Year of the citizen

Almost 16,000 people nationally from 152


different countries took part in citizenship
events yesterday, Australia Day. Moorabool
had 14 residents join the Australian family at
a civic reception at the Bacchus Marsh Public
Hall.
The day started with a free breakfast cooked
by the Lions Club of Bacchus Marsh, followed
by the official proceedings that included
awards for MSC 2015 Citizen of the Year
(Donna Zabinskas), Youth Citizen (Mathew
Prince) and Community Event of the Year
(The Great War Centenary Committee).
Wurundjeri Elder Uncle Ron Jones
conducted the Welcome to Country before
Moorabool Mayor Paul Tatchell started the

formalities.
The integrity of Australia Day is about
what it represents, not the date it is being
represented on.
The history of our traditional owners is
written into this unique landscape; from the
desert outback to our rugged coastline, to
the tranquility of our rivers and streams that
give us life. A living-breathing library.
Cr. Tatchell said we are blessed by a
multitude of cultures, cultures that dont
define but enhance us both individually and
as a collective.
Today we acknowledge the commitment
Australian Citizenship represents and

welcome your inclusion into the Australian


family.
Catherine King (Federal Labor Member for
Ballarat) said Australia Day does see us all
come together to reflect on the values and to
celebrate and acknowledge our past.
Each new wave of migrants becomes new
citizens to our community. Their history
forms very much of our history.
The Australian flag was raised and the
National Anthem sung before Dr. Christine
Durham (Aust. Day Ambassador for
Moorabool) gave her address.
We are celebrating Australia and being
Australian in all sorts of ways. It is a day

of thinking over what it means to be an


Australian.
We also celebrate those who have been
honoured with awards, many of those will
be volunteers. Lets remember them and
dont take them for granted.
Dr. Durhan said the most treasured and
poignant event is the citizenship ceremony.
Like a gum tree, made up of many parts, so
is Australia with multiculturalism.
Citizenship is one of the powerful rituals
that bind us together as a community.
The day concluded with the citizenship
ceremony for 14 Moorabool residents
undertaking their pledge.

Councils 2015 Community
Event of the Year.

engaging by encouraging

participation.
The event commemorated
and re-enacted the departure
of the first volunteers from
the region who signed up for

service in World War 1.

Bacchus Marsh Remembers

connection between Bacchus
Marsh and World War I, and
also provided information
on researching an ancestors
military service. The event
included
the
Creswick
Lighthorse, military reenactors, Bacchus Marsh
RSL, five Bacchus Marsh
schools and the Bacchus
Marsh Historical Society.

said the committee was also
recognised with a Mayors
Award for The Lost Diggers
of Vignacourt visit to
Bacchus Marsh.
Both events showed the
ability of the community
to work together to put
on significant, important
events, Mr Strangio said.

He said the events also


highlighted the importance
of World War I to the
community from a local
perspective.

The Avenue of Honour


has 281 commemorative
trees, but there were several
hundred more people from
this region who signed
up. Our community was
much smaller back then
and it would have had an
enormous impact. It would
be hard to find anyone in
the community who was
untouched by the war. Weve
got living relatives (of early
volunteers in World War I)
still living in the area, he
said.

feedback as part of a statewide masterplan.
The Victorian Mineral Water
Committee is preparing
a strategic plan for the
State Government, which
will include guidelines for
managing the sites.
To assist in preparing the
Strategic Master Plan, the
consultant team is keen
to hear from members of
the public who visit, use

with some of the Reserves,
explained a spokesperson

The team is particularly

users like about the Reserves,
what should be protected, or
what could be improved.

Off to the river or a trip

Australia Day long weekend

Magistrate court last Friday.
Although a quiet day
overall, a Bacchus Marsh
resident with 35 pages
of prior criminal history
was served with a Family
Violence Intervention Order
after a police application was
successfully passed.
The defendant was found
in an aggravated state at a
mother of threes property
in Darley on Thursday,
January 22, after violently

beating holes in the walls


and doors of the house with
a metal pole, the court heard.
The accused was arrested at
the property and taken to
the Bacchus Marsh Police
Station, where he continued
to act in an aggressive and
violent manner for four to
five hours, police informant
Damon Saunders said. The
Bacchus Marsh man has a
long history of drug and
alcohol related charges,
and was served with the
intervention order for a
period of 12 months.
Meanwhile, nine other
applications for intervention
orders were heard in the
court, with six successfully
served and three withdrawn.

