PURPOSES:

The Town of Ocean City is seeking bids from qualified and experienced vendors to provide
Water and Wastewater Chemicals in conformity with the specifications detailed in the Bid
Documents.

Bid Documents for the Chemicals may be obtained from the Town of Ocean Citys Procurement
Department by either e-mailing the Purchasing Associate, Nicholas Rice, at
nrice@oceancitymd.gov or by calling 410-723-6643 during normal business hours, or via the
Towns website, http://oceancitymd.gov/City_Manager/bids.html. Vendors are responsible for
checking this website regarding this bid prior to submitting their bids. The Town of Ocean City
is not responsible for the content of any Bid Document received through any third party bid
service. It is the sole responsibility of the vendor to ensure the completeness and accuracy of
their Completed Bid Documents.

Sealed Bid Documents are due no later than Monday, November 10th, 2014 by 4:30 p.m. and
will be opened and read aloud at the Mayor and City Council Work Session held on Wednesday,
November 12th, at 1:00 p.m. Bids are to be submitted to Town of Ocean City, Attn: City

I have reviewed the medical supply bids that were acknowledged at the October
14th work session. The low bidder results are listed on the attached bid tab sheets.
After meeting with Deputy Fire Chief Shaffer, it was determined that the low bidder
for Fire/EMS Line Items 5, 6-12, 20-27, 30, 50, 64-66, 73, 84, 88, 89 and 104 would
not be accepted as these items needed to be brand specific. The lowest requested
brand name bid was then accepted. It is the recommendation of Chris Shaffer,
Deputy Fire Chief, Ward Kovacs, Beach Patrol Lt., and I to award the bids to the

ISSUE(S):

Request to approval revised 2015 special event dates and 2016 dates.

SUMMARY:

Although 2015 special event dates, representing events produced and


managed by the Town, were approved in the fourth quarter of 2013,
one date revision and two new events have formally been added. Arts
Alive moved two weeks later in 2015. OCtoberfest and Prime Timers
Week are both new for 2015 and beyond.
OCtoberfest (Halloween in OC) is a combining of existing events and
will be supplemented with additional attractions over the coming
years. Those additional attractions may include costs as well as
revenue opportunities and remain in concept form at this time. A
formal presentation shall be made to Mayor and City Council at a later
date to unveil event details. The Prime Timers event will follow a
similar approval path starting on a small scale and build over the
coming years.
The 2016 dates follow suit with 2015, including the two new additions.

ISSUE(S):

Request to amend contract for Canal Dredging

SUMMARY:

The bid for Phase 1 canal dredging was awarded to Hi- Tide Marine
Construction in February. The council approved an additional
$250,000 in the FY15 Budget for additional dredging. H-Tide Marine
has indicated that they will hold their bid unit price to dredge
additional canals this season.

FISCAL IMPACT:

$250,000 budget in current year (FY15)

RECOMMENDATION:

Amend the existing dredging contract with Hi-Tide Marine to include


dredging canals at 25th street, and on the east and west sides of
Tern Dr., totaling 5,214 cubic yards at $47/cubic yard = $245,058.
More Livable Community for Residents

Put a new contract out to bid.

ISSUE(S):

Amount to contribute to fiduciary funds for FY15

SUMMARY:

Due to actuarial gains under the projected unit credit method,


pension plan funded ratio increased from 78.4% to 85.8% for
the public safety employees plan and from 85.2% to 90.7% for
the general employees plan. Annual recommended employer
contribution for FY15 is $1,057,783 less than the FY14 employer
contribution. The recommended contribution for retiree health
plan (OPEB) is $534,000 less than FY14.

FISCAL IMPACT:

Actuarial recommended contribution is $1,843,098 less than


budgeted for the General Fund & $228,566 less than budgeted
for all other funds.

RECOMMENDATION:

Approve contribution to Pension Plans for FY15 per Cavanaugh


Macdonald actuarially recommended contribution of $4,624,891
per Town funding policies and approval of Pension Trustees at
their meeting August 6, 2014,. Approve contribution to Other
Post Employment Benefit (OPEB) Trust for $3,083,000 per
actuarial valuation prepared by Bolton Partners.
Financially Sound Town Government

ALTERNATIVES:

Do not fund pension plans or retiree health (OPEB) plan at


recommended contribution amount. Fund at budgeted amount or
above actuarial recommended amount. Unassigned General fund
balance is 18.9% at June 30, 2014.
