Italian Parliament Supports Local Farmers, Asks
EC to Safeguard against Duty-Free Rice from
EBA Countries

The Italian rice-growing sector has been rallying to get the European
Commission to adopt a safeguard clause against duty-free rice imports
from less developed countries under the Everything But Arms
agreement. The Italian Parliament has also discussed the problems of
the domestic and European rice-growing sector.
Recently, Giuseppe LAbbate of the Cinquestelle (Five Stars) party,
proposed a resolution passed by the Agriculture Commission that
commits the Government to support the safeguard clause request
presented to the EU. The resolution includes other topics, too: the traceability on labels;
ways to control and prevent the Ente Nazionale Risi (ENR, National Agency for Rice) from
incorrect trade practices; the disclosure of the results of established illicit trades; and ways to
improve ENR activity to promote the growth and competitiveness of the Italian rice industry.
This proposal comes after Italian farmers unions demonstrated throughout Italy last week. On Tuesday, a
delegation of farmers from the provinces of Vercelli, Novara, and Pavia met Italian members of the European
Parliament. Our export to EU countries is decreasing 14%, says Italian Parliament member Mirko Busto,
from Vercelli. Our continental partners prefer to buy cheaper Asian rice, although the use of chemicals no
longer allowed in Europe is permitted in its cultivation

Gurdaspur: The New Success Story of SRI Farming in Rice Crop

Gurdaspur in North India, local sources say, finally proves - with great impact at that - what hundreds of
research documents said on paper. Using System of Rice Intensification (SRI) method of cultivation for the past
nine years, rice farmers of Gurdaspur have produced 20% more paddy per hectare while using 75% less seed
and 30% underground water for irrigation with minimal use of weedicide, pesticide and fungicide.
SRI enables small farmers to increase their production without having to rely on external sources, the
Department of Agriculture stated. The technique is ideal for Punjab which has long ago used up its first level of
groundwater and farmers were now trying hard to reach supplies lower in the soil layers. As most Indian states
are likely to experience a poor monsoon this year, Gurdaspur's experiment with less water and high rice yields
may inspire them to follow suit. The Indian state of Bihar is already using SRI to increase its paddy production
by 15% from 8.7 million tons in 2012-13 to 10 million tons in 2013-14.
SRI does not require continuous flooding of fields, but needs water only when the crop goes relatively dry and
is ready for the next supply of water. It is a low water, labor-intensive, organic method that uses younger
seedlings singly spaced and typically hand weeded with special tools. The technique has a great potential for
increasing the yield of rice throughout the country, the Agriculture department and farmers of Gurdaspur

India Main Rice Crop Planting Reaches 16.571 Million Hectares as of July 25,

Planting for kharif rice crop, or main rice crop (June December; harvesting begins in October) in India has
reached around 16.571 million hectares of rice area as of July 25, 2014, down about 16% from around 19.638
million hectares planted during the same time last year, according a statement released by the Indian
Agriculture Ministry. Local sources say the kharif planting, which starts with the onset of southwest monsoon in
June, has been slow due to delayed monsoon. The Indian Meteorological Department has predicted a 70% of
below-normal monsoon (June - September) due to an imminent El Nino between August and September 2014.
The World Meteorological Organization (WMO) has predicted a 60% probability of El Nino strengthening
between June and August and a 75-80% probability between October-December 2014.
As of last week, India received 25% deficit monsoon. Arrival of monsoons in India's western state Maharashtra
and adjoining states such as Karnataka, Andhra Pradesh, Madhya Pradesh, though late, has led to improving
water levels in several reservoirs as well as helped the agriculture sector to revive. IMD has been expecting
rains to continue for the next ten days and help farmers to speed up rice planting process. However, the Head of
the IMD yesterday expressed concern that monsoon may weaken next week until July 31. IMD is yet to release
its predictions for August and September rainfall.
The Indian government last month approved for releasing additional 5 million tons of rice at Below Poverty
Line (BPL)/Above Poverty Line (APL) prices to ensure adequate supplies and contain inflation. The
Agriculture Ministry has advised state governments to be ready with contingency plans to minimize the effect

of El Nino-triggered low monsoons. It has also suggested some relief measures such as subsidies on seeds for
re-sowing and on diesel for irrigation to rice farmers.

