n Saturday, June 27, 2014 four bodies of victims
who died as a result of the deadly Ebola virus
were buried but not without a hassle. Three of the
bodies were near decay, as a burial team with one
of the corpses was chased out of the Banjol community in lower
Virginia in Montserrado County as they prepared to bury.
At the ELWA Hospital Mortuary, another burial team displayed
the face of a dead Ebola victim wrapped in a body bag to three
members of their family.
The family is put outside and men in white plastic suits covered
from head to toe deals with the corpse laid out on a stretcher,
spraying it with high concentration of chlorine before lifting
it into a white ambulance owned by the Montserrado County
Health team. The vehicle is then sprayed and sealed and as
the men spray themselves and get ready to pull off the suits
beginning with the gloves a nurse yells:
No dont do that, dont take it off. You have to walk through
our decontamination process. We have to make sure you are
decontaminated and safe before you can take the suits off, said
a health practitioner accompanying the burial team.
The three-man burial team listens and heeds the advice of the
health practitioner and they emerged later with only their clothes
on, leaving the protective gear behind and the car leaves with the
corpse with the hope that the family has already secured burial
ground.
We are fnding it very diffcult to bury these people who die
from Ebola. The community people when they see us in these
white suits, they think we are some ghosts; the other day they
chased some of our other friends and they had to bring the other
body they took to bury back to JFK, said a member of the burial
team who spoke to FrontPageAfrica on condition of anonymity.
We need to fnd a special place to bury these corpses, if not, the
bodies will keep piling up on us. If we dont bury them they will
begin to decompose and then that will be trouble for all of us.
The head of the team seems very enthusiastic about his job and
for him it is a duty to country, he said he and his boys cannot
expose themselves to communities because of fear of reprisals.
But he said they have a duty to get the consent of the family
members of the dead Ebola victims before burying them adding
that some family members are not coming up to identify the
bodies of their dead relatives because of some psychological
fear.
We give them maximum 24hours to come forward and identify
their relatives and then we work with them and get their consent
to bury; we have to do it to avoid problems, said the head of the
burial team.
When we get these people, it is important that we locate the
families based on the locations they were brought in from and
if no one comes forward, then we are given go-ahead by the
ministry to bury. But the hospital keeps the bodies in a secured
location and decontaminates them, so it is no problem.
The Assistant minister for Curative Services at the health
ministry Mr. Tolbert Nyenswah said the ministry is aware of
these diffculties posed to the burial teams and is doing all it can
to alleviate it.
We met with the Montserrado County Superintendent and we
are going to secure a place to bury people who die as a result of
the disease, he said.
Margibi becomes new county of infection
Margibi County joins Montserrado and Lofa counties becoming
the newest affected county as one death is reported there.
Speaking to FrontPageAfrica on Saturday Minister Nyenswah
said the number of deaths and confrmed cases has increased.
On the 25th if you can recall, the cases were 35, it increased to
38. The confrmed probable and suspected were 61 on the 25th it
has increased to 70, he said.
The probable confrmed and suspected cases in Lofa are
49, Margibi 3, Montserrado 18. The total number of people
currently in treatment unit are 33; total number of deaths on the
25th was 37now it stands at 46; 25 in Lofa, 1 in Margibi, 20 in
Montserrado. The new cases are coming from Lofa, Margibi and
Montserrado.
The minister said Liberia has a testing center where specimens
from the affected areas are taking for testing.
We have one Ebola testing center in the country; thats the only
specialized lab we have in the country, he said.
There are only two in the region the other one is in Guinea
but it is mobile. These kinds of testing centers are sophisticated;
theyre level one labs that test for these kinds of high-level
viruses.
Help from abroad
The World Health Organization (WHO) in a release issued on
June 22, 2014 stated that it and its partners are providing the
necessary technical support to the Ministries of Health of the
three affected Mano River Union Countries, Liberia, Sierra
Leone and Guinea to stop community and health facility
transmission of the virus.
This includes a high-level advocacy meeting with the
governments of the three affected countries to enhance
coordination, information management, and communication,
among others, stated the United Nations organization.
The WHO stated that its Regional Director, in consultation with
the Director General, has established a temporary function of
WHO sub-regional EVD outbreak response Coordinator to
directly support the affected countries with the Coordinator is
based in Conakry, Guinea.
The organization stated that it is organizing a high-level meeting
for the Ministers of Health in the sub-region, technical experts
and key stakeholders to be held from 23 July 2014 in Accra,
Ghana.
The objective is to ensure increased political commitment and
enhanced cross-border collaboration for EVD response activities
among the countries in the sub-region, stated the WHO.
WHO, GOARN, and other partners are also closely supporting
the Ministries of Health in deploying additional experts in the
various specialties (epidemiology, social mobilization, case
management, data management, and logistics, among others) to
support the EVD outbreak response efforts.
The next cross-border technical meeting among the three
countries is planned for 23 June 2014 in Kailahun, Sierra Leone.
Nyenswah disclosed that the government is getting huge
assistance from its partners including the WHO and the United
States Agency for International Development.
We are getting a lot of help; we got a consignment of dozens
of PPEs from USAID just yesterday, were also getting support
from our international partners including the government itself.
There is high spirit in fghting the disease right now, he said.
WHO has stepped up international efforts to support these
three countries because they believe it is the frst time they have
seen these many deaths and had had a toll on the population.
Nyenswah called on all health workers across the country to take
universal precaution to protect themselves against the disease.
We call it the barrier netting methods; that is you must wear
gloves during examination of a patient even if they were not
Ebola, he said.
What we call infection control in health facilities should be
adhered to. So we are calling on health workers across the country
including private and public facilities; clinics and everywhere, to
ensure at the highest standard and level to protect themselves.
Following the reported death of eight persons including a
health worker at the Redemption Hospital in New Kru Town
in Monrovia, two weeks ago, the ministry of health and social
welfare is reporting more than a dozen confrmed Ebola deaths
as of June 26.
Deaths at JFK, Catholic Hospitals
At the John F. Kennedy Medical Center, Liberias biggest
referral hospital, the Cholera Unit at the facility has been turned
into a center for Ebola and was seen busy all day on Wednesday
with patients being brought in. The ELWA and the St. Joseph
Catholic Hospitals are the latest recipient of Ebola cases both
reporting deaths. FrontPageAfrica has also learned that another
patient succumbed to Ebola Saturday at the Catholic Hospital.
Authorities at the ministry of health told FrontPageAfrica last
week that the disease is a national emergency and the government
is taking it with a high degree of seriousness.

