MOVING IN HIGH RISK AREAS)

1.

PURPOSE

The purpose of this procedure is to ensure that the movement of a crane, piling rig or other large plant
item, in high risk areas of the site, is carried out in a safe manner, with all safety measures and
precautions taken to mitigate the hazards identified. This procedure is not intended to control the
slewing or luffing motion of the crane or localized tracking or spragging at the point of work.
This procedure is developed to strengthen the existing control measures implemented by the Works
Package Contractor (WPC) and is in addition to the requirements of the relevant legislation, contract
requirements and WPCsown procedures. The implementation of this procedure does not relieve the
WPC of their statutory or contractual requirements or obligations.

2.

SCOPE

This Procedure is applicable to all PDP Works related to the KVMRT Project carried out by the Works
Package Contractors (WPCs). It is mandatory for the WPCs and their Sub-contractors.

3.

DEFINITIONS

not limited to areas adjacent to schools, public footpaths, roads,
highways, railways, overhead power lines, public areas and premises.

Luffing To move the jib of a crane in order to shift a load


Tracking

Forward or reverse movement of crawler mounted crane or

piling rig
Spragging

The motion of turning a crawler mounted crane or piling rig

by braking one track and rotating the other track


Jib

The projecting arm of a crane

Boom A long section of a crane, extended upward at an angle to


support or guide objects being lifted or suspended.

RESPONSIBILITIES
Identification of High Risk Areas
The WPC shall carry out an assessment of the site area(s) under his responsibility, to identify any high
risk areas within the boundaries of the site and shall record the same on a site layout drawing.
The layout drawing is to be submitted to the CRE/SRE for review and comment.
The classification of an area may change, depending on the length of the jib or boom of the crane or
piling rig being used.
The layout drawing shall be up-dated immediately by the WPC, if there is a change in the designation
of the site area.
A copy of the layout drawing showing the areas of the site which are classed as high risk, shall be
posted at each entrance to site, on appropriate notice boards and in the site office. In addition, each
crane and piling rig operator shall be issued with a copy which shall remain in the cab at all times.
The WPC shall inform all their supervisors and operators of the locations of the high risk areas and
requirements of the permit to move system.
Apart from localized movements in the immediate vicinity of the work permit, movement of a crane or a
piling rig in a high risk area is prohibited until a permit to move is issued by the WPCs
Appointedupervisor. S

Duties of the Works Package Contractor


The WPC is:
Responsible for the safe movement of cranes and piling rigs within the site boundary and shall take
particular care in the high risk areas.
To identify and prominently sign the location of soft ground, excavations, underground structures or
voids, underground utilities and overhead lines, which may create a hazard to the movement of cranes
and piling rigs in the high risk areas.
To identify and implement safety measures; steel plates, goal posts, barriers, line of sight wires/posts,
etc., to control and mitigate the hazards.

Provide sufficient resources, instruction, supervision and training to ensure the effective implementation of this
procedure, Permit to Move system and install adequate safety measures to mitigate the hazards.
To appoint adequate supervisors (Appointed Supervisors) to be responsible for the issuing of Permit to Move and for
monitoring the crane or piling rig during the move.

To delegate sufficient authority to the Appointed Supervisors and Operators to ensure that they can carry out their
duties in this procedure effectively and may suspend work where they believe it is unsafe to continue.
To provide the SC (CRE/SRE) with a list of the names of the Appointed Supervisors.
Monitor and ensure the effective implementation of this procedure and the Permit to Move system

Duties of the Appointed Supervisors


The Appointed Supervisor is to:
Ensure that a Permit to Move is issued before any movement of a Crane or Piling Rig, in a high risk area under his
area of responsibility.
Be fully aware of the ground conditions along the route that the crane or piling rig is to be moved.
Be fully aware of overhead lines, the position of underground utilities, underground structures, underground voids, soft
ground, back-filled excavations, sloping ground
etc., along the route that the crane or piling rig is to be moved.
Determine and implement, based on the hazards identified, the route, boundaries or any safety measures to be taken
to ensure the safe movement of the crane or piling rig.
e) Ensure that the hazards identified along the route and
the safety measures
that have been taken, are discussed and agreed with
the crane or piling rig
operator prior to issuing the Permit to Move.

