3. Taxes, Duties & levies:
The contract price is inclusive of all applicable taxes & duties including service tax@
12.36%, loading/unloading/transportation/installation/commissioning, lodging &
boarding, travel expenses etc. Any other charges/cost/TA/DA is also included in the
above contract price. Service tax will be paid as actual on date of invoice.

6. Deliverables and Timetable for Completion
The indicative deliverables are as per below however the final deliverables must be
mutually satisfactorily to the DISCOM, BEE and EESL.

7. Contract Performance Guarantee:

Within twenty eight (28) days of the receipt of notification of award (P.O./L.O.A.)
from EESL, you shall furnish the Contract Performance Guarantee in the form of
Demand Draft/ Pay Order or Bank Guarantee for 10% of the total contract value as
per instructions at attachement-1 and as per RIP. The Bank Guarantee must be valid
for six months from the date of placement of LOA. If the project duration is extended
due to what so ever reason, validity of BG shall be extended by the successful bidder
accordingly.
Bank guarantee shall be from any Nationalized Banks/other scheduled private banks
as per list given at attachement-1 and as per RM. EESL shall at his discretion have
recourse to the said Bank Guarantee for the recovery of any or all amount due from
you in connection with the contract including of guarantee obligations.
If you fail to comply with the requirements of LOA/IFB/RfP/NIT shall constitute
sufficient grounds for the annulment of the award and forfeiture of the Contract
Performance Guarantee.
8. Liquidated Damage (LD)

In case of any delay in the execution of the order beyond the stipulated time schedule
including any extension permitted in writing. EESL reserves the right to recover from
the bidder a sum equivalent to 0.5% of the value of the delayed equipment
installation/unexecuted portion of work for each week of delay and part thereof
subject to a maximum of 5% of the total value of the contract.
Alternatively, EESL reserves the right to purchase and distribute equipment/ material
from elsewhere at the sole risk at the cost of sucorANAdjkriorssogtor and recover

available including EMD/Bid Security/encashment of Bank Guarantee or any other


sources etc.
Alternatively, EESL may cancel the order completely or partly without prejudice to
his right under the alternatives mentioned above
9. Contract Agreement: You shall submit contract agreement on Rs 100 stamp paper
(two copies) within 10 days frapi"kireceipt of LOA to Contract's Dep't.
10. You shall ensure all safety guidelines, rules and regulations, labour laws etc. You will
indemnify EESL for any accident, injury met by your labour, employee or any other
person working for you. Any compensation sought by your labour, employee or any
other person working for you shall be solely paid by you as per settlement. EESL has
no role to play in this matter.
11. Prices will remain firm till the execution of the contract.

Terms of Reference
for
Hiring of Consultant for Load Research, Analysis
i. Background
Government of India has approved a scheme for capacity building of DISCOMs in an effort
to mainstream Demand Side Management (DSM) in their work programmes. In this regard.
LESL and BEE have entered into a MoU, where EESL rs expected to support the efforts of
131 in enabling and facilitating this scheme in 30 selected DISCOMs.
ELSL under this MoU shall undertake development of DSM Action Plan for all selected
DISCOMs. To estimate the feasibility and potential of any DSM program it is essential to
carry uul a detailed load research and analysis, and it is in this regard. EESL intends to
appoint a suitable consultant to assist it in execution of this activity.
2. Scope of Work
by
The objective of this assignment is to analyze the current load profile of DISCOM
customer class of categories and to disaggiegate This by priority sector. supplemented with
selected detailed enduser load profiling and analysis by major end-use category. Complete
Load Research activity inclusive of Research Design formulation. Research Methodology.
preparation of final Survey Questionnaire format. Data Collection (fieldwork). Data
Preparation and Data Analysis will be undertaken by the successful bidder(Detailed
Activities are annexed as '1')
2 1 Sample Selection and Design
Finalize on the Sampling technique. Sample size. and Sample distribution plan to be
used. The proposed sampling technique/ size/ distribution plan should not only
ensure correct representation of the consumer category in terms of usage variations
demographic variations etc.. but also suffice the requirement of statistical analysis to
be conducted on the data collected

2 2 Preparation of Data Formats


Design the questionnaire format to facilitate data entry and subsequent statistical
analysis Illustrative data formats are annexed as '3' however new formals may be
designed by the Consultant as per requirement and need

2 3 Load Research and Profile


The consultant shall. in close collaboration with DISCOM undertake load research,
collect data and coestiuct monthly load profiles for DISCOM's major consumer
classes. analyze the data. of monthly load duration curve of DISCOM and identify the
contribution of consumers of different classes I categories for preceding 3 months
(from the month of placement of award of contract) Initially, the consultants shall
familiarize themselves with DISCOM's annual performance data. current customer
data feeder-level data. and ciarent levels of cost recovery by class.
Data shall be collected on a spot and continuous basis as required for a sample of
end users on a sample of feeders to create the load profiles making what eve' ,e
aderstments are required on account of load shedding schedules.

The surveyed data (only atter Data Cleansing) will be analyzed by the
Consultant to derive the necessary information with respect to the DSM
Programme's objective.
Statistical Analysis Techniques and Tools will be used in the process. to
run
Descriptive Statistical Analysis. Frequency Distribution Analysis.
Hypothesis Testing, Correlation / Multiple Regression Analysis etc.. as
needed, to extrapolate the
survey findings for the target population

(a) (For domestic. Commercial and other LT Category Consumers generally have
