1. INTRODOCUTION
1.1. This specification defines requirements for the design, supply and testing of the Digital
Microwave Network required for Municipality Tehran Trunk Radio TETRA project.
1.2. Interconnection with TETRA system at BTS&SCN stations is required
1.3. The Equipment will be employed to convey telephony and data signals.
1.4. The proposed equipment shall meet or exceed the electrical, mechanical, maintenance,
safety and environmental condition requirements.
2. STANDARDS
The latest edition of a code or standard will apply at the commencement of the bidding period and
shall be frozen for the duration of the ensuing Contract. ITU Radio Regulations:
a) ITU-R and ITU-T Recommandations
b) ETSI Standards
c) IEC
d) ISO
e) British and DIN Standards
f) EIA and ASTM Standard
g) Relevant Iranian PTT Ministry Standards.
h) IEEE
3. ENVIRONMENTAL CONDITIONS
The environmental conditions to be expected in the project area for major items are as follows:
a) Maximum Temperature (Shade): 55 C
b) Maximum Direct Sunshine Temperature: 80 C
c) Minimum Temperature: -20 C
d) Maximum Relative Humidity: 95 % (non-condensing)
e) Maximum Sustained Wind Speed: 120 km/h
f) Maximum Wind Gust: 160 km/h

4. ELECTRICAL DESIGN
4.1 Nominal electrical power to supply the radio and supervisory control requirement is -48VDC.
4.2 The equipment shall be able to work satisfactorily when input voltage is -42VDC to -54VDC.
No damage should be occurred due to voltage variation within specified limits.
4.3 All equipment within a rack should be connected to the rack ground bar.
4.4 The equipment shall be suitable for continuous operation with guaranteed values, under
specified conditions, without any degradation.
4.5 Solid state circuitry and state-of-the-art technology should be employed for radio, supervisory
control and electronics equipment.
4.6 All relays shall employ hermetically sealed contacts.
4.7 All electrical connectors shall be of high quality and be so designed and constructed that overall
mechanical and electrical performance of the connectors is not degraded or impaired by the
repeated usage.
4.8 DC voltage operated devices shall be protected against polarity reversal.
4.9 Copper wires, cables and terminal plugs shall be provided. Aluminium wire will not be
accepted.
4.10 All intra-rack cables and inter-rack cables shall be connected in the factory and finally system
test to be conducted at the factory.
4.11 Radio and supervisory control equipment shall be designed so that incorrect operations during
commissioning or maintenance do not cause any damage.
4.12 Power distribution fusing shall be provided for all equipment shelves. Each shelf shall be
equipped with an independent fuse.

5. MECHANICAL DESIGN
5.1. For radio and supervisory control facilities and accessories rack type equipment shall be
proposed. The rack height shall not exceed 2Meter.
5.2. Racks shall be designed for front access only. Back-to-back, side-by-side and against the wall
arrangements should be possible. Bidder shall submit a typical drawing to indicate the
mentioned arrangements including racks spacing and dimensions.
5.3. The equipment shall be suitable for fast and easy installation. Insertion of units, modules or
panels on wrong position shall not be possible preferably.
5.4. Normal mechanical shocks during transportation and maintenance shall not degrade the
transmission performance.
5.5. Brittle material, such as cast iron, zinc or glass shall not be used.
5.6. The modular and plug-in design concept shall be employed for equipment fabrication.
5.7. Dust storms are common in field. Equipment must be protected against air born dust and sand.
Any component or items of equipment which can be made in a dust-tight form shall be so made.
5.8. Racks on head row shall be equipped at the lower front with a 230VAC power socket.

6. MAINTAINABILITY
6.1. Maintenance adjustments, measurements and repairs, as well as frequency and power
adjustment should be performed from the equipment front panel.
6.2. Digital metering facility shall be considered for the equipment with necessary provisions for
remote measuring from the related master supervisory control stations.
6.3. Built-in meters shall not be placed higher than 1.8 meter or lower than 0.8 meter above floor
level. All controls, test jacks, etc. necessary to be employed during normal operation and
maintenance shall be easily accessible without any ladder or similar device being used. Any
deviation shall be clearly mentioned in the technical proposal.
6.4.Where applicable, standard consumable parts shall be used.