The Ebola situation is critical. We are concerned; the reason
its critical is that we are confrming lot of cases including health
workers; so were concerned right now that we are not seeing a
downward trend of this disease yet, said Nyenswah.
Nyenswah disclosed that last Wednesday another health worker
died and it is suspected that he might have been infected with the
deadly virus.
The proprietor of that clinic whom I understand is a physician
assistant died this morning upon admission in the emergency
room, he said.Healthcare facilities; hospital clinics, health
centers across the country; every health worker needs to take
universal precaution on dealing with the situation so that we
dont get more health workers being infected.
Denials hamper awareness
Though the ministry of health has made several announcements
about the disease and created radio messages about the prevention
of the disease, educating the general public seems to be slow.
Many continue to doubt that the disease actually exists.
Outbreak in Guinea, Liberia, and Sierra Leone
The Center for Disease Control (CDC) states that as of June
20, 2014, the total number of confrmed and suspect Ebola
hemorrhagic fever (EHF) cases as stated by the Ministry of
Health (MoH) of Guinea was 390, including 270 fatal cases and
260 laboratory confrmed cases. Active surveillance continues in
Conakry, Guckdou, Macenta, Tliml, Dubreka, and Boffa
districts.
The World Health Organization has stated that as of June 20, 2014,
the Ministry of Health and Sanitation of Sierra Leone reported
a cumulative total of 158 clinical cases of EHF (including 147
laboratory confrmations, 34 of these being fatal cases). Districts
reporting clinical EHF patients include Kailahun, Kenema,
Kambia, Port Loko, and Western. Reports and investigations of
suspect cases continue across the country. Laboratory testing is
being conducted in Kenema city.
The CDC states that the Government of Sierra Leone, WHO, and
CDC have sent experts to aid in the response and investigation.
As of June 22, 2014, the Ministry of Health and Social Welfare
of Liberia had reported 51 overall clinical cases of EHF,
including 34 laboratory confrmations, and 34 fatal cases. All
cases reported in June have been from Lofa and Montserado
districts. Laboratory testing is being conducted in Monrovia,
states the CDC in its update on the disease, which continues to
spread out of control in the region.
CDC is in regular communication with its international partners,
WHO, and MSF regarding the outbreak. Currently CDC has a
4 person team in Guinea and a staff member in Sierra Leone
assisting the respective MOHs and the WHO-led international
response to this Ebola outbreak.
The CDC states that genetic analysis of the virus indicates that
it is closely related (97% identical) to variants of Ebola virus
(species Zaire ebolavirus) identifed earlier in the Democratic
Republic of the Congo and Gabon.
Prevention methods
The CDC states that the prevention of Ebola presents many
challenges because it is still unknown how people are exactly
infected with the disease and there are few established primary
prevention measures.
When cases of the disease do appear, there is increased risk of
transmission within health care settings, states the CDC.
Therefore, health care workers must be able to recognize a case
of Ebola HF and be ready to employ practical viral hemorrhagic
fever isolation precautions or barrier nursing techniques. They
should also have the capability to request diagnostic tests or
prepare samples for shipping and testing elsewhere.
Barrier nursing techniques include:
Wearing of protective clothing (such as masks, gloves, gowns,
and goggles)
The use of infection-control measures (such as complete
equipment sterilization and routine use of disinfectant)
Isolation of Ebola HF patients from contact with unprotected
persons.
The CDC states that the aim of these techniques is to avoid
contact with the blood or secretions of an infected patient.
If a patient with Ebola HF dies, it is equally important that direct
contact with the body of the deceased patient be prevented,
states the CDC.

June 25, 2014: Recent reports confrm the continuance of new cases
of Ebola in Liberia as well as in neighboring Guinea and Sierra Leone.
The cases in Liberia are in Lofa County and Montserrado County/
Monrovia. The U.S. Embassy continues to monitor the situation
closely and to support the efforts of Liberias Ministry of Health and
Social Welfare (MOHSW) in its public health response. Experts
from the U.S. have assisted the MOHSW in diagnosing suspected
cases, tracing contacts, and training medical workers throughout the
country. Although those experts are not currently in Liberia, we are
maintaining regular discussions with the Centers for Disease Control
and Prevention in the U.S. and evaluating the possibility of a team
returning to Liberia.
Our previous recommendations for coping with the transmission of
Ebola virus remain in place. However, following are some of the
more important points about transmission of the Ebola virus and
precautions to protect yourself.
Human to human transmission is only achieved by physical
contact with a person who is acutely ill or who has died from the
Ebola virus or their body fuids.
Transmission among humans is almost exclusively among
caregiver family members or health care workers tending to the very
ill or preparation of the body of a deceased case for burial .
The virus is easily killed by contact with soap, bleach,
sunlight, or drying. A washing machine will kill the virus in clothing
saturated with infected body fuids.
A person can incubate the virus without symptoms for
2-21 days, the average being 5 to 8 days before becoming ill. THE
PERSON IS NOT CONTAGIOUS until they are acutely ill.

US MONITORING EBOLA SITUATION

BATTLING A MENACE
A LOOK AT HOW WEST AFRICA IS COMBATING EBOLA
RABAT, Morocco (AP)
The Ebola outbreak in three West African countries
is already the deadliest to date with 635 cases and
367 fatalities, and is expected to be the longest
on record, as some of the poorest countries in the
world scramble to confront the fatal disease.
The World Health Organization says there is an
"urgent need" to coordinate the response across
the borders and is convening a meeting in Accra,
Ghana on July 1 with the three countries involved
as well as other nations that experienced outbreaks
in the past.
There is no cure for the deadly disease caused by
the Ebola virus which has an incubation period of
two to 21 days and starts with fever and fatigue
before descending into headaches, vomiting,
violent diarrhea and then multiple organ failure
and massive internal bleeding.
Ebola was frst reported in 1976 in Congo and
is named for the river where it was recognized.
The virus can be transmitted through direct
contact with the blood or secretions of an infected
person, or objects that have been contaminated
with infected secretions. The American Center
for Disease Control says the disease most likely
reaches humans from infected wildlife, with fruit
bats being the most likely candidate.
Ebola kills more than half of its victims and
treatment largely consists of keeping the patient
hydrated as the disease runs its course.
Combating Ebola is a matter of stopping its spread
by educating people on how to protect themselves
and isolating the sick and dead since corpses
are still contagious and fguring out who the
infected had contact with in order to isolate them
as well.
GUINEA

The frst case of the outbreak was identifed in
Guinea on March 21 and since then there have
been a total of 396 cases with 280 fatalities as it
has spread beyond the remote rural areas to the
capital city of Conakry. Experts say the outbreak
may have begun as far back as January. Ebola
typically begins in remote places and it can take
several infections before the disease is identifed,
making a precise start date virtually impossible to
pin down.
Education has been the main strategy of fghting
the spread and Guinea has used radio and
television spots telling people how to stay safe
from the disease and urging them to immediately
go to hospitals if they are sick.
One of the main goals is to explain to people how
to deal with the dead: Washing the corpse of a
victim before burial, as is customary, can transmit
the disease.
Volunteers, including survivors of the disease have
been recruited in the campaign to educate people,
which is also targeting community and religious
leaders.
With the help of Doctors without Borders,
treatment centers have been set up in the outbreak
areas and the World Health Organization has
worked to boost the capacity of the labs needed to
confrm the virus's presence.
LIBERIA

