Introduction
TheCityofEdinburghCouncilisinadvancednegotiationswithNationalMuseumsScotland(NMS)topurchaseand
acquireCustomHouse,Leith.TheanticipatedtransactiondatefortheCounciltotakeownershipis6thApril2015.
TheCouncilisinvitinginterestedpartiestocomeforwardwithcreativeandimaginativeproposalsforthe
developmentandoperationofanewlookCustomHousewhichwillincludeprovisionofamuseum/heritagespace.
TheCityofEdinburghCouncilrecentlyapprovedareportwhichconfirmedthatthefutureuseofthebuildingwould
includeamuseum/heritagefunctionwhichwould,ideally,berevenueneutralfortheCouncil.
Brief
TheCouncilwillretainownershipandgrantalongleaseofthepropertyontermstobeagreedbetweentheparties.
Theterms,suchasproposeddurationshouldformpartofthebidderssubmission.
ThesubmittedproposalshouldcontainoutlinedetailsoftheredevelopedCustomHouse.Theproposalmust
include:

Detailsoftheleasetermswithanyconditions
DetailoftheoffertobeprovidedattheredevelopedCustomHouse.
Outlineproposalsfortheinternalrefurbishmentofthebuildingandtheestimatedcapitalinvestment
bidderproposal.
Outlinebusinessplanfortheoperationoftherefurbishedbuilding.
AMuseum/Heritagespacewithafootprintofapproximately250squaremetres.
Timetableforprojectdelivery
Proposalsforlongtermsustainablecommunityengagement
Additionalcommunitybenefits.

Fortheavoidanceofdoubt,theCouncilsfinancialcontributiontowardsthisprojecthasbeenthepurchaseof
CustomHouse.TherewillbenofurthercapitalinvestmentmadebytheCouncil,assuchallcapitalcostsmustbe
bornebytheDeveloper.TheCouncilsMuseumsandGalleriesServicewillmakeavailabletheLeithcollections,
provideguidanceonallaspectsoftheexpectedlocalheritageprovisionandsupportexternalfundingapplications.
Longtermcuratorialsupportandguidancewillbeprovidedanddeliveredthroughaservicelevelagreement.
Assessmentofproposals
AllproposalssubmittedtotheCouncilbythedeadlinewillbeassessedagainsttheabovecriteriabyapanelof
Councilofficials.Oncethepanelhascompletedtheassessment,arecommendationmaybemadetoaCommittee
comprisingelectedmembersthattheCouncilenterintoadvanceddiscussionsandnegotiationswiththepreferred
bidder.
