9.Third neighbor policy.

while Russian and china are the giant neighbors that Mongolia shared borders
with the idea of a third neighbor refers to countries other than Russia and china that Mongolia has built
relationship with.the term third neighbor was first mentioned by US secretary of of state James Baker
during a meeting with Mongoian leaders during his visit in Aug 1990. The concept of the third neighbor
was picked up by Mongolian policymakers and eventually became formalized in its foreign policy and
legislation. Balancing its relations with Russia and china on one hand relations and with other major
countries is not an easy task for Mongolia, but it is a familiar one. Fisrt stage of Mongolias third
neighbor policy is a success. In the early 1990s when Mongolia began political reforms, the support of
the UN and other western countries was crucial to its transition to a liberal democracy. These third
neighbors expertise in drafting legislation about the electoral system helped establish the foundation of
Mongolians political system also brought economic success which led Mongolia to marked economy. As
the scope of the third neighbor policy expanded, it began to include more bilateral and multilateral
political partnerships. Mongolia became a member of WTO 1997, ASEAN regional form in 1998,
Organisation of security and cooperation in Europe in 2012.

is the highest organ of the state power and legislative body. Hural elected by citizens of Mongolia
entitled to vote. The citizens of Mongolia who has reached suffrage age 18 years. The sessions take
place every 6 months Mongolia has named autumn spring. Second is presidential elections. Mongolian
president is symbol of head embodiment of the unity of the people. Indigenous citizen of Mongolia who
has attained the age of 45 years and permanently resided as a minimum for the last 5 years in the native
land. The president of Mongolia for a term of 4 years. Hural announces the date of election at least 75
days before the day of election. President election conducted in 2 stages. Political parties that have
seats in the parliament nominate their candidates one candidate per party or coalition of party. At the
primary stage citizens of Mongolia eligible to vote it means those who reached 18 years old and staying
in their country on the day of voting Mongolian president just elected 2 times and term 4 years. A
candidate who wins the presidential election takes and catch of the president 30 days after the swear
that he or she will guard and defend the independence of sovereignty of Mongolia, freedom of the
people and the national unity follow the constitution and faithfully perform duties of the president of
Mongolia. Thirdly representative election/citizen. These election is elected province, city bag, horoo,
districts by their respective governors. Candidates for governors are nominated by the hural of
respective aimags, the capital city, sums, districts, bags, and horoos.
