Poverty
Poverty is attributed to various detrimental factors. Poverty also alleviates these factors and
contributes to the steady slow development of a growing nation.
Malnutrition
One of the main reasons why we have malnutrition is because most families are relative poor. These
poor families may be close to plains or shores or agricultural-rich food sources, but they dont have
enough resources to derive food products or maintain a constant and active food production.
Poor Education
Poverty is one of the main reasons why most poor people rarely receive good education. Most poor
families could hardly send their children to school because they cannot afford to pay for tuition fees,
uniforms, school supplies, or even provide their kids with allowances and food.
In the same way, having poor education also leads to poverty. And thus, the cycle almost seemed to
never end. Children with poor education are rarely able to unleash their full potential to become
productive. Students who fail to finish high school or enter college end up with a reduced chance of
getting a self-sustainable job, if not a more decent one.
Unproductiveness
Poverty reduces ones potential to be productive. If one does not have sufficient resources to improve
his own state, then it hinders him from being fruitful. If a fisherman or farmer doesnt have the right
gears, or the technology, or the necessary expertise to propagate his crops, harvest his goods, or
deliver his products, he becomes unproductive and remains to be poor.
Population Growth
Most poor people think that having more children increases the chances of having one or more of
them actually being productive and eligible for future work. Most poor families believe that having
more children increases the chances of getting better lives in the end.
Most poor people either receive poor education or lack education and have very little knowledge about
family planning and the consequences thereof. Thus, poverty and lack of education contribute directly
to population growth.
In the same way, population growth contributes to poverty as easily as contributing to the numbers of
mouths to be fed and to be supported.
Improvidence
Most poor people dont know how to save for the future. Some rely on luck and miracles and place
their money on lottery, jueteng, and other forms of gambling, where money is both seemingly easy
and evasive. Some people invest their money into businesses they know nothing about. Some people
love to borrow and end up wasting more money in the end because they cant teach themselves how
to save money or allot a portion of their earnings every month to savings.
Many people dont know how to manage their finances that they have given up on saving because
theres too much bills and expenses present and most of these expenses keep soaring because their
value depends upon the price of oil, services, and basic commodities.
Some cannot save anything at all, because there is nothing there left to save.
Industrialization
The problem with industrialization is that it transforms the agricultural workforce into industrial
manpower. The bandwagon of globalization and urbanization lured a large percentage of the rural
population into choosing industrial jobs with the hope of coping up with the modernization age brought
by developed countries. The Philippines in made up of a large agriculturally rich land area. However,
industrialization enticed people into giving up on enriching the agricultural sector. If the Philippines
could commercialize agriculture, like New Zealand did, maybe there is still a chance to save more of
our fading agricultural land and workforce.
Rural-to-Urban Migration
Industrialization might bring the social ante gap closer between rural and urban families. However,
rural families are forced to leave the productive agricultural land in an attempt to find greener
grasses by working in the city. This upsets the production of food and minimizes the number of
agricultural workforce needed to sustain the whole growing population. Also, traditional values and
cultural significance are seemingly lost or diminished.

Red Tape
One of the reasons why trade and transaction within the government is slow is because the process is
built on a system of bureaucracy, seemingly endless documentation, and costly paperwork. Even with
the availability of modern options to utilize computers to facilitate faster process, the government lack
vision and funds to modernize its old systems.
Poor Ownership
The government lacks a sense of responsibility. It cannot protect its own territory. It cannot protect its
own resources. It cannot protect its foreign workers. It claims to be a responsible entity but it neglects
the needs of its own people.
The government officials like entering into contracts, legally and illegally. However, when these
contracts fail to deliver, everyone starts pointing fingers and blames fault to another. Not one would
readily admit his mistake, without making sure he drags the rest with him.
Corruption
Corruption thrives because the government lacks transparency. There are many loopholes in the
system and many officials use this opportunity to work around the system, evade the law, and
facilitate fraud. The system is also built in an old tradition of ill activities. Many are enticed to embrace
the corruption because it was passed unto them by tradition. Most politicians are also driven by
money, thinking that having a certain power or influence allows them to enrich themselves by
acquiring government contracts or by becoming arbitrators and negotiators.

Irregular Focus
The government has no clear long-term plans for its people. And because the officials are bound by
their own term, only short-term plans receive support and audience. Contrary to private corporations,
the government agencies are not goal-driven. They tend to answer only the recent issues and have no
firm tighter measures to prevent similar future occurrences. They may seem to direct their attention
from time to time to major issues like poverty and corruption, but this happens only when foreign
dignitaries are about to visit the country and only before reelection.
Low Resources
Having confirmed reports of several hundred million-peso-worth of corruption cases and ghost
projects, the government still insists and claims to be low on budget. The government admits it lacks
materials to provide better education and health services. The government takes pride in the countrys
vast manpower, but the government cannot employ them because it doesnt have enough funds to
compensate them fairly. The government also takes pride in its rice research but the government
cannot deliver these technologies to help its dying farmers.
Basically, the government conserves a portion of these funds to consider emergency cases like
typhoons and calamities, droughts, and energy crisis. However, most of the funds remain scattered to
close political allies and used to sustain repetitions of similar old projects. The fatal drawback of this
move is that funds only end up as Band-aid fixes and temporary reliefs, instead of being used to
achieve a more favorable long-term goal. And worse, a corrupted few sometimes find their way and
get their hands on these funds.

Proposed Solutions
Public Servants
Unproductive Agencies
The problem with government agencies is that it is trying to solve everything at the same time. Giving
temporary solutions to critical issues only results to wasted funds and wasted efforts.
Term Bound. The government agencies seemingly dont have a concrete long-term plan for these
issues maybe because the officials for the next term may not support the previous agenda. So, for
each transition, the new officials must consider the previous long-term plans firsts and ensure that it is
accomplished within his term so that the next official after him would do the same. All new officials
must put aside politics and division and consider that these projects are meant for the benefit of the
citizens.
Goal Driven. Every year, all government agencies must be given a list of issues to prioritize. Officials
are given a target to deliver solutions and comply. Priority issues must be addressed or eradicated
within the given year.
The President must define a definite target for each relative issue, to all government agencies. The
goal must be adjusted to a higher or tighter level every year so that each branch will continue to think
of better ways to improve its performance. The same goes for every head of each branch. They must
define a definite target and relay the importance of attaining those targets. Provide incentives,
awards, and recognitions as necessary to achieve the goal.
Expelling Non-Performers. All unproductive and poor-performing agencies must be dismantled.
Agencies that repeatedly deliver policies that are not well thought-out or studied must be dismantled.
Agencies that repeatedly deliver ordinances that negatively affect the community and the economy
must be dismantled.
Purging Redundancies. All redundant agencies must be dismantled. Agencies that perform
redundant work or focused on unessential tasks must be dismantled.
Driving Out Wastrels. All agencies that consume too many resources or funds but delivers poorly
must be dismantled. Employees will be compelled to strive harder while saving more resources.
Banishing Ghosts. All agencies that harbor ghost employees must be dismantled. Employees will
then be forced to report ghost employees or they will all lose their jobs.

Maddening Policies. All agencies that enforce poorly-studied policies and so-called remedies must be
replaced with new management. These agencies that rashly put into action their uncoordinated and
poorly-planned policies results to wasted resources and damage. Some issues involved are:

Registered Farmers
Rice is an important staple. Our current rice production is slow and it is not sufficient to sustain the
entire country.
One of the main factors why rice production is at its critical point is because the government doesnt
focus its resources on the agricultural sector even if we know that the country is considered an
agricultural land. We have the IRRI and its research studies and yet we could hardly implement these
ideals and these innovations into the actual field across the whole country.
Not only that, the annual occurrence of strong typhoons makes matters even worse. Storms devastate
farm lands and rice fields, which in turn causes abrupt decline in rice production and sudden rise in
rice prices.
The growing population is another factor. A growing population means increasing demand for food,
including rice. All these factors force the government to rely on rice imports, which affects the
government-farmer relationship.
Farmers carry the greater burden and suffer the most. Without adequate funds to have access to
modern farming equipment, they have to work the land and do everything manually as it is done for
centuries. Storms destroy fields, leaving farmers tied to huge loans that was used to buy seedlings
and fertilizers.
After harvest, rice farmers are tied to the low prices dictated by buyers and hoarders. Middle men and
brokers reduce the income deemed for the farmers and benefit the most.
In light of this situation, we must register all rice farmers as public servants. By doing this, they would
be entitled to a regular salary, a life insurance, and some health care options.
By doing this, they will be registered beneficiaries to agricultural funds and directly receive financial
support as needed. They will have all access to agricultural equipment, technology, resources, and
know-how.
The farmers are the lifeline of the entire population because the population relies on food and its
availability. Food is a basic need, and rice is a valuable commodity in every Filipino table. It is rightful
that farmers who work hard for them, who painstakingly begs for loans just to buy seedling,
fertilizers, and equipment, to be considered as someone who offers his service to many. For a small
price to pay for a pack of fruit or kilo of rice or vegetables, the hard labor that the farmers endure is
an added value that we do not pay nor do the famers receive compensation for.
Financial Security. If farmers become government workers, they will receive regular pay and will be
able to send their sons and daughters to better schools. They do not have to worry about borrowing
cash from anywhere else because they are entitled to government loans.
If farmers become regular workers, they will be subject to lower taxes. However, they will be entitled
to annual bonuses as the laws require.
Jobs. If farmers get paid by the government, jobless people (including trained professionals) will have
a viable job option and even poor ones will decide to become farmers.

