INTRODUCTION
This Section describes the Specific Scope of Work and Services to be provided for the
installation of a once through heat recovery steam generator (HRSG) in the existing Amal
Power Station for Petroleum Development Oman (PDO).

Section 2 describes the common requirements for the installation of the 4 HRSG Unit.
Sections 3 describe the functional requirements and Contractor's Scope of Work with respect
to the installation of the HRSG and its BOP.

1.1
Objective
In order to meet the future steam demand in AMAL West field, the Company plans to install a
Heat Recovery Steam Generator unit at AMAL Power Plant. The HRSG shall be installed at
the back end of an existing GE Frame 9E Gas Turbine with a target net average calendar
day per year steam production of 6,000 tonnes per day at a delivery pressure of 100barg and
80% quality. The net average calendar day per year load on the GT will be 85% Base Load.
The Contractor is responsible for conducting a site survey of the existing facilities at Amal
Power Station and the Amal Steam Plant to confirm interfaces, and to ascertain for
themselves any additions, modifications and extensions that may be required to install the
HRSG.
The HRSG will not be fitted with supplementary firing,
The Contractor is required to manage all interfaces between Company, HRSG OEM, other
Subcontractors, and other Vendors to obtain all additional information as required to
complete the Works.
The Contractor shall be responsible for interfacing with the HRSG OEM during the execution
of the project, taking into account the actual design, manufacturing, inspections, testing
(including FAT), and delivery schedule for the packaged equipment being supplied by the
HRSG OEM, such that the Contractor is fully aware of all factors, including delays, disputes,
quality issues etc, that may impact performance of the Work. The Contractor shall also have
the responsibility to ensure that all such factors are taken into account in the execution of the
project and the Contractor takes reasonable measures to mitigate the effects such factors
have on the performance of the Work.

The HRSG Package will be supplied and delivered DDP (Delivery Duty Paid) to Amal Site by
the HRSG OEM. All Materials and Documents forming the HRSG Package will be delivered
as per the delivery schedule set out in Attachment 2
The Scope of Work under this Contract, shall include the following specific responsibilities:1. Transportation: - The HRSG Package will be delivered DDP to the Amal Site loaded on
truck in a number of separate consignments. The Contractor shall be responsible for offload, re-loading transit/cargo insurance, and transportation of the HRSG Package
consignments from the point of delivery to suitable storage facilities provided by the
Contractor. Company shall provide unprepared location for the storage. The Contractor
shall off-load consignments within 24 hours of their arrival at Amal Site. The passing of
risks occurs when the goods are lifted off the delivery truck at the point of delivery. The
Contractor shall take full responsibility for the care and custody of the HRSG
consignments and the transfer to storage facilities provided by the Contractor. The
Contractor and Company Site Representative shall jointly inspect each delivery received
at Amal Site to identify any material shortages or damage that may have incurred during
transport.
2. Installation: - The Contractor shall be responsible for the complete installation of the
HRSG Package.
3. Interfaces Management:- The Contractor shall be responsible for the management of
all interfaces between themselves and the HRSG OEM. This shall include design,
materials, equipment, services, integration, installation, testing and commissioning etc of
anything required, whether specifically mentioned or not, to complete the Work for the
efficient operation of the HRSG Package being installed at Amal Power Station.
4. Co-ordination with HRSG OEM for
Commissioning, Performance Tests:-
Installation,
and
Pre-commissioning,
The Contractor shall have the overall responsibility for co-ordinating the Installation and
Pre-commissioning of all equipment supplied by the HRSG OEM with technical advisory
assistance from the HRSG OEM.
Completion of Pre-commissioning shall not be deemed to have occurred until the
requirements set out in Clause 7.1.5.2 and 7.1.5.2 of C4 General have been completed
to the satisfaction of the Company.