Soon after the outbreak was identifed in Guinea,
it appeared just across the border in neighboring
Liberia on March 30, though since then this small
nation has been the least hit with just 63 cases and
41 fatalities.
The Health Ministry has set up treatment centers
and started a public service campaign to slow the
spread of the disease, including training health
professionals to use protective clothing while
forbidding hospitals to turn away patients with
Ebola symptoms.
They also have forbidden possible victims to be
buried without being frst tested and issued a death
certifcate to ensure that there is proper reporting of
who has been affected by the disease and who they
have been in contact with.
SIERRA LEONE

Ebola was identifed in Sierra Leone in late May
just as it had been hoped the outbreak in Guinea
and Liberia was winding down. It has since spread
to at least two districts with 176 cases claiming at
least 46 lives. Like the other countries, Sierra Leone
formed a national task force with daily meetings
and set up treatment centers in the affected areas.
One of the main obstacles to stemming the disease
has been combating popular fears which treated the
disease as a "demonic" affair. In one recent case in
the village of Sadialu, residents burned down the
treatment center over fears that the drugs being
administered to victims were actually causing the
disease.
The Health Ministry has also warned people that
sheltering the infected is a crime and lamented that
people were escaping from hospitals and hiding.
The local press has also highlighted that for the
frst month of the outbreak, the government was
reporting a substantially lower death toll than the
WHO because it was only listing confrmed Ebola
fatalities, rather than suspected cases as had been
the usual practice.
On Wednesday, WHO announced that it was
changing its methodology for reporting Ebola
fatalities just in Sierra Leone at the
government's request, reducing the death toll by
32.

et me begin this keynote address by giving praise and
adoration to God Almighty who is the giver of life and who
have provided us this valuable opportunity to witness such
an auspicious and historical occasion.
Today, I feel profoundly honored and humbled to have been the one
chosen amongst several equally qualifed and outstanding Liberian
intellectuals, professionals, and eminent persons to perform such
a noble and enviable task as keynoter of this 38th Commencement
Convocation of one of Liberias prestigious walls of higher learning.
And so, let me extend appreciation to the President, Faculty and the
Graduating Class for choosing me to perform this duty and I so pledge
to do justice to this honor you have bestowed on me.
Fellow Liberians, today marks yet another historical moment in
our academic history as a nationas we assembled to witness the
graduation of about sixty young Liberians obtaining degrees in
different felds of professional studies with some earning theirs with
higher distinctions. Me and my small delegation are so delighted to be
a part of this celebration.
Today marks the fnal moment of years and months of hard work,
painstaking nights of studies and perhaps years of fnancial challenges
amongst several other obvious diffculties and impediments that
would invariably accompany ones educational sojourn.
My distinguished Graduating class, today, you are reaping what you all
have diligently and courageously sowed proudly earning Associate
Degrees in your various felds of studies that now qualifes and
elevates you as professionals and I should add Liberian professionals.
Your Country must now rely on your contribution to its challenging
rebuilding process.
My dear graduates let me hasten to remind you all that after begging
these degrees; your task have gotten even tougheryou are now
challenged to go out there and show to the world that you are true
professionalsand to demonstrate excellence and dutifulness at your
respective places of work. The onus is upon you to prove to your
nation and people that as professionals you possess the characteristics
and acumens to serve with distinction and pride. To this point, let
me remind you that you have the onus also to ensure that the fag of
LINCOLN College, now your alma matter is raised to the highest
level which then brings me to my topic: Go and Shine the World
Sometime last year on a faithful Friday morning, I encountered a
topnotch U.S. Professor while touring the University of Princeton in
the U.S. and this is what he said to me Education is a light intended
to shine where there is darkness, and light gives hope and energy to
people and places. He continues, Which is why people who acquire
education have the charge to provide enlightenment to the uninformed
and uneducated.an uneducated man is a man walking in darkness
while an educated man is a man walking with light and that light, he
must use to light or shine his home, community and nation.
I couldnt have agreed more with Political Science Professor Jefferson
Wright, who is revered and venerated within the Woodrow Wilson
School of Government for distinction in over thirty-fve years of
service to the Princeton University and state of New Jersey.
My distinguished graduating class, as you walk out of this
commencement hall today, you are charged with the responsibility to
go and shine the world by making meaningful differences in society.
I entreat you to go and be ambassador of change by making right policy
decisions in your respective places of work and not participating into
wrong policy decisions and misgivings that will bring dishonor to you
and the institution you have acquired your education. I challenge you
to be professionals of uprightness, fortitude and rectitude, and not the
reverse.
I challenge you to put your country frst by doing those positive things
that will uplift the country and its people. Demonstrate that you are
professionals by the positive conduct you display in your respective
places of work and domiciles.
Go and shine the world by Letting transparency and integrity be the
hallmarks of your career sojourn. Dont wheel and deal in dark rooms.
Dont connive with fraudsters and corrupt elementsand always say
no to bribe and never relent to expose the giver of a bribe.
Today, our country is sadly grabbling with a horde of quack, half
prepared and Fly-by-night professionals who are grossly harming us
in the different services they are rendering society. Some are doctors,
bankers, lawyers, accountants, builders, engineers and the list goes
on. I implore you to distinguish yourself from them by discharging
your duties with the highest degree of professionalism and honesty.
My distinguished graduates, I entreat and challenge you to go and
shine the world by replacing bad ideals and policies with good and
best practice policies. I admonish you to keep your head buried in the
dictates of professions and keep your focus on learning the regiments
and nuances of your disciplinesand I can assure you all that you
will be masters and lords of your respective professions.
My dear graduates, I will encourage you to strive at all cost to be
professionals par excellencedont put money frst. When you shall
have Learned and know your `career very well; I assure you, money
and other affuence of this world would invariably come your way.
Governments effort on Education:
From the perspective of this government and Administration of
President Ellen Johnson Sirleaf, education remains a major national
priority which is evidenced by the last (2013/2014) budget and current
draft budget (2014/2015) before the legislature where over US$90
million has been allotted to the educational sector.
Today, under this administration about fve community colleges have
been established, they include; the Grand Bassa, Lofa, Nimba, Grand
Gedeh and Bomi counties community colleges. I should inform you
also that Plans are underway to migrate and elevate these community
colleges to regional colleges further heralding the government
seriousness to put education on the pedestal.
I should also remind you fellow Liberians that this government
has transformed the Tubman College to a phenomenon Tubman
University (TU) in Maryland County making it the second state owned
university. I should gladly report to you that the people of Maryland
and other parts of the South East on June, 16, 2014 witnessed TUs frst
commencement exercises with about eighty (80) Liberians obtaining
bachelor degrees in different disciplines. President Sirleaf joyously
served as commencement keynoter assuring the Liberian people that
her administration will do all within its powers and parameter to keep
education on the front burner. The sky is the limit for TU as the school
is now providing hope for the people of the South Eastern region. We
commend the PresidentDr. Elizabeth Davis Russelle and faculty
staff for the fantastic job they are doing at that institution.
Today, under this administration the lowest ranking teachers make
about US$200 and above while higher grades teachers make up to
US$500.00 and more when in the past teachers were making a bare
and unrealistic minimal of LD$1,500.00 which was never on time.
Today, the administration of President Sirleaf can boast of constructing
over 250 schools at different levels with the help of donors partners
thus providing educational opportunities for its citizens across the
country.
And so a lot has been done in the educational sector even though
there are challenges. I can say to you with a straight face that the
government is defantly and relentlessly standing up to the challenges
and is genuinely ensuring that the educational sector is fully reformed
and transformed.
But it beats our imagination when we see opposition politicians
and critics of the administration casting blind eyes on all the good
things that have been recorded in the educational sector under this
administration.
It brings to mind more questions than answers when a certain naughty
politician says the government has done nothing absolutely for
education even though his county, Grand Bassa has a fully operational
community college for the frst time in that countrys history. Can such
politician be taken seriously? Of course Nothis politician is just a
mere noise-maker seeking attention by raising his voice pointlessly
around time.
It is unfortunate and sad that most of our politicians today have
turned mere town-criers and have got no alternative to offer and no
suggestion to make but rather stuck with the decadent and antiquated
style of politicswhich is condemning, condemning and condemning
everything government does including the good things. This style of
politics is certainly preposterous, counterproductive, disingenuous
and sheer madness that must have no place in our society any more.
Politics is about proffering productive arguments and offering