Chicago rough rice futures for Sep delivery settled 14.5 cents per cwt (about $3 per ton) lower at $12.940 per
cwt (about $285 per ton). The other grains finished the day mostly higher; soybeans closed about 0.1% lower at
$10.8350 per bushel; wheat finished about 1.8% higher at $5.3800 per bushel, and corn finished the day about
0.6% higher at $3.7275 per bushel.U.S. stocks declined on Friday despite positive economic data as weak
Amazon earnings and concerns over continued unrest in Ukraine and Gaza weighed on markets.
Orders for long-lasting U.S. manufactured goods rose more than expected in June, pointing to momentum in the
economy at the end of the second quarter. The report did not move markets in pre-market trading. The Dow
Jones Industrial Average dropped nearly 1% on Friday morning, on track for the biggest one-day drop since
May 15 and the biggest weekly drop in three-and-a-half months. The Federal Open Market Committee meets
next week, and economic data reports include second-quarter GDP and U.S. employment figures. U.S.
intelligence indicated that Russia could provide heavier and more sophisticated weaponry to Ukrainian
separatists at any moment, a Pentagon spokesman said on Friday. After shaving morning losses, the Dow Jones
Industrial Average continued a decline of 150 points, or 0.89%, to 16,932.31.
The index has alternated between gains and losses for eight straight weeks, a pattern not seen since June 2008.
The S&P 500 fell more than 10 points, or 0.57%, to 1,967.81, with Consumer Discretionary the greatest
laggard, and Telecommunications and Materials the only gainers among the 10 sectors. The index traded lower
for the first time in four sessions, after closing at its 27th record for the year on Thursday. The Nasdaq hovered
at 4,446.00, a loss of 26 points, or 0.58%. Amazon stock contributed to most of the decline. Gold is trading
about 0.2% higher, crude oil is seen trading slightly higher, and the U.S. dollar is seen trading marginally lower
at about 1:00pm Chicago time.Thursday, there were 146 contracts traded, down from 263 contracts traded on
Wednesday. Open interest the number of contracts outstanding on Thursday increased by 28 contracts to
8,411.

lower and corn is noted about 1.2% lower. \U.S. stocks opened lower on Friday despite positive economic data
as weak Amazon earnings and concerns over continued unrest in Ukraine and Gaza weighed on markets.

Malaysia Airlines passenger jet over eastern Ukraine last week. Adding to tensions, Ukrainian Prime Minister
Arseniy Yatsenyuk announced his resignation on Thursday, after two parties pulled out of the governing
coalition. US stock indexes are currently seen about 0.7% lower, gold is currently trading about 0.2% higher,
crude oil is seen trading marginally 0.5% higher, and the U.S. dollar is currently trading slightly lower at
9:30am Chicago time.
Oryza Rice Currency Analysis for Today Brazil Real Slumps 0.3%

U.S. dollar index was stronger +0.20% from the open today, when it traded at 81.032 at the close.
Euro was weaker -0.23% by the close, trading around 1.3433 by end of day, after trading between an
intraday high of 1.3476 and low of 1.3422.
Thai baht was unchanged, trading at 31.840 at the close of business.

Indian rupee was unchanged at 60.1050.
Brazilian real was weaker -0.27% at 2.2275 reais per dollar.
Pakistan rupee was -0.07% weaker at 98.7420.

The U.S. cash market continues to be muted with very little old crop trading as buyers wait for less expensive
new crop; however, most farmers have little interest selling new crop at the levels where buyers currently have
interest.Meanwhile, some farmers in South Louisiana began cutting their rice crop this week and the
expectation is that very limited quantities of dry rice will be available to ship as early as the end of next
week.As of today, old crop offers could be found near $15.25 per cwt fob farm (about $336 per ton) for August
shipment while others are still hoping to net $16.00 per cwt fob farm (about $355 per ton) before the end of the
marketing year.
Bids from exporters held steady around $14.25 per cwt (about $314 per ton) for August delivery; however,
there are no sellers at that level, especially given the fact that some smaller mills are still said to be bidding
around $16.00 per cwt (about $353 per ton) for the same delivery period.
As for new crop, offers could be seen around $13.25-$13.50 per cwt fob farm (about $292-$298 per ton) while
bids were seen closer to $12.90-$13.25 per cwt (about $284-$292 per ton) for September-October shipment.