6.5.All test jacks shall be short-circuit proof type. The connection of a test jack or a built-in meter
switch shall not cause any alarm or interfere with service.
6.6.The equipment shall be designed to facilitate quick fault localization. Restoration shall be done
by simple exchange of modules, and limited adjustment without any field repair.
6.7. The corrective maintenance and routine tests of any unit shall be done without interrupting
traffic.
6.8. Material, design and workmanship employed for equipment manufacturing shall provide high
MTBF and low MTTR factors.
6.9. In addition to rack alarm light, the equipment racks shall be equipped with necessary facilities
to send the required alarms to supervisory control center.
6.10. Light emitting diodes, or equivalent low power drain, shall be employed for face mounted
alarm indications.
6.11. Extension cord, cables and any special tools necessary for maintenance and operations shall
be supplied.
6.12. Any part module or unit subject to be removed for repair, shall not be heavier than typically
10Kg. Removal and placing into operation should be possible by only one qualified technician.
6.13. Consumable parts and spare parts/units shall be available for a minimum of 15 years.
6.14. All components, modules and units capable of being changed for maintenance shall be
marked appropriately including model number, serial number, frequency, identification used in
manuals and drawings (if applicable), etc.

7. PERFOMANCE AND RELIABILITY REQUIREMENTS
7.1. All equipment, units and materials shall be able to work satisfactorily in the environmental
condition within permissible voltage and temperature variations.
7.2.The equipment shall be designed for continuous operation and minimum life expectancy of 20
years.

7.3.All equipment shall be proven type in field and supplied record list shall be submitted with the
Tender.
7.4.The Bidder shall comply the requirements under this specification item-by-item. Where
there is a deviation, it should be specified clearly.
7.5.Supporting documents including catalogues, data sheets, tables, figures, etc., for the proposed
equipment shall be submitted with the Tender.
7.6.The Bidder shall include in his proposal, any information which may be needed for technical
evaluation, such as the following, for relevant items (all figures shall be guaranteed values).
a) Manufacturer and type number
b) Frequency bands
c) Traffic capacity and bit rate
d) Modulation and demodulation techniques
e) TX output power
f) Selectivity curves for IF and RF filters
g) BER curve versus C/N ratio
h) RX threshold level for BER=10

k) Signature curve
l) IF frequency

7.7.Each radio channel shall be equipped with its own modulator and demodulator at each terminal
or repeater station for each direction of traffic.
7.8.Each transmitter and receiver shall employ separate local oscillators.
7.9.The Bidder shall provide MTBF value for each type of proposed equipment.
7.10. MTBF values shall be indicated for RX, TX and power supply units separately.
7.11. The design, fabrication, workmanship, supervisory control and alarm system of the proposed
equipment shall be such that, the fault localization and restoration time be minimized.
7.12. Any unit fails at a rate grater that 125% of the calculated failure rate using the proposed
MTBF value, the contractor shall rectify the weak point of the circuit and replace all modified
units, including spares, and extend guarantee period one year from the date of modification.
7.13. The Bidder shall submit with the proposal, complete design, performance and reliability
calculations based on the data and requirements specified in the specifications. The calculations
shall be carried out for each hop and the whole system as well.
7.14. Any assumption, theoretical or empirical formula, curves and process of calculations should
be clearly shown in the Tender documents.
7.15. Subject to proper installation and commissioning of the equipment, the system performance,
as a minimum, shall meet the performance criteria of the ITU-R.

7.16. Subject to proper operation and maintenance, the system performance shall be maintained
for its life-time.

8. GENERAL CHARATERISTICS FOR RADIO EQUIPMENT
8.1.The microwave system shall be employed for transmission of the following type of services:
a) 2E1 to 16xE1 and 10/100/1000 Mbit/s Ethernet connections which shall carry voice and
high speed data.
b) Service channel, which shall carry Local Order Wire (LOW), Express Order Wire (EOW),
supervisory and control data.
8.2. 4/16QAM IF modulation technique should be employed. The demodulation shall be coherent.
8.3. Adaptive Code and Modulation(ACM) should be employed and allows the automatic selection
of the optimum modulation scheme according to current radio link propagation conditions and
on received signals quality.
8.4. Equipment for DC power distribution shall be so designed that the operation of any protection
device such as a blown fuse, does not affect more than one radio channel.
8.5. Arrangement shall be so that the net loss per link due to branching circuit of a transmitter and
the related receiver in the opposing station to be equal for all radio channels.
8.6. Metering or monitoring shall be possible on an in service bases and no service impairment shall
be suffered.
8.7. All intra-rack and inter-rack connections of the equipment within a station as well as the
relevant tests shall be done in the factory.
8.8. Required performances based on the ITU-R Rec.549.
8.9. The Maximum jitter shall be in accordance with ITU-T Rec. G823.
8.10. The maximum residual jitter shall meet ITU-T Rec. G921.
8.11. BER performance monitoring facility shall be provided.