IN COUNTRIES, hit by the deadly Ebola outbreak so far, health
authorities and government are taking drastic and desperate
measures to tackle an outbreak that is becoming more and more
drastic and deadly with each passing moment and each body
count, increasing by the day.
IN GUINEA, where the toll has now reached 396 cases with 280
fatalities since spreading beyond the remote rural areas to the
capital city of Conakry, authorities are focusing on education
as a key means of getting the dangers of the disease out to the
vulnerable population.
AUTHORITIES are encouraging citizens through the use of
radio, television spots and newspapers to caution residents to
stay safe from the disease and urging them to immediately go
to hospitals if they are sick. A key goal in Guinea is to explain
to people how to deal with the dead: Washing the corpse of a
victim before burial, as is customary, can transmit the disease,
for example.
ADDITIONALLY, volunteers, including survivors of the disease
have been recruited in the campaign to educate people, which
is also targeting community and religious leaders, seen in some
quarters as the last hope in the fght by ill-advisedly offering
prayers to victims.
IN NEXT DOOR Sierra Leone, a national task force has been
set up with daily meetings to correlate with treatment centers
in the affected areas. Health authorities in Sierra Leone have
also warned people that sheltering the infected is a crime and
lamented that people were escaping from hospitals and hiding.
THE MEDIA is also playing a major role in reporting and
educating the public about the dangers.
IN LIBERIA HOWEVER, the response has not been impressive.
AUTHORITIES IN FACT, resisted calls to shut down its borders
with regional borders as a precautionary move to curb the disease
from entering Liberia.
IRONICALLY, the frst case of the disease was reported on
March 30, when a woman from crossed into Liberia from Guinea
and passed the virus on to others she came in contact with.
WHILE WE applaud the decision of the Health Ministry to set
up treatment centers to deal with the outbreak, the governments
public service campaign has not been impressive at all.
THE LACK of a strong public relations drive is a key reason
why many Liberians do not believe that the disease is actually
in Liberia.
MORE IMPORTANTLY, the government is not doing enough to
protect health care workers including nurses and doctors from
getting contaminated.
WE HAVE ALSO not heard of any effort being made to train
health professionals to use protective clothing. As a result,
reports have been surfacing of late suggesting that most nurses
and doctors at leading hospitals in the country are afraid to
show up for work and are abandoning their posts. In some cases,
hospitals are turning away patients with Ebola symptoms simply
because they do not have the right gears or measures in place to
deal with the outbreak.
THE MINISTRY OF HEALTHs earlier decision to deny the
existence of the deadly disease in Liberia was a wrong move.
The fact that many Liberians still doubt the existence of the
disease here, and are in fact, of the opinion that it is a money-
making agenda for some in government, speaks volumes.
THE MINISTRY of Health and the government owes it to the
people of this country to step up its game in the fght against
this deadly Ebola outbreak. The denial and lackluster response
so far has allowed the outbreak to reach our city, with principal
hospitals like JFK, Catholic and Redemption among the casualty
list.
IT DOES NOT HAVE to get any worse. We all owe it to
ourselves to take the steps necessary to curb the deadly outbreak
from doing any further damage to our citizens and our nation.
Prevention is so simple, it is the education and communication
we must invest in to nip the outbreak in the butt. A hint to the
wise.