the lowest quoted rice out of Asia but it looks like prices have perhaps bottomed out.
Thailand
Thailand 5% broken rice is today shown at about $435 per ton, up about $10 per ton from a week ago, up about
$50 per ton, from a month ago and down about $30 per ton from a year ago.
Paddy rice output in 2013-14 may decline to about 34 million tons, about 10% less than in 2012-13, due to
drought and the end of the rice pledging scheme, according to local sources. This will be the lowest production
in five years for the country.
The Thailand Commerce Ministry will seek permission from the Rice Policy Committee to resume rice sales
starting in August, according to local sources. The Ministry plans to sell around 500,000 tons of rice each
month through auctions, G2G deals, and the Agricultural Futures Exchange of Thailand (AFET). Thailands
National Council for Peace and Order (NCPO) approved a plan to sell Thailands rice reserves over the next
three years, according to local media.
The Thai Rice Farmers Association has asked the military-run NCPO to increase the medium price of rice from
about 7,000 baht (about $220) per ton to about 10,000-12,000 baht (about $314-$376) per ton, blaming higher
production costs.
India
India 5% broken rice is today shown at about $440 per ton, unchanged from a week ago, up about $5 per ton
from a month ago and down about $5 per ton from a year ago.
As of last week, India has received 35% less rainfall than average since the start of the monsoon season (June-
September), resulting in about 16% less planting of the kharif rice crop as of July 25. Only 16.571 million
hectares of rice have been planted so far, compared to 19.638 million hectares at this time last year. This poor
monsoon season may prove to be the opportunity rice exporters in Thailand were hoping for as buyers may be
willing to pay higher prices for Thai rice if there is a shortage of Indian rice for export. However, the Indian
basmati rice crop is thriving despite the weak monsoons. High prices last year drove more farmers to plant
basmati this year with an increase of about 6% to 1.9 million hectares.
Vietnam
Vietnam 5% broken rice is today shown at about $455 per ton, up about $20 per ton from a week ago, up about
$45 per ton from a month ago, and up about $60 per ton from a year ago.
During the period January 1-July 17, Vietnam exported about 3.26 million tons of rice, about 20% less than the
4.1 million tons exported January-July 2013, according to the Vietnam Food Association (VFA). Average rice
export prices are about $432 per ton FOB, up about 1% from the same time last year.

The UNs FAO forecasts Vietnams 2014 rice exports to increase about 5% from last year and reach 7 million
tons.
Vietnam farmers are upset with the VFA for not guiding them properly regarding market demands and prices,
causing them to miss out on advantages of the current high rice prices because theyve already sold most (or all)
of their stocks. Experts say Vietnam exports will continue to thrive despite these price increases and Thailands
soon-to-be-released stocks.
According to the State Logistics Agency, Indonesia has finalized an import contract for 50,000 tons of rice
from Vietnam.
Pakistan
Pakistan 5% broken rice is today shown at about $440 per ton, unchanged from a week ago, down about $5 per
ton from a month ago and up about $15 per ton from a year ago.
The National Space Agency of Pakistan (SUPARCO) estimates Pakistans FY 2013-14 (July-June) milled rice
production to reach 7.1 million tons from about 2.879 million hectares.
During FY 2013-14 (July 2013-June 2014), Pakistan has exported about 3.16 million tons of rice, about 7%
less than in FY 2012-13, according to the Pakistan Bureau of Statistics.
Central & South America
The Brazilian paddy rice index maintained by CEPEA reached about 35.93 real per 50 kilograms as of July 21,
2014, down about 0.4% from about 36.03 real per 50 kilograms recorded on July 14, 2014. In terms of USD per
ton, the index reached at about $323 per ton on July 21, 2014, down about 0.6% from about $325 per ton
recorded on July 14, 2014.
Five percent broken rice from Uruguay and Argentina, today quoted at about $625 per ton, unchanged from a
week, a month and a year ago.
The rice sector in Guyana is struggling to grow as production costs remain high and the government is unable
to find the right export markets, according to the Agriculture Minister.
The United Nations Food and Agricultural Organization (FAO) forecasts Central American countries will
slightly increase their paddy rice production in 2014 to 574,000 tons.

