LIGHTNESS AND EASE IN HIS SIX WINNING MOVES PROGRAM. HOWEVER, EVEN A SUPERFICIAL ANALYSIS SHOWS BEYOND ANY DOUBT
HOW KASPAROVS WINNING MOVES BECOME EMPTY PROMISES.

FIDE WILL BE
A TRANSPARENT ORGANIZATION
THAT SERVES AND SUPPORTS
THE NATIONAL FEDERATIONS.
MYTH ONE:
REALITY CHECK:
FIDE is already one of the most transparent, open, and democrat-
ic sports organizations, with all the key information about FIDE
operationS and activities freely accessible and available.
Kasparov already levied false accusations of inadequate transpar-
ency against FIDE in an arbitration court in Lausanne, Switzerland,
four years ago, and lost.
This leads us to a related question: just how transparent are Mr.
Kasparovs own activities? Didnt Mr. Kasparov get FIDE Secretary
General Ignatius Leong involved in a corrupt vote-buying scheme
in Asia currently investigated by Singaporean and other law en-
forcers? Is he not bullying the presidents some of national chess
federations and trying to bribe others to induce them to make
the right voting choice in his own opinion? Finally, it was his
protg, Mr. Mahmoud Hanif of Afghanistan, who embezzled the
funds intended to pay for the national teams trip to a World Chess
Olympiad. Is Kasparov ready to tell the world of chess openly
about these facts? It does not look that way.

MYTH TWO:
The national federations will pros-
per as FIDE prospers. FIDE should
provide for its members instead of
being supported by them. Member-
ship fees will be reduced by 50%
immediately, all other fees will be
cut by 25% annually.
REALITY CHECK:
The current membership fee for
most smaller national chess fed-
erations is merely EUR 350 per
annum. Hardly a large amount,
isnt it? But federations can re-
cover even this amount and more
through rebates. FIDE needs to help
to increase the activity of national
chess federations. For this purpose,
the FIDE Executive Council meeting
in Tallinn, Estonia, in 2013, which
Kasparov also attended, approved
a new rule, which gives Level-4
and Level-5 national federations
according to the FIDE Committee
for Development classifcation an
opportunity to receive rebates of up
to EUR 1,000. The rebates are tied
to several parameters of federation
activity: whether or not they submit
applications to recalculate ratings,
whether they hold workshops,
provide licensing service, etc. This
means that, after paying a mem-
bership fee of EUR 350, national
federations can get up to EUR 1,000
in rebates, which would certainly
stimulate their development. Mr.
Kasparov also willfully distorts
facts when he claims that national
federations support FIDE fnancial-
ly. Membership fees accounted for
a mere 6% of FIDE revenue in 2013.
Essentially, Mr. Kasparovs prom-
ises to reduce membership fees
for national federations are only
campaign rhetoric, just like empty
promises by a politician to cut taxes
to zero if he is elected.

MYTH THREE:
The FIDE budget will increase by
100% in the next two years via cor-
porate sponsorship.
REALITY CHECK:
Why only by 100% and not 10,000%,
to pick a number? Let us not discuss
empty words and promises and just
look at what FIDE has accomplished
in expanding its budget in recent
years: Specifcally, FIDE has:
- Increased its budget by organizing
new tournaments and events with
increasing prize funds: the World
Cup (USD 1,500,000), Candidates
(EUR 600,000), the Grand Prix
(a prize fund of EUR 240,000 per
round), Womens Grand Prix (EUR
75,000 per round), World Rapid and
Blitz Chess Championships (USD
400,000 for both tournaments),
SportAccord (USD 350,000) and
others. The World Chess Federation
constantly keeps in touch with new
sponsors and works successfully
with its current partners.
- In the past two years, prize funds,
stipends to chess players and orga-
nizing costs have increased sub-
stantially, reaching approximately
USD 10,000,000 in total. The FIDE
2013 budget was nearly double the
2008 number.

MYTH FOUR:
FIDE will implement a universal
rating system of its own and ex-
pand its online chess services. FIDE
must provide benefts to the huge
base of chess players, not just serve
the elite. It can do this by offering
services to the federations such as
online news and training, a social
media platform, direct support for
organizers and journalists, and
assistance with fundraising and
fnding sponsorship.
REALITY CHECK:
FIDE organized and launched a
huge new platform the Chess
Arena six months ago to bring
together all chess players and com-
bine all ratings. FIDE established
a new ratings system for rapid and
blitz chess players more than a year
ago. FIDE has active and success-
ful Trainers Committee, Chess
in Schools Program Committee,
Journalists Committee, Organizers
Committee, among many others.
Their purpose is to help all those
involved in chess events and pro-
grams. Multiple FIDE websites offer
trainers workshops for the public
(both live, which require atten-
dance in person, and online), chess
news and chess teaching materials.
Kasparovs cynicism in saying that
FIDE should not serve only the
elite is stunning. Recall the days
when Garry Kasparov used to be an
active participant in tournaments.
Only he himself and six or seven
more other chess players could
enjoy the benefts of their elite
status at the time that idea was at
the basis of his long-defunct Chess
Grandmasters Association. FIDE
President Kirsan Ilyumzhinov intro-
duced the elimination system to
the Chess World Cup series to make
sure as many players as possible can
participate in the tournaments. We
can already observe the results, see-
ing the huge number of guests and
participants from around the world
arrive at the World Chess Olympiad
in Tromso.

