Further amendment to A.O. No. 177, s. 2004
"Amendment to A.O. No. 171, s. 2004 on the
policies and guidelines to implement the relevant
provisions of R.A. No. 9257 - Expanded Senior
Citizens Act of 2003

"Article XIII, Section 11 ofthe Constitution provides thatthe Sate shall adopt an
integrated and comprehensive approach to health development which shall endeavor
to
make essential goods, health and other social services available to allthe people at
affordable cost.There shall be priority for the needs ofthe underprivileged, sick, elderly,
disabled, women and children.Article XV, Section 4 oftheConstitution Further declares
thatitis the duty ofthe family to take care ofits elderly members while the State may
design programs of social security for them.
"Consistent with these constitutional principles,thisAct shall serve the following
objectives:
"(a) To recognize the rights of senior citizens to take their proper place in society
and make it a concern ofthe family, community, and government;
"(b) To give full supportto the improvement ofthe total well-being ofthe elderly
and their full participation in society, considering that senior citizens are integral
part of Philippine society;"(c) To motivate and encourage the senior citizens to
contribute to nation
building;
"(d) To encourage their families and the communities they live with to reaffirm
the valued Filipino tradition of caring for the senior citizens;
"(e) To provide a comprehensive health care and rehabilitation system for
disabled senior citizens to foster their capacity to attain a more meaningful and
productive ageing; and
"(f) To recognize the important role ofthe private sector in the improvement of
the welfare of senior citizens and to actively seek their partnership.
"In accordance with these objectives,thisAct shall:
"(1) establish mechanisms whereby the contributions ofthe senior citizens are
maximized;
"(2) adopt measures whereby our senior citizens are assisted and appreciated by
the community as a whole;
"(3) establish a program beneficialto the senior citizens,their families and the
rest ofthe community they serve: and
"(4) establish community-based health and rehabilitation programs for senior
citizens in every political unit of society."

CHAPTER VI
ACCESSIBILITY
Sec. 25.Barrier-Free Environment. The State shall ensure the attainment of a
barrier-free environment that will enable disabled persons to have access in public and
private buildings and establishments and such other places mentioned in Batas
PambansaBilang 344, otherwise known as the "Accessibility Law".
The national and local governments shall allocate funds for the provision of
architectural facilities or structural features for disabled persons in government
buildings and facilities.
Sec. 26. Mobility. The State shall promote the mobility of disabled persons. Disabled
persons shall be allowed to drive motor vehicles, subject to the rules and regulations
issued by the Land Transportation Office pertinent to the nature of their disability and
the appropriate adaptations or modifications made on such vehicles.
Sec. 27.Access to Public Transport Facilities. The Department of Social Welfare and
Development shall develop a program to assist marginalized disabled persons gain
access in the use of public transport facilities. Such assistance may be in the form of
subsidized transportation fare.The said department shall also allocate such funds as
may be necessary for the effective
implementation ofthe public transport program for the disabled persons.
The "Accessibility Law", as amended, shall be made suppletory to thisAct.
Sec. 28.Implementing Rules and Regulations. The Department of Transportation
and Communications shallformulate the rules and regulations necessary to implement
the provisions ofthis Chapter.

The national park has the potential for eco-tourism due to its wide diversity of flora and
fauna and wide range of accessibility. Its development as an eco-tourism destination
would enhance its value as biodiversity conservation area; open laboratory of scientific,
biological and other research studies; and venue for recreation and pleasure of the
public. However, despite of its bright potential, there are still issues and concerns that
need to be resolved to balancely explore and preserve the parks rich features such as
intrusion of forest occupants that has resulted in deforestation and loss of biodiversity in
some parts of the protected lands, and adverse claim over some parts of the protected
areas by Puerto Azul Land Inc. (PALI), and the heirs of De Guia and Aldeguer due to
boundary dispute.
To regulate activities within the protected area, DENR issued Department Order No. 02
in the year 2002 (DAO 2002-02) to there are twenty-eight (28) families who are
recognized by DENR as tenured migrants settling in a three - parcel forest lands with a
total of more or less 240 hectares within the protected areas. Their activities are being
monitored by DENR to ensure that provisions and regulations stipulated in DAO 2002-02
are being observed. implement the Establishment and Management of the

a) Hunting, destroying, disturbing, or mere possession of any plants or animals or
products derived therefrom without a permit from the Protected Area Management
Board (PAMB);
b) Dumping of any waste products detrimental to the protected area, or to the plants
and animals or inhabitants therein;
c) Use of any motorized equipment without a permit from the PAMB;
d) Mutilating, defacing or destroying objects of natural beauty, or objects of interest to
cultural communities (of scenic value);
e) Damaging and leaving roads and trails in a damaged condition;
f) Squatting, mineral locating, or otherwise occupying any land;
g) Constructing or maintaining any kind of structure, fence or enclosures, conducting
any business enterprise without a permit;
h) Leaving in exposed or unsanitary conditions refuse or debris, or depositing in ground
or in bodies of water; and
i) Altering, removing, destroying or defacing boundary marks or signs.

One factor contributing to the growth in numbers of municipal MPAs was the adoption
of the LGC. The LGC gives extensive power to local governments to manage their
coastal and marine resources out to 15 kilometers offshore. Municipal fish sanctuaries
and marine reserves can be established solely through a municipal ordinance without
national government approval. This has resulted in the establishment of many more fish
and marine sanctuaries than other types of MPAs (Pajaro et al. 1999).


To counter the abovementioned negative conditions, the province advocates and has
initially taken steps to actively implement the Integrated Coastal Management (ICM) in
coordination with the Partnerships with Environmental Management for the Seas of East
Asia (PEMSEA), a strategy by which all stakeholders who benefited from coastal
resources of Cavite cooperate to accomplish proper management and utilization of
these resources.
The project covered the areas under the Protected
Area Community Based Resource Management Agreement (PACBRMA) and
National Greening Program (Table 3.11

agency tasked as the planning, regulatory and quasi-judicial body for land use

Provincial Health Office (PHO) The primary function of the Provincial Health Office is to
ensure the efficient, effective economical delivery of medical,
hospital and other support health services which include primary, secondary and
tertiary health facilities as provided under
Section 17 of the Local Government Code of 1991. It formulates and implements
policies, rules and regulations, plans,
programs, and projects, to strengthen the operation of the office and to promote the
health of the people in consideration
of the Sanggunian and upon approval of the Governor.
The Office is responsible for the formulation of policy direction on health services,
program development and
implementation, sanitary inspection, health information and education, health
administration, inter-agency coordination on
health policies and programs for both government offices and non-governmental
organization. It also has a general field
supervision function over rural health units of the province.
The four (4) medicare hospitals serve as the primary health care resource in the locality
with emphasis on health promotion,
disease prevention and provision of a wide range of medical and health related
activities.

The office is responsible for social welfare development plans, programs and project. It
adopts policies to encourage
effective implementation; promotes, supports and coordinates the establishment,
expansion and maintenance of social
welfare, development; promotes, builds and strengthen peoples organization for
empowerment towards effective social
welfare, development system of the province; promotes, supports and coordinates
network and facilities for identification
and delivery of appropriate intervention to its constituents; and coordinates related
activities in the province through
sustained information, education, communication program and the maintenance of
viable structures.