Assign a banksman to safely guide the movement of the crane.


The banksman shall be easily identifiable by wearing either, a different coloured
safety helmet or high visibility vest with t on the front and back.

The banksman must place himself in a position visible to the crane/ rig operator at all times.

Duties of the Crane or Piling Rig Operator


The Operator is to:
a)
Walk the route that the crane or piling rig is to be moved to and appreciate/ take note of overhead lines,
ground conditions, position of underground utilities, underground structures, sloping ground, underground voids, backfilled excavations, etc.

Agree with the Appointed Supervisor, the safety measures which must be taken before the movement of the crane or
piling rig.
Ensure that all the required safety measures identified by the Appointed Supervisor have been implemented prior to
the movement of the crane or piling rig.
Understand and comply with the restrictions and safety requirements stipulated in the Permit to Move.

PROCEDURE
Issuance of a Permit to Move
The Permit to Move can only be issued subject to the following conditions:
After the Appointed Supervisor and the Operator have both agreed that the requirements listed on the Permit to Move
have been satisfied, they shall both sign the Permit to Move.
A copy of the Permit to Move shall be readily available in the driving cab of the crane or piling rig, for inspection.
The duration of the Permit to Move shall be kept to a minimum, but shall be no longer than 3 working days and shall
be retained in the driving cab of the crane or piling rig, for inspection for at least 7 days following the move.
The Permit to Move shall remain valid, only if the Appointed Supervisor, Operator, hazards, ground conditions, and
size of the crane or piling rig do not change.
Following significant heavy rainfall for a prolonged period on the site, all Permits to Move shall be re-assessed.

Monitoring the Implementation of the Permit to Move System by the SC


The SC shall monitor and check the implementation of the Permit to Move system operated by the WPC

The SC shall conduct random checks on the validity of the Permit to Move issued to
the crane and piling rigs and shall suspend any non- conformance, and report the
situation to the CRE/SRE and WPCs senior management immediate

Training of the Supervisors and Appointed Supervisors


In addition to the legal requirement, or WPCs- housein safety training requirements, the WPC shall provide adequate
training on this procedure to their Supervisors and Appointed Supervisors so that they are:

Fully aware of their responsibilities


Fully aware of the requirements of the procedure for issuing a Permit to Move;
Able to conduct a hazard survey of an area and identify accurately any potential hazardous areas that may arise when
moving a crane or a piling rig; and;

Understand the safety measures to control such a hazard.


When conducting the training, the training packs produced by the W PC are to be reviewed and agreed with the
CRE/SRE and RE (Safety) before use. The WPC may add additional information that will be beneficial for the
training as deemed fit.
The WPC shall issue a course attendance card to the Supervisors and Appointed Supervisors who have attended
the training. A sample of the Supervisors Crane and Piling Rig Safety Course attendance card is available under
Appendix B.

Training of Crane and Piling Rig Operators


5.4.1

In addition to the legal-house safetyrequirements,trainingorthe WPCs

WPC shall provide specific training on crane and piling rig safety to all Operators of crane and piling rigs
Specific initial training on crane and piling rig safety
Specific refresher training on crane and piling rig safety every 6 months;
Training on the requirements of the Permit to Move Procedure; and
Weekly tool box talks to discuss crane and piling rig safety issues and up- date the Operators on relevant
information regarding the Permit to Move system.
When conducting the initial training, the Crane and Piling Rig Operators Safety Training pack produced by the WPC
are to be reviewed and agreed with the CRE/SRE, and RE(Safety) before use. The WPC may add additional
information that will be beneficial for the training as deemed fit.
The WPC shall issue a course attendance card to the Operators who have attended the training. A sample of the
Crane and Piling Rig Operators Safety Refresher Course attendance card is available under Appendix B.

Disciplinary Actions
Appointed Supervisors and Operators, who willfully contravene the requirements in this procedure, or contravene
any requirement for the safe movement or safe use of cranes or piling rigs, shall be liable to be removed from the

site by the PDP-R.


These persons will not be employed on any other KVMRT projects.