On completion of the Pre-commissioning the HRSG OEM will have the overall
responsibility for coordinating Commissioning and Performance Testing (including
Reliability Run and Acceptance Tests) of the HRSG Package, with assistance from the
Contractor.
The Contractor shall allow for all required personnel to be available at Site to assist the
HRSG OEM during the Commission and Performance Testing of the HRSG for a
minimum period of 9 months after Completion of Pre-commissioning. Should there be a
requirement for the Contractor to provide assistance after 9 months, this shall be in
accordance with Unit Rates for Alterations & Day Works, Schedules A and D of C-5
The Contractors manning level during and after completion of Pre-Commissions shall be
mutually agreed between the Company, HRSG OEM and the Contractor.
The Contractor shall only utilize the Camp for the purpose of accommodating personnel
direct working on this Project. No sharing of the camp facilities with Other Contractors
shall be permitted.
With 60 days on Completion of the Work the Contractor shall demobilise and reinstate
the temporary areas allocated to the Contractor to a clean and tidy condition.
The Contractor however shall have overall responsibility for; site project management,
Quality Assurance Systems, As-Built Documentation, Permit to Work System, Final
Documentation, MMS Asset and Activity Registration, E-SPIR forms, CCMS
requirements, Site HSE, Transportation at site, Accommodation and the Planning and
Scheduling of Resources, to complete the Work in accordance with the Contract.
Prior to putting the HRSG into service the HRSG OEM will have overall responsibility for
verifying the system integrity of the HRSG with its control system, with assistance from
the Contractor, to ensure the HRSG is capable of stable operation, for both steady-state
and transient conditions.
The HRSG OEM will remain responsible for the performance of the HRSG provided no
material causes for the HRSG not meeting HRSG Guarantees can be attributed to the
Contractor, otherwise the HRSG OEM shall be responsible for the HRSG not meeting
HRSG Guarantees.
The Contractor shall be responsible for meeting the milestones set out in C5 Schedule
E, provided no material causes of the Contractor not meeting milestones can be
attributed to the free issue of Material to the Contractor, otherwise the Contractor shall be
responsible for not meeting milestones.
In accordance with the provisions of Clause 5.5 of C3, the following shall apply if the
Company by reason of supplying free issue Materials causes a delay in the execution of
the Work the Contractor will only be entitled to an extension of time to complete that
portion of the Work that has been delayed. Compensation for delay in completing a
portion of Work shall be limited to only the additional costs (if any) directly incurred by the
Contractor resulting from a delay in the supply of free issue Material. In all causes the
Contractor shall demonstrate to the satisfaction of the Company that the delay in the
supply of free issue Materials has directly caused a delay in the Contractor completing a
portion of the Work.
The HRSG OEM will responsible for the preparation of the Commissioning Plan and
Performance Test procedures for the HRSG package.
The HRSG OEM shall have the overall responsibility for co-ordinating the Performance
Tests with assistance from the Contractor.
The HRSG OEM will actually perform the Performance Tests on HRSG.
The Contractor shall take action to rectify any defective workmanship or Materials
discovered during Commissions or Performance Testing for which the Contractor is

In pursuing the above responsibilities, the Contractor shall keep the Company well
informed about all correspondence with the HRSG OEM, schedules for inspection, FATs.
etc. and most importantly notify the Company well in advance for any delays, disputes,
quality issues etc. in order for the Company to take necessary action.
The Contractor and Company Site Representative shall jointly inspect each delivery
received at Amal Site to identify any material shortages or damage that may have
incurred during transport.
The Contractor shall have the overall responsibility for coordinating with the HRSG OEM
for the timely utilization of HRSG OEM supplied personnel as per Table 4.1 OEM
Schedule for the provision of personnel to provide technical advisory assistance during
the Installation and Pre-Commissioning of the HRSG Package in Section 4.
Should the Contactor require additional HRSG OEM supplied personnel; the Contractor
shall make a request to the Company. Such a request shall be made in writing by the
Contractor within 14 days of becoming aware additional HRSG OEM supplied personnel
are required. The Contractor shall provide any details and information as may be
requested by the Company before making any decision to provide additional HRSG OEM
supplied personnel. The final decision to provide additional resources, extend the
number of days or increase the number of visits of HRSG OEM supplied personnel over
and above that indicated in Section 4, will be at the discretion of the Company should this
be necessary to progress the Work effectively.
The Contractor nevertheless shall remain responsible for the progress of the Work,
hence shall be responsible for any delays and/or additional costs inured by the Company
to extend the number of days and/or increase the number of visits of HRSG OEM
supplied personnel required to complete the Work that can be attributed to the The
Company shall make the final decision as to who is partly or wholly responsible for the
HRSG package not meeting Contract performance, after taking into account all matters
that are relevant.