Pride. If farming becomes a government profession, then more young students would take pride to
become farmers and agriculturists because the government recognizes its importance, not just in the
economical aspect but their value in the society as well.
Farmers are always treated as someone who belongs to the lower class. If farmers become
government workers, we uplift their state from the traditional caste [social order] and change the
peoples view about farm life.
Productivity. The government can offer farmers to tend unproductive lands for free or for a small
lease, making the empty and unused land productive and useful.
Growth. Since our current farmers are getting old and their numbers isnt growing, making them
regular workers might attract more people to invest in agriculture.
The number of people and students who take the agricultural path is on a continuous decline due to
several factors. Without proper promotion and encouragement and a more positive view about
farming, the numbers will continue to drop.
Farmers are being enticed to enter other fields of work and leave their farms for a chance to a
seemingly more prosperous life. Farmers are tempted to switch to mining and logging or planting
other crops with higher monetary value, including tobacco and marijuana.
Stability. Since the farmers work for the government, the government avails their crops. While the
government has major control of the crops, they control the market prices. Since the government has
price control over these goods, they can lower the price as necessary depending on the market needs
and its availability and initiate a fair trend for others to follow.

chances of winning from the start, yet that chance varies differently once the voting commenced
depending upon the peoples bet and the issues that greatly move/affect the public.
Based on the example above [Figure 1], only 30% of the major population got the attention to the
specific issues they wanted resolved or improved. Other issues remain secondary to the winning
candidate. After the election, about P50 million worth of funds were wasted on campaign machinery
and only 20% of it will actually bear fruit.
However, if we had only two candidates to choose from [Figure 2], supporters from both sides will not
only get a 20% chance for their efforts to bear fruit, but at least 50%. That percentage of effort
doesnt merely cover the amount of campaign funds used but the reforms and the strategy that the
candidate and its campaign team wishes to push through goes with it.

In the same example illustrated above [Figure 2], a total of P 10 million or 50% of campaign funds for
electoral candidates was wasted by both campaign supporters and candidates, who lost to a candidate
who gathered 52% of total votes and promised to fight corruption, improve health services, and push
for military modernization projects.
Based on the example above [Figure 2], 52% of the major population got the attention to the specific
issues they wanted resolved or improved. After the same election, only P20 million worth of funds
were wasted on campaign and 50% of it will actually bear fruit.

The reason why the five candidates have different priorities is because its in their strategy for them to
be known or to be identified as such kind of a leader. Their priorities distinguish them from the other
candidates. For example, a religious-leader-turned-candidate would push for moral reforms
(humanitarian effort, equality, and corruption prevention) than matters about war (military
modernization) and money (economic growth). In the same way, a businessman-turned-candidate
would push for economic growth, import-exports, and foreign trade while a policeman-turnedcandidate would go for anti-crime campaign, anti-corruption drive, and military modernization
projects.
The reason why the two candidates got more priorities is because they are expected to answer more
issues because the people have all eyes on them two. People expect at least one of them to support
the top three issues the public is currently concerned about.
Having five or more candidates could also mean having people to choose which of five issues to
prioritize. Having two candidates allows people to choose more carefully between two major issues to
resolve.

Adopt-a-Life
Extensive Milk and Feeding Program. Encourage each individual to adopt one (1) child from a
poor family. The donor must provide help in the form of giving breastmilk or donating high-protein
milk (Pediasure) and/or supporting feeding programs to fight malnutrition.

Population Control
Between 1650 and 1850 the average annual rate of increase of the world's population doubled; it
doubled again by the 1920s, and more than doubled, once more, by the 1970s.
If the time taken to double the world's population over the past 350 years is taken as a measure, then
the doubling time is seen to have been shrinking fast. It took 200 years, to 1825, to double the
world's population from 500 million to 1 billion. It took only 100 years to achieve the next doubling,
bringing the total to 2 billion by 1930; and only 45 years to achieve yet another doubling, to 4 billion
by 1975. There were signs of slowing in the last part of the 20th century; even as some experts
predicted a world population of 8 billion by the early 21st century, the total had reached only 6.5
billion in 2006.

If we want to raise the level of per capita income, we must increase the rate of production growth or
reduce the population growth rate. To be able to reduce the population growth rate, we must have a
sound population control program that promotes natural birth control methods and family planning.
Information Leaflets. Make free guides about family planning methods available in local
communities. The more people know about the consequences of having a bigger family and the
importance of family planning, the more responsible they become when it comes to securing their
familys future. Make the leaflets available especially during marriage seminars in city halls and
churches, during pregnancy and child care consultation in hospitals and health centers, and in drug
stores and health facilities nationwide. Information about healthy family planning must be always
available to all.
Incentives and Freebies. Entitle families, with three kids or less, to incentives and freebies.
Incentives could mean much lower tax. Freebies could be in the form of transportation discounts
cards, tuition fee discounts, free birthday cakes, free theme park rides, etc. The fewer the kids they
have, the more freebies they are entitled to. The more kids they have, the lesser freebies they
receive.
Free Surgery. Make vasectomy or tubal ligation (laparotomy) free. The person must have at least
one child to be entitled. This will keep the family healthy and sustainable because having fewer
children allows the family to have sufficient food on the table while adequately able to address each
members needs, including financial security and education.

So, instead of just declaring a minimum wage for workers, the lawmakers must declare a certain
amount of annual and/or monthly salary increase rate. In this way, the workers and the labor groups
wont have to suffer begging for increases every year because the salary increase rate is constant and
the pay system is designed to compensate for inflation and other factors that keep people from saving
enough money for their familys future. The employers will closely work with the government to
determine the inflation rate, which will be the basis for the employers to declare a compensation ratio
that will adjust to compensate for inflation and global market factors.
A justified salary must be greater than the minimum amount to sustain a family of X members. [X
represents the average number of children in a Filipino family, plus parents.]
A justified salary [JS] must be computed as current salary [CS] plus the standard annual increase rate
(global) [SAIR], plus performance rate factor (employer defined) [PRF] based on profit shares [PS],
plus the current inflation rate factor [IRF].
Thus, the equation: JS = CS + (SAIR x CS) + (PRF x PS) + (IRF x CS).
For example, Juan dela Cruz gets a standard 10% salary increase rate [SAIR] every year. His
employee rated his performance at 93% [PRF], meaning he could get an additional 93 if the
employee would generously give P1 profit sharing increase to perfect performance. And since prices of
commodities have risen significantly and inflation rate went up by 2% [IRF], Juan could get an
addition 2% to cope up with current market situations.
If Juans regular salary is P20, then:
JS = CS + (SAIR x CS) + (PRF x PS) + (IRF x CS)
JS = P20 + (10%xP20) + (93%xP1) + (2%xP20)
JS = P20 + P2 + P0.93 + P0.40
JS = P23.33
In the previous example, Juans familys expenditure now amounts to P21.25. If the justified salary
system would be established, Juans salary will now be P23.33, enough to cover the needs of the
entire family [P21.25] and save something for the future [P2.08].
Not only did Juan get the increase he needed, but he was protected from inflation and changes in
market prices.

Retirement Benefits
This pertains to retirement benefits that are supposed to be received by pensioners. These people who
have offered their services to the government rely on the government to take care of them as they
age. Most pensioners die before they even get the benefits that were promised to them. Most of them
fall ill and use up their own family savings before they even get to reap the benefit due them.
Pay Now Enjoy Never. The Social Security System (SSS) must lower the retirement age from 60 to
55. The reason is, the average life expectancy of man is around 70 years and because of strong
environmental factors and health worsening conditions caused by it, many people hardly reach that
age and die before they can enjoy or even make good use of their saved contributions. Yes, it might
be true that the family of the deceased get to enjoy the benefits of the deceased. But that is not
acceptable. Does one need to wait that long, sacrifice, or die before his family got what is due him?
Near-Death Experience. Do people really have to wait and grow blind or memory dull or deaf before
they can enjoy such privileges? Do they really have to wait that long and die before they can make
use of them? Does a crazy old man have to find a way to be normal again before he can properly
claim what is really due him?
Does a senior citizen have to borrow some money to get a ride, go through long hours of heavy traffic,
deal with discourteous guard at the door, work around a long line that goes to a wrong booth, and
then climb a steep staircase just to talk to rude, nagging teller who is asking for three or more
identification cards? Does a poor old man, a 72-year old guy with disability, or wounded war veteran
have to suffer all these all the time? Cant we just give a free, child-friendly on-line access for the
hearing impaired? Or a voice-supported automated teller for the blind? Or a handicap-friendly wired
money transfer booth for the cripple and the mentally ill? Or a snail-mail service for the mute, at
least?
In the same way, will war veterans die before their benefits reach their families?
Genuine Social Service. If the Social Security System (SSS) and other agencies can bring the
benefits to the homes of the elderly and his family, then the beneficiaries dont have to suffer the long

The family is the basic structure of the society. The state of the society reflects the state of the family.
If the society is poor or unproductive that is because the family itself is as such.
The government must strive to protect the family as it is the main institution that molds everyone else
in the society.
The government must make sure that the family stays together as a whole, so that the future
generation will not produce weak or corrupt leaders that come from broken homes, had difficult
childhood years, or suffered any form of abuse or neglect while growing up. Undisciplined, abused, or
neglected child sometimes tend to become future abusers or lawbreakers.
Significance of Parental Security. The government and the social welfare agencies must make sure
that at least one (1) parent grow up with the child. Working for food or income must not be in the
expense of families or both parents being physically away from their child. A broken family has
negative impacts on children and individuals, which manifests later in adult life. This sense of lack of
security minimizes ones effectiveness towards work and his degenerates his positive outlook towards
life.
Communication. The government and the social welfare agencies must make sure that family
members stay in constant communication to prevent serious family issues like:
Early pregnancy, which may further lead to poor health, poverty, abortion, rapid population
growth, etc.
Rebellion, which may drive kids to engage in vices, crimes, illegal drugs, bad fraternities, etc.
Poor self-esteem, which may deter the kids talents and potentials
Core Family Values. The government and the social welfare agencies must make sure that would-be
couples are required to attend family seminars that teach them about the importance of

