. It is possible to open or close a runway from any ICW.
6. A second click on the Runway Icon opens the runway again. The icon and runway lines turn GREEN
again, and the RED X symbol is deleted from each EFS, reappearing any symbol existing right
before runway closing.

5.10

DEPARTURE FLIGHT CONTROL PROCEDURES

5.10.1 Clearance Delivery Procedure


This is the basic operation assigned to the CLD position.
The Clearance Delivery operation follows these steps:
1. The Flight Plan data are displayed at the CLD Pending List a certain VSP time before EOBT or CTOT,
if the EOBT/CTOT exist.
2. At designated time before EOBT/CTOT, or after manual notification action, strip is placed in CLD
position, below Clearance line. When controller issues the clearance, the strip should be dragged
above Clearance line in CLD position.
Then the strip can be passed to GND controller. GND position is designated to support ground
manoeuvres (such as push-back, taxi, de-icing). When aircraft is ready to move, GND controller
enables the strip with ACT field of GND Pending list.
5.10.1.1

Change to Taxi state

It can be done by dragging the EFS across the TAXI line, or manually clicking in TIMES field.

5.10.2 Control of Departure Aircraft in Taxi state


5.10.2.1

Flights requesting De-ice

The EFS can be marked as De-ice during the Taxi phase or in the previous phase. The De-ice marking
is performed by dragging the strip and dropping in [D-I] button. The strip is moved to De-Ice list.
5.10.2.2

Flights requested to take off from an intersection point

The same operation as described in the above figure. The intersection point is chosen from the pull down
menu from the Taxiway field.
Default point can be selected; as well as a manually selected point through a text field, selecting -freeoption.
NOTE: Predefined points marked with * are De-Ice points. If a De-Ice point is selected, field is remarked
with BLUE background colour.

5.10.3 Modifications of an Departure EFS for an Ad-hoc Clearance


Controllers are allowed to propose changes in a Departure EFS relative to:

Level
SID and Level
Heading and Level
Runway
Time
The above mentioned changes can be performed as described in the following items.
Changes are subject to these rules:
1. The controller is allowed to change the Level without changing the Heading but a change in Heading
must be accompanied with a change in the Level. This action is functionally carried out by pull down
menus.
2. A change in Heading and Level replaces the existing SID.
5.10.3.1

Changing SID

Clicking on the SID field of the Departure EFS, a pull down menu is displayed listing all the available SIDs
for allocated runway. This is shown in below figure:

Changing Level

The controller is allowed to specify a non-standard climb out through the pop-up menu available by
clicking on the SID field. This menu is shown in following figure:

This menu is divided into three different submenus: SID, HEADING, and LEVEL.
To close this menu without selecting a value, click on the title bar of any of the different submenus SID,
HEADING or LEVEL.
5.10.3.3

Changing SID and Level

If a change in both values is desired, click on the SID field and choose both of them from the pop-up
menu shown in former figure.
5.10.3.4

Changing Heading and Level

It can be performed from the same pop-up menu as the former operation. The new heading is displayed
on the SID field (instead of the SID previously displayed), and the new level is displayed on the Gate field.

Changing Runway

It can be performed by clicking on the Runway field and select a new runway from the pull down menu.
Changing the Runway causes an automatic change of the SID.

5.10.3.6

Changing Times

This change can be manually performed, to enter different time values for first fields in extended strip first
line. Each time is entered once, by LB clicking in TIMES field; after each acceptance, its background
changes. Next LB click in TIMES field will be for setting the next time value.
The Times to be set in this field, in the correct order:
Clearance Time (background in WHITE);
Start-up Time (background in LIGHT GREEN);
Push-back/ Taxi Time (background in GREEN);
Departure Time (background in LIGHT BLUE).

5.11

TOWER FLIGHTS CONTROL PROCEDURES

5.11.1 Pending EFS State


The EFS is displayed in the Tower pending list:
1. Flights will automatically be displayed a VSP time before the Estimated Time of Arrival (ETA).
2. A flight may be manually moved from Tower Pending List to Radio Contact Zone by clicking with the
LEFT mouse button on the ACT field.

