liabilities by the public servan'ts for each year and placing the same in public
domain on the websites of the Mirristries/ Departments.
Sir/ Madam,
I am directed to refer to this Directorate's earlier letters of even number on the above
mentioned subject regarding furnishing of information relating to assets and liabilities by public
servants under Section 44 of the l_okpal and Lokayuktas Act, 20L3.
2. In this connection, lam directed to forward herewith a copy of the Central
Government's notification dated 08.09.2014 (Annexure-l)
amending the Lokpal & Lokayuktas
(Removal
of Difficulties) order, 20L4, for tl're purpose
of extending the time limit for carrying
out necessary changes in the relevant Rules relating to different services from "two
hundred
and seventy days" to "three hundred and si>,lty days", from the date on which the Act came into
force i.e. 16.0L.201.4.
3. The Central Government has also notifir:d on 08.09.2014, the Public Servants (Furnishing
of Information and Annual Retunn of Assets and Liabilities and the Limits for Exemption of
Assets in Filing Returns) Amendment Rules, 2Ctl-4, extending the time limit for filing of Revised
Returns by all public servants fronr l-5.09.20|L4to 3r.tz.zo14 (Annexure-il),

4. lt is, therefore, requested to ensure compliance with these Rules by all the public
servants within the revised time-limit mentiorred in the amended Rules, bv filine their Revised
Returns of Assets and Liabilities to the Compgrtent Authoritv on or before 31.12.2014.
5. lt is also requested to ernsure that necessary follow-up action for harmonizing the
provisions of the relevant Rules relating to all categories of Public Servants (as defined in the
Act) falling under the
jurisdiction/administrative control of the Circle/Unit concerned is
completed within the revised time limit of 360 days now provided in the order of 08.09'2014.

(frereinafter referred to as the said Order) with effect from the
l5th February. 2014 tor the purpose of c,arrying out nrodifications and amendments in all e,xisting rules regulating the
filing of property returns and making of iteclaration of asr;ets by public servants so as to brirrg them in conformity with
the provisions of rhe said Act. within a period not excee(ling one hundred and eighty days from the date on which the
provisionsoftheLokpalandLokayuktas
Act.20l3 cameintoforce,i'e,16't'January,2011;
And whereas the Central Government initiated the process of modification/amendment
of all existing rules
dealing with the subject matter of filing of annual returns and making of declaration of zLssets by public servants rn
consultation with various authorities. such as, the Comptroller and Auditor General of lndia, the Election Commission'
the Lok Sabha Secretalat, the Rajya Sabha Secretariat, the Ministry of Law and Justice
(Department of Legal Affairs and
Legislativc Departnrent). the Department of Financia.l S;ervices. the Department of Publir: Enterprises and the State
Governntents;

recelver] fioni above said authorities had been under consideration of
the ccntral Government and the completion ol'the pro,:edule of finalising the rules under the said Act was likely to take
some more time and the proccss of harnronisation of the existing rules with the provisions rlf the said Act and the rules
made thereunder was taking tinre be1,,cnd the period notified under the said Order, and, therefore, the Central
Gol,ernment arnende4 the said order on 14'h July,20 14, extending the said period of one hundred and eighty days to a
period of two hundred and seventy days;
And whereas the Central Gc,vernment has. afier consulting the Ministries/Departments,
including the
Depailmenr of Financial Services, the Department of Public Enterprises, the Ministry of Law' and Justice and the office
of the Comptrollcr and Auditor Gencral of lndia, made the Public Servants
(Furnishing of lnformation and Annual
Rerurn of Assets and Liabilities and thr: Limits for Ext:mption of Assets in Filing Returns) Rules,2014
(hereinafter
ref'crre4 to as the said rules). in cxercise
,rf the powers ccnferred by sub-section

read with clause (k) and clause (l) of
sub-section
(2) of section 59 read witl.r scction 44 ancl secrion 45 of the Lokpal and Lokayuktas Act. 2013, and notified
the sai6 rulcs on 14th July. 2014, prescribing therein tlhe,iorms in which infbrmation and annual returns are to be tiled by
every public servant;
AniJ whereas the Central Government has tbrwarded the copies of the notification containing the said rules to all
Minisrries and Departments of the Central Government requesting them to take the follow-up action in terms of the said
rules, and for ensuring compliance with rhe said rules by all officers and statf in the respective Ministry. Department and
organisations and public sector undertakings under the:ir control;