ton and $50 per ton from a month and a year ago respectively.
Chicago rough rice futures for September delivery didnt move much this week, starting the week down
slightly at $13.070 per cwt (about $288 per ton) before climbing to a high of $13.255 per cwt (about $292 per
ton) on Wednesday. They closed Friday at the weekly low of $12.950 per cwt (about $285.50 per ton), despite
cheers from Wall Street as the S&P 500 broke record highs multiple days this week.
Old crop offers for rice started out the week at $15.00 per cwt fob farm (about $331 per ton) for July-August
shipment before rising slightly to $15.25 per cwt fob farm (about $336 per ton) later in the week, but many
sellers are still looking for at least $16.00 per cwt fob farm (about $355 per ton). Bids from exporters held
steady at $14.25 per cwt (about $314 per ton) this week and generated no interest as some smaller mills are still
paying close to $16.00 per cwt (about $353 per ton) for the same delivery period.
With South Korea liberalizing its rice market starting January 1, 2015, U.S. rice exporters see the end of a ten-
year agreement in which South Korea agreed to purchase at least 50,076 tons of rice from the U.S. each
year. With Koreans eating less rice and the government quick to protect its domestic supply, it is unclear if the
country will continue to import U.S. rice at those rates.
Other Markets
Cambodia 5% broken rice is today shown at about $455 per ton, up about $10 per ton from a week and a
month ago. Separately, the European Commission met July 23 to discuss the formal request made by the
government in Italy to adopt a safeguard clause against the duty-free rice imports from Less Developed
Countries - such as Cambodia and Myanmar - under the Everything But Arms agreement. Meanwhile, total rice
acreage in Italy is slightly up in 2014 compared to 2013, but most notably is a 21.7% decline in Long B (used
for exports) acreage and a 25% increase in Long A acreage.
The National Food Authority (NFA) in the Philippines will import another 500,000 tons of rice in 2014 to
ensure adequate rice stocks in the country after Typhoon Rammasun (Glenda) hit on July 15. According to
local sources, about 16,553 hectares of rice fields were damaged, causing a loss of about P1.008 billion (about
$23 million). The former Undersecretary of the Department of Agriculture criticized the governments plan to
import the additional 500,000 tons, calling the move an election stunt, according to local sources. Separately,
average domestic rice prices in the Philippines have reached an impressive high during the first six months of
2014, marking the highest domestic prices since January 2011. In addition, consumer groups in the Philippines
have warned the NFA about the presence of toxic materials in imported rice, noting the WTOs recent
recommendation of a maximum of 0.2 milligrams of arsenic for every kilo of rice for safe consumption.
The Ministry of Agriculture in Bhutan is seeking to raise their rice self-sufficiency to 65% by 2019, from the
current level of 50%, using the Kambja method of upland rice cultivation to boost production.

In efforts to legalize its rice trade with Myanmar, China has demanded a formal sanitary and phytosanitary
agreement on rice standards. Myanmar is expected to comply in order to maintain a competitive edge over
Vietnam.
The USDA Post predicts Chinas hybrid rice seed supply will reach 430,000 tons in MY 2013-14 (July-June),
an increase of about 32% from the previous year. The Chinese government is also helping Fijis Agriculture
Ministry learn more about hybrid rice seeds to increase production there.
The government in Gambia may reconsider its decision to ban rice imports starting in 2016 if the rice harvest
for the upcoming season is not satisfactory, according to local sources. Gambia hoped to be self-sufficient in
rice by the end of 2015, but that looks unlikely and any bans would likely lead to smuggling.
Iraqs Trade Ministry has reissued the tender to purchase 30,000 tons of rice from Argentina, Brazil, Thailand,
Vietnam, Uruguay, and the U.S., after failing to award the June 9 tender of 30,000 tons, according to
Bloomberg.
As the details of the Trans-Pacific Partnership (TPP) are still being negotiated, the Head of the Osaka Dojima
Commodity Exchange advises that a formal listing of rice futures in Japan is necessary first. Currently,
volume is often about half what it should be for what most consider an effective exchange.
Thai Rice Farmers Association Seeks Higher Medium Price for Paddy

