T.S.A. officials would not say if the VIPR teams had ever foiled a terrorist plot or
thwarted any major threat to public safety, saying the information is classified. But they
argue that the random searches and presence of armed officers serve as a deterrent that
bolsters the public confidence

good experiences with VIPR team members who work with the Amtrak
police on random bag inspections during high-travel times. They

Uncertainty is effective
Uncertainty is effective security
Understanding the role of deterrence in counterterrorism security by Brian A. Jackson,
published on the Rand Foundation, February 1st 2009
Deterrence creates uncertainty for attackers by building in randomness and
unpredictability. For example, rather than protecting a target using guard patrol that
follow a defined path at regular intervals, patrols could be conducted with random
frequency, time and routs

Studies suggest that low probability of finding a terrorist is effective
Understanding the role of deterrence in counterterrorism security by Brian A. Jackson,

Studies of criminal behavior suggest that a low probability of encountering a security
program can have a much larger effect on decision making than would be expected based
on objective assessments of expected utility.

Examined car thefts used to track and recover stolen cars. They found that car-theft
markers collapsed after just a small percentage of cars had installed Lojack, and stolenvehicle rates dropped by 40 percent or more. Thus even when the probability of
encountering a security system is very low, the uncertainty created by the presence of the
measure can be sufficient to lead to large-scale changes in, these case criminal operations

Humans often treat low-probability aversive outcomes as far more likely than they truly
are.( A study called the Prospect theory)

Random checks bring uncertainty to terrorist

Both increasing security in response to threats and making frequent unpredictable
changes in security procedures may create tactical deterrent effects as attackers discover
upon changes in security measures at their intended target are not what they expected.
Such changes might result in a halt or adjustment to the attack
