Terms of Reference

Training on First Aid and Search & Rescue for Community Level Volunteers
and Stakeholders
Introduction Islamic Relief, Bangladesh (IRB) is implementing a comprehensive and integrated programme
in the southwest coastal areas as well as in the haor basin to increase the resilience of the
vulnerable communities against a changing and uncertain climate. In this particular
programme Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR) and poverty
reduction are strongly integrated in terms of activities and quest of knowledge.

IRB is implementing a project titled Enhancing Climate Change Adaptation and Disaster
Resilience in Bangladesh through support from UKAid and Islamic Relief, UK through the
UKAid Match Fund scheme in five upazillas in Bangladesh. The project is being implemented
across 4 districts and 5 upazillas. Through programmes in IRB, the community will be armed
with the knowledge and capacity to reduce their vulnerability to climate change and natural
disasters in the future.

Bangladesh is disaster prone area and the selected areas are the most vulnerable to disaster
and vulnerability. As the local government administration and Disaster Management
Committees (DMC) are the body responsible for ensuring disaster risk reduction activities in
their mandated areas are identified and implemented, the project aims at building the
capacity on these institutions on the disaster preparedness, search and rescue before, during
and after any disaster. At the current stage in the project, all targeted unions have completed
community risk assessments and developed the Risk Reduction Action Plans and contingency
plan. Mainstreaming DRR actions into Annual Development Plans will be a key component of
the capacity building of DMCs in the project.

About the
training
The training is aimed at selected representatives of WDMC, UDMC and UzDMC members;
Health / family Planning workers; Agriculture, Livestock and fisheries; CPP volunteers; Local
CBO members; Village Doctors; CPP volunteers; but can also include members from upazilla
and district levels.

Objective of the training:

i Build knowledge of participants on the basic science and concepts on: (a) First Aid; and (b)
Search & Rescue.
ii Orient the participants with (a) First Aid kits; and (b) Search & Rescue equipment.
iii Hands on experience on (a) First Aid; (b) Search & Rescue during and post disaster.
Objectives of
assignment
The consultant/Agency is expected to facilitate 24 Batches trainings (12 on First aid and 12 on
Search & Rescue) across 5 Upazilla. Expected number of participants 600. All arrangements
for the trainings will be made by Islamic Relief Bangladesh, in consultation with trainers.

3. Report of the trainings conducted

Duration of
the
assignment
A total period of 10 weeks will be required for the assignment and should be completed by
April 2014.
Requirement
s
Advanced degree in disaster management, development or related disciplines
At least 6 years experience in the field of relevant training (First Aid and Search & rescue)
Extensive experience in conducting trainings for local government, CBOs at Community
level.
Experience in successfully using participatory tools and methods in training