THE new series of My
Kitchen Rules commencing
next Monday will have a local flavour with the addition
of Bacchus Marsh mother
and son team Rose and Josh
Tejedor.
Josh Tejedor said both he
and his mum had always
watched My Kitchen Rules
and had an interest in cooking, however he had to wait
until he turned 18 in 2014 for
them to apply.
Rose Tejedor said her now
19-year-old son was the
youngest contestant ever on
the show. Were also the
first mother and son team
ever, so they were two advantages at our audition.
Josh said another edge that
their team had was cooking South American and
Spanish inspired food. Rose
migrated from Uruguay to
Australia with her parents
and siblings in 1975.
Rose, an education support
teacher at St Bernards Primary School, said the whole
experience was amazing
and she loved everything
about it and made the most
of every opportunity.
Personally, having Pete
and Manu come to our
house and cooking for them
was one of the highlights. It
was very stressful but also
amazing, she said.
Josh agreed and said it was

a surreal experience to cook


for the celebrity chefs at
home. He grew up helping
his mother in their Bacchus
Marsh kitchen and then
began to develop his own
cooking style.
For a mother and son we
do quite a bit together. Were
very close and I wouldnt
want to be here with anyone

else other than mum, he


said.
Another highlight was the
travelling that went along
with being part of the show.
Id never been to Western
Australia before.
Rose said they met some
beautiful people and made
friends who will stay friends
for the rest of our lives.

The hardest part was being away from my husband


Carlos and daughter Jessica
for so long. Lucky I had Josh
by my side, she said.
Josh, a commerce student,
said he didnt see his age as
a disadvantage.
Mum will bring her traditional cooking and those
techniques and I think Ill
bring innovation because
of my age. You know Ive
grown up with new cooking
and new ways to find recipes
and I think that will help me
a lot too. And what Ill lack
in experience, Ill make up in
effort and desire, he said.
Everyone brought something new to the competition
and on a good day anybody
can be a threat.
Bound by strict confidentiality clauses, neither could
reveal how they went, or
if they gave Manu Fidel
enough sauce a common
complaint from the celebrity
chef.
Until the show airs, we
dont know if people are
going to like us, Rose
said. Our aim was to do
something we love doing
together.
My Kitchen Rules will air
from next Monday, February 2 on Channel 7. Rose and
Josh Tejedor will be in group
two and will appear around
the middle of February.

December 18.

Penny pinching from the poor

Funding for emergency
relief in Ballan has been
slashed by the Federal
Government.
Cuts announced at Christmas time saw Ballan District
Health and Care lose more
than $23,000 in annual funding provided by the Commonwealth for emergency
relief.
The $23,566 cut means
$10,000 less each year to
purchase food items and a
reduction of local available
services including cutting
the in-house social welfare
workers hours from four
days per week to three days
per week.
Were going to have to
source money for emergency
relief from other areas, said
Ballan District Health and
Care CEO Wayne Weaire.
Were hoping to maintain
a $10,000 relief fund with
money from elsewhere, and
that means seeking help
from the community in doing this as well as taking
some money from our own
opp-shop to do this.
He said that cutting the
welfare workers hours by
25 per cent was quite a blow,
along with losing the money
for emergency food relief.
Our greatest concern is
while we appreciate that we

need to respond to budgetary issues, its just difficult


when it continues to hit the
marginalised and the poor
- and thats what this does.
Mayor Paul Tatchell shared
the outrage at the funding
cut.
Its a bloody disgrace!
You cant pull your socks
up if you dont own a pair
and for a Country that
prides itself on its generosity
it needs to spend less time
reading its own press, and
take more time addressing
the forgotten five per cent in
this country that suffer the
indignity of a simple top-up
to get by.
This penny-pinching attack on the most vulnerable
in our Rural Community is
indicative of a Government
in denial; a Countries wealth
and prosperity should be
measured by the living
standards of the disadvantaged, not by the excesses of
the advantaged.
The fact that we have
working poor in our rural
hamlets is a direct indictment on selective policy
making ignorant of the fiscal
realities; I say to these loosely
called leaders and decision
makers - park your fancy

the cuts will have a disastrous effect on some of the

She said that the Ballan
District Health and Care
funding provides muchneeded assistance to people
experiencing homelessness
and hardship in the Ballarat
area and its loss means they
wont be able to access emergency help.
These cuts relate to emergency relief funding for hospitals, housing and homelessness services, advocacy
groups and community service providers. What were
seeing is a brutal attack on
the very people in our community who need the most
help.
At a time when we know
many people are vulnerable,
the Abbot government is
cutting their support. They
havent even formally announced these cuts, so we
have no idea where the money is going or if there are
going to be any programs to
replace these vital services.
She criticised the timing
of the cuts, which were announced three days before
Christmas, saying the cuts
total $3 billion nation-wide.