orruption is one of the biggest themes on the lips of Liberians
today. This issue has become prominent in the national
debate because President Ellen Johnson Sirleaf, during her
inaugural address on 16 January 2006, said corruption
will be public enemy number one. Today, the Presidents critics are
judging her by this statement claiming that not much is being done to
prosecute corrupt government offcials. Besides newspapers reports
and talk show callers, one of the groups of Liberians holding the
President accountable to this promise is the Liberia Institute for Public
Integrity (LIPI), which alleges that President Sirleaf spend over two
million US Dollars without accountability. While advocacy against
corruption is laudable and that the people must hold the President
accountable, it seems that some critics tend to ignore or forget the
enormous efforts put in the fght against corruption in Liberia, efforts
for which perhaps corruption has become topical today compared
to the days of previous autocratic regimes that endorsed corruption
as a modus operandi. For instance, Former President Taylor once
assertedthat the civil servants are not being paid, yet they are not
complaining because they go to work every day, pay themselves, and
remain shinning. Yet under Taylorsregime, and the ones prior to,
corruption in the public sector did not become a ubiquitous thematic
debate as is today in the post-confict country.
Why corruption remains intrinsic in Liberia, there are currently more
avenues through which this societal vice can be brutally dealt with in
the interest of the people of Liberia and the state at large. Most of these
integrity institutional frameworks can be credited to the Sirleaf lead
government, and for this, she needs to be commended. First, Liberia
has an independent General Auditing Commission (GAC) that reports
to the National Legislature. Though the GAC was founded during the
leadership of Chairman Charles G. Bryant, Madam Sirleaf was its key
proponent when she headed the Good Governance Commission as
Chair. The commissioners and staff members of the GAC are being
paid handsome salaries from the resources of Liberia. The GAC has
submitted several reports to the National Legislature. The World
Bank is funding the Legislatures Public Accounts Committee (PAC)
Secretariat, which supports the legislative Public Accounts Committee
in scrutinizing audit reports sent to the Legislature to allow the frst
branch of government recommend remedial actions to the Executive
for prosecution of those who may be implicated for misuse, abuse and
plunder of public resources.
To what extent has the Legislature done its part of the job in fghting
corruption by speedily passing on these audit recommendations to the
Executive for prosecution? Can the media, civil society and the people
begin to pressure the National Legislature (the direct representatives
of the people) to do its part of the job as opposed to solely blaming
the Executive for not clamping down on corruption? In the same vein,
can the National Legislature allow its fnancial system and processes
to be audited by the GAC? How can the Legislature come with clean
hands to recommend prosecution against would be corrupt offcials
when the entity itself does not want to be audited? The failure of the
Legislature to allow audit in its backyard for the past nine years brings
the so called frst branch of governments integrity under dark cloud.
Can the Legislature allow an audit of its records?
Second, there exists the Liberia Anti-Corruption Commission which
should serve as a watch dog and hold corrupt offcials accountable. The
LACC was was established in August 2008 to directly investigate,
recommend for prosecution all acts of corruption in all sectors of
government including the private sector and to institute measures
aimed at eradicating the practice and its impact. This body, according
to some critics, is yet to show its actual powers. The commissioners
and staff members are also being paid handsome salaries from
the resources of Liberia. Can the LACC therefore become a robust
entity rather than sitting in offces waiting for corrupt cases? What
mechanisms are there at the LACC to aggressively pursue corrupt
offcials and corrupt public servants? Can this Commission become
an effcient and effective integrity institution? Some critics are not
convinced that the LACC stands out in using the powers given it under
its statutory mandate. In public policy, statutory entities are to enhance
national agenda setting and implementation. In this case, the LACC
has to play a lead and robust role in setting and implementing the
agenda for curbing, if not eliminating, corruption in Liberia. Arguably,
the LACC is yet to step up to its mandate. Can the public, media and
civil society begin to push the LACC to do its work rather than solely
blame the President for corruption in Liberia?
Third, there is the Freedom of Information Act under which the
public, civil society and interested parties can demand information
and documentations from any government entity in the event such
information is needed. The commissioner and staff members are
equally being paid handsome salaries from the resources of Liberia.
Under this law, all Liberians have the right to demand documents and
reports from their public institutions if they feel there is an abuse and
misuse of government resources. Can the media, the civil society and
ordinary citizens take advantage of this law to bring corrupt practices
to the public glare for possible prosecution such that this menace is
curbed or eliminated?
Last, there is the Public Procurement and Concession Commission
(PPCC). This Commission was set up to amongst other things
streamline public procurement process.An ACT establishes the
Public Procurement and Concessions Commission (PPCC) with
oversight responsibility to regulate and monitor all forms of public
procurement and concessions practices in Liberia. The PPCC has the
elaborate mandate of monitoring procurement entities to comply with
the Act of 2005 for all public procurement and awarding concessions,
in order to ensure economy, effciency, transparency and to promote
competition so that Government gets value for money in using
public funds. The commissioners and staff of this commission are,
like other commissions, receiving handsome salaries from the taxes of
Liberia. This Commission was instituted to serve as a hedge against
corrupt practices in the procurement sector of our public sector. Can
the public therefore focus on ensuring that the PPCC processes are
religiously followed rather than solely blaming the President for
failure to fght corruption?
Arguably, all these institutions serve as a quantum and laudable public
policy hedgeagainst corruption. They could take Liberia forward in
winning the battle against corruption, but this can only happen if the
people (public) hold them accountable to their mandates. The fght
against a century old systemic corruption in Africas frst Republic
would not end within a decade. It requires concerted efforts by the
people of Liberia, the government and civil society to ensure that this
fght is advanced in the best interest of the state now and in the future.
Blaming the President alone does not solve the deep seated problem
of corruption. The public, Legislature, Executive and Judiciary must
each do their part, and collaborate, to ensure that the fght against
corruption is taken to a logical conclusion.
Corruption is not unique to Liberia, but this does not mean that Liberia
should remain one of the countries rated with high corruption levels.
Corruption is widespread in western and developed countries. For
example, reporting on a corrupt syndicate at the Sydney Airport, the
Australias Integrity Commissioner, Philip Moss (2003)concluded that
an enduring lesson is that corruption risk will follow opportunity for
illicit proft. Policy designers, and those responsible for governance of
high-risk operating environments, must expect this situation to be the
case, and plan accordingly. Can Liberians use the existing integrity
institutions to push policy designers and those working in high-risk
operating environments to become accountable and transparent?
Least you get me wrong, the President, as Head of State, is under
obligation to fght corruption under her regime, but without the support
of the existing integrity institutional frameworks (GAC, LACC,
PPCC, FOIA, et al.), Liberia may linger in corruption at the hands of
public servants, and the country may remain underdeveloped due to
the lack of accountability and transparency, and abuse and misuse of
public resources. The time is now for all to unite against corruption
rather than blame a single individual (the President) who alone cannot
address systemic corruption in the Republic of Liberia. The debate
about corruption has become prominent today because the democratic
space exists now than before. Let Liberians therefore take advantage
of such space and the integrity institutional frameworks to fght
corruption in all its forms and manners, no matter who is involved in
Liberia, a fragile state still recovering from 14 years fratricidal civil
confict. This is the challenge.

last two days defed
an order from Judge
Blamo Dixon, Assigned Circuit
Judge of the First Judicial
Circuit, Criminal Court A
by holding under emergency
and forceful house of arrest an
Indian national and his fance,
preventing their movement.
On June 27, Judge Dixon
issued a Compulsory Writ of
Habeas Corpus demanding the
Government of Liberia through
the Ministry of Justice, the
Liberia National Police, all
deputies and those operating
under the command to produce
the living bodies of Sunikumar S.
Urendra Kumar and Baagesshree
Bhouen Savani detained in the
custody of the police together
with cause of detention before
the court.
The court also ordered the
Government, the Ministry of
Justice and the Liberia National
Police to produce all money
and passports seized from the
petitioner.
You are further ordered to
produce the living bodies of
the petitioners and all money
and passports seized from the
petitioner and to show cause if
any why the prayer contained
in the petition should not be
granted and appear to this
honorable court on the date
and time mentioned above to
respond to the attached petition
for Writ of Habeas Corpus, and
upon receiving this compulsory
Writ of Habeas Corpus, you
are hereby ordered to turn over
with immediate effect the living
bodies of the petitioners to the
Sheriff of said court by 4:00 pm
today June 27 AD 2014, Judge
Dixon stated in the Compulsory
Writ of Habeas Corpus.
Before the Writ of Compulsory
Habeas Corpus was issued by
Judge Dixon, petitioners stated in
their petition to the court that on
Friday, June 20, 2014 at the hour
of 1:00 pm while on their normal
activities and on their way to
Central Monrovia, Montserrado
County, they were arrested by
offcers of the Liberia National
Police to include specifcally the
Police Support unit (PSU) under
the instructions of the Director
of Police, Hon. Chris Massaquoi
and his Deputy for Operations,
Hon. Abraham Kromah.
Police seizes money
The petitioners also stated
that the police broke into their
dwelling place, put them under
gun point and made away with
money and other valuable items.
On Saturday, June 21, 2014, the
same PSU/LNP offcers under
the instructions of the Director of
Police and all those named above
under his authority broke and
entered into the dwelling place
of the Petitioners in Thinkers
village, Robertsfeld Highway,
in Montserrado County placed
the petitioners under gun point
arrested them and seized from
the petitioners their personal
belongings which include USD
$ 16,900.00 cash which a receipt
was issued to the petitioners
by the LNP to the effect, two
(2) passport belonging to
the petitioners which all of
these items named are in the
possession of the respondents,
the petition stated.
Counsels for the petitioners
prayed the court for the
immediate release of their client.
Wherefore and in view of the
foregoing, petitioners counsels
pray your Honour and this
Honourable court to rule as
follows: Order the immediate
release of the petitioners pending
the disposition of the petition
for Writ of Habeas Corpus; after
a determination of the petition
grant petitioners petition for
the Writ of Habeas Corpus and
release the petitioners without
any preconditions, counsels