Media and its Role in Reducing Rape, Violence against Women and Children, and
Other Crimes
One of the main reasons for violence and crime to be introduced to young people is through media. As
television screens grow bigger and better, modern movies get to be more gruesome and exhilarating.
The audience might not be truly aware but the modern films and TV series are attracting viewers
attention using sexy women, plunging necklines, and skimpier outfits. Directors always do away with
art as an alibi while newsmen stand before the lens using right to information as an excuse.
Considering the fact that rape rarely occurs in the Cordillera or Bontoc villages only shows that the
more exposed people are to improperly rated films and shows that illustrate sex and violence, the
more people will come to think that these isolated cases are naturally occurring everywhere.
Social Responsibility. It is true that we have the regulatory board (MTRCB) and a few concerned
watchdogs, but the fact that the producers of these shows have really no legal obligation for the films
effect on their viewers is scary. If a film or news report shows detailed ways to rob a financial
institution by using the sewers and criminals start making copy-cat routines, who are we to blame for?
If shows promote gays and lesbians and those sexy dance moves, dont expect that young kids will
not try to imitate it. What the viewing public doesnt know is that all these things are part of a running
business aside from just a TV station that is broadcasting in the name of public service.
Conveying Unintended Messages. Having bad news all the time sends a different message to the
young kids we are trying to mold and the foreign investors we are trying to attract. Kids might think
that the world is bad, cruel, and bent on evil. Investors might think that the country isnt safe, aside
from having too much of politics.
Yes, we are the best English-speaking country in Asia. And yet, we call murdered people as victims of
salvage rather than salvaged (recovered) victims. Who are we trying to impress? Or are we just
making a side joke out of a bad news report?
Yes, we have G, PG and SPG warning labels. But what are those steamy commercials doing between
cartoon shows and childrens hours? Lets just blame the mothers, keep watching, and enjoy the next
show.
Yes, there are good shows and some really good shows. But where do we draw a line between good
and not so good?
The media is not just a group of men trying to chase the truth or a group of women try to advocate
what is right and just. The media is a learning tool. Freedom or character? Accuracy or decency? Who
can ever tell which weighs more?
The media is a not just group of people working behind a TV station-slash-advertising business. The
media is a tool that shapes society. Who can ever tell which benefits more on free TV? Do viewers gain
more because its free? Or are we just paying it with our lives and our morals in the end?

Protecting the Next Generation. Well, its not that turning the TV off or disabling the Wi-Fi is
enough to make kids safe. Corporations can protect their investment financially or legally because
they have the capacity and the influence to do so. While producers cant keep the young viewers eyes
closed as much as their parents can, the government must revisit its regulations and begin a thorough
study on media and its ill-effects.
If the government cant protect the volatility of childrens mind with the TV screen on, how can it
protect the kids from the looming darkness of social bullying, exploitation, and pornography on the
internet?
Bad News. Not everyone needs to know that someone died in a car accident. Not everyone needs to
know that someone was shot dead on the street. What the public needs to know is how to keep
themselves ready and informed and how to prevent such things from happening to them.
The economy is down. The prices are up. The officials are corrupt. The entire country is at a loss after
a typhoon and people are getting poorer by the minute. But, why do we have to bring more bad and
depressing news to everybody?
It is true that negativity sells. But what does the viewing public have to gain when there is no positive
encouragement? What does one gain when one could hardly keep himself off the camera while helping
or showing that hes trying to help?
There are a lot more features more entertaining and more informative. But why settle for a show that
does the same old slapsticks routine? Or a show that displays sexy women and sexy scenes?
The government, the film regulating body, the TV stations and its producers, and the news desk must
strive harder to bring more good news to people to lighten their spirit.
More Essence. The government and the film regulating body must strive to prevent violence against
women and children by doing what they can to remind TV stations to be models of modesty and
respect for the endangered Filipina image.
We are what we eat. Its not about carbon-based humans eating carbon-based food. We watch all the
time and what we see, we learn, and what we learn, we do. Everything we swallow from the small
flickering screen becomes a factor that determines the way we walk or talk.
The film regulating body must strive to keep TV stations from showing how competitive they are in
terms of which woman is sexier, who had lesser clothing, or which one showed more skin. The shows
must focus more on showing ones deep character than just the shallow physical aspect.

The local government must be required to provide safety equipment and protective gears to firemen,
garbage collectors, street sweepers, and mosquito-foggers. These items are not limited to face masks,

Since there are several cases of cop-related crimes, a new branch of National Bureau of Investigations
(NBI) intelligence team must be created to hunt down law-breakers and corrupt men from the police
rank. These mens sole objective is to clean the police ranks of rotten individuals. They must be given
power to conduct random on-site police performance audits, background checks (details personal
character, family, and known associates, etc.) and lifestyle checks. Reports will be submitted to the
National Police Commission (NAPOLCOM) for necessary administrative actions.
As an independent body apart from the PNP, the body can perform its task without hindering police
work and without unnecessary influence from the person subject to their investigation. As long as the
investigating body is independent and shielded from influence, the investigation wont be
compromised nor do the data or reports become partial.
Non-Lethal Mode
Non-Lethal Bullets. Instead of using real bullets, police ground units must use pellet-loaded guns
and tazers to immobilize unarmed criminal suspects. Unless the police cannot confirm that the suspect
had a deadly weapon or a firearm, the police can only resort to using non-lethal force.

The Philippine National Police (PNP) must have regular roaming policemen on each block. There must
be at least two (2) patrolling cops on foot for each block, so that:

make sure that ground personnel do not solely rely on multiple-relayed messages and having
to deal with ranks before immediate help is received.

In this example, the ground commander on the field sends his notification and request by phone to his
superior (1). Then, if the superior find it necessary to seek further help, he would contact another
superior (2) and request him to provide tactical support (3). But, because the communication system
and crisis management system is not centralized, the tactical support group would have to pass and
relay confirmations back the same way (4, 5, and 6).
You must take note that in the field the ranks will be longer and troublesome. Aside from that, some
agencies are difficult to talk to and may require several protocols before providing authorization or
support. Furthermore, some of these critical messages are passed through text or radio, because
there is inadequate modern communication equipment. In any event that one of these

communications lines would fail, any information would end up incomplete or misunderstood, and
worse, the requested help will probably be delayed.
Oftentimes, lives are placed at risk and the ability to make quick decisions, relay sound instructions,
and deliver immediate appropriate response is put to the test. That is why the need for a DND-RCD is
imperative for crisis management.
Under the proposed system that each DND-RDC will be using, the traffic is lessened (as illustrated
below) because the DND Command Center provides initial assessment and makes the necessary
coordination to support groups. Thus, the flow of support or instruction will never be delay should any
superior body fails to communicate back. Resident authorized high-level personnel are present at
DND-RDC to give further support as needed. Rest assured, DND-RDC handles all documentation. For
this system to work perfectly, it is important that messages be relayed using both audio and video,
and backed-up by written or text confirmation.
In this example, the ground commander on the field sends his request directly to the DND-RDC (1).
The DND-RDC, then, assesses the situation on the ground based on the request. Then, the DND-RDC,
relays the message to the ground commanders superior for appropriate recommendations or possible
course of action (2) and informs the President and concerned parties as necessary. Should the ground
commanders superior recommend for the request of a certain support agency, the DND-RDC will
coordinate with the superior of the support agency and link them up at the same time (2). The DNDRDC having the approval of both authorities will relay the final course of action and approved request
directly to the tactical support group (3). Finally, the DND-RDC will link both agencies (4) through
communication lines and will consistently monitor and supervise the activity until the request is given
or until the crisis is resolved.
Each DND-RDC center must have the capability to perform assimilated support functions should a
devastating tragedy paralyzes one or more supporting agencies.
The DND-RDC centers must have fast and reliable, if not state-of-the-art, modern communication
equipment to deliver messages and instructions and relay support on time. The DND-RDC must be
connected to a secure government network, a dedicated system that allows for a secured information
transfer between government agencies.

Information Security
A Secured Government Network
Primary Network. All government websites and offices must be electronically linked and have its
own secured web network, isolated from the local internet or world wide web. This secured network
will be considered as the primary network and must have the highest broadband internet
(transmission) speed so that all branches of the government could communicate, relay, respond, and
act in real time in any case at all times.
Secondary Network. The secondary network is the one that is locally available for public access. This
will be the virtual face of the offices, where the public can:
Automated Tellers. All electronic transactions that require the public to provide social security
numbers, account numbers, identification numbers or personal profiles to transact must be done using
the secured primary network which is available inside the government office only. Instead of having a
long line for irate tellers and slow-moving counters, each office must have several user-friendly
electronic booths to provide a fast and efficient service to the public. Of course, there should still be
customer helpdesks and assistance counters to assist the elderly and the disabled.
Hackers, Spying and Data Theft. The main objective of these separate networks is to protect
essential public information from getting into the wrong hands and to protect vital classified
information from reaching everybody. The probability of a public or government website being hacked
and sensitive information being downloaded is relatively high. The reason why it (hacking) is not
publicly visible or readily occurring is because it is meant to be that way. Hackers can infiltrate
networks undetected. Even if the hackers location or the computers IP address can be traced, there is
no guarantee that the hacker or perpetrator can be easily identified. Apart from the fact that the
country or the government has enemies internally (within the country), the enemies of our foreign
allies could hack into our unsecured network, download sufficient information, and use it for a later
attack. Also, there are those foreign and local individuals who relentless strive to access or download
information for their own agenda and for illegal ways to gain something more. One way or another
someone will try to prove that the system we think safe isnt.
So, as long the primary secured network is electronically isolated from the secondary network, it
should be safe. As long the primary network remains secure, it should be safe.
Unique Software. If the primary secured network really needs to be connected to the web (world
wide web), the government should create its own operating system and software capable of coding
and decoding all information as encrypted data or files. If the data is encrypted, even if remains
available to the public, it wont be readable via any other operating system because it was made by a
different operating system accessible only to the Philippine government. Even if regular operating
systems or software could open the file or read it bit by bit, as long as its encrypted, and as long as
the decoder software remains strictly for government use, all data should be safe.