cast of Neighbours in the
regular role of Tyler Brennan
in February.
The 23-year-old graduated
with a Bachelor of Photographic Imaging in 2008

Disease rises as vaccinations increase KERB CHATTER

CASES of whooping cough


(pertussis) in Moorabool
have increased dramatically
despite vaccination rates
above 96 per cent.
Moorabool had 50 cases of
whooping cough in 2014,
and four new cases up until January 19 this year. In
2013 Moorabool recorded
10 cases of whooping cough
compared to 2012, when
there were 22 cases of the
highly contagious disease
that affects air passages and
breathing.
Grampians Medicare Local
primary care manager Linda
Govern said of the four reported cases this year, two
were in children aged 0 4
years and two were in children aged 5 9 years.

Meetings, committee
changes top agenda

Changing the times of council meetings and removing
internal governance committees are on the agenda
for the first Moorabool Shire
Council meeting of the year.
The December meeting
heard a motion to make
changes based on a review
provided by CEO Rob
Croxford.
In 2014 council moved its
fortnightly Ordinary Meeting of Council from 7pm
starts to monthly 5pm starts,
with meetings held in various locations throughout the
shire.
There has been mixed feedback on the change of time,
however generally it appears
that a later start time would
enhance community attendance, Mr Croxford says in
the report.
The report also nominated
committees to be discontinued - Social Development,
Finance and Governance,
Place Making, Development
Assessment, Urban Growth
Strategy, and Rural Growth
Strategy.
However an amended motion by East Ward Councillor
Tonia Dudzik, seconded by
East Ward Councillor David
Edwards, proposed to have
a further report from council officers on the benefits of
changing council meeting
times, as well as discontinuing the committees - except
for Development Assessment which would be retained as a delegated special
committee - and that a new
Place Making Committee be
established.
The motion was defeated in
favour of a motion by East

Ward Councillor John Spain


and seconded by Woodlands
Ward Councillor Pat Toohey
to defer the matter until the
February meeting of council.
Cr Dudzik spoke about the
proposed removal of the
committees.
Personally it does not concern me either way whether
or not the s86 committees
continue or not.
I believe there are too
many committees and perhaps some are unnecessary
and matters would be better
dealt with directly by the
full Council.

Cr Edwards is cautious
about discontinuing any of
the committees.
I think we shouldnt throw
the baby out with the bath
water - we should give them
an opportunity because they
do provide valuable input,
they are a good opportunity
for us to get first-hand information off the officers.
West Ward Councillor Tom
Sullivan also spoke with
caution about discontinuing
the committees.
I think its a matter of the
committee structure has to
be reflective of good governance and good process and
making sure we make decisions in a timely manner.
The number is not what really troubles me, Im not a supporter of having meetings
for the sake of having meeting meetings should have
a purpose. Any structure
that enhances that I think
has merit but I think that it
would be disappointing to
disband those committees
that have worked very well
over the long journey for the
sake of expediency.

The committees allow an
open discussion in a less
formal process, they allow
for sharing of information
thats not restricted by time.

