CONTROL PHILOSOPHY FOR
P. W. CHLORINATION SYSTEM.


This write-up covers the Electrical Control details available in the control scheme and is prepared in
accordance to the P & I Diagram.

The Control circuit has been designed to operate the Chlorination Plant in a smooth, automatic and safe
manner to a minimum of operator interference. The operation of the entire system shall be automatic,
however the chlorine feed rates shall be set manually depending on the desired dosing rate. The Electrical
Controls are achieved with the help of a number of pressure switches and instruments spread around the
Chlorination area. The operation interlocks, controls, alarms/annunciations shall be built-in the local control
panel. The Electrical System consists of the following:


1 The Motor Control Center (by client)
2 The Chlorination Plant Local Control and Annunciation Panel (LCP).


POWER SUPPLY SCHEME:

The MCC shall provide 3 phase power to all the 3 phase electrical loads viz. the Booster pump,
and single phase power to the Local Control & Annunciation Panel in line with the Electrical Load-
data of the chlorination plant. The Controls for these loads will be from the Chlorination Plant Local
Control Panel. All Single Phase load viz: Chlorine leak detector will be fed from Local control
panel.

Unidirectional drives (Contactor Operated)

a The unidirectional drives shall be operated normally from the LCP. Drive can be stopped from the
local PBS.

b Local Push Button Station consists of stop push button. The stop push button will be provided with
a lock. Under locked position, the drive start operation is inhibited.

c Remote control commands i.e. start / stop shall be generated from LCP system and shall be wired
to MCC interposing relays.

These inter posing relays shall be located in MCC for signal exchange
to LCP.

d Remote control commands are generated by manual operation of start-stop push button station
mounted on LCP.

e Necessary electrical protection shall be realized at MCC, whereas process interlocks and
protections are realized on LCP. Thus, drive can be operated provided all process and electrical
interlock conditions are fulfilled.

The following signal exchange shall take place between MCC & LCP:

LCP will give potential free contacts to START and STOP a drive to operate the Interposing relay
in MCC.

The MCC will provide potential-free contacts for MCC disturbances, NO on feedback and NC OFF
feedback one terminal of all the three potential free contacts will be made common in the MCC.

LOCAL CONTROL & ANNUNCIATION PANEL (LCP):

In reference to the P & I drawing of Chlorination Plant the Controls and operation available are as
described below:

230V volts 50 Hz power shall be provided from MCC to local control panel. Control supply for the relay
logic shall be 230 V AC. The control will also include annunciator for different conditions of the motor
pumps.

The control panel will have bottom entry for cables. Annunciation commands from LCP to DDCMIS
interface are envisaged.


Controls & Annunciation on Local Control & Annunciation Panel for Chorine feed
system:

PW Chlorination System:

The pressure switches PS-03 & PS-04 (Set pressure 2.5 kg/cm decreasing) at the chlorine manifold
to provide alarm for Chlorine gas pressure low.

The Pressure switches PS-01 (Set pressure 1.5 kg/cm decreasing) at the booster pump suction to
give low pressure alarm.

The pressure switch PS-02 (Set Pressure 9 kg/cm) at the booster discharge will be used to give
Low pressure Audio-Visual Annunciation.

The differential pressure switch DPS 03 at basket strainers is used to give Audio-Visual Annunciation
to indicate that the Basket strainers are in choked condition. The switch is set at 0.8 MWC.

The differential pressure switch DPS 01/ DPS 02 at each set of Chlorine gas filters is used to give
Audio-Visual Annunciation to indicate that the Gas filters are in choked condition. The switch is set at
0.8 kg/cm.

Controls available from Chlorinator are as below:
The high vacuum switch integral with the chlorinator provides a potential free contact to annunciate
high vacuum in the chlorinator 1.

high vacuum in the chlorinator 2.





P W CHLORINATION BOOSTER PUMPS OPERATION SCHEME FROM LOCAL
CONTROL & ANNUNCIATION PANEL:

Two (2) Nos. of Booster pumps are provided. At a time, one (1) booster pump is working and one (1) will
be standby. Hence, a pump standby selector switch is provided which will prevent the both pumps
operating at a time. In manual mode START and STOP push buttons is to be provided for each pump.
Emergency STOP is to be provided locally near the pump. In auto mode selection of booster pump is
depending on following conditions.
If booster pumps 1 is started and the booster discharge pressure does not go beyond the set pressure
within a specified time then booster pump 1 will go off and pump 2 will start automatically.
The automatic switchover will be done only once. If the changeover do not take place then both
booster pumps will remain in off condition
If booster pump 1 goes in trip condition then automatically booster pump 2 will start and vice versa.
The Pressure switch PS-01 (Set Pressure 1.5 kg/cm) is provided at booster pump suction manifold
and interlocked with pump for starting the pump. This pressure switch also wired with annunciator for
suction pressure low audio-visual annunciation.

THE CHLORINE LEAK DETECTION SYSTEM:

One (1) Chlorine gas leak sensor, with one (1) monitor, is provided, to cover the leakage from the two (2)
ton containers frontal portion.

The monitor will give Audio-visual Annunciation of the leak on Local control panel. An Electronic Hooter is
provided on gas detector monitor along with acknowledge and reset button.

AUTOMATIC VACUUM SWITCHOVER MODULE :
One (01) No. Automatic Vacuum Switchover Module (Tag No AS-1) is provided for auto
changeover from one stream to other.

At start-up, both gas source valves are opened. The system withdraws gas from the first
source until the source is empty. (Withdrawal from the second source is prevented by the
switchover module) At the time, the vapour pressure in the initial gas source approaches
zero (0) psig, the vacuum level increases. This increased vacuum level, due to no gas feed,
causes the switchover module to change position, sealing off the empty source and bringing
the full source on line. This source will continue to feed until depleted. While one source is
feeding, the empty source can be replenished. No operator reset is required for the
switchover module as long as both gas sources are operational.