Satellite. If the government and the armed forces need to have a wider range of secured
communication, they must launch a new satellite for such use. This will transmit secured data and link
all secured networks together.
Digital Copies
Soft Copies. Scan all government papers, transcripts, and important documents and save them as
digital copies. Original copies will be kept as archives in a secure vault, along with other important
papers and historical documents. Digital copies must be made a priority for all court case files and all
legal documents.
Time and Space Saver. Now that all the documents are saved as digital files, searching for the
articles would be easier and faster. And since digital files dont consume any space, it can be readily
available by storing it in a handheld PC or tablet.
Accessible to Everyone. All non-classified documents or electronic files can also be stored in a
server so that the public can view it via the internet. In this way the public will have more access to
laws, procedures, and transaction records for study, examination, validation and scrutiny.
Still Safe. Storing all these papers in digital media is a good way to protect valuable information even
if the original copies suffer from fire, decay, or further damage.
Save the Paper, Save the Trees. Since all documents have been electronically recorded, some of
these papers can be reused or recycled.
3D Museums. All historical sites and natural wonders must be scanned by a 3D imaging system so
that the public can view a virtual copy of the place even without going there. 3D museums can be
opened up in malls for public viewing.
The Philippines is located inside the Ring of Fire. If a strong sudden earthquake or natural disaster
would come to ruin a heritage site, there would be no other way to immortalize it than storing a
virtual 3D image of it.
Accurate Restoration. With the use of the 3D digital imaging system data, we can compare the
current condition of the historical site or architecture from its original state and perform accurate
restoration actions based on the 3D data.
Digital Replicas. All historical and cultural artifacts must be scan by a 3D imaging system so that the
public can view a virtual copy of the item up close even without touch the actual rare artifacts. And
even if an act of God incident destroys the actual piece, we still have a complete 3D digital
framework and image of the artifact to reconstruct even an exact replica of the lost item using a 3D
printer.

Internet Filters
Message Filters. An internet anti-crime division must be established and it must act as an observer
and regulator while working together with internet service providers. A message filtering system must
be put in place so that messages, chats, uploads and downloads, and internet searches can be
monitored and screened for possible illicit activities. The system will scan for and check for the
presence of keywords related to bombs, sex, illegal drugs, etc. and other criminally-liable activities
that corresponds to its production, distribution, promotion, or sale.
Flagged. If the system detected such keyword or phrase from a local source, it will declare a yellow
flag, note it down, and mark the source as less probable threats. If the system detected such keyword
or phrase from a foreign source, then it will declare a red flag and mark the source as highly probable
threats. If any of the sources were detected to be linked to a person or group of persons who were
wanted for a crime, then the source will be sent for the National Security Team for further
investigation, and more serious and thorough assessment.
Content Filters. To lessen or eradicate illicit contents, a filter must be installed to get rid of the illegal
or illicit item from the actual webpage, should the website appear promoting sex, violence, or illicit
acts. Since most content filters from computers can be easily turned off, these filters must be installed
directly from the local source or from the ISP. This will hope to prevent proliferation of pornographic
contents and other illicit activities.
The content must be regulated by a body, like the MTRCB that regulates films.
Registered Usage. Internet service providers must require their clients to register their connection
using their valid Social Security Number, and their electronic thumbprint, instead of the usual
usernames and passwords. Using these protocols, anyone, including those who rent from internet
cafes and even those who dont own a computer, can access the internet legally. Once registered, the

ISP anti-crime division can immediately track any users misdemeanor, give warnings, prevent his
further access to the internet, and relay appropriate sanctions.
Environmental Protection
Mining Ban
Ban mining for twenty (20) or fifty (50) years so that the land could recover from the devastation it
caused. Or better, ban mining totally to preserve the remaining resources for the future generation.
Natures Domino. Mining is might be beneficial to some, but it is detrimental to nature in all points of
view. The Philippines is an archipelago covered with wonderful scenic views and natural wonders. The
islands have numerous waterfalls, forest-covered mountains, and world-awing biodiversity. There are
numerous rock formations and caves, not to mention, a few underwater caves waiting to be explored.
These are not pre-declared mining areas. But even if there are, one domino can topple another.
The country is in a calamity prone area, the Ring of Fire. If the land is cleared of trees which prevent
soil from eroding, chances are, the nearby places will suffer the risk of flashfloods and mudslides.
Then, the flood and the mudslides will contaminate the waterways. Then, the contaminated waterways
will bring about sickness to those communities depending on nearby water sources.
Mining may not have visible direct effects towards the environment, according to those who support it.
However, the indirect ill effects can be seen on the nearby residential and agricultural areas. Clean
water sources soon become murky and toxic. And while the soil and water becomes polluted because
of the mining process, sickness wont be too far behind. Polluted waters reduce fish population, along
with the amount of available food sources in the water. Clearing and water diversion threatens
irrigation. And while the water runs from the mining areas to some agricultural land, the irrigation
water becomes detrimental to the crops due to the presence of foreign elements and compounds. The
problem is, the presence of lead, mercury, and other metals in these areas is difficult to prove that
they come directly from the mining areas nor do the mining firms take responsibility for it.
Lose-Lose Scenario. The resources beneath the earth are not renewable. They cant be grown or
replanted like rice. The minerals mined in our country are processed in foreign countries, like China,
because we cant build our own processing plants (because we dont have funds (because some
corrupt and greedy officials plundered it)). While they are trying to keep their resources intact, they
are trying to harvest ours. They offered us a deal, saying we will profit from it, maybe in a ratio
wherein we are on the lower hand. Then, they employ us temporarily (and without healthcare options)
to build barricades to keep local farmers from passing through. After they have mined our resources,
they will carry them in ships --- along with overfished catch, and slaughtered sea turtles, and other
stolen delicate marine life --- and process the minerals in their own yard. After leaving us with the
environmental ill effects and ecological consequences of their mining activities, they turn them into
toys and cheap electronic products and then sell them back to us. Do we win if mobile phone sales rise
this year?

In the same way, each city (if not self-sustaining) must have a designated main food source near or
outside the city, and another one in a farther region as a backup, just in case a storm or flood would
threaten the initial source.
Maximizing Space. Commercial and residential development must be upward, not sideward. The
area of habitable land in the Philippines is fixed. It is not growing. The agricultural land is big but it is
not productive enough to satiate or even sustain the entire country with food.

better, since kids can freely roam the park and play sipa or sepak takraw. It could be a venue for
commencement exercises, mass weddings, free concerts, theater plays, and public seminars. It could
be a venue for public protests, community-wide child immunization, feeding programs, medical
missions, and mass indoctrination. It would also be an income-generating nature park or conservation
park if theres wildlife in it. The wide open space would be an ideal temporary evacuation area in times
of unforeseen calamities, a central rescue or extraction area in times of crisis, or a central command
center in times of war. Parks are usually teeming with trees, but if the trees planted in it are fruitbearing ones (like mango, the national fruit), then it would be better, more useful, and more
productive.
Opposite Day. Instead of converting agricultural lands into commercial and residential lands, a small
part of commercial and residential space must be converted to cater more agricultural activity. We
must take into careful consideration that the Philippine population is growing, not shrinking. And for
the country to be able to sustain its growing people, it must allot more space for food production.
Requiring all backyards to have a space for vegetation might help in achieving food sufficiency.
Building green fields on rooftops would help reduce the presence of carbon dioxide and the effects of
climate change.
Having a farm land on commercial buildings would require farmers, would-be farmers, and farmknowledgeable professionals. This will help increase agricultural manpower. Local biodegradable
wastes can also be used as natural fertilizers to reduce commercial waste.
Building more rooftop greenhouses assures us that crops are safe from storms and food will be
available after a typhoon. Also, we are assured that food prices will remain more stable because of
more food sources.
Commercial and residential buildings could adopt informal settlers, former sex workers, and some
unemployed as farmers and workers to cultivate and develop the rooftop farm. This will reduce the
number of jobless people, the number of informal settlers, and the number of less-decent jobs.
Uptown. Instead of converting more agricultural lands into subdivisions, why not push for building
more high-rise residential buildings? In this way, ten or more families would consume a smaller land
area.
Building more residential buildings in the city would lessen the traffic since people can walk to work
instead of travelling back and forth. Making the workers closer to their work area would also increase
their productivity because they have more time for rest and more time for their family.

Logging Ban
Furniture. Reforestation is a great way to restore natural resources. However, most trees that are
being planted are wood-grade trees. These trees are usually used for general lumber and furniture.
While it is good that the demand for wooden houses decreased because of the availability and strength
of cemented homes, the demand for wood from international markets increased. If logging is banned,
the price of wood would go up and will force people to resort to other environment-friendly materials
aside from wood, like biodegradable forms of plastic.
A Viable Food Source. Instead of investing on trees for wood sources, it is better to invest in fruitbearing trees.
Naturally, a fruit-bearing tree can propagate itself without the need for human intervention.
Once the fruits fall on the ground, the seeds in it will root and grow into a new tree.
Food is a basic necessity. Furniture is not. Since food is much important to us than anything
else, fruit-bearing trees are far better than wood-grade trees.
The coconut tree is a sturdy tree that grows in tropical areas. It is the most useful tree, since
a lot of products can be derived from it. The coconut is the only fruit that can provide man
with both food and water, which is important in a typhoon-prone country.
The mango tree grows into a huge tree. Its fruit is one the best products for export. The
mango is our national fruit. The seeds have the right to be replanted and propagated.
Mangroves are fruit-bearing trees. [Tar and charcoal can also be made from its wood.]
Although its fruit is inedible, the mangroves in swamps serve as a habitat for food sources like
crabs and shrimps. Planting mangroves is one way of propagating crabs and shrimps, another
viable food source.
Fishing Ban
Once a Year. Give fishing areas ample time to recover and help fishes to spawn and crustaceans to
reestablish their colonies. A one-year fishing ban might be understandable.
Theoretically, the effort is worth the wait. Nature has done it, even before man came to reap her of its
resources. Whales travel annually to a certain spot to feed on krill. Dolphins and sharks have the same
behavior. Leaving a wide fishing space free for a year allows young fishes to grow and multiply, leaving
a season with a good catch.
Checkered Zones. To do this, the sea must be divided into imaginary large black and white zones.
The black zones on the checkered map will be protected from fishing for the odd-numbered years,
while the white zones will be current fishing zones. For the even-numbered years, the white zones will
be off-limits and the black zones will be the active fishing zones.