5.11.1.1

Cleared to Land State

The zone under the RUNWAY is named in this manual as Clear to Land working zone. When giving
Clear to Land to the aircraft, the Tower controller can move the EFS to enter the Clear to Land state by
dragging the EFS across RUNWAY LINE.
Any of the former commands causes the EFS to be displayed below the RUNWAY LINE and a GREEN
down arrow is displayed on the Clearance field.
5.11.2 Landing Aircraft Control
This includes all control procedures from clearance to land until the flight is terminated at gate.
During this phase, the following commands are available: Go Around, Manual ATA. General control
commands are however available for this phase: Dragging EFSs, C/S Highlighting.
5.11.2.1

Missed Approach: Go Around Command

If an arrival flight is executing a Missed Approach, this is processed by pressing the RIGHT mouse button
on the Clearance field.
See "Clearance Field" chapter.

5.11.2.2

Arrived State

When ATA is automatically displayed in the Time field based on Radar detection, the flight is changed to
Arrived state. The ATA is displayed in GREEN background colour and the previous GREEN down arrow
is cleared from the Clearance field.
It is also possible to enter the ATA manually through the pop-up menu available by clicking on the Time
field.
It is possible for the controller to indicate the exit of the arrived flight through any exit way. This action is
performed by choosing one of the available intersection points of the pull down menu associated to the
Taxiway field.

When the EFS is moved downwards, across the TAXI LINE, it is entering the Taxi state.

5.11.3 Actual Time of Departure


When a departure strip is moved upwards, above the AIRBORNE LINE, it is entering Airborne state, and
its flight plan status becomes ACTIVE (ATD Action).
This action can be cancelled, moving the strip below the AIRBORNE LINE.

GLOSSARY OF TERMS

Arrival Flight
Flight due to land at Tower.
Electronic Flight Strip (EFS)
Device that contains information on a flights progress and current status. These are displayed on the
specific working positions to communicate the flight information to the controller in charge.
Extended EFS
EFS with an extra information area displayed for insertion of additional information regarding a flight.
Full Flight Plan
Complete flight plan, normally associated to a commercial airline, with slight differences up to the actual
airplane performing service. Typically issued by an information system. So named, to distinguish it from a
Local Flight Plan.
Go Around
Command performed to indicate the event of a missed approach. Its symbol is "GA".
Handoff Procedure
Process of transferring a flight controlled from ATCC controllers to Tower controllers, when the aircraft
leaves or enters the aerodrome controlled airspace.
Handover Procedure
Process of transferring flights between controllers.
Local EFS
Flight Strip created for Local flights, normally VFR under tower jurisdiction, although ATCC could take
control of it.
Logical Screen
Set of Windows supported by the system and displayed on the two monitors installed in the Workstation.
Obstruction Symbol
Symbol inserted to indicate the event of an obstacle making impossible normal operation between two
points of the aerodrome.

Menu displayed upon clicking once on the icon. Menu display is kept after button release and selection is

Reconfiguration
A change in the roles assigned to each Workstation to set a different number of controllers, different

Restriction in Departure Sequence
Minimum time to be waited between departures from a runway.
Role
Any category of controller working in the Visual Control Room and classified by the controlled aerodrome
zone. Typical roles are Tower, Ground and Clearance.
Runway Line
Line displayed on the EFS Windows, with the aim of separating the flights already using a runway from
those requesting permission to land or take off.
Screen Layout
Windows distribution and appearance when displayed on the Integrated WorkStation. It is different
according to the roles assigned to each ICW.
Symbol Type
Field defined in the obstruction symbol, in order to indicate the obstruction nature.
Taxi Line
Line displayed on the EFS Windows, with the aim of separating the flights already taxiing from those
requesting taxi permission.
Variable System Parameter
It's a certain value entered in the system in order to regulate processes such as timing for FP insertion in
Pending Lists, waiting for terminating a flight after arrival to gate, and so on.
Working Zones
EFS Windows divisions defined by the separation lines display. They are Active, Taxi and Take off zones
for departure flights; and Radio Contact, Clear to Land and Taxi zones for arrival flights.

TFDD

"TFDD" file is allocated in /local/<proj_id>/pos/exec path.


It includes several configuration parameters that must not be changed.
It is relevant to know about two parameters, that can be changed to enable/ disable EFS as well as to set
the airport in tower FDD position. These parameters are:

SECTORES

"sectores" file is allocated in /local/<proj_id>/pos/exec/adap path.