The Thai Rice Farmers Association has sought higher medium/average price for paddy rice due to increasing
production costs, according to local sources.The Association has proposed to the military-run National Council
for Peace and Order (NCPO) to increase the medium price of rice from around 7,000 baht (around $220) per ton
to around 10,000 - 12,000 baht (around $314 - $376) per ton.The President of the Association noted that the
new price should apply to rice with 15% moisture content and that is produced by farmers with small farm
holdings, i.e, farmers with less than 30 rais (around 5 hectares) of rice land.
He noted that the revision is necessary as the production costs have increased to around 6,000 baht (around
$188) per ton.Some provincial governments are offering to help rice farmers reduce their costs of production by
lowering prices of fertilizers, pesticides, rice seeds, land rents and rents of mechanical products such as tractors
used in rice fields.Meanwhile, a survey conducted by the Bank for Agriculture and Agricultural Co-operatives
Research Center (BAACRC) to know "Thai farmers' happiness level", found that overall happiness of Thai
farmers increased to 3.10 points out of 4 points. The increase is attributed to payments received from the rice
pledging scheme.

Philippines Consumer Groups Caution NFA over Toxicity in Imported Rice

Consumer groups in the Philippines cautioned the National Food Authority (NFA) over presence of toxic
materials in imported rice, according to local sources.The groups were responding to the WTO's recent
recommendation of a maximum of 0.2 milligrams of arsenic for every kilo of rice for safe consumption of an
individual. The Codex Alimentarius Commission (CAC) under the WTO, which made the recommendation
noted and that rice grown in Bangladesh, China, Cambodia, India and Vietnam is found to have high level of
arsenic, which if present beyond a tolerable limit could result in serious illnesses like cancer, heart diseases and
brain damage.The head of a Consumer group noted that the CAC's findings should serve as "red flag" to the
government's decision on rice imports.
He added that the government should ensure that the imported rice is safe for human consumption of
Filipinos.He suggested that the government could focus more on increasing local production and reducing
imports. Total rice imports by the Philippines in 2014 are likely to reach around 1.3 million tons after the NFA
this week approved the import of another 500,000 tons of rice to ensure adequate stocks after typhoon Glenda
destroyed several hectares of rice area in the country. The government already imported 800,000 tons of rice for
Vietnam in March this year.USDA estimates the Philippines will import around 1.45 million tons of rice in
2014, including around 250,000 tons of unofficial rice imports, and the UNs Food and Agriculture
Organization estimates the country to import around 1.2 million tons of rice in 2014.

U.S. Rice Exporters Set to Lose Share in Korean Import Market

The U.S. rice exporters are likely to lose their share in the
South Korean market with the south east Asian nation
deciding to open its rice import market, according to
Bloomberg.Last Friday, the South Korean government
announced its intention to liberalize its rice market on January
1, 2015, ending the 20-year "special treatment" under the
World Trade Organization's (WTO) Agreement on
Agriculture, which allowed Korea to implement non-tariff
trade barriers to its rice imports.

Under this clause, South Korea was allowed to import rice under country-specific minimum market access
(CSQ-MMA) quotas for ten in 1993. Korea was allowed to extend MMA quotas to another 10 years in 2004.
Korea's rice imports under compulsory MMA quotas increased from 51,307 tons in 1995 to 408,700 tons in
2014.As Korea's import quotas expire at the end of this year, the government decided to open its market and
impose high tariffs. Also Korean rice consumption is declining and the government is keen on curtailing supply
from imports.As part of the 2004 MMA agreement, the U.S. rice exporters gained increased access to the
Korean market, as Korea agreed to buy at least 50,076 tons of rice from the U.S. for the next ten years, until
2014.
However, now with the MMA Agreement expiring, South Korea's stance over importing rice from the U.S. is
not clear as it is no more obligated to purchase rice under MMA quota. Also Korean market does not provide
increased access to the U.S. under the 2011 U.S.- Korea Free Trade Agreement, according to a USDA factsheet
on the Agreement.According to Bloomberg, a U.S. government team is currently in Korea seeking further
details on the Korean government's plans in converting its existing non-tariff trade barriers on rice imports to a
tariff system.Korea is expected to submit a draft consisting of changes for its rice market to the WTO by the end
of September, as well as its likely tariffs under the WTO rules.
Thailand, Vietnam Rice Quotes Increase Today; Other Asia Rice Quotes