to the public health and local toy industry. They must be banned.
Surplus Goods. While used goods are cheap, they are not thoroughly tested for contamination. They
must be banned. The ukay-ukays are also detrimental to the local clothing and textile industry. Since
they dont generate taxes, they must be banned.
Surplus equipment and appliances are cheap but the country is already overwhelmed by garbage.
Furthermore, these products require a special and proper way of disposal. Safety is another concern,
since the surplus electrical equipment had already outlived its warranty and its life expectancy, it is
doomed to fail. While most of these products have undergone a series of repairs, they are unreliable
and are fire hazards.
August Import Ban. Both the National Heroes Day and the Ninoy Aquino Day falls on this month.
Since the contributions of these heroes are significantly too great, we must at least do our part to
protect or uphold the Filipino way of life. In light of this, we must put our efforts to minimize
importation of goods and maximize exports. This month will become a month-long celebration of
Filipino ingenuity, art, culture, and tradition. A major international trade fair must be held to showcase
the products of the whole country. There will be massive campaign for local products and innovations,
handicrafts, and delicacies. Proudly Philippine Made products will be promoted and the people will be
encourage to buy, patronize, and create more locally-made items.

Reducing Wastes
Garbage is one of the biggest problems the world has ever known. Plastic, being the most used
container to hold products.
Bag or Bayong. One of the best ways of reducing plastic waste is to use reusable, non-plastic bags
when shopping. This reduces the need to use plastics as disposable bags. Banning the production of
plastic bags (with handles) encourages consumers to use bayongs or other reusable bags instead.
Doing so will create a lively industry for non-plastic bags and create more jobs.
Buy More Save More. One way of reducing plastic waste is to push suppliers to convince consumers
to purchase in larger amounts (or in bulk) to save more on cost. The consumers must be taught that
buying in bulk could save them even more money. Use TV ads and commercials to educate customers.
Ban Sachets. One way of reducing plastic waste is to ban the retailing of most commodities using
plastic. This applies to and is not limited to:
shampoo sachets
powder and liquid detergents
snacks
seasoning powders
powdered milk [and the likes]
cereal drink mixes
fruit drink mixes
Retail Dispensers. Instead of using these sachets that usually end up clogging the drainage systems
and waterways, suppliers must provide retail dispensers for their products. On the other hand, the
consumers must learn to regularly bring their own storage containers when purchasing retail items.
The supplier and the consumer must treat them like rice and grains that need not be stored in
sachets.
The suppliers can save more money from the cost of not using sachets, just as consumers can save
more money because of the lower cost of the retailed product purchased from dispensers.

Islands New Face
After typhoon Yolanda struck Leyte and Samar, homes, livelihood, and other infrastructure were
destroyed. In light of this disaster, sudden changes in geographical locations of infrastructure can be
made and put into place and considering modernized city planning measures. This transformation can
be done to other islands as well.
While there is no choice but to rebuild everything from scratch, it is imperative that we:

Large sewers and well-planned drainage systems must be built to prevent future flooding.
Reinforced coastlines and seawalls are capable of withstanding the possibility of a tsunami
incident.
Homes are situated inside residential zones and far from industrial zones or danger zones.
Building materials are not substandard, can last for years, and withstand stronger typhoons
and earthquakes.
All the roads lead to a high ground where the evacuation site is should an extreme emergency
arise.
The location and position of buildings and their shape must redirect strong winds away from
residential areas.
There should be adequate space for more trees to be planted and for trees to grow for
centuries. Trees should be away from roads, or areas where future road-widening could exist
or commercial areas would be built.
There is a space allocated for future railway systems.
Modernizing the urban areas is tedious task and requires a great amount of fund. Since all cities and
towns wants progress and the same thing, the question of which area to modernize first is tough to
decide. But then, if the government cant point out which area gets the next support, then its better
to just casts lots and leave the deciding to PCSO.

Clustering
School Zones. Move state colleges and medical schools into the
country side, into towns and provinces. The students will learn
the local dialect, its art, culture, and tradition. It will promote
tourism, since parents and friends will come to visit the town.
There is a chance that the students will decide to stay and work
there. There is a chance that the student will promote the art,
the culture, and the tradition he had learned. This would also
lessen heavy traffic and congestion in the crowded city area.
Students will be studying in a country-feel atmosphere away
from the busy noise of the city and its polluted air, heavy traffic,
and flooding and its dangerous streets and vices.
Industrial Zones. Move industrial plants into industrial zones.
In doing this, the security of the area will be restricted to
employees only. Vital facilities and installations would be easier
to protect from terrorist attacks. In case of a fire or chemical
spill, there is no danger of contaminating or affecting the
residential zones. Having industrial trains to transport goods
directly to seaport and airports will further increase efficiency and
foster economic growth.
Residential Zones. Residential zones include subdivisions, row
houses, tenements, and condominium blocks. These residential
zones must be built away from industrial zones. In doing this, the
health of the public will be protected from fumes, toxic chemicals,
and irritants, which are present in heavy volume in factories from
industrial zones. There will be no danger of contaminating water
or food sources, either.
If homes are not built within commercial and industrial areas, there would be milder traffic, and
probably lesser instances of fire spreading from buildings to homes (and vice versa).
Agricultural Zones. Keep industrial plants away from
agricultural zones. In doing this, there will be no danger of
contaminating water or food sources should a contaminant
accidentally leaked into the environment. Carbon-based
emissions could be detrimental to plant growth and could fall out
and become toxic to food crops and the soil.

Correctional Zones. Penitentiary facilities must be moved to the countryside, close to farmlands,
where they have enough space to stay healthy while they serve their sentences by farming. Because
of the wide, open field sealed with high walls, any chances of escape are futile. And should the
prisoner escape, any damage caused by an armed fugitive will be at a minimum, since the
surrounding area is not densely populated.
The maximum security prison must be built on an island where they can have a chance to roam freely
without endangering public lives. In case all prisoners were able to break from their cells, the
prisoners would find it hard to leave the island and it would be easier for the security team to contain
them.
An island prison will be good enough to provide inmates with fresh air and a nice healthy environment
where they can repent and think about their future plans during their sentence.
Being trapped in an island, the inmates will have lesser chances of smuggling illegal drugs, money,
and liquor into the prison facility.
Once correctional zones are moved into the countryside, crowding and instances of degrading health in
the city penitentiaries will be lessened.

Safer Destinations
Local workers are enticed to work abroad because of the better compensation the other countries are
offering. With their lives and health at risk, the government allowed his own people to work in China
and the Middle East, even if the area has been known for conflicts, extreme laws, and instances of
domestic violence, harassment and discrimination.
Why send people to Libya, or Iraq, or Afghanistan, or Gaza, where there is turmoil, conflict, and civil
unrest? Why send women to the Middle East where they will be ravished and physically and sexually
assaulted?
Why risk workers in the land of extremists and terrorists? Why send skilled manpower in a nation with
a history of communism, dictatorship, and unceasing war?
Why send men to lands where beheading is legal or where death is deemed right as punishment?
Since when did opportunity weigh more than life? Why send them there when we could hardly bail
them out?
Why send a single mom or a would-be dad blind-folded in a cheap, worker-class flight under cut-throat
placement fee and then offer them free wooden cargo return flights?
Why send people to China and foreign lands that treat us as enemies? Why send people to where they
will be like sheep in the company of wolves? Why send people to a land who continuously rape our
own land of its resources and treat us as something who are less than human?
Why send people overseas where they have reduced security, limited rights, or unjust compensation?
Yes, a dictator once ruled here. And yes, this was once a war-torn country. And yes, some lands have
rebels. But, we dont treat foreigners badly like they do.
So, keep these bad lands out of our own work destination lists. For the pride and remittances OFWs
bring into this country and to the government, they have the right to be directed into safer work
destinations.
A P100,000 assistance to a grieving daughter of a beheaded OFW is worthless if the government cant
bring her mother back.
A medal pinned to a dead army mans son cannot make up for the lost future years his father could
have spent with him instead of being sent to a foreign soil to fight another countrys war.

Foreign Policy
Why are we being undermined by larger countries when we supply the best, the most hard-working
manpower in the world?
The international community set the standards, but that doesnt mean that it would always be that
way. We, too, must set our own standards so that we could keep foreign nationals from bringing their
illicit activities here.
We must bring more effort to protect ourselves and our own interests because we are a small country
who has a lot more internal issues of its own.
When it comes to foreign trade, we must make sure that we sell our products to the highest bidder
and import from the best suppliers who sells at the lowest price.
When it comes to overseas work, we must make sure that the foreign employers understand our
policies and that they will struggle to maintain good relations and keep in mind the welfare of our
workers. We must make sure that we can protect our workers from foreign threat and abuse.
When it comes to territories, we must make sure that we have our safeguards installed and we are
backed by the majority of the international community. It is good that maritime laws be revised to
provide better protection of our waters and the rich natural resources flourishing in them. It is always
best to keep in mind our safety and the security of the whole archipelago. Stricter laws and tougher
punishments balanced with stronger foreign ties will bring about a more secure future for our
countrymen.
When it comes to goods, our native products must set the standards, not succumb from the standards
set by others.
Nobody set the standards for making samurai sword except the Japanese themselves. Likewise, the
foreign adobo must bow down to us or their adobo will never be called adobo at all.