Electrical Cabling
The Contract Interfaces for the Electrical Systems are:
Junction Boxes for area lighting provided by the HRSG OEM.
Terminals for power and earthing cables to all motors supplied by the HRSG OEM.
HRSG OEM shall be responsible for providing cable terminal box with terminals of
sufficient size to allow Contractor to easily terminate the power and earthing cables.
Terminals for instrument cables to RTDs (used for winding and bearing temperature
monitoring and protection) fitted to all motors supplied by the HRSG OEM. HRSG
OEM shall be responsible for providing cable terminal box with terminals of sufficient
size to allow Contractor to easily terminate the instrument cables.
RCUs shall be provided by Contractor (when applicable).
Earthing terminal or earthing boss on equipment that requires earthing and or bonding
to the earth grid to be installed by Contractor. HRSG OEM is responsible for providing

3.6
External Communications
The Contract Interfaces for external communication interface with Amal Steam Facility is:
FOC Patch Panel provided and installed by Contractor in the Amal Steam Facility
Control Room, used to extend existing redundant Vnet/IP LAN to the HRSG Control
Building. The HRSG OEM scope includes provision of any additional network switches
and patch cords from network switches to FOC patch panels.
The Contract Interfaces for external communication interface with HRSG Control System is:
FOC Patch Panel provided and installed by Contractor in the HRSG Control Room.
HRSG OEM shall provide all network switches, as required to extend redundant
Vnet/IP LAN from the existing Amal Steam Facilities. The HRSG OEM scope includes
provision of patch cords from FOC patch panel to network switches).

Civil
Civil work is not included in HRSG OEMs scope however, HRSG OEM shall supply all data
and information required in order to engineer and design the civil works. The HRSG OEM will
review the civil drawings and other civil documents prepared by the Contractor for equipment
being provided by the HRSG OEM.
3.15
The Digital Video Management System for the HRSG Site shall be designed and integrated
into the existing Amal Steam Digital Video Management System as one system.
3.16
Existing Access control system (ACS) used for access control into buildings for the
Amal Steam Plant.
The Access Control System for the HRSG Control Building shall be designed and integrated
into the existing Amal Steam Access Control System as one system.

6.6kV System
The Contract Interfaces for the 6.6kV System is:
Outgoing terminals on the existing spare 6.6kV feeders on the Medium Voltage Unit
Auxiliary Switchboards (MVUAS-1 and MVUAS-2) associated with GTG Units 1 and 2.
The Contractors scope of work shall include making any necessary
modifications/changes to the existing 6.6kV feeders on the existing Medium Voltage
Unit Auxiliary Switchboards (MVUAS-1 and MVUAS-2), including but not limited to
wiring of; permissive control signals, electrical interlocks, protection intertripping
signals and configuration and setting of the protection relays.

As-Built Documentation
Installation of the HRSG will be a brown field development and as such there are a number
of existing facilities and other new facilities forming part of this or other developments which
may impact on the design and execution of the Work. The Contractor shall be responsible for
obtaining from the Company and/or Other Contractors all information required to execute the
Work, in particular interfacing with existing or other new facilities. Company and/or Other
Contractors information can include; approved construction drawings, marked up As-Built
drawings, As-Built drawings or existing drawings with no status. The Contract shall be
responsible for the site verification of all information provided by the Company and/or Other
Contractors.

The precise requirements for the attendance of OEM representatives shall be at the sole
discretion of the Company and no Vendors representative shall be demobilised from Site
without the approval of the Company.