Police Compulsory house arrest
Despite the petition and the writ
of compulsory habeas corpus
issued by the court, on Saturday,
the dwelling place of the
petitioner was heavily guarded
by police offcers during the day
and night hours.
At around 9:30 pm
FrontPageAfrica in an effort to
ascertain what was obtaining
visited the compound where the
Indian national is being held
under house arrest but police
offcers prevented photographing
and insisted that reporter leaves
the premises.
When one of the legal counsels
to the Indian, Atty. Sesay
attempted putting two of his
clients bags on a vehicle, the
police prevented and attempted
fogging the private security
guard assigned in the compound
who was taking the bag to the
vehicle.
Again on Sunday morning
during a visit to the compound
the police prevented entry and
again threatened to manhandle
the private security guard if he
allows anyone in the compound
without the police permission.
When contacted, Police
authorities were not available for
comment. Police Spokesperson
Sam Collins promised to verify
the information and get back to
FrontPageAfrica but did not do
so despite numerous calls.
According to unimpeachable
police sources, Interpol issued
a Red Alert for the Indian to be
arrested and transferred to his
home country.
Other sources have hinted
FrontPageAfrica that the
police is keeping the Indian
in close confnement until he
can be turned over the Indian
Contingent of the United Nations
Mission in Liberia to be send
back home.
Prior to the ongoing incident,
the Indian and others operated
a local company, Enrich Gold
resources, Inc when he served as
Manager.
Other sources have indicated that
when the Indian was arrested,
money and other valuables were
exhorted from him by offcers of
the LNP. One source hinted that
police had promise to protect the
Indian prompting huge payments
from his relatives abroad.

he Bureau of Immigration and Naturalization in
Liberia has ordered a full scale investigation into what
it describes as serious breaches to its administrative
procedures and protocols in the wake of a recent leaked
application form purported to belong to Mr. Robert Sirleaf, former
board chair of the National Oil Company of Liberia and son of
President Ellen Johnson-Sirleaf.
According to a news release from the BIN issued in Monrovia
Friday, the immigration bureau lamented that the infringements
have led to the illegal accessing to records, letters, fles and
other documentations, and have already begun to see, fraud
in the form of doctoring of records and forgery of signatures.
We have immediately ordered a full scale investigation into
these infringements which contravenes the ethical value of the
Institution including, the Standard Operational Procedures and the
Code of Conduct section 15.0 that serves as a sentry principle for
the institution, and maintains the highest standard of integrity.
In the last few days, the social media, Facebook has been swarmed
with a purported application form said to belong to Rob Sirleaf,
it said was seeking naturalization to become a Liberian citizen.
The documents include two pages of a letter dated June 2010,
purported to be written by Mr. Sirleaf stating that he is an
American citizen seeking a change of status in consonance with
the Alien and Naturalization Act of Liberia. The second is a form
flled in hand writing requesting adjustment in immigration status.
Mr. Sirleaf, who is rumored to be eyeing the Montserrado County
senatorial elections as an independent, has been unavailable to
address the issue which has reignited the dual citizenship debate
in Liberia.
The Aliens and Nationality Law prohibits dual citizenship except
in limited circumstances.
President Sirleaf in her 2014 annual message heralded the
importance of the Liberia Diaspora community to Liberias
development, stating: A great human capital resource for the
development of this country lies in the Liberian Diaspora.
The President called on lawmakers to give adequate consideration
to the recognition of citizens rights for those persons born as
Liberians, and those born of Liberian parentage who wish to
contribute fully to the development of this country as citizens.
The grant of Liberian citizenship would enable us to draw on
the wealth of fnancial, technical and other resources available to
that category of persons that could be deployed nationally," the
President said.
Article 28 of the Liberian Constitution states that Any person,
at least one of whose parents was a citizen of Liberia at the time
of the Person's birth, shall be a citizen of Liberia; provided that
any such person shall upon reaching maturity renounce any other
citizenship acquired by virtue of one parent being a citizen of
another country. No citizen of the Republic shall be deprived of
citizenship or nationality except as provided by law; and no person
shall be denied the right to change citizenship or nationality.
Acquiring the nationality of a foreign state, with the following
exceptions: Liberian women who automatically acquire a foreign
nationality upon marriage to a foreign man; The minor child (under
21) of Liberian parents naturalized abroad, provided that the child
returns to Liberia to establish permanent residence before the 23rd
birthday; Taking an oath of allegiance to a foreign state; Serving
in the armed forces of a foreign state with the permission of the
Liberian government; Voting in a foreign election.
Voluntarily renouncing Liberian citizenship according to the
procedures set forth by the Liberian government; Chapter 21
gives the following as criteria for revocation of naturalization;
The applicant awarded naturalization did not actually meet the
eligibility criteria; Naturalization was fraudulently obtained;
Naturalization was awarded in error; Residence in the country
of previous nationality for more than two years or in any other
country for more than fve years.
In the case of naturalization awarded to children on the basis of a
father's naturalization, the revocation of the father's naturalization
entails the revocation of the child's naturalization unless the child
has reached age 21.
The upper house of the national legislature is currently weighing
a proposed dual citizenship legislation which some say could spur
Diaspora Liberians participation in the nations economy. The bill
supported by Senators Cletus Wotorson, Jewel Howard Taylor,

Cherue has divided Liberians both at home and abroad.
The leak of the document purported to belong to Sirleaf is
fueling debate from various sectors of the country, prompting the
immigration bureau to alarm that the public scrutinize records,
letters and other documents said to be allegedly taken maliciously
from the fles of the institution with the intent to be doctored
or forged. Wherever possible, we advice that the Bureau be

