The objective of the Consultancy is to facilitate development a five-year Strategic

Plan for Nairobi City County. Specific tasks include:

*Prepare a process plan for the development of the NCC Strategic Plan.
*Prepare a situation analysis of NCC, based on existing information.
*Help to organize and facilitate consultative forums with government (at both
county and national levels) and non-government stakeholders.
*Prepare a first draft of the NCC Strategic Plan.
*Prepare action plans for priority sectors, including but not limited to private sector
development, health, education, water and sanitation, infrastructure.
*Undertake an organization review of the NCC and suggest appropriate structures
and staffing to implement the strategic plan.
*Cost the Strategic Plan and propose sources of finance for its implementation. .
*Prepare a monitoring and evaluation strategy and action plan.

The assignment is expected to take a total of about six months.

for the development of a resource mobilization strategy and policy framework that will guide the
Fund towards realizing its objectives in financing activities of the Tourism industry.
This should include identifying donor agencies to partner with and, a guiding mechanism for
attracting, developing and retaining partners and resources. Interested eligible consultants with

3. Details of at least three(3) similar assignments undertaken by the firm including name of the

five years;
4. Have an established reputation with a thorough knowledge of the tourism sector, resource
mobilization and donor intelligence;
5. Brief comments and suggestions on the approaches to employ in undertaking the research,
personnel, field work, facilities and incidental requirements (where) necessary for this nature of
research project;

Terms of Reference: Consultancy for the Development of a Strategic Plan
Background
: Zinduka Afrika (ZAF) is a registered in Kenya as a Non-Governmental Organization (NGO).
ZAFs mission is to reflect compassionate nature of God by facilitating social transformation in
the community through social development interventions.
Zinduka Afrika implements projects under Primary & Preventative Health Care, Secure and
Sustainable Livelihood, Child Support and Protection and Gender and Human rights programs.
ZAFs Vision is to ensure communities live quality and dignified lives .Today ZAF has a
presence in the Nairobi, Kiambu, Lamu, Makueni, Machakos and Kajiado counties. Our
Headquarters is in Nairobi.

Purpose: ZAF has planned to develop a strategic plan for the next five years 2016 -2020. In this
regard ZAF wishes to engage the services of a consultant to support in the development process
of this strategic plan.
Expected Outputs: A five (5) years strategic plan to support the organization in achieving its
vision and mission.
Scope of Work: Under this assignment, the consultant will work with ZAF board members,
secretariat and stakeholders in the development of the organizations strategic plan
Timing of Assignment: The assignment will be carried out between November and December
2014 and the total number of days will not exceed seven (7) working days.
Required Qualifications
The qualified consultants must be from a registered consultancy firm which has been in existence
for at least five (5) years and has developed atleast ten (10 ) strategic plans touching on Gender
and Human Right, Child Support and Protection, Primary and Preventive Health Care and Secure
and Sustainable livelihoods and Income Generating Activities programs.
Excellent analytical, writing and facilitation skills.
A minimum of 5 years of proven professional experience in Strategic Planning from either the
private or public sector but with bias to nonprofit making NGOs and not for profit sectors.
He/she must have an understanding of national, regional and international frameworks guiding
development work in Kenya in regards to the programs stated above.
The consultants must be conversant with PBOs guidelines.
The firm is expected to submit Curriculum for two of its people to be engaged in this process;
that for the lead and assistant consultants.
The firm to submit its profile with keen attention on Past performance reference.
Attach copies of the firms certificate of registration, KRA Clearance certificate and KRA PIN
number.