Councillors Comments on
Meeting Time Changes
CR DUDZIK said she supports changing meeting times back to 7pm.
I have received a great deal of feedback from residents saying they are unable to
attend 5pm council meetings due to work commitments. Council exists to represent
the community and if residents find the council meeting time too difficult we need to
change it.
However CR EDWARDS said that when he has attended many council meetings at
peri-urban shires, the attendance is far less than that at Moorabool meetings.
I just feel that no matter which way you go itll suit some people and not others.
We need to carefully consider it if you have a 7pm meeting starting in Bungaree
for example, well people live all over the place and if they have to drive a long way
and youre already asking people to do a 12 hour day, that needs to be considered
and maybe a mixture of times is more appropriate -but then when you start mixing
times people get out of pattern, theres a lot to be considered before we make a final
decision.
MAYOR TATCHELL said he fully supports holding meetings at 5pm.
The reality is, its an Occupational Health and Safety issue for staff - if we start at
7pm that means that theyre knocking off at 4.30pm, and having a break but working
from early in the morning to late at night and theyve got to drive home and theres
no rule on when meetings finish, its sometimes 11pm. The fatigue factor in having a
break after doing a days work is proven to be the most dangerous thing the body can
do, it goes into relax mode and then it goes back to work mode - its better to have a
continuous process with a small break and go back to work. We have a responsibility
to our staff.
And the other issue is the cost we have to pay council staff for the break if we start
two hours later, plus we have to feed not only the councillors but also the staff and
its somewhere around $1800 a meeting. You could buy something else for the shire
for that.
CR SPAIN said that the main thing about the meetings is to make decisions in an
open forum to maximise the publics opportunities to see local government in action.
As the community Changes its ways of communicating, council has to reassess
from time to time whether its meeting reflect what the expectations are. I think its
always a matter for review for council.
CR TOM SULLIVAN said that meeting times have been a vexing issue with
benefits to starting meetings at 5pm and at 7pm.
It either has to be one or the other, you cant have some starting at 5pm and some
at 7pm, thats too confusing. The 5pm starts have only been going on in the last year,
I dont have a fixed view but I think the time has to be consistent for every meeting.
East Ward Councillor ALLAN COMRIE pointed out that no decision has been
made yet, but that he would like to see the current meeting times and dates stay the
same, as with the committees.
Some of the committees we need to get rid of anyway because their use-by date is
up but most of them will stay I think.
CR TOOHEY had not responded to requests for comment.

Fiskville exposed
Cancer study reveals firefighters have higher risk
FIREFIGHTERS

worked at the Fiskville
Training Facility have higher
than expected rates of skin,
testicular and brain cancer.
Premier Daniel Andrews
and Minister for Emergency
Services, Jane Garrett, visited Fiskville last Wednesday
to announce the findings of
the Fiskville Cancer Study.
Monash University conducted the study and examined cancer and death rates
linked to the site between
1971 and 1999.
Among a group of 606 people who worked and trained
on the fire ground, a total of
69 cancers were discovered
that resulted in 16 deaths.
Staff who worked full time,
and who were exposed to
flammable chemicals, combustion, foams and recycled
firewater, developed melanoma and testicular cancer
at higher than expected
rates.
Part time instructors considered to be in the medium
risk group showed higher
than expected rates of brain
cancer.
The Andrews Labor Government will ask the Parliamentary Inquiry into
Fiskville to include the
Monash report in its considerations. The Inquiry
will also get to the bottom

Should the state


government cap rates?

A proposal to cap the
amount of rates that local
councils are able to charge
residents has Moorabools
Mayor Paul Tatchell speaking out against the State
Government.
Mayor Tatchell said he received an email from the
Minister for Local Government Natalie Hutchins, last
week informing Council
that the rate capping policy will be implemented in
the 2016-2017 financial year.
There is no denying its a
great headline, any policy
that reduces costs on working families has got to be a
vote winner; but is the devil
in the detail, or the detail in
the devil? Mayor Tatchell
asked.
He said that the email was
generic and fairly aggres-

sive containing a number


of assumptions not specific
to Moorabool, but to all Victorian Councils.
The rate capping policy
is being pitched as a new
and innovative policy but
the reality is rate capping
is a well-trialled policy
that was last used in NSW
and eventually abandoned,
but not before the existing
Local Government infrastructures were rendered
unsustainable.
Whilst I am sure rate capping Mark II will acknowledge past failures it is only
reasonable to explore the
risk reward in the reinvention of the policy combined with the cause and
affect once the policy is
introduced.
He explained that a CPI
based formula makes perfect sense when used in the

context of the cost of living


shopping basket - but said
when placed in the context
of Local Government services, the comparison between the average shopping
basket and an infrastructure
and services shopping list is
like counting how many apples there are in a bunch of
bananas.
There is also the question
of does a one-size-fits-all
CPI gives a fair representation of the cost of living in
Rural Victoria, not to mention Shires like Moorabool
that are experiencing unprecedented growth along
with the infrastructural and
services demands that come
with it!
Compare the costs of living in the rural sector using
an urban shopping basket,
and you see a sliding scale
CPI where the urban meat
reflects the rural poison.