Sports Capital
Designate a city, region, or place for a certain sport so that each region could improve the standings of
that certain sport.
For example, Gensan and Sarangani become the boxing capital of the Philippines. With that said, when
it comes to sports, the region focuses its funding more on boxing, training boxers, and developing the
best boxing athletes. Boxing aspirants and boxers from around the country can travel to this region to
get the best training with undivided attention. All major boxing matches and tournaments will also be
made here.
Each sports capital must clearly reflect a good sports image. A good suggestion also is by making the
hometown of known champions as sports capital. For example, make Paeng Nepomucenos hometown
as the bowling capital and Efren Bata Reyes hometown as the billiard capital. Then, we also have
Chess Grandmasters, Ice Skating Wonders, Archery Masters, Swimming Champs, world-renowned
Olympic Medalist, etc.
Cockfighting is strongly associated to Cebu, some say.
Summer Camps
Summer Sports Camps are good for children. Having them available yearly at every town makes kids
more actively engaged in sports and physical activities rather than keeping them nailed to internet
cafs and network gaming zones at idle times. Summer camp is a god way to keep kids off drugs,
vices, and bad activities.

Golf Courses
Golf is not a native sport nor is it available for everyone. But then golf courses also consume a
tremendous amount of space, making the beautiful fertile land even less productive.
The government must refrain cities and towns from building new golf courses especially when the land
is fit for agricultural use. However, the government could still support this sport but with the use of
existing golf courses.
Currently, golf is only available to the rich, and to those who could pay for golf equipment or afford to
lease golf courses. But if the golf association could offer free training and open try outs, maybe even
the less fortunate ones could make a good name out of it.
Consider this, we have a world-renowned Ice Skating Wonders even if it doesnt snow here nor do we
have enough ice skating rings. We do have lots of golf courses here, yet we could hardly compete
internationally.
Boxing
Discourage boxing and similar dangerous contact sports among young children. Although we have the
best boxers here, that doesnt mean that the sport will die out if we dont train younger generations at
a very early age.
First, the muscles of young teens are not fully developed nor could they, at their age, cope up with
head, neck, and spine injuries resulting from continuous or repeated blows common in this contact
sport.
Second, there is no assurance that the young teens will not develop brain damage and serious internal
head trauma in the future due to the nature of the sport. There is also no assurance that the
organizers or the association will come to support them for life should such injuries occur.
And lastly, there is no assurance that these same kids will perform or continue to perform nicely as
they are right now until they grow up. There is a chance that future options might trigger them to
change their course of interest and stop becoming fighters.
When it comes to entertainment, the life of a child cannot be weighed on scales and thrown into the
ring. A child is still a child. They have the right to explore and play games, not die early or be crippled
for life.

Student Health
Students carry lots of books and notebooks to school every day, not to mention they have to carry
food and water, and probably a set of change of clothes and an umbrella in rainy days. All of these
comprise the contents of a students daily luggage. However, the weight of these school supplies and
the agony of carrying them to school every day come in the expense of the childrens health.
Heavy luggage provides greater stress to their immature spine and young shoulders. Heavy luggage
also change the way they walk and provide unbalanced stress to their hips, ankles, legs, and knees.
Carrying them also tires them easily and drains the morning energy early on before they can use it in
productive school activities.
Lockers. To solve these issues, the government must require all schools to provide adequate lockers
for children to store their articles so that they dont have to bring them to school every day. Lockers
protect workbooks and textbooks from flood and rain.
Detachable Notes and Handouts. Books and reading materials must be detachable so that the
student can bring home only the pages they really need.

People must be encouraged to be future entrepreneurs rather than just workers.
As early as high school, schools must prepare their students for the world through entrepreneur fairs
and livelihood-teaching programs. In this fair, students get to act out or experience being inventors,
investors, CEOs, suppliers, producers, merchandisers, and retailers.

for people to leave their towns and risk ending up in crowded cities. If UP have agri-based branches on
or near agricultural regions, maybe technology and information dissemination to farmers wont be
much of a problem. If medical schools have branches on or near areas that have high health-related
mortality rate, maybe the more future doctors and nurses will come to stay and help out, instead of
finding greener pastures abroad. If colleges that produce teachers have branches in rural areas and
provinces, maybe we will be seeing more teachers than just factory workers. If colleges that produce
entrepreneurs have branches in rural areas and provinces, maybe we will be seeing more selfsustaining, job-generating, business-minded individuals than just contractual employees. And then we
will be seeing more producers rather than just plain consumers.
This country needs lawyers, judges, and law enforcers. But as long as we dont invest in education to
fill this void, we are delaying justice as it is.
This country needs teachers, doctors, and farmers. But as long as we dont invest in education to fill
this void, we are denying people proper education, health services, and food sufficiency.
If rural areas and provinces have good access to better education, growth wont be far behind.

E-book System
Books are the always damaged during a typhoon because they tend to get wet. This results to wasted
money every year.
To solve this issue, virtual books and learning system must be used instead of books. In this way,
books can be reproduced into infinite number of copies in span of minutes. E-books must be free and
for public use. However, content must be thoroughly edited so that it would be true, clear, concise, and
appropriate to each areas dialect.
For this system to work, it would require students to have a handheld PC or tablet, which will be lent
for free. Tablets must be surrendered at the end of every school year so that the next batch of
students could use it too.
Here are the advantages:
Modern. Employing this system is one step towards modernizing our school system.
Convenient. Teachers can update their kids assignment wirelessly. Students can choose to
take the on-line (with internet) test any time, if they are absent and cant go to school.
Students can study at home and read ahead.
Entertaining. Since students are familiar with computers and are utterly eager to use new
gadgets, this tool can be both encouraging and entertaining. If the school has Wi-Fi, more
students would choose to come and stay in school because there is internet access (limited).
Easy update and transfer. By using e-books, it is easier to modify or update the contents of
a book without the need to spend money on republication. Updated versions of the book can
be downloaded or copied electronically via USB (wired) or Bluetooth (wireless). For those
students living in remote areas, like a far island or hill for instance, it would be easier to
update and add new books via wireless means.
Cost efficient. Publishing or distributing e-books dont cost a thing. Students dont have to
buy a complete volume of encyclopedia or spend a few hours on the internet because the ebooks are readily available and its free.
Back-ache free. Students, even kinders, can carry an unlimited number of virtual books
every day. Book of every subject, an almanac, a dictionary, a thesaurus, and even a set of
encyclopedia could all fit in into the tablet without moms having to worry about their kids
spinal health.
In this way, the government will only spend money one-time for books (that is by purchasing tablets)
and allotting money for maintenance (repair, replacement). This will spare the government from
purchasing costly books every year.

Rainwater Irrigation
Instead of diverting public funds to dubious non-government organizations (NGOs), the government
must find a way to divert flood and rain water to poorly-irrigated areas. Rainwater collection systems
must be installed in cities while water tunnel systems between cities should direct the rainwater to

Agri-Tech
Water-based Agri-Tech. If a car could run on water, why not use this hydrogen-powered system to
run plowers, tractors, threshers and other agricultural machines? In this way, we can assure farmers
with a technology that relies only on water. Farmers need not worry about having to pay for fuel to be
able to use these machines.
Solar-powered Irrigation System. What if solar panels could power an automated irrigation
system? A system that could irrigate crops at specific time of day without the need for human
intervention. A system that can measure water levels on rice fields and fill it up when it reaches a
certain low. A system that can measure humidity, detect an incoming rain and the presence of such,
drains the excess water, then cancels the next irrigation schedule.

SouthWest Field
Every year, typhoons devastate farming regions in the Northern Luzon and Eastern Visayas. That is
because the typhoon track passes along these regions after forming in the Pacific.
To prevent similar instances and secure our food source, the government must declare Mindanao and
the southwestern regions of the Visayas as new food baskets. The non-typhoon prone regions will be
called Southwest Fields and the government must strive to make these regions agriculturally
productive in order to secure food sources in times of typhoons.
The agricultural sector is a major component of our economy. However, it contributes only about oneseventh of our gross domestic product (GDP). If more lands are transformed into agricultural lands,
food production and self-sufficiency wont be too far to achieve. If food production is increased it
would have a positive significant effect on the GDP. If the country would become self-sufficient, there
would be lesser imports and greater exports. Being self-sufficient and having food security is one way
to fight poverty.
Roof Farms
Convert urban rooftops into small gardens and miniature green farms. Promote this as an agri-tourism
destination, as a weekend activity for busy urban professionals, and as a field trip site for students.