5.0
WORK BREAKDOWN
5.1
General
The equipment provided shall be capable of starting, running reliably, efficiently, and
delivering Steam in accordance with the specified criteria and ambient conditions. This
Section provides additional detail of the Contractor's scope related to the facilities and
equipment provided. Particular technical design requirements with which the systems must
comply are stated in the relevant Sections of Document C6. The adequacy of the overall
system design to meet these requirements is the responsibility of the Contractor.
5.2
Layouts
The Overall Plot Plan (Sketch Drawing 001) shows an indicative layout for the equipment
being installed as part of the HRSG Installation project.
The Contractor shall be responsible for the actual layout of plant supplied under the Contract
and for ensuring that all spacing requirements applicable to the equipment, and requirements
for equipment spacing in accordance with SP-1118 - Power Station Specification and SP1127 - Plant Equipment Layout, specifications as applicable are met.
Due consideration shall be given to vehicle movement and maintenance access for mobile
equipment, including mobile cranes of sufficient capacity for unit maintenance.
Hot air from coolers and exhausts, or vented fuel gas shall not be drawn into the turbine or
generator air intakes or into building/compartment ventilation or air conditioning systems.
Adequate access for maintenance for all equipment installed in open air (with or without
sunshade) shall be provided.
Suitable concrete paved areas for equipment laydown and personnel access shall be
provided around the unit. The extent of paved areas shall be subject to Company approval.
No plant equipment shall be located closer then 3m from the edge of any road.

Future Considerations
The Contractor shall note all requirements for future expansion and additions to the facilities
and shall therefore include for all necessary provisions in the Detailed Design under this
Contract.

5.6
Equipment Alignments
The Contractor shall be responsible for ensuring proper alignment of all equipment being
installed under this Contractor, including free issued Material, to the Companys satisfaction,
including any remedial work that may be required. Alignments are to be carried out by the
Contractor under the supervision of Vendor/Manufacturer and Company Representative(s).
The Contractor shall include for all costs associated with the alignment, inspection, testing
and Vendor liaison for all equipment and the attendance of third party supervision.
5.7
Relief Valves
Contractor shall ensure that all Relief Valves (RVs), prior to installation, are calibrated and
appropriate certification provided, in the Companys RV workshop.

31. Tie-ins to existing system as defined in Section 3 and subsequently in the Detailed
Design Drawings prepared by the Contractors Detailed Design Consultant..

35. Contractor shall ensure completion of SAP PM, E-SPIR, MCPs minimum three months
ahead of the substantial completion.

5.9.1
Civil Work
The Scope of Work includes the design, supply and installation/construction of all Civil Works
necessary for the safe and reliable operation of the HRSG and BOP being installed at Amal
Power Station.
The Contractor shall provide permanent erosion control facilities, as required, for ditches and
slopes, such as riprap, headwalls, rock surfacing and slope pavement.
Buildings shall provide protection and environmental conditions appropriate for their function
and as specified in the standards and herein. Wind and earthquake loading shall be in
accordance with Uniform Building Code (UBC) and Company Standards.
The design shall take account of all applied loads, including dead, live, impact, thermal,
dynamic, settlement, movement, seismic and other loading conditions where appropriate.
Temporary loads during maintenance and erection shall be considered.
All necessary civil works required for access to, and within, the facility shall be provided.
The Contractor shall be responsible for providing all the required Works and services
necessary for the satisfactory construction, operation and completion of the project.
The Scope of Work of the Contractor related to Civil shall include, but not limited to, the
following:
1. A topographical survey has been undertaken and the information is provided for
information only.
2. A soil investigations have been carried out for the existing power station. The soil
investigation reports are enclosed for information only. The Contractor shall have soil
investigations carried out specific for this project in sufficient detail to ensure all
foundations, and specifically the HRSG exhaust stack foundation, are properly designed
with regard to the site soil conditions. Any soil investigation shall be executed by a
Company approved consultant; foundation excavations shall be inspected by a qualified
geotechnical engineer.
3. Contractor shall check the elevation of the existing grade, buildings, piping supports and
respective pipe elevations with respect to the existing bench mark(s) and cross check
the same with the elevations indicated on FEED Drawings. If any discrepancy is
discovered this shall immediately be brought to the attention of the CSR.
4. The area reserved for the HRSG has already been graded and finished with stone
chippings. The Contractor shall ensure that on completion of the Work, that gentle
slopes in the surface of the finished grade are maintained to avoid ponding of water. The
Contractors scope of work shall include for any additional rainwater drainage systems,
which may include open drains, trenches, pipe / box culverts and gullies to divert water
and prevent flooding. The Contractor shall submit a scheme for the drainage system and
the flood protection Works for review.
5. The existing perimeter and internal security fencing shall be modified as indicated on the
plot plan drawings. All fencing materials, including gates, shall be galvanised.
6. Tarmac roads with 6m wide carriageways with proper turning radii for the trucks shall be
provided as indicated in the Plot Plan, Sketch Drawing 001. The width of roads shall be

