Request for Expression of Interest for Consultancy Services for
Appointment of a Geotechnical Expert/Pavement
Engineer (an individual not a firm) with wide
experience in Geotechnical Engineering for the Port
Louis Ring Road
(Authorised under Section 24 of the Public Procurement Act 2006)

The Ministry of Public Infrastructure, National Development Unit, Land Transport


and Shipping is seeking Expression of Interest (EOI) to appoint an independent
Geotechnical Expert/Pavement Engineer with wide proven experience in
Geotechnical Engineering including reinforced earth structure to provide technical
services for the assessment of the adequacy of remedial measures being proposed
following a partial road collapse which occurred along one stretch of the newly

constructed Phase 1 of the Port Louis Ring Road during the Defects Liability Period.
The Contract for the construction of Phase 1 of the Port Louis Ring Road was
awarded to Joint Venture Rehm Grinaker Colas in November 2009 for a
Contract Amount of Rs 1,159,766,870.57. The Employer is the Road
Development Authority of Mauritius. Arab Consulting Engineers Moharram
Bakhoum Egypt (ACE) was appointed for the review of design and supervision
of the Port Louis Ring Road- Lot 1 from Montebello to Guibies. The Form of
Contract used is the FIDIC Red Book.
The project was completed in January 2013 with a construction period of 36
months including approved extension of time.

The works were practically completed on 31 January 2013 with a defects liability
period of one year.

The road goes through Guibies Valley over a length of about 700m long. The
construction in this area consists of very high fill varying from 0m to 20m.
Within this section of 700m where there is a reinforced earth structure designed by
the Contractor, part of the road has collapsed over a length of about 75m (see
photographs at the end). In January 2014, ACE effected site visits with the contractor
and noted early signs of distresses along the stretch of the road. The reinforced earth
wall area affected is about 2000 m2 representing about 1.5% of the total such
structure constructed elsewhere in the project. The contractor has submitted their
findings on the causes of the collapse and proposed remedial actions to ACE on July
2014. ACE has submitted a report on the causes of the collapse .

The Ministry intends to appoint an independent Geotechnical Expert/Pavement


Engineer (an individual not a firm) with wide experience in Geotechnical
Engineering to fulfil the following objectives:
Review the findings of the Contractor and Consultant on the cause or
causes of the partial failure of the road structure, conduct site visit and

carry out forensic investigation as deemed necessary;


Assess the adequacy of the proposed reconstruction design and method

of reconstruction;
Propose additional or alternative measures, if so required, in consultation
with the Consultant or otherwise.

The Scope of Services of the Consultant has been outlined below:


(a)

Examination of the Engineers and Contractors reports and / or any other

(b)

documents that may be required;


Hold meetings with the Employer, Contractor, Engineer and other

(c)

stakeholders and record minutes of meetings;


Effect site visits , carry out forensic investigation and carry out tests if

necessary;
(d) Assist the Ministry in advising Government on the suitability of the design and
method of reconstruction proposed by the Contractor and approved by the
Engineer;
(e) Submission of an inception report within 7 days after the commencement of
the assignment;
(f) Submission of preliminary report within 14 days after the commencement of
the assignment;
(g) Submission of a final report at the end of the assignment.
The services of the consultants are expected to be completed within thirty (30)
days from the effective date of the commencement of the contract .

Applicants should have be a registered geotechnical engineer / recognised expert in


his country of origin and should have experience in forensic evaluation, design,
construction, and supervision of reinforced earth structures, road pavement, surface
drainage .Applicants should have carried out at least one (1) assignment of similar
nature and complexity .

Selection of the Consultant will be in accordance to the provisions of the Public


Procurement Act 2006 of Mauritius

clarifications sought by any firm in respect of the above shall be addressed at least
fourteen (14) days before the deadline for submission of Expressions of Interest in
