1. GENERAL
1.1 General Requirements This specification defines the general requirements for the supply, fabrication and testing of shop fabricated Carbon Steel Gas-to-Gas Heat Exchangers.
1.2 Special Requirements 1.2.1 Confidentiality This Specification is the property of client. Information and know-how herein is confidential and may not be used, reproduced, or revealed to others except in accordance with contract or other written permission of client.
1.2.2 Secrecy Agreement As a condition of the contract the vendor will be required to sign a Secrecy Agreement.
1.3 Codes and Standards The design and fabrication of the vessels are to conform with the practices outlined in the supplements of Codes specified herein. These include the following:
- API 660 5 th shell- and - tube heat exchanger for general refinery services. - API 650 10 th edition welded steel tanks for oil storage. - API 620 11 th edition, Recommended Rules for Design and Construction of large welded, low pressure Storage Tanks. - ASME Boiler and Pressure Vessel Code Sec.VIII Div.1 ,Sec. II , Sec.IX . - ASTM - ANSI - TEMA 9th edition -2007 heat exchanger shell & tubes The vendor is also responsible for ensuring that the vessels being supplied are in compliance with the requirements of all Governmental Agencies having jurisdiction.
2. SCOPE OF WORK
2.1 Work Included Shop fabrication, testing, supply and painting of the Carbon Steel Gas-to-Gas Heat Exchangers as detailed on the drawings and as defined herein.
All internal and external vessel attachments as shown on the drawings are to be provided unless specifically noted otherwise in this specification. With regard to tender contract.
The work includes but is not limited to the following: - heat exchanger shells - tube sheets and tubes - expansion joints - manholes c/w davits, gaskets and bolts - support legs complete with base plates - bearing plate assemblies incl. C.S. sub-bases and Lubrite plates - inlet and outlet bustles c/w transitions and supports - grounding lugs - shop drawings and data -painting - shipping cradles/brackets - lifting trunnions

3. DESCRIPTION OF EQUIPMENT
3.1 Location and Environment The carbon steel heat exchangers will be located outdoors. See 338033-45EG-0001 "Site Data" for site conditions. The heat exchanger will be mounted at grade on concrete foundations (supplied by fabricator).
3.2 Equipment Description The heat exchangers are vertical cylindrical vessels of the shell and tube type with a flat bottom and dished head. The Heat exchangers shall be fabricated from carbon steel in accordance with technical specification 338033/4604-45ES-0003.
4. OTHER REQUIREMENTS
4.1 Shop Fabrication The vessels are to be completely shop fabricated to the maximum extent possible subject to shipping limitations. CE will advise the Vendor of maximum allowable shipping weight and crane limitations at the job site. All external and internal attachments shall be shop installed in place complete with all necessary bolts and gaskets.
Components to be shipped "knocked down" for installation by others, include:
Bustles and transitions Expansion joints, if required by shipping limitations.
These items will be shop assembled, match marked and individually tagged before shipment. The Fabricator shall clearly define the extent of field assembly required for the vessels in the proposal.
4.2 Expansion Joints Shell expansion joints will be shop installed where possible subject to shipping limitations. The fabricator shall design, locate and install sufficient stops at the expansion joint to prevent distortion during shipping and erection. If shipping limitations require that the expansion joints be shipped "knocked down" to site, the fabricator is responsible for the design, supply and installation of suitable shell stiffeners in the expansion joint location to prevent damage to the vessel and internals during shipping and erection.

4.3 Lifting Brackets The fabricator shall design, locate and install sufficient lifting brackets and stiffening devices necessary for lifting and shipping the vessels without damage. Extreme care and caution must be exercised during the handling and shipping of the vessels to prevent damage that may cause gas leaks at the tube sheets. Lifting and erection procedures shall be developed and designed by the fabricator and submitted complete with design briefs to CE for approval of lifting brackets and stiffening devices (vessel shell) shall account for all load conditions. Special care shall be taken that during lifting and erection cables, etc. do not come in contact with expansion joints.
4.4 Painting All exposed, uninsulated, carbon steel surfaces of the vessels, including attachments, shall be shop painted in accordance with specification 338033/4604-45ES-0041. This includes surface preparation and prime and finish coats. Lubrite plates and surfaces exposed to grouting are not to be painted.
4.5 Fabricator's Schedule Fabricators are to include a schedule for the work. The schedule should be of the bar chart type with a line for each vessel. The time required to complete the following must be shown as a minimum.

4.6 Tests All shop welds shall be inspected and tested by the fabricator in accordance with the individual Material specifications.
5. TECHNICAL DOCUMENTS Each of the documents and drawings listed in Section IV "Technical Attachments List" of the Requisition forms an integral part of this specification.