SANVEE- THE LOVE OF LIBERTY

he dice is cast as the
three leading political
parties in Liberia have
now selected their
candidates to take their respective
parties to the October midterm
senatorial elections.
In 2011, it was the ruling unity
Party, the Congress for Democratic
Change (CDC), the National
Union for Democratic Progress
(NUDP) and the Liberty party that
made up the four top performers in
the election but the NUDP headed
by Nimba County Senator Prince
Y. Johnson that managed third
spot is no longer functional as the
National Elections Commission
through the Civil Law Court has
revoked the license of the party.
As of now, per statistics from the
2011 general and presidential
elections with the NUDP license
now revoked, the frst three
political parties the UP, CDC and
LP made up the top three parties
and all now have their candidates
for the most populous county, the
Montserrado.
For the CDC and the LP, the
candidates went unopposed as
CDC standard bearer George Weah
was the lone candidate during
the primary of the party held in
Buchanan, Grand Bassa County.
Same as Benjamin Sanvee who
was endorsed by the LP Saturday
as its candidate for Montserrado
County.
The Unity Party Ali Sylla defeated
two other contenders for the post in
the UP caucus held Friday making
up the list of big three for the
election although other political
parties are yet to name their
candidates and also independent
candidates are still unknown.
The nomination was accepted by
the Secretary General Jacob Smith
who promised to submit Sanvee
name to the National Election
Commission.
The result was not a surprise, as
many political observers knew
that Sanvee would have been the
party choice, owing to fact that the
Political leader of Liberty Party
Charles W. Brumskine openly
pledge his support to Sanvee ahead
of the partys primary.

senatorial election, Sanvee said.

Sanvee said, the election comes in
a critical junction in Liberia history

doubt and frustration, poverty,
unemployment the lack of political
will and in some cases the mediocre

A senior Liberty partisan
Darius Dillon said that Sanvee
participation in the election is not
for title but rather to serve the
people of Montserrado.
There are some people who just
want the title but they don't want
to do the job Ben Sanvee does not
want the title, Ben Sanvee want to
served, Dillon said.
Dillon said that there are people
in this race who want to use the
senate as a practice ground for
the presidency adding that there
some people in this race for self
protection, for security.
Dillon continues: Ben Sanvee is in
this race to make a difference and

embarrassing you your, candidate
didnt have a college degree this
Dillon didn't have a college degree
or though those who have the
college can not stand in front of

Kaipay Endorsed in Grand Bassa
In Buchanan, hundreds of
partisans and supporters turned
out to witness the endorsement
of Jonathan Kaipay as the partys
aspirant for the upcoming 2014
special senatorial election in
October.
Mr. Kaipay recently joined the
party after he resigned from the
ruling Unity party early this year
claiming that his resignation was
because his aspiration of political
ideology with the party was faded.
Kaipays endorsement met
overwhelming support as many of
the delegate say he can bridge the
gap between the aboriginals and the
elite. For Kaipay he described his
preferment as the coming home of
the prodigal son and sais he brings
to the party a wealth of experience
having worked in the private
sector, church and international
community and is credible albeit
the level of work hes done with
the United Methodist Church.
Mr. Kaipay is the current Director
of the United Methodist Church
Department of Community
Services but his critics have
slammed him for riding on the
churchs progress to establish his
political relevance.
Already, pundits and political
observers have rated him along
with incumbent, Senator Findley
as the two top contenders for the
2014 race.
The LP Grand Bassa convention
went quit smooth as many were
already aware of the endorsement
and reactions from delegates
suggested that there were no
issues.
Senator Nyonblee Kangar-
Lawrence and Representative Jeh
Byron Browne who are lawmakers
of Grand Bassa County and senior
members of the party said Mr.
Kaipay will help them form a
strong team that will help rescue
the county and prepares the party
for the 2017 general elections
which the LP is hoping to claim
the presidency.
At the primary, there was no Cllr.
Brumksine although it has been
clear that he supports Kaipay.

parties in Liberia are
preparing to faceoff in a midterm
senatorial election, which will
help to determine which party is
on the right path to clinching state
power to succeed incumbent Ellen
Johnson Sirleaf whose term of
offce expires in about three years.
The main opposition Congress for
Democratic Change led the way
with primary across the country,
electing candidates to represent the
party and the ruling Unity Party has
taken another approach, this time
using the caucus system where
delegates are provided the task of
deciding amongst candidates who
have expressed interest in the race.
The nationwide caucus of the
ruling Unity Party has shown
some interesting results with the
Party Chairman, Cllr. Varney
Sherman and former Minister
of State for Presidential Affairs,
Morris Saytumah leading the list
of individuals expected to take
the party to the ensuing 2014
senatorial election.
Sherman won unopposed in Grand
Cape Mount County and is now
preparing to show political strength
with the Congress for Democratic
Change (CDC) Dr. Foday Kromah
and incumbent Abel M. Massaley,
amongst others.
A presidential candidate in the
2005 general and presidential
elections, Sherman will go all out
for the fght as a failed senatorial
bid could take a dip at his political
career. His critics say should he
fail to win in his own backyard,
it means he is not a political force
nationally and could mean an end
to his political future.
Saytumah, a onetime untouchable
member of the Ellen Johnson
Sirleaf regime where he was a
major player in major decision
making at the Executive Mansion
is fghting to make his way to the
National Legislature.
He succeeded in frustrating
incumbent Lahai Lassana to resign
from the ruling party, giving him
easy ride in winning the Unity
Party caucus.
Sylla to test Weah
Newcomer Ali Sylla also won
the Montserrado caucus for the
UP and has a mammoth test of
contesting against soccer legend
George M. Weah and the Congress
for Democratic Change.
Weah and the CDC have won
wider votes against other political
parties in two successive elections
in Montserrado County-2005 and
2011. Sylla the Unity Party will
have a heavy task at hand come
October senatorial election.
In 2005, the CDC won both the
junior and senior senatorial seats
of Montserrado and again during
a by-election after the death of
Senator Hannah Brent, Geraldine
Doe Sheriff of the CDC edged
out Clemenceau Urey of the UP.
In 2011, the incumbent Geraldine
Doe Sheriff of the CDC won re-
election.
In Margibi County, Edna Lloyd
defeated Bill Sharpe to be named
the UP torchbearer for the county.
Gbarpolu in dispute
In Gbarpolu County, the process
experienced bottleneck after
Gertrude Lamin who recently
resigned from the UP, joining the
Liberty Party before withdrawing
her letter of resignation was
pronounced winner of the caucus
but according to some delegates,
the process was manipulated by
President Sirleaf.
One angry Gbarpolu Unity
party partisan who walked into
the offces of FrontPageAfrica
expressing his anger at the process
on the basis of anonymity said
delegates at the caucus wrote
a period endorsing incumbent
Senator Theodore Momo but said
while the process was ongoing
the head of the caucus committee
allegedly received a call from
President Sirleaf to manipulate
the process which led to the
announcement Representative
Lamin as the winner.
According to information
President Sirleaf infuenced the
withdrawal of Representative
Lamins resignation from the Unity
Party because she had opted for the
lawmaker to contest the senate seat
on the party ticket.
Carbah whips Kupee
In Lofa County, incumbent Sumo
Kupee was defeated by former
head of the Liberia National Social
Security and Welfare Corporation,
Francis Carbah.
The pending election will be
Carbahs frst taste of legislative
politics and Kupee who has been
in offce for eight years now might
not let go his ambition to retain his
seat.
The defeat of both incumbents
J.S.B Theodore Momo Jr. and
Kupee could bring further split in
the Unity Party as the two might
opt to contest as independent
candidates or fnd new political
parties. Already, Senator Lahai
Lassana of Bomi County, sensing
that the emergence of Morris
Saytumah might lead to his defeat
in the party caucus, resigned from
the Unity Party recently.