Transportation
Reducing Traffic
For every minute spent on heavy traffic, the country is losing a huge amount of money. This factor
alone causes downtimes, delays, and underachieved goals leading to inefficiency, unproductiveness,
and wasted time. Because of heavy traffic, basic services that depend on transportation may lead to
poor services.
EDSA 1 and 2. What if we turn the two-way EDSA lanes into single southbound lane (EDSA1) and use
the roads parallel to it as the northbound lanes (EDSA2)? In this way, you have virtually widened the
road without wasting money for another construction project.
ERT. Build a dedicated railway system along EDSA on the outer lane or EDSA Railway Transit. The best
long-term move is to slowly transition into railway systems so that the cities along EDSA and the rest
of Manila will be closed to automobiles. The future cities must be built on faster transport system
(trains) and people must walk to work using mechanical walkways (works like escalators by
transporting people).
EDSA Freedom Park and Bicycle Road. The EDSA highway must be converted into a park and
bicycle road. Bicycles and motorcycles must have dedicated lanes, parallel to the park and pedestrian
lanes. Other electronic vehicles (such as e-jeepneys) may be allowed.
Walk-a-lator. Build a covered pathwalk that runs like a long eletromechanical conveyor to transport
people. These individual transport system runs at walking speed like an escalator so that people could
jump in at anytime without causing injury.
Business Lanes. Trucks and carriers are the lifeline of businesses. They must have a lane of their
own. Vans delivering perishable goods must get to their destination on time. Trucks hauling
construction materials, supplies, and cargo must be not be delayed since many people depend on it.
Tanks carrying hazardous chemicals or fuel must not traverse the same lane as the public vehicles.
These trucks must have a designated route allotted for them.
Going Public. Providing skyways and more multi-level highways wont lessen traffic for as long as
people keep buying or using private vehicles to get from one place to another. The best way to reduce
traffic is to limit the number of private vehicles on the road. But this is close to impossible because the
volume of private vehicles in Metro Manila alone is already too huge to begin with. The best option is
to convince people to use mass transport systems such as trains and buses, use motorcycles (or
bicycles), or travel via ferry service.
Shuttle. Providing shuttle services for employees will help reduce the number of private vehicles on
the road. If every worker can avail of free transport, the workers can put more money on savings.
Having shuttle services on designated loading and unloading terminals would mean less stops and
more fuel and energy saved. Having shuttle service means providing a safer and more convenient
means of transport. Having shuttle service means improving workers efficiency and company
productivity. Having shuttle services mean the employers care for the safety and welfare of their
employees.

transport system is built on rails and is efficient. Trains are the best way to travel between cities in

ones health and keeps the body fit. Bicycle lanes must be provided to cyclist as per EO774.
Ferry service. Ferry service is also a good option for those places near the river. Cities and towns
near the Pasig River, the Manila Bay, and the Laguna Lake can make use of ferry services to reduce
traffic and increase local tourism. Passengers are encouraged to bring and throw live freshwater snails
into the river to help keep the river clean.

Emergency Lane. This lane is exclusively for:

The Feedback Charging System. If two motors, A and B, are connected together back to back
wherein they share a common shaft, it is possible to create a feedback charging system that will
supply enough power to extend the life of the main motor [A]. The output of the charging motor [B]
will be fed to two rechargeable batteries [C and D], and a switching device [E]. At one moment,
battery C will supply power to motor A. All the while, motor A drives motor B which generates enough
power to charge battery D. When battery C become low, the switching device switches the two
batteries so that battery D will start supplying energy while battery C is being charged.
The range of application for the feedback charging system is almost limitless. It could power
household fans and appliances to save electricity. This system, too, will save cars from using fuel.
Theoretically, this system provides an almost infinite power source, without relying on natural sources.

Saving Electricity
110V Conversion. Currently, we are applying around 220 Volts to run electrical appliances and
electronic systems. Most of these equipments does not fully make use of these voltages that it still
need to have its own power supply circuits and step-down transformers in order to reduce the applied
voltages to the actual voltage levels needed to make the equipment work. A computer, for example, is
fed with 220 Voltage but the internal circuitry requires several steady 5V, 12V, and 24V sources in
order to run properly. This proves that the power we are supplying to this equipment is much more
than they actually need.
However, if we set the residential voltages to 110V, we could save as much as 50% of our electricity
cost. Sources for industrial and commercial areas need not be changed for they use heavy
equipments. Their bigger and powerful machines require more power. However, we could still set the
general lighting voltages to 110V to save more energy.
Power is directly proportional to Voltage, as in the equation P=VI (where P stands for Power, in
Watts(W); V stands for Voltage, in Volts(V); and I stands for Current, in Amperes(A)). Hence, an
appliance consuming 2A of current at 220V would consume 440W of power. If the appliance is rated
for 110V then it would only consume half the power. Japan is using this type of system.
While this move will save consumable energy, it will also help in reducing the carbon emissions of
electric power plants because of reduction in consumer requirements.
Switching to Low-Power Electronic Devices. Some devices require a lot of power to run. But if we
promote the use of devices that require less power, then we can save more electricity in the long run.
For example, in a home using a 200W amplifier for a stereo for music, one can simple use a 50W
amplified stereo component instead, since people rarely turn the volume dial to maximum.
Switching to LED TVs is also cheaper since its internal circuitry doesnt need more than 1000V to run
that an analog TV would. Using a handheld PC or a laptop consumes a lot less energy than a desktop
computer would. A desktop PC needs a monitor, which is powered separately. Phasing out analog
televisions and monitors and banning the sale of surplus analog CRT sets is a good way to reduce
energy consumption. CRTs emit harmful rays and consumes a lot of power.
DC Powered Homes. Energy distributors must look into distributing DC power supplies that is just
enough to power home devices. Manufacturers must make devices and appliances conform to DC
power.

homes will be powered by garbage. While the technology still isnt available locally at the moment, it is
best to put our inventors to work and be the first country in the world to develop such technology.
Technically, modern homes need electricity to power necessary devices and this modern lifestyle adds
more load to the current consumer energy demand. Homes also generate wastes and growing waste is
still a big problem to the ever growing population. If homes can be powered by its own wastes,
whether by biogas or by conventional means, more energy will be saved and unrecycled wastes will be
reduced.
Solar-powered Homes. The common household makes up the most number of active electricity
consumers. The greater portion of the energy in this country are used to power homes. However, if
renewable-energy harnessing solutions, like solar panels, were cheap, we could save a huge amount
of energy and reduce carbon emissions in the process.

Research and Development
Why are we facing the same issues over and over every year? That is because we are always trying to
solve all the problems all at the same time at once by dividing a small fund equally, hoping to reduce
its ill effects. But then, the result is still the same every year and we never learn. We just wasted a
great deal of public fund just to keep the media off our backs and keep the governments rattled face
off the evening news. We have changed nothing.
If we had focused on one thing for a year, made some thorough research to develop a certain solution
that would drastically reduce the occurrence of such issue, then we could have solved one thing today
and spend the next two years worrying about a different issue.
Where are we on poverty and finding out how to keep the depressed areas from financial and mental
depression? For all we know that the healthy state of the body also depends on the healthy state of
mind. Are the studies going to remain just as it is? A scientific analysis in a book or just another
professional opinion?
The surveys have been made. It is time to analyze the gathered facts and formulate a concrete
solution.
Why are we just watching the fresh grads go abroad, letting the ingenious and the creative take a
part-time job, or making the even bright unprivileged ones to stay leashed? Why are we not
employing their minds and putting their hands into work to help the (incompetent, if not dull) ones in
office?
I mean, where are we on stopping these pests eating our coconut fields? We dont have any
immediate out-of-control action plans. We dont even have damage control. We know what it is were
dealing with, right? So, why is it hard to just make this book?

More than ten typhoons visit this tropical country every year. And every year, homes are destroyed
because of these strong winds and heavy rain.
What if our roofs are aerodynamically shaped and strong enough to sustain heavy winds? Will a lowrise dome-shaped roof able to direct strong winds upwards even if the winds could come from any
direction?
What if huge bolt and nuts are used instead of nails? Nails can be easily pulled from the top because
its body is smooth and it doesnt have threads like a screw does or a securing stopper at the other
end. What if roof nails have threads and can be secured by a locking nut? What if bolts can be driven
into roofs like a nail? What if these nails have supplementary rubber washers on it? Replacing roof
nails with something that resembles bolt and nuts would keep a storm from tearing a poor mans roof
away.
What if bended iron rods are used like staplers to clamp the roof securely to the foundation walls?
Wouldnt this be strong enough to keep walls together during an earthquake?
If we look closer into nature and learn how plants and animals cope up with natural stress, then we
can apply this system into modern living. If we copy the structures of a cellular fiber and utilize its
form and how its structure dissipates physical stress, homes and buildings can be built to stand and
absorb any effects of an earthquake or typhoon.
If all these innovations would be put into place into communities, then there is a chance that the
damage we incur during a typhoon every year will be minimized and the government can put more of
its funds to other priorities like basic services.
The main goal here is make homes situated in typhoon-prone country safer. The only way to do that is
create a research and development team dedicated to study the effects of typhoons, flood, and
earthquakes to building materials and come up with an innovative method or material that is capable
of withstanding even further damage.

Double Cheeseburger
Double Deck Transport. The problem with transportation is just there is just too many people trying
to go to different places all at the same time and there are too few public vehicles. If buses, jeeps and
trains have twice the capacity, then there would be enough rides for everybody.
If the LRT, MRT, and the PNR could modify existing trains to have second decks, trains could transport
more people from one point to another and there would be enough space to keep the ticketing lanes
and waiting line short. The lower deck must be reserved for men, elderly men, and the handicapped
while the upper deck must be reserved for women, children, and the elderly women.
Double Deck Classrooms. If 30-seater classrooms had ceilings that were just high enough to
accommodate another layer for three rows of ten chairs, then each class can hold up to 60 students,
even if we cant employ more teachers.
Maybe the government can push schools to build classrooms as auditoriums or lecture theaters so that
more students can fit in one room and teachers can make use of digital projectors and tablets
(handheld PCs) as equipments.
Two-Story Housing. The Philippines have problems with housing. Not that theyre pricey to begin
with, but there is not enough land to house everybody. So why not put two or more families to a small
piece of land instead of just one? In this way, everyone has a chance to own a decent home. One
home on top of another.
Agricultural land is turned into residential lands, making shelter compete with food sources for space.
The land are of the Philippines is fixed and its not growing. Its getting smaller too because of growing
population. Instead of promoting house and lots, promote the wide sale of apartments, tenements,
and multi-story residential units. The government must not accept anymore new subdivisions or land
conversions that cater only to building single houses.
Maybe the government can revise building code standards and encourage people to build concrete
roofs that are two-story-ready, instead of using metal sheet roofing that is less sturdy, prone to
corrosion, and tears easily during strong winds.