8.12. For the monitoring purposes, isolated output connector shall furnished for every main RF
and IF outputs.
8.13. It shall be possible to connect the transmission line to the radio equipment directly. Indoor
rectangular waveguide shall not be proposed. (Waveguide components such as a E-bend,
H-bend, etc. are excluded).
8.14. Loss of data and/or BER10
-3
at the transmit and/or receive side shall initiate an AIS
signal.
8.15. Insertion loss per port of circulations shall not exceed 0.2 dB.
8.16. Attenuation due circulator between transmit and receive channels connected to the same
antenna shall be at least 30dB.
8.17. All of the alarms of radio equipment shall be extendible to the supervisory equipment.
8.18. The proposed radio equipment shall be so designed that remote measuring, remote control
and performance monitoring shall be possible.
8.19. The proposed radio equipment shall be so designed that no linearity adjustment is required
when replacing any RF unit with a spare one.
8.20. The tender shall state the up-faded receive level for BER=10

8.21. The frequency response of analogue service channels for one hop shall meet ITU-T
Rec.G232.
8.22. The signal to noise ratio of analogue service channels for one hop shall not be less than
50dB.

9. TRANSMITTER CHARACTERISTICS
9.1.Solid state circuitry with low power consumption shall be used for TX equipment.
9.2.Build-in metering shall be available for the following items, as a minimum:
a) TX output power
b) TX local oscillator level and frequency

c) IF output level (from modulator)
d) Power supply voltage.
9.3.At least the following extendible alarms shall be provided for transmitter (including modulator
unit).
a) TX output power drop
b) Modulator fail
c) Power supply fail
d) General TX fail
e) AIS alarm
9.4.TX equipment shall be suitably protected against damages caused by erroneous operation when
disconnected from branching circuit or the matched loads. The method of protection shall be
explained.
9.5.The transmitters shall be equipped with automatic transmit power control facility(ATPC).
9.6.Nominal TX output power shall be at least 25dBm.

9.8.TX spurious emission shall exceed 80dB below RF carrier.
9.9.The frequency instability of TX output frequency, in the voltage and environmental condition

9.11. The modulators shall be equipped with scrambler unit.

10. RECEIVER CHARACTERISTICS
10.1. RX noise figure, including branching filter loss, shall not exceed 5.0dB.
10.2. Nominal RF input signal level shall be roughly -40dB.
10.3. AGC range shall be greater than 50dB,
10.4. The receiver IF frequency shall be 70dB.

10.5. RF input return loss of the receiver, including the branching filter shall be better than 25dB.
10.6. For metering purpose, calibrated RF signal insertion into the RX shall be possible. This
metering shall not affect the normal operation of the receiver.
10.7. The Bidder shall state the RF receiver signal threshold level for BER values of 10

10.8. The receiver shall be designed that a recorder can be easily connected to them to record the
receiver signal level, without causing service interruption.
10.9. The receiver shall be equipped with Cross polar Interference Canceller (XPIC) facility and
allows the frequency reuse of the radio channel.
10.10. Thus permitting to double the transmission capacity.
10.11. Built-in metering shall be available for the following items, as a minimum:
a) RX received signal level.
b) RX local oscillator signal level and frequency.
c) IF signal level of the demodulator.
d) Power supply voltages.
10.12. The demodulators shall be equipped with descrambler unit.
10.13. The RX unit to be equipped with BB adaptive equalizer preferably.
10.14. The tracking speed of the BB adaptive equalizer shall be better than 100MHz/s, 70dB/s.
10.15. The BB adaptive equalizer minimum acceptable fading depth shall be 25dB.
10.16. Image frequency attenuation shall be greater than 80dB.
10.17. Spurious emission of the receivers shall not exceed -80dBm.
10.18. The extendible alarms stated below shall be provided for the RX equipment (including
demodulator unit), as a minimum:
a) RX fail
b) Demodulator fail
c) Power supply fail
d) General RX fail

e) AIS alarm
10.19. Selectivity curves for IF and RF filters and BER versus received carrier level shall be
submitted to the technical proposal.
10.20. Signature curve for medium density equipment shall be submitted in the technical proposal.
10.21. The frequency instability of RX local oscillator, within conditions variations shall be less
than 20PPM.
11. PROTECTION SWITCHING
11.1. Twin path, automatic, BB switching system shall be proposed.
11.2. The proposed switching system shall be of error-free type.
11.3. The transfer time shall be less than 50ms.
11.4. Total operation time shall be less than 15ms.
11.5. In case that both the main and protection channels are faulty, AIS signal shall be generated
in the switching equipment.
11.6. Both the main BB and service channel signals shall be protected.
11.7. The switchover criteria for base band signal shall be as below:
a) Loss of frame and/or data
b) BER10