b)
Hard standing heavy duty reinforced concrete paving for crane access.
c)
Mesh reinforced concrete grade slabs for maintenance access around the HRSG
and auxiliary equipment foundations. Such hard standing shall enclose all
auxiliary equipment and HRSG foundations within one slab. Suitable
construction and expansion joints shall be provided in the grade slab.
d)
Rotating equipment foundations shall not be laid on any rock layer. In case of
rock layers, suitable soil replacement shall be provided.
e)
All foundations and concrete works, except fence post foundations, shall be
provided with a protective coating system as detailed in C6-18,

The Contractor shall submit to the Company for approval a detailed method
statement for the concrete pouring and curing processes,

If required all excavations in rock shall be carried out using a rock breaker.
Blasting shall not be permitted,

Tanks/pits below grade shall be designed to resist uplift due to ground water.
The Contractor shall provide suitable surface protection and drainage around
such buried pits to ensure surface water is kept away. Vessels, including
foundations and supporting brackets and foundation bolts, installed in pits shall
resist any upward buoyancy force should the pit fill with water,

HRSG Unit Auxiliary Transformers. Note Oil Containment Pits or Bunds shall be
provided for all oil filled transformers,

All steel work, including steel work embedded in concrete, steel support
structures, steel pipe racks, steel platforms, rails, stand-off supports, grating,
door frames, steel tank covers, holding down bolts, shims, packing plates, and
fencing materials etc, shall be galvanised as per BS EN ISO 1461 with the
exception of steel structures in outdoor substations the mean weight of the zinc
coating shall not be less than 610gm/m2 and the mean coating thickness shall
not be less than 86 microns.

Structures shall be designed such that they are fabricated prior to galvanising.
No welding, cutting, drilling of galvanized structures, supports, brackets etc shall

the prevailing winds and shall be enclosed by way of sturdy removable screens,
to further protect them from wind blow dust. The removable screens shall be
provided with facilities to allow personnel easy access for maintenance. The

for maintenance of equipment if it is required, e.g. HVAC equipment installed on
roof of buildings lifting equipment is required to lower makeup air units,
condenser units filters etc to the ground. This is usually limited to a derrick and

All Work not expressly called for above, but necessary for the complete and proper
installation, maintenance and operation of the equipment and accessories, shall be
performed by the Contractor, at no additional cost to the Company and shall be deemed to
be included in the Scope of Work. The Contractor shall ensure the adequacy of the
completed Work in every way to perform the required functions.
The Contractor shall be responsible for the design of the Works and calculations are to be
submitted in respect of all Works with full details of the loading, foundation bearing pressures
and structural design of the main members of buildings, floors and foundations, etc.
5.9.2
Mechanical Work
5.9.2.1
General
The Contractors scope includes, but is not limited to, carrying out Detailed Design and all
mechanical work including procurement (except for the Company supplied Material) for the
installation, construction, hook-up, testing, pre commissioning and commissioning of the
HRSG and its BOP in accordance with the approved Detailed Design drawings .
The Contractor shall field verify all the dimensions prior to fabrication that may, so be
required, and shall not deviate from the design without a Field Change Instruction. Any
transitions required to match pipe or fittings internal diameters are included in the
Contractor's Scope of Work and shall be deemed to be included in the Contract Price.
The Contractor shall make all precautions to avoid damage to the existing facilities while
carrying out the Work. In the event of any damage to the existing facilities, the Contractor
shall make good the same (at his own cost) to the satisfaction of the Company Site
Representative. All construction activities shall be planned without disturbing the daily
operation of the facilities.
The Contractor shall be responsible for performing all checks and testing prior to Precommissioning. Any fault found during testing and checking, shall be reported to the
Company and upon receipt of Company approval the Contractor shall take corrective action.
All isolation, draining, venting, supply of spades and blinds, flushing and purging required for
the project Work is included in the Contractors scope. Isolation, draining and purging as and
when required shall be executed in close co-operation with the Companys Construction and
Operation Field/Site staff. Nitrogen if required for purging shall be provided by the Contractor.
The Contractor shall be responsible for the assembly/erection, welding and structures etc to
achieve the complete assembly of the HRSG.
Contractor shall prepare and submit for approval to the Company a Material Selection Report
covering all Material being supplied and installed under this project.

routed to suit the site conditions. This routing work shall be carried out at the Contractors
expense.