Lets put things into perspective; Rural Victoria


represents 25 per cent of
the State population, yet
only receives five per cent
of Government funding
in terms of infrastructural
development.
He said that when Moorabool is compared with Ballarat, Moorabool has the
same size road network as
Ballarat, but a third of the
rate base to maintain those
roads.
Compare it to our other
neighbours in Melton and
its even worse! Subscribe
the same formula in terms
of basic Local Government
services, and smaller Rural
Councils become severely
disadvantaged compared to
our City counterparts using
a completely different funding equation.
He asked if the property

valuation system will be


subject to the same CPI
valuation.
Not to mention the differential rating system, will that
have to be scrapped and replaced with a CPI based formula - I am sure the Mining
Sector would be pleased, not
to mention gambling venues but not so our Farming
Sector already being crucified in a system where parity
is a dirty word!
Mayor Tatchell said he is all
for reducing the rates burden and exposing the costshift between state and local governments but asked
if the Essential Services
Commission using a onesize-fits-all policy have the
capacity to understand the
very real challenges that face
the Shire of Moorabool.
If history is any guide, the
Shire has been under-fund-

ed, under-estimated, and


under-loved by Government
for a very long time. The infrastructural demands comparative to our growth were
largely ignored during the
recent election; its hard to
imagine yet another layer of
bureaucracy being any more
generous!
The Democratic principles
of local government; where
democratically elected locals
decide what locals need will
now be decided by the ESC,
which rightly or wrongly
departmentalises the role of
Local Government; reducing
and regulating the rate burden may solve one problem;
but there still remains the
question of who pays the
bill!

BACCHUS MARSH RACECOURSE RECREATION RESERVE MASTERPLAN
Community Consultation Session
The township of Bacchus Marsh is currently experiencing a signicant rate of residential
growth and as a result is undertaking a master planning process at the Bacchus Marsh
Racecourse and Recreation Reserve to provide the framework to guide strategic
decision making at this reserve. This will ensure an adequate provision of active and
passive space is provided to continue to service the existing and future population.
We would like to hear from you!
Input from the community is an important component of the masterplan development
process. An open house session has been scheduled to provide an opportunity for the
community to view the existing masterplan for the reserve and provide input to drive
the future direction of the reserve.

Racecourse Recreation Reserve on Bacchus Marsh-Balliang Road, Maddingley)

MOORABOOL SHIRE COUNCIL COMMUNITY DEVELOPMENT FUND


The Moorabool Shire Council Community Development Fund will open on 2 February
2015.
Community groups/committees, community networks, progress groups and
development associations are invited to submit an Expression of Interest for seed
funding (and leverage for external funding opportunities) toward community
infrastructure projects that have a signicant impact on community development,
liveability and wellbeing in the Shire.
Funding is available for up to $25,000 with preference given to those that demonstrate:
A contribution toward the cost of the project by cash or in-kind support,
The leveraging of funds to support external funding opportunities,
A strategic basis - the project is detailed in a community plan, master plan or strategic
plan.
Groups, committees and organisations are encouraged to read the Community
Development Fund Guidelines carefully before making a submission. The Guidelines
outline the specic eligibility and assessment criteria.
Program Guidelines, Expression of Interest Forms and further information are available

AVENUE OF HONOUR - BACCHUS MARSH


TREE INSPECTIONS AND PRUNING WORKS
Council will be undertaking aerial inspections and tree pruning works in the Bacchus
Marsh Avenue of Honour from Tuesday 27 January 2015 to Friday 6 February 2015.
These important tree works will be undertaken as part of the ongoing commitment to
the Bacchus Marsh Avenue of Honour Strategic Management Plan.
Council periodically undertakes these works to limit the risk to public safety and
extend the life of the trees within the Avenue of Honour.
Works on the trees will be conducted Monday to Friday only during the hours of
8.00am and 5.00pm.
Trafc and other disruptions will be kept to a minimum.

The Summer 2015 Community Grants Program will open on 1 February 2015 and
close on 28 February 2015.

coming months.The survey has been designed to assess the performance of Moorabool
Shire Council across a range of measures to identify ways to provide improvement or
more effective service delivery to residents.