It includes initial tower sectorization.
First entry in file is the number that identifies the ICW position.
The fields included in this file are:
CL: position for delivery strips;
GN, GE and GW: position for ground strips;
TE and TW: position for tower strips.

Possible entries are 1, 2 or 3, that are the ICW number that identifies it among available EFS towers.
This configuration only applies until first CMD tower sectorization, and is used afterwards only if CMD
does not include Tower Sectorization option.

FICH_AIRPORT_DATA

"FICH_AIRPORT_DATA" file is allocated in /local/<proj_id>/pos/exec/adap path.


It is used to define available runways and assign SID/ STAR procedures to the runways.
Electronic Flight Strip will only display as available the SID/ STAR procedures assigned to each runway.
This file includes a table that allows data for different aerodromes, being only used data that corresponds
with aerodrome included as own in TFDD file. The separator character can be both an space or a TAB.
The file contents a table with the following fields:
Airport (4 alphanumeric characters). The file accepts up to 40 airports.
Group number (box where runway is allocated) (possible values: 1, 2, 3). Each box accept two
runways.
Runway identifier.
Runway Use (departure [D] or arrival [A]) (3 characters).
SID/ STAR Procedure (up to 7 alphanumeric characters). The file accepts up to 40 SID/ STAR
entries for each runway.
Each SID and STAR must be defined in an unique line, and they must be previously defined in DBM
position (see DBM User Manual).

It is used to define available gateways for EFS and local EFS.
This file includes a table that allows data for different aerodromes, being only used data that corresponds
with aerodrome included as own in TFDD file. The separator character can be both an space or a TAB.
First line for each aerodrome must be composed of key code (GATE) followed by aerodrome identifier. A
data block must be used for each gateway.
A gateway identifier can include up to 5 alphanumeric characters, and up to 45 gateways can be defined
by each airport.

FICH_LOCAL_DATA

"FICH_LOCAL_DATA" file is allocated in /local/<proj_id>/pos/exec/adap path.


It is used to define obstacles and local EFS.
This file includes a table that allows data for different aerodromes, being only used data that corresponds
with aerodrome defined as own in TFDD file.
The file will contain four data blocks, for fields relative to Callsign, VFR, obstacle symbol and obstacle
place. The separator character can be both an space or a TAB.
First line for each aerodrome must be composed of key code, followed by aerodrome identifier and the
number of registers that are included for the aerodrome. A line must be used for each register, including
the following data:
For Callsign:
o Callsign (up to 7 alphanumeric characters),
o Aircraft Type (4 alphanumeric characters),
o Wake Turbulence (1 character, that can be J, H, M, L).
For VFR: routes (up to 7 characters).
For Obstacle Symbol: obstacle identifier (up to 8 alphanumeric characters).
For Obstacle Place: obstacle place identifier (up to 8 alphanumeric characters).

Key field is C/S for Callsign, VFR for VFR, OSYMB for obstacle identifier, and OPLACE for obstacle
place.

Up to 50 data blocks can be defined for each element (C/S, VFR, OSYMB, OPLACE).
Up to 20 elements can be included in each C/S and VFR data block, and 25 elements in each OSYMB
and OPLACE data block.

"FICH_TAXIWAY_DATA" file is allocated in /local/<proj_id>/pos/exec/adap path.


It is used to define the taxiways related with each runway, that are located in EFS in field TAXI TO.
This file includes a table that allows data for different aerodromes, being only used data that corresponds
with aerodrome defined as own in TFDD file.
First line for each aerodrome must be composed of key code (TWY) followed by aerodrome identifier and
the number of registers that are included for the aerodrome. A line must be used for each register, and
each register is composed of a runway identification and its related taxiways (each taxiway with 2
alphanumeric characters).
Two special codes must be included in each register:
#DEFA: previous taxiway is used as default taxiway for arrival flights.
#DEFD: previous taxiway is used as default taxiway for departure flights.
#DEFB: previous taxiway is used as default taxiway for both arrival and departure flights.
These two codes can be replaced for an unique code: #DEFB that defines previous taxiway is used as
default taxiway both for arrival and departure flights.
In each runway, up to 45 taxiways can be defined