Pipe Supports
The Contractors Scope includes supply, fabrication and installation of all pipe supports,
details to be developed during the Detailed Design.
Construction of pipe supports, plain cement concrete and reinforced cement concrete work
for pipe support foundation pedestals etc. including fixing of insert plates as required, valve
operating platforms, pipe crossovers and supporting structures of all types.
The Contractor shall check grade levels, piping levels and pipe support co-ordinates for
correctness prior to fabrication and installation. The Contractor shall verify the support
locations and cross check civil drawings with piping drawings prior to installation of supports
to avoid any conflict. The Contractor shall be responsible for any corrective modifications at
his own cost.

Isometrics
The Contractor shall check all isometrics developed during Detailed Design for
discrepancies, interference/clashes and/or dimensional errors with respect to safe conditions
prior to fabrication. The Contractor's Scope includes notification to Company and rectification
of errors by marking-up on the drawings and subsequent fabrication / installation /
construction as per corrected piping isometric drawings.

Electrical Systems
5.9.5.1
General
The electrical Scope of Work includes all work necessary for the safe, efficient and reliable
operation of the HRSG being installed this project. The Scope of Work shall be executed in
full compliance with the Technical Specifications, applicable Sections of Document C6,
Company Standards (SPs, DEPs etc), drawings & documents enclosed, and international
standards.
The extent of the Scope shall include items listed below, together with any additional
equipment detailed in Document C6, and anything that is considered necessary for the safe
and reliable operation of the HRSG and electrical interconnections.
Any requirements stated for the provision of spare capacity for future equipment, shall mean
the physical quantity of spare remaining as a percentage of the total quantity required under
the Contract to complete the Work once the Contract has reached Completion.

Auxiliary Transformers

5.9.5.6
UPS Systems
The Scope for UPS systems and batteries shall be as specified in Section C6-14 and shall
include the following;
a) 110 V DC UPS System consisting of 2x100% batteries, 2x100% chargers and one
DC distribution switchboard,
b) 240 V AC UPS System consisting of 2x100% batteries, 2x100% charger/inverter with
static transfer and maintenance bypass switches, and 2 x AC distribution
switchboard.
c) 48 V DC power supply required for the SCADA system shall be derived from the 240V
AC UPS system. It shall consist of 2x100% 48 V DC switch mode power supplies
and one 48V DC distribution switchboard.
5.9.5.7
Protection Settings
Protection study for the project including relay co-ordination and setting calculations shall be
carried out by the Contractor through a Company approved Protection Consultant and shall
be submitted for review and approval by the Company.
A draft package prepared as per Company format / procedures shall be made available for
review at least three months prior to the scheduled date of commissioning. The Contractor
shall provide all the necessary inputs and supporting data required to carry out the Relay
Coordination verification. The Contractor shall submit manufacturers catalogues and
instruction manuals for each type of protection relays used. Further, the relay soft files along
with three nos licensed copies of the relay setting and configuration software tools shall be
submitted.
5.9.6
Communication Systems
5.9.6.1
General
The Scope of Work for the communications systems includes, but not limited to:

Instrument Cables
All cables shall be appropriately selected from the Company List of Approved Vendors and
shall be in accordance to the Companys standards (SP-1090). The Company has developed
detailed technical specifications for XLPE insulated instrument cables. The Contractor shall
comply with all requirements when using XLPE cables.
5.9.7.2
IPF Valves
All safeguarding (IPF) valves shall be tight shut off (TSO). Valves shall comply with the
requirements noted in the Specification. All IPF valves shall be procured from a Company
approved Valve Automation Centre (VAC). Electric actuated and non IPF duty may be
excluded from the VAC scope of supply.
5.9.7.3
Inter-System Cables
Hardwired I/O between system cabinets from DCS to other cabinets (e.g. DCS, IPS, IFB,
CMS Marshalling etc.) inside control buildings shall be via system cables type E-56/54 or E30/28 with Radikor Boards. For System Cabling, DEP 32.37.20.31 (SP-1091) shall be
referred.