Thailand rice sellers increased their quotes for 5% broken rice by about $10 per ton to around $430 - $440 per
ton today. Vietnam rice sellers increased most of their quotes by about $5 - $10 per ton. India and Pakistan rice
sellers kept their quotes unchanged today.
5% Broken Rice
Thailand 5% rice (of new crop) is quoted at around $430 - $440 per ton, up about $10 per ton from yesterday
and about $20 per ton discount to Vietnam 5% rice quoted at around $450 - $460 per ton, up about $5 per ton
from yesterday. India 5% rice is quoted at around $435 - $445 per ton, on par with Pakistan 5% rice quoted at
around $435 - $445 per ton.
25% Broken Rice
Thailand 25% rice (of the old crop) was last quoted at around $350 - $360 per ton, about $50 per ton discount to
Vietnam 25% rice quoted at around $400 - $410 per ton, up about $5 per ton from yesterday. India 25% rice is
quoted at around $390 - $400 per ton, about $15 per ton premium on Pakistan 25% quoted at around $375 -
$385 per ton.
Parboiled Rice

Thailand parboiled rice (of the old crop) is quoted at around $440 - $450 per ton. India parboiled rice is quoted
at around $420 - $430 per ton, about $30 per ton discount to Pakistan parboiled rice quoted at around $450 -
$460 per ton.

Thailand broken rice, A1 Super, (of the old crop) was last quoted at around $310 - $320 per ton, about $35 per
ton discount to Vietnam broken rice quoted at around $345 - $355 per ton, up about $5 per ton from yesterday.
India broken sortexed rice is quoted at around $315 - $325 per ton, about $10 per ton discount to Pakistan
broken sortexed rice quoted at around $325 - $335 per ton.

Vietnam 2014 Rice Exports to Thrive Despite Price Increases, Thailand Sales;
Say Experts

Vietnam export rice prices are increasing on one hand and are about $10-$25 per ton higher than those of
Thailand and India prices. On the other hand Thailand is planning to step up rice exports from August. Vietnam
rice exporters are in an advantageous position despite these two factors, say local rice experts.Vietnam's 5%
broken rice increased by about 6% in the past week to $445-$460 per ton, the highest since October 2012. Viet
25% broken grade also increased by about 5% to $400-$420 per ton, FOB basis, from $380-$390 a week ago.

Experts say, currently Thai rice exporters have not resumed exports after the military government suspended
rice sales to carry out nationwide stock inspections and Indian exporters slowed down sales due to concerns of
lower production due to El Nino. They expressed confidence that Vietnam is in a much competitive position for
the next two months. Increasing import demand from Indonesia and the Philippines, which are planning to
augment imports to ensure enough stocks, is also favorable to Vietnam rice exporters, they add.
On the price front, the Chairman of the Vietnam Food Association (VFA) noted that price hikes followed
market demands. He stated that Vietnam rice exporters have so far signed contracts for around 5.3 million tons
of rice in 2014, of which around 3.26 million are delivered. Increased purchases by exporters have pushed up
local unprocessed rice prices as well as FOB rice prices.

Vietnam rice exporters have to sign contacts for another one million tons of rice to meet its target of 6.2 million
tons. In the beginning of May, Vietnam lowered its export target due to increasing competition from Thailand
and India. Though the current situation is more favorable, the VFA is not planning to alter the export target.
The VFA Chairman noted that around 2 million tons of unofficial cross-border rice exports to China is likely to
cause a little instability in Vietnam's rice exports. The Deputy Minister of Industry and Trade has ordered the
Ministries of Agriculture and Rural Development ( MARD), Finance and the General Department of Customs
and Border Guard Force to assist VFA in monitoring and adjusting rice exports, especially in managing
unofficial cross border rice exports. The VFA is also working towards attracting newer markets.
Vietnam exported around 3.26 million tons of rice during January 1 - July 17, 2014, down about 20% from
about 4.1 million tons of rice exported in first seven months of last year, according to data VFA data. Average
rice export price so far in this year stands at about $432 per ton (FOB), up about 1% per ton from about $429
per ton recorded during same time in last year.
