A073 - Del Sistema de Informacin Geogrfico participativo al Sistema de Inteligencia Geoespacial (ES) Juan Daniel Castillo Rosas, Josep Monguet Fierro & Mara Amparo Nuez Andres Espanha, Universidad Politcnica de Catalua Palavras-chave/Keywords: SIG, inteligencia geoespacial, SIGP, DTR, consenso, TIG, Mtodo Delphi Resumo: Las tecnologas de la informacin geogrfica han alcanzado una importancia notable en la actualidad, ya que los desarrollos que utilizan la informacin geoespacial para la toma de decisiones son cada vez ms accesibles y utilizados por toda clase de usuarios, gracias a las mltiples fuentes de datos geoerreferenciados y herramientas para su manejo disponibles en la red de internet. En torno a lo anterior, se han creado mtodos para utilizar estas geotecnologas y estimular la participacin social en estudios de su propio territorio, lo que ha originado el concepto de cartografa participativa y consecuentemente el de sistema de informacin geogrfico participativo (SIGP), cuyo propsito inicial fue democratizar la construccin del propio sistema de informacin, bajo el cual posteriormente se efectuara la toma de decisiones. Partiendo de la premisa que, al concebirse el SIGP como un mtodo para la obtencin de datos georreferenciados, queda expuesto que la toma de decisiones no es directamente influenciada por la participacin social, en este trabajo se propone la conceptualizacin de un sistema geoespacial de inteligencia colectiva, cuya finalidad se pretende que sea orientar el proceso de toma de decisiones respecto a un escenario geogrfico determinado a travs de las opiniones de un panel de expertos, considerando como tales a las personas que tienen conocimiento de su propio territorio por las circunstancias o situaciones vividas en l, para lo cual se adaptar sobre el sistema geoespacial la tcnica Delphi en Tiempo Real (DTR), cuyas cualidades principales son la interaccin colectiva en anonimato, la posibilidad de comparar opiniones respecto a las del resto de participantes y en su caso, modificar la opinin personal; de esta manera, se estimular un proceso abierto que permit ir impulsar la inclusin de actores sociales heterogneos, el enriquecimiento cognitivo mutuo de los mismos mediante la retroalimentacin y el apoyo colectivo en la toma de decisiones a travs del consenso o discrepancia entre opiniones. Abstract: Geographical Information technologies have reached an outstanding importance nowadays because the developments that use the geospatial information for making decisions are every time more accessible and used by any kind of users due to the several sources of georeferred data and tools for using them that are available in the internet. All around that, methods have been created to use these geotechnologies and stimulate the social participation in studies of their own territory, thus originating the concept participatory geography and consequently the Participatory Geographic Information System (PPGIS), whose initial purpose was to democratize its own information system under which , later, the decision making would be done. social participation, in this work it is propose the conceptualization of a collective intelligence geospacial system whose purpose is meant to be orienting the process on making decisions about a geographic scenery determined by opinions of a panel of experts, considered as such, the people who have knowledge on their own territory due to the circumstances or lived situations in it, for which the Delphi technique in real time (RTD), will be adapted. The main qualities of this technique are the collective anonymous interaction, the possibility of comparing opinions with the rest of the participants and, if so, modify the personal opinion thus an open process will be stimulated and will allow to impulse to include social heterogeneous actors , cognitive mutual enrichment by means of feedback and collective support on ma king decisions through the agreement or disagreement among opinions. Bionota: Juan Castillo Rosas - Es candidato doctoral en Ingeniera de Proyectos y Sistemas por la Universidad Politcnica de Catalua; Maestro en Geografa con orientacin en Ordenamiento Territorial, Licenciado en Geografa con mencin honorfica y diplomado en geomtica por la Universidad Nacional Autnoma de Mxico (UNAM); efectu estudios de computacin en el Centro de Estudios Tecnolgicos Industrial y de Servicios y en la Universidad del Ejrcito y Fuerza Area de Mxico; ha realizado diversos cursos y desarrollos en el campo de las tecnologas de la informacin geogrfica. As mismo, se desempe como docente en el Instituto Politcnico Nacional (IPN) y en la Secretara de la Defensa Nacional (SEDENA) de Mxico, ocupando tambin los cargos de Jefe de la Subseccin de Compilacin Fotogramtrica y del Grupo de Investigacin, Desarrollo e Integracin de SIG, entre otros. Recientemente, el ejrcito mexicano le otorg la condecoracin al Mrito Tcnico Militar por el desarrollo e implementacin del software Dn16Map. Bionote: Juan Castillo Rosas - He is a PhD candidate of Engineering Projects and Systems of the Polytechnic University of Catalonia (BarcelonaTech); Masters degree in Geography with specialization in Land Management, university degree in Geography with distinction as well as a Technical Training of geomatics at the National Autonomous University of Mexico (UNAM). Furthermore, he conducted computing studies at the Center for Industrial Technology Studies and Services (CETIS), and the University of the Army and Air Force (CEEFA) as well. He has taken several courses in the field of geographic information technologies, he has developed software on these topics. Additionally, he has lectured in photogrammetry at the National Polytechnic Institute (IPN) and also at the Mexican Army, where he has held the positions of Chief of sub-department of photogrammetric compilation, along with R+D on GIS. Recently, the Mexican Army has given him an award as a result of his develop ment and implementation of sotware Dn16Map.
