Presented final thesis titled The effect of the political competition on the establishment of
Jurisdictional Autonomy Organisms at local level in Mexico; purpose was to study the
relationship between the quality of administrative law courts and democratic competition
for power in Mexican States through a quantitative and comparative methodology.

Government of the State of Jalisco Guadalajara, Mxico
Consultant for the Governors Private Secretary
Jalisco is one of the most important states in Mexico because of
its economical capacity and history. It is ranked third Mexican
subnational economy and its capital city, Guadalajara, is within
the second biggest metropolitan area of Mexico, just after Mexico
City. The new administration, headed by Jorge Aritsteles
Sandoval, looked for create a research unity inside its Private
Secretary dedicated to produce strategic analysis and academic
research on all topics related to local governance.
Responsibilities within the Governors office

Consolidate the research team in order to offer better strategic


analysis for the Governor of the second biggest Mexican states
decision-making.
Directed the research and prioritize topics related with local
governance.
Improved analysis of surveys with advanced quantitative
methods.
Promoted a closer relation with surveys companies in order to
offer a better product for the Private Secretarys strategic
analysis.
Developed a rigorous research method to interpret Jaliscos main
political issues.

Accomplishments
Managed team of twelve researchers and councilors.
Produced on average three strategic products weekly for the
decision-making of the Governors team.
Developed model for Survey Analysis based on evidence and
quantitative methods.
Wrote and defined the conceptual argumentation for the
Bienestar policy.
Formulated the project Building a Strategic Political Agenda to
rationalized the Governors public policy agenda. This help
rationalized the process and reduce the impact of immediate
political pressure.

Conducted the qualitative part of the survey to men and women
incarcerated in the Mexico State prisions: Tlalnepantla,
Nezahualcyotl-Bordo de Xochiaca, Almoloya de Jurez, OtumbaTepachico, Mixquic and Texcoco.
Interpret surveys results and reported it as a part of the
theoretical assumptions.