An<J whereas the Central Governntent has also forwarded the copies of the notification containing the said rules
to the Chief Secretaries of all State Gove|nnrents anci LJnion territories, reqr"resting them to take the fbllow-up action in
rerms of the said rules requiring all ofTicers of the All India Services working in connection with the affairs of the State
Governments and the otTicers and staff working in varic,us organisations and public sector undertakings under their
control so as to ensure due compliance with the said rules by all of them:
And whereas, concerns and apprehensions have bt:en raised by some Ministries/Departments, Organisations and
individuals about thc posting of every infrrrmation provlded by the public servant on public domain and the complexities
involvecl in posting such details in the pr-escribed forrnats and also about exacerbation of l'ulnerabilities of the public
servants after filing such details, specific;rlly of n.rovalole property and their publication on the websites of respective
Ministries/Departments
giving rise to the apprehension of
':he
safery and security of the members particularly children of
thc public servant;
And whereas, kecping in view the genuine concerns and aJrprehcnsions afbresaid. the Central Government has
consrituted a Committee on 2g,r'August, 20l4 to simplrtl'the fornrs and the process in which public servants shall make
declaration of assets and liabilities as required under the said Acr and the rules made thereunder and the conrmittee is
requirecl to examine the forms prescribed under the said rules and suggest changes therein as may be considered
necessary within a period of forty-five days;
And whereas. the exercise of re.,,iewing the cxisting rules relating to various serviccs and posts under various
caclre authorities with thc provisions of th,: said Act and the rules made thereunder. the process of completion of foliow-
up action by various Ministries and Departments of the Central Government and the State Governments and the exercise
of simplification of the forms and the process in whiclh public servants shall make declarations of assets and liabilities'
are likely to rake rinre beyond the period rrf two hundri:d and seventy days as specified in the said Order
(as amended by
the order, dated 14'h July.20l4). it has bc,come necessary to extend the said period of two hundred and seventy days to a
period of three hundred and sixty days, and the Central Government has accordingly decided to extend the period to
complcte this proccss and to notify the arrendments in the relevant rules after following the procedural requirements;
Now. theretbre. in exercise ol the powers corrt'errcd by sub-section
(l) of section 62 of the Lokpal and
Lokayuktas Act. 2013 (l of 2014). thc central Gorrernmenr hcreby makes the fbllowing further amendnrent in the
Lokpal and Lokayuktas
(Renroval of Difficulties) Order. ll0l4, namely:-
ln the said Order. in paragraph 2. in sub-paragraph
(l), for the words
"within a period not exceeding two
hundred and seventy days", the words "within a period not exceeding threc hundred and sixtl' days" shall be substituted.

G.S.R.638(E).-In exercise of the powers conf'errerJ by sub-section (1) read with claus;e (k) and clause (l) of sub-
secrion (2) of Section 59 read with Section 44 and Section 45 of the Lokpal and Lokayuktas Act. 2013 (l of 2014), the
Central Governnrent hereby makes the following rules; to amend the Public Servants (Furnishing of Information and
Annual Return of Assets and Liabilities and the Limits for l3xemption of Assets in Filing Returns) Rules, 2014, namely:-
1. (l) These rules may be called the Public Servants
(Furnishing of lnformation and Airnual Return of Assets and
Liabilities and the Limits for lixemption of r\ssets in Filing Rcturns) Amendment Rules, 201 4.
(2) They shall come into force on the date of their publication in thc Official Gazette.
2. In the Public Servants (Furnishing: of lnformation and Annual Return of Assets and Liabilities and the Limits for
ExemptionofAssetsinFilingReturns)Rules,20 14, inrule3.intheprovisotosub-rule(2).forthewords"onorbefore
the | 5th day of Septentbcr. 20 t4'', the words "on or bef orc the 3 I st day of Decenrber, 20 I 4" shall be substituted.