Drones are easy to make. Cheap drones can be built using three or more radio-controlled helicopters
symmetrically coupled together to be able to carry loads depending on its intended use. Cheap
cameras that deliver real-time videos can be fitted in to provide eyes in the sky. Also, clamps can be

them in conducting tests and assessing situations in and around the volcano and its danger zones.
M-Drones. The DOST and the Defense Department can make military-grade drones for the Armed

are important military air assets that can be used to track the position and movements of hostile

The distribution of resources will be directed to the other regions. Farmers and fishermen
barely eat what they sell. While all the seats are currently situated in Luzon, most food and
resources of the country are directed to Luzon, while Visayas and Mindanao had too few farmto-market roads.
The prices of products will move. Products from Visayas and Mindanao are currently sold at
low prices while products from Luzon are sold to Visayas and Mindanao at high prices. The
distributed seats of power will bring about changes, including more stable and equally-right
price range of basic commodities.
While the Senate is in Mindanao, the government can have a good birds eye view of its actual
financial state, the state of the war-torn areas, the state of our Muslim brothers and sisters,
their culture, and their heritage. The government will now have the chance to further uplift the
rights and welfare of our Muslim counterparts. This would keep power-hungry forces from
gaining autonomy in the region.
While the President is in Visayas, he can entertain the foreign dignitaries near tourism
hotspots and sandy beaches. This is one way of promoting tourism without the need for

of the countryside, without the hassle of usual Manila traffic and congested streets.
While the President is in Visayas, he can be anywhere at any given time. Since he is situated

tourism will bring about progress in sleeping towns.
Visayan and Mindanaoan designs will be more visible in clothing and these will give birth to
more mixed native sophisticated look that might attract foreign attention.
While the seats of power are evenly distributed, the rest of the undeveloped regions will start
growing at the same pace.
The country, made up of Luzon, Visayas, and Mindanao, a group of islands separated by water
and different dialects, will move forward as a one.
These sudden changes in geographical locations must be put in place after a severe typhoon or
calamity where there is no choice but to rebuild everything else from scratch. At the same time, it is

How do we rate or improve each others performance? How do we share or standardize best practices?
The best way to tackle similar issues is to solve them together. And in order for all members to
improve, one must make a contribution or share their own ideas, solutions, and innovations.
Teachers Congress. How do we know how rural teachers improve student scores by 20-30%? How
do we speed up the learning process and add more social activities? How do we help children from
rural and poverty-stricken areas cope up with studies?
If teachers have a congress and if all teachers agree to ask the government for a raise, then the
government should recognize their appeal and give what they needed, because their job is hard and
they work in the field.
Monthly LGU Assembly. How do we prepare the whole city or town from a coming typhoon? How do
we prepare people from an earthquake? How do we solve local issues? How do we implement
solutions?
Engineers Congress. How do we make a structurally safe environment safer? How do we remove
redundant pieces without sacrificing safety for cost? How do we prepare the city for future occurrence
of greater flood and stronger typhoons?
Medical Congress. How do proceed when struck with an epidemic, a critical health alert level, or a
life-threatening issue? How do we fill up what others lack? What can we do to make these medicines
and treatments available? How do solve health issues in poverty-stricken areas or deliver the best
treatment in far flung communities?
Thinking Global
Conduct seminars and conferences to solve problems like poverty, hunger, climate change, etc. Invite
young delegates from U.S., Japan, Europe, and Asian countries. Conduct similar activities frequently in
universities so that the younger generation can interact with other countries, learn new methods and
innovations, and think globally.
Hosting these conferences will help promote cooperation between countries and will generate enough
ideas to solve the national issues much faster. Getting ideas and support from neighboring countries
keeps us all in pace with global awareness of these kinds of issues.

Water Hyacinth
Water hyacinths clog waterways and esteros. Their fast-spreading presence covers lakeshores and
rivers. These plants are a nuisance and difficult to control.
The DOST must conduct more research and find more usefulness for this plant. If these plants can be
dried to create new and useful products (such as bags, slippers, mats, etc.), we could make use of all
these nuisance to provide an alternative form of livelihood for locals.
We could also use all these unwanted plants as a alternative source of biogas by feeding them into
digesters along with other biodegradable materials.

Government-owned Franchises
The local government can invest in a Private-Public venture, such as franchised service from famous
brands (Jollibee, Mercury Drug, etc.) to generate new jobs and local revenue. The government will
invest in private businesses by owning a franchise and collecting revenues from it. It will have no
management function or direct on-site control. It will only have ownership and collection functions.
Addressing Educational Issues. If the government owns a paper factory or a school supply
manufacturing plant, it can supply all public schools with enough school supplies from its income.
Addressing Malnutrition and Hunger. If the local government owns a fast-food chain, it can supply
all local feeding programs with enough food from its income.
Addressing Health Issues. If the local government owns a drug store, it can supply the locals with
cheap and affordable medicine from its income or from its excess supplies.
Addressing Issues about Waste. If the local government owns a recycling plant, it can provide free
[or cheap] natural fertilizers and alternative construction materials, while greatly reducing the waste
products generated by the local community.

EPAL Ban
Everywhere people look theres a face and a name stamp on every arch, tree, pole, or wall. These
sights are an eyesore and it is the result of allowing irresponsible candidates to advertise themselves
in this way. Aside from the fact that the candidates or their supporters ignore an effort to remove
them after the election period, these posters contribute to garbage.
Using posters to advertise their candidacy during campaign elections must be banned since history
had proven it that they cant get rid of it after the election period. Candidates must only be allowed to
print flyers and post their advertisements on designated public boards.
Most project planners like mayors, congressmen, and councilors etch their names on their projects
which utilized public funds. This must be banned. All previous instances must be erased, removed, and
repainted.
Government officials (and public individuals) can (but may be refrained from doing so) stamp their
names or faces only if they have funded a project with their own money. Projects made from personal
donations are allowed (but may be refrained from doing so).
Transparency
If the government fails to prevent its own officials from misusing public funds, the government must
opt to have all their projects plans and expenses summary submitted to students and the media for
scrutiny. Unlike the Commission on Audit, the students and the media is a foreign body, beyond
government control or influence. It can play a major role in keeping the government in check.

Why are public teachers wages too low? Why were their salaries always delayed? Why are teachers
leaving?
Why are weather forecasters and other science and technology professionals leaving? Why are
benefits delivered late?
Are funds for government salaries redirected to something else and used for other priorities?
Private-controlled Finance Department. Since the government is incompetent when it comes to
delivering the salaries and benefits of teachers, health workers, weather forecasters, and other
government employees on time, timekeeping and financial management must be transferred to the
private sector since they have a modernized electronic timekeeping system that uses bank-to-bank
electronic transaction system for faster processing and efficient delivery.
Treason
Misuse of large amounts of public funds threatens national security. Because the funds are intended to
provide services that could have saved lives or improved lives, those who plundered it must be
considered as a threat to national security and must be labeled as traitors, if found guilty.
Because they are wicked and corrupt to begin with, they dont care about putting their name into
shame as long as they get what they want. Since they have lied to the public and used dishonest
means to acquire public funds, they are a traitor to the state and must be labeled as such.
Since they all have a way to bail themselves out, work around the system, bend a few laws, or build a
jail-turned-VIP-room cell beforehand, nothing could hurt them more than being labeled as a traitor to
this country. With this kind of added punishment they would carry for the rest of their lives, it will be a
warning to those who would do the same.
All persons guilty of treason will be denied of any government office for life. They will not receive any
pension or compensation for services rendered when they retire. Their relatives are banned from
entering public office or government positions for fear of similar attempts.
Unless they wanted to spend another year in jail for conspiracy or attempted sabotage, they cannot
engage in talks or dealings with a government official or employee or anything that pertains to
government projects, for the rest of their damned lives.

external body. Then, they are subjected to a voting process prior final approval from the

The problem with old proposals is that although they were public hearings, not
everyone knows about it. And when an anomaly has been found in it later on, the

If the public had a feedback board where they can express their dismay about the quality of public
service they have received from a certain public office, then the employees have a way of gauging
their own performance based on public views.
A simple SATISFIED or NOT SATISFIED questionnaire just before the teller or the exit might be useful
to measure the publics satisfaction.
An on-line feedback board or feedback textline is also useful for those who want to stay anonymous
and report anomalies, harassments, or instances of disrespect or discrimination. Even better,
government employees can anonymously report suspicious, malicious, or illegal actions they have
seen or heard from their co-employees or their boss.
The feedback board is not limited to government employees or the public. Each feedback entry is
categorized based on its content, idea, or nature of the issue. Even a student or tourist can send his
letter about how he feels toward a certain issue. And who knows? The president himself might be
reading their article and their grievances.

In the first sign of an officials exposed corruption and with sufficient probable cause, the Anti-Money
Laundering Council [AMLC] must automatically lockdown the bank accounts and freeze the assets of

uplift ones character and will serve as both a lifetime proof and a daily reminder of his good will.
Small useful items like pens, umbrellas, bags, or shirts may also be offered as a token of appreciation
for their monthly efficient work contribution or their recognizable act of cleanliness, politeness,
honesty or integrity. While, they might cost a little, they are well worth the spend to keep the

Garbage bins
Cleanliness depends on how discipline people are and how trash bins are installed in the area. To
promote discipline, people are encouraged to throw their trash at the nearest bins available to them.
All commercial establishments must have garbage bins.
All mobile food carts must have garbage bins.
All cities must have street garbage bins every 10 to 15 meters.
Each garbage bins must be divided into two sections, one for biodegradable materials and the other
for non-biodegradable materials.

Filipiniana Week
Every year, all Filipinos are required to wear Filipino-inspired attire for one week. This regular working
day festival will be held every August, during or after the Linggo ng Wika celebration. The attire is not
limited to barong and barot saya. Native or region-inspired, cultural or festival-inspired, and precolonial or katipunan-inspired attires are allowed to make the celebration more colorful and exciting.
Anyone caught wearing non-Filipiniana-inspired attires will be fined one peso and will be subjected to
a week-long community service.
This is to foster cultural growth and pride. There is no need to render these dates a week-long holiday
because all workers are allowed to go to work in their Filipiniana uniforms, except those who work in
critical areas where safety gears and special uniforms are required.
