Guidelines on Plans Submission Of Fire Safety Works

For Rapid Transit Systems

1.

Introduction
This document outlines the requirements on plan submissions of proposed fire safety
works pertaining to Rapid Transit Systems. These guidelines will assist the Qualified
Person (QP) in making submissions to Building Control Unit (BCU) of Land Transport
Authority (LTA). A copy of these submission guidelines can be downloaded from the
LTA website at www.lta.gov.sg. It shall be read in conjunction with the Corenet esubmission guidelines.

2.

General Requirements
2.1

Requirements on Qualified Person (QP)

Building Plans (Fire Safety Measures) for rapid transit station, depot and
associated building are required to be submitted by a Qualified Person (QP)
who shall be an Architect registered with the Board of Architects. Building
Plans (Fire Safety Measures) for trainway are required to be submitted by a
Qualified Person (QP) who shall be a Professional Engineer (Civil) registered
with the Professional Engineers Board. For trainway escape shafts, the plans
can be submitted by either a registered Architect or a Professional Engineer
(Civil).
Professional Engineer (Mechanical) or Professional Engineer (Electrical [up to
PE Reg. No. 1311]) shall be the QP for Fire Protection and Air Conditioning &
Mechanical Ventilation Plans.

2.2

2.3

Application Forms
2.2.1

For hardcopy submissions, QP shall use the appropriate application

forms provided by FSSD.

2.2.2

For electronic submissions through Corenet, QP shall use the

appropriate electronic application forms provided by FSSD and LTA
electronic application form, LTA-BCU-SUM01.

Plan Number for Submission of Fire Safety Plans

A plan number must be assigned by the QP to each new Fire Safety Plan
submission made to BCU (LTA) to identify the project plan type. Once the plan
no. has been assigned, QP shall use that plan no. to make the submission,
including all re-submissions. See Annex A for Guidelines on Issuance of Plan
Number for Submission of Fire Safety Plans.

3.

Replying to Written Direction

QP's reply to written direction shall include an itemised response to the written
direction. Any amendment made on plans arising from the written direction shall be
clearly identified.
If there are amendments made on plans that are not arising from the written direction,
QP shall highlight these amendments on the plans or provide a list that clearly
describes these amendments in the reply.

4.

Pre-submission Consultation/Consultation
QPs who wish to consult BCU (LTA) prior to formal fire safety plan submission, on
some major technical issues that may have great impact on their building design can
submit Pre-submission Consultation/Consultation form to BCU (LTA) with a set of
plan(s) showing the issues, where applicable.
Particulars of consultation items shall be duly filled in the form. Description of the
requirements must be clearly stated and aspects of requirements that need
clarification must be clearly explained so that the issues could be understood for
deliberation. An example of a duly filled Pre-submission Consultation/Consultation
form is shown below:

ANNEX A
GUIDELINES ON ISSUANCE OF PLAN NUMBER FOR ELECTRONIC SUBMISSION
Introduction
The purpose of these guidelines is to assist QP in the issuance of a plan no. to the different type of
electronic plans submission to BCU(LTA), i.e. Fire Safety Measures (FS), Fire Protection (FP) and
Air-conditioning & Mechanical Ventilation (ACMV) plans.
The plan no. is a different number from the project reference number. The project reference
number is the number lodged by co-ordinating QP for the project. The co-ordinating QP shall refer
to e-SS guidelines for information regarding the project reference number. Plan no. is to
differentiate the type of electronic plan submission submitted by the QP. The format of plan no.
shall follow closely that of the format for the project reference number.
Plan No.
QP submitting new Building Plan to BCU(LTA) shall issue a plan number according to the type of
Building Plan submitted. An example of the format of plan number is as shown below:
Plan No.
A 1

Project reference Number

Type of submission (i.e. FS, FP or MV)

Guidelines on Plans Submission Of Fire Safety Works

For Rapid Transit Systems

Type Of Submission
To differentiate the type of electronic plans submission the following abbreviations shall be used:
FS - Building Plan (Fire Safety Measures)
FP - Fire Protection Plan
MV - Air-conditioning & Mechanical Ventilation Plan
-

Serial Number
This is to identify the order in which any type of plans is submitted. For example, the first set
of Building Plan (Fire Safety Measures) submitted shall be numbered FS01. After approval,
the next submission (e.g. amendment plans) shall be numbered FS02, and so on. The same
applies to FP and MV plans.
1st submission -

If the 1st submission is rejected or withdrawn, the subsequent submission is considered as the 1st
submission, i.e. the serial number is still 01.
Different QP for the same project
Once the plan no. is issued by the QP, the plan no. will remain with the project, no matter how
many different QPs are involved in the project.