Sad loss
for House

Members of the Darley,


Bacchus
Marsh
and
surrounding communities
are deeply saddened by
the recent loss of Anna
Curry, former manager of
the Darley Neighbourhood
House and Learning Centre.
Following a long illness,
Anna
passed
away
peacefully on January 3rd
and
her
well-attended
memorial
service
was
held in Bacchus Marsh on
January 8th.
At the service, DNHLC
chairperson Debra Doyle
paid tribute to Annas
outstanding dedication and
commitment to the House
over the past six years.
Her work included the reestablishment of the original
House after a period of
closure, plus steering the
committee of management
through the building of the
new house which opened in
2010.
As a tribute to Annas
efforts, the DNHLC child
care centre will be named in
her honour.
Jeanette McGonegal has
taken over the role of
manager at the House.

If your organisation delivers sport and active recreation activities
in country Victoria, it could be eligible for support under the
Country Action Grant Scheme and Victalent.
Up to $5000 per project is available from the Country Action
Grant Scheme to:
Improve your organisation or club;
Enhance the skills of coaches, officials or administrators; or,
Help provide better access for all members of the community.
Eligible organisations may also apply for up to two $500 Victalent
grants to assist with travel related to competition or training for

After close to 150 years since


the opening of the Greendale Cemetery, Moorabool
Shire Residents have taken
part in a burial service for
the cemeterys first priest.
Born on July 4 1931, Father
John James Nagle passed
away in October at the age
of 83-years-old, and was one
year shy of celebrating half a
century as a priest.
Remembered for his kind
heart and tireless work, Father John spent most of his
49 years as a priest in various parts of Tasmania, and
contributed to a number of
groups such as the St Vincent de Paul Society and the
Focolare movement, before
retiring in Greendale.
A concelebrated requiem
mass was held on Monday,
October 20 at Saint Bernards
Church in Bacchus Marsh,
followed by a procession
from the Greendale cem-

etery gate to the grave.


Close friend and Myrniong
resident, Pat Shanahan said
as the first priest to be buried in the cemetery since
1866, Father Nagle had made
history.
The cemetery trust made
an area available to the
Greendale Two Hearts Community earlier this year, so
we really wanted to make
Father Johns mass something special, he said.
We formed a procession
from the front gate to the
grave site, and the missionaries sang hymns as people
formed a guard of honour.
As the first catholic priest to
be buried here, it was quite a
special occasion.
Father John spent the last
duration of his cherished life
as the spiritual advisor and
director of the Greendale
Two Hearts Community,
and will always be remembered for his caring ways.

Police wish to speak to the
driver of a white one tonne
utility following a crash in
Myrniong on Monday, January 19.
Investigators have been
told that a black Honda was
headed east along the Western Freeway around 10.40am
on January 19.
The driver of the Honda
had just finished overtaking
traffic and was returning to
the centre lane when her car
struck a bale of hay which
was in the middle lane.

The Sebastopol woman


pulled into the emergency
lane and saw a white one
tonne ute loaded with hay
stopped ahead of her.

She got out of her car and


went to talk to the driver but
the ute drove off.

Old radios to
be replaced
RURAL and regional police
have been given a ten-four
from the new Victorian Government to replace outdated
police radios.
Last Wednesday the Minister for Police Wade Noonan
announced talks had begun
with Victoria Police to replace the old system.
Country Victoria police,
whose safety was compromised by outdated police
radios that let members of
the public listen in to their
operations, will be provided
with new digital radios to replace the outdated analogue
system.
Mr Noonan said he was
shocked to discover more

than 9000 people had listened to a police pursuit


via a smartphone app and
scanners.
It was in Sale that I first
learned from the local police officers how critical this
problem is for them, Mr
Noonan said.
That is why these visits
matter, so I can learn from
the police on the ground the
issues that are important to

The Labor Government has
promised $10 million to deliver the new digital system,

Coal is good for humanity (PM Abbott) NOT!