MYTH FIVE:
FIDE will naturally take the lead
in promoting chess in education.
It will develop the next generation
of chess players around the world
by promoting and establishing
chess-in-education programs.
Create and encourages programs
and research on chess in education
at every grade level and into adult-
hood.
The experience of the Kasparov
Chess Foundation, which has raised
millions of dollars for chess-in-ed-
ucation programs worldwide, has
demonstrated the enthusiasm for
these programs at both public and
private institutions. This expertise
will be at the service of FIDE.
REALITY CHECK:
Few people know where Kasparov
Chess Foundation keeps and what
it has done with its money. It was
precisely the incumbent FIDE Presi-
dent and the Committee for Imple-
mentation of the Chess in Schools
(CIS) Program who have done a
tremendous amount of work to add
chess to school curricula around
the world. Details and reports about
the program progress are available
online at www.fde.com and www.
cis.fde.com. CIS received support
for 12 months from a major sponsor
like Rosneft, a Russian oil giant.
Plans are already in the works to
sign a similar sponsorship deal in
2015, this time for a period of three
years. Mr. Kasparov himself has
been able to fnd sponsors for chess.
But they terminated their sponsor-
ship contracts as fast as they could
because of Mr. Kasparovs own ac-
tions. And something else. Kasparov
Chess Foundations disclosed its
income and spending in its public
US fnancial statements, on average
USD 200,000 per annum in the
years 2006 through 2013. We note
that most of this money went to the
Foundation employees paychecks.

MYTH SIX:
Collaborate with players and orga-
nizers on a common-sense imple-
mentation of the zero-tolerance
rule that will preserve dignity and
professionalism. Take immediate
steps to develop, test, and imple-
ment strong anti-cheating mea-
sures, including measures against
the use of computers to cheat
during chess games. Adopt anti-
short-draw rules to preserve the in-
tegrity of the game and to improve
the image of chess as a sport worthy
of greater media attention.

REALITY CHECK:
Zero tolerance to tardiness and oth-
er misconduct is a forced measure.
Ironically, it was Garry Kasparov
and his habitual tardiness he was
10 or more minutes late for every
single game was one of the rea-
sons for introducing this measure.
The former world champion has
never considered that he needed to
respect his opponent, respecting
himself only. But just imagine the
reaction of sponsors and fans if an
association football team showed
up 10 minutes late for a FIFA World
Cup fnal. These days, everybody
understands that it is only normal
to respect ones fellow chess play-
ers, organizers, the media and event
sponsors.
FIDE has established an An-
ti-Cheating Committee (which
combats the use of computers,
among other methods, to cheat
during chess games) and collabo-
rates with other committees of this
matter. As for anti short-draw rules,
they have been part of most FIDE
competitive events regulations for
a long time.
Garry Kasparov Six Moves are six
empty promises -- populist state-
ments cant trick anyone who is
involved with chess professionally.
As usual, Mr. Kasparov doesnt even
mention womens chess because we
know that womens chess doesnt
exist for him.

BREAKING NEWS: KASPAROV
FAILS TO SHOW UP FOR
ETHICS COMMISSION HEARING
Garry Kasparov and Ignatius Leong failed to
appear in person before the FIDE Ethics Com-
mission to provide explanation of their activity
during the election campaign (for more details
see the previous issue). Instead, a massive mem-
orandum (25 pages) prepared by a major US law
frm White&Case was submitted to the Com-
mission. No substantial new evidence or facts
were presented along with the memorial and the
reasoning can at very best be characterized as
being a bit of a stretch.
We would like to remind the readers that the
Ethics Commission hearing was scheduled on
August 8. Kasparov and Leong did everything to
postpone it as long as possible. To give an ex-
ample, they asked to extend the term set by the
Commission (ending August 4) for submission of
the memorial and other documents.They waited
until the last day to submit the memorial. It is
clear that this was done to delay the delivery
of the decision by the Ethics Commission until
after the FIDE Presidential Elections.
It should be noted, that Garry Kasparov had de-
clared on numerous occasions that he was going
to appear personally before the Commission and
defect all the corruption accusations. The Com-
mission will have to review the Kasparov/Leong
case. At the same time, Singapore and the U.S.
authorities are reviewing evidence and might fle
offcial charges for corruption against Kasparov
and Leong.
