Responsibilities Bureau of General


Administration
Facilitate & operate secretarial works, general
administration, special missions, public relations, and
professional training.
- Develop work system and personnel administration.
- Operate tasks concerning finance, accounts supplies
building, budgets and assets; set up and verify
standards of building designs and construction,
including coordinate and provide support for operation
of education institutes.
- Encourage disciplines and moral system, laws, legal
actions and contracts, civil offenses, penalties,
governances cases, and other legal cases within the
authority of OVEC.

Responsibilities Bureau of
Cooperation
-

Develop systems, formalities, principles and procedures


of cooperation with private sector in providing voc. ed.
including monitoring and evaluation.
Encourage and support private sector and
entrepreneurs for providing voc. ed. in accordance with
curricular and standards, including the dual system.
Develop system of resources subsidy and establish
voc. ed. funds.
Support and develop professional organization,
occupational groups and associations.
Implement International cooperation, coordinate
policies and collaboration in voc. ed. with in-country
and foreign organization and authorities

Monitoring and Evaluation
Monitor and evaluate overall voc. ed. of the
country.
- Coordinate voc. ed. monitoring and evaluation
with relevant authorities.
- Provide consultation and suggestion for
improvement of administration of voc. ed.
- Work with or provide support to work with
other relevant or assigned authorities.

and Planning
Propose voc. ed. policies, strategic plans,
production targets and manpower development.
- Suggest principles on resource and budget
subsidies including monitoring and evaluation.
- Develop data system of IT networks and
utilize ICT in voc. ed. administration.
- Work with or provide support to work with
other relevant or assigned authorities.

Competency Development
-

Establish and evaluate standards of vocational teachers


and personnel, propose plans for competency
development.
Monitor and evaluate competency development of
vocational teachers and personnel.
Conduct training courses in cooperation with public and
private sectors for vocational teachers, personnel and
trainers in entrepreneurs.
Conduct research and develop materials, vocational
technology, professional training; develop teaching and
learning IT to enhance capacity of vocational teachers
and personnel.
Establish and develop formalities of competency
training for teachers and personnel and create training
networks

Education Standards & Qualification
Conduct research and development standards and core
curricular for every level of voc. ed.
- Conduct research and develop standards of prototype
materials and innovations of voc. ed.
- Support development of standard systems, provide
guidance on voc. ed. and occupations, establish
professional qualifications and certification, experience
transfer.
- Develop system, principles and procedures of quality
assurance in voc. ed. institutes, colleges, including
learning system tat integrates religions, arts, culture
and sports with voc. ed.

Responsibilities Bureau of Research


and Development
Conduct research and development know-how on voc.
ed. to support suggestions on policies, work plans,
projects, vocational manpower demands and
professional training.
- Conduct research and develop teaching-learning
technology and administration of voc. ed. institutes
including monitoring and evaluation.
- Encourage, produce, develop and disseminate
innovations, vocational invents in order to upgrade voc.
ed. Technology and quality of students.
- Gather studies, analyze, synthesize, and produce
information on voc. ed. research results.

Office of the Vocational Education Commission
(OVEC) is the main organization making an
effort to produce and develop qualified and
standardized vocational manpower to be in line
with the social and economic development of
the country resulting in the increase of the
competitiveness.

Focus on the formulating an effective system
for sustainable manpower production and
improvement of the country with the following
targets: National Qualification Framework (NQF)
and the development of the manpower
producing and improving system to be in
line with the NQF