Happy New Year to all Environmental Opinion readers - another year of reading
about all things environmental in this local paper.
Another year of hearing
lots of bad news about how
the planet is going. I dont
know how you put up with
it? Perhaps our esteemed national and state leaders dont
read The Moorabool News
on a regular basis. Maybe
they dont read it at all. Perhaps if they did they would
see this small, insignificant
piece of environmental news
as merely propaganda. Still
this writer continues this
propaganda for some reason, under some misunderstanding, and in a whimsical
frame of mind. How can you
not be whimsical when fires
burn in most states, when
2014 appears to be the hot-

test year on record and when


the response of the federal
government is to wind back
all action on addressing climate? And so, dear reader I
welcome you back to 2015.
According to Nature (517,
187190 - 08 January 2015)
government policy makers
have generally agreed that
the average global temperature rise caused by greenhouse gas emissions should
not exceed 2 C above the
average global temperature
of pre-industrial times. It has
been estimated that to have
at least a 50 per cent chance
of keeping warming below 2
C throughout the 21st century, the cumulative carbon
emissions between 2011 and
2050 need to be limited to
around 1,100 gigatonnes of
carbon dioxide. However,
the greenhouse gas emis-

sions contained in present


estimates of global fossil fuel
reserves are around three
times higher than this, and
so the unabated use of all
current fossil fuel reserves is
incompatible with a warming limit of 2 C. After examining the data Natures
results suggest that, globally,
a third of oil reserves, half of
gas reserves and over 80 per
cent of current coal reserves
should remain unused from
2010 to 2050 in order to meet
the target of 2 C.
Nature goes on to show that
policy makers instincts to
exploit rapidly and completely their territorial fossil
fuels are, in aggregate, inconsistent with their commitments to this temperature limit.
And on a lighter note allow
me to conclude this weeks

piece by quoting from a


few US politicians on coal
and the like. These words,
it appears to me, could just
as easily been said by some
of our own. A Republican
Senator, Cory Gardner, in
a debate last year said he
wouldnt give a straight yesor-no answer on whether
mankind has contributed to
global warming. I believe
that the climate is changing,
I disagree to the extent that
its been in the news, that
humans are responsible, he
said. He also said the Obama
administration is waging a
war on the kind of energy we
use every dayfossil fuels
because they want to tell us
how we live our lives.
Another Republican, David
Perdue, said, In science,
theres an active debate
going on about whether

climate change is real, adding that if there are climaterelated impacts to Georgias
coast, some smart person
will figure out how to deal
with them. Perdue has also
slammed the Obama administration for waging a war
on coal and has called the
EPAs new carbon emission
rules shortsighted.
Another Republican, Steve
Daines is a harsh critic of
Obamas energy and climate policies, which he said
threaten nearly 5,000 Montana jobs and would cause
Montanas electricity prices
to skyrocket. He signed a
pledge that he will oppose
any legislation relating to
climate change that includes
a net increase in government
revenue. He believes global
warming, to the extent that it
exists, is probably caused by

solar cycles.
Finally another Republican,
Shelley Moore Capito in a
debate recently said, I dont
necessarily think the climates changing, no. Then
she clarified that her opinion might change with the
weather: Yes its changing,
it changes all the time, we
heard it raining out there,
she said. Im sure humans
are contributing to it. Capito is also a founding member
of the Congressional Coal
Caucus.
And finally to top off all talk
on coal our own shirt fronting Prime Minister said,
Coal is good for humanity,
coal is good for prosperity,
coal is an essential part of
our economic future, here in
Australia, and right around
the world.

It is a time when it is easy to
buy with the heart, not the
head. But holiday home purchases should be treated like
any other house purchase,

contract been checked thoroughly? What is planned for
nearby blocks and are there

nearby?

be sure, ask whether or not
you can develop the property as this will also have a
bearing on its value.
It is also important to check
whether a rural property
or even one in a regional
town or an outer Melbourne
suburb is deemed bushfire prone. What work is

and surrounds meet the recommended bushfire safety
standards?
If you are planning to rent
the property check with local agents what rent it could
command including in the
off-season. Many regional
agents offer property management, making it easy for
time poor city dwellers to

results were recorded last Saturday at Masons Lane Reserve.
Bacchus Marsh athletes, William Lalor and Bryce
Stephenson, will represent the Centre at the State Multi Event
to be held in Moe this coming weekend. Program 2 will be
conducted at Masons Lane for those athletes not attending
the State Multis.
Entries close on February 3 for the upcoming Region
Track & Field Championships to be held on Saturday
21 and Sunday 22 February, 2015 at Corio. To-date 27
athletes from Bacchus Marsh have registered for the