In Nimba County, the head of a
local hospital, Peter Weatuo will
face incumbent Prince J. Johnson
as he won the Unity Party caucus
defeating Dr. Kaider R. Dahn and
current Assistant Superintendent

by 9 votes to 5.

iberias economy will expand at a slower pace this year
as growth in the iron-ore mining industry has eased,
according to the countrys central bank.
Economic growth will probably slow to 5.9 percent
from 8.7 percent last year due to the slowdown in the growth
pace of the mining sector, Jefferson Karmo, the Central Bank
of Liberias acting head of the research, policy and planning
department, said in an interview. Infation jumped to 8.8 percent
in the frst fve months of the year from an average 7.6 percent last
year, he said.
The West African nation gets most of its income from mining,
with ArcelorMittal, OAO Severstal (SVST) and China Union
operating iron-ore mines in the country. Gold and diamonds are
produced by small-scale miners, with diamond output reaching
17,623 carats in the frst quarter, according to central bank data.
Increased iron-ore output and an acceleration in public and
private investment helped propel growth in Liberia last year, the
International Monetary Fund said in April. Sesa Sterlite Ltd. will
cut the size of its iron-ore project in Liberia by 80 percent after
approval delays halted plans to build infrastructure.
The Liberian dollar has gained 6.6 percent against the U.S. dollar
this year. Both currencies are widely used among the population
of about 4 million people.

he Government of
Liberia has come to
the rescue of rubber
planters in Liberia with
the continuous nosedive recently
in the rubber industry in terms of
price on the World Market.
The government through the
Central Bank of Liberia has put
together a credit stimulus package
in the amount of US$5Million
and L$129,750,000 to facilitate
the resuscitation of the Liberian
rubber sector.
Making the disclosure to
representatives of the Rubber
Planters Association of Liberia
(RPAL), CBL Governor Dr.
J. Mills Jones on Friday June
27, 2014 said the action was
predicated upon the dire straits
created by the fall in the price of
rubber, which is having a toll on
rubber planters and workers in
the industry.
Recently the rubber sector,
which is a very important
part of the Liberian economy
contributed signifcantly to
the employment and growth
has experienced sharp drop in
income due mainly to the fall
in the price of rubber, said Dr.
Jones.
Continued the CBL Governor:
This has posed a serious
challenge to the Liberian rubber
farmers in maintaining their
operations. In view of the serious
implications on the economy,
from the fall in the price of
rubber, the government of
Liberia saw it ft to timely assist
the affected rubber farmers.
Accordingly, the government
through the Central Bank of
Liberia is arranging and I believe
weve almost concluded the
facility for the commercial banks
in the amount of US$5Million as
a credit stimulus for on-lending
to active farmers who are
members of the rubber planters
association of Liberia RTUL.
Stressing the importance
of resuscitating the rubber
industry at such a time when
the industry is in serious need,
Dr. Jones said the government
has a responsibility to keep key

said the government had to
act swiftly to avert a potential
national emergency.
The government of Liberia and
in particular the President H. E.
Madam Ellen Johnson Sirleaf,
saw that the crisis was brewing
and extreme condition requires,
extreme responses; the president
decided that it was prudent that
the government respond in a
decisive way, he said.
This has been and is a perfect
example of interconnectivity;
when our people are hurting,
this government decides it is
important to respond quickly,
respond forthrightly and respond
decisively and that is what is
happening. It is the governments
way of showing its frm support
to the rubber planters and a frm
support for the industry.
Responding to the GoLs
effort to respond to the needs
of rubber planters across the
country, the head of the RPAL
Mr. Billy Garnett said the
industry continues to face huge
challenges due to the drop in the
price of rubber industry which is
on the mends following years of
civil confict that also left scars
on the sector.
Weve made many attempts at
the RPAL along with the banks
especially LBDI, the national
bank to ensure that we could
secure fnancing for the farmers.
While we were in the process
of doing this, the world market
slummed again and this began
in 2011, rubber price peaked at
about US$2500 per ton, said
Mr. Garnett.
During that time, most of the
farmers took the surpluses and
reinvested these surpluses in
new planting in new housing,
sanitation for the workers. So,
no one in their wildest dream or
farmer for that matter thought that
we were going to be prepared for
such a major crisis and when this
crisis came, it came suddenly.
The price continues to come
down but beginning November
of last year, it just took a deep
fall.
He said the rubber industry in
Liberia continues to contribute
in its export of raw rubber to
factories around the world but
Liberians are still not feeling
the impact of profts earned by
these companies even though the
country is a major contributor
to the rubber industry. He said
throughout his life he has only
known Liberian rubber sector
workers to be static in a particular
state with not improvement,
something he said that has
to change. He thanked the
government for the intervention
calling it timely.
It is not that the industry is
not making money, the rubber
industry is making money; if you
check the world market, the tyres
companies are making a huge
windfall proft right now but
unfortunately we in Liberia are
not feeling that impact because
this proft is not being passed
on, he said.
We are a major employer; we
are a foreign exchange earner
if we didnt do something we
would see this sector fall. We
have all of this rubber that is
now maturing and we have a
situation where we do not have
medium to long-term fnancing
and governor I must admit to
you, this is the frst medium to
long-term fnancing that weve
seen for a long time.
Speaking on the challenges faced
by the industry Mr. Garnett said
the last major planting of rubber
in Liberia was in the late 1950s
and since then there has been
not been a signifcant amount of
fnancing to the sector.
There has not been much
after the Coup in 1980 and after
the war fnancing to the sector
basically became non-existent
(medium and long-term), he
said.
Of late, Firestone came in
2006 after the election of this
government and began what we
call the rehabilitation process
and since that process began
we have planted approximately
40,000 acres of new rubber. If
you go into the central belt upper
Montserrado, Margibi, Bong,
Nimba youll be surprised to
fnd the amount of rubber (not on
the main road but) in and all this
requires fnancing.
The head of the Liberia Bank
for Development and investment
which will serve as the facilitator
for lending the money to rubber
farmers, Mr. John B. S. Davis
said the farmers will have to
repay the loan over a period
of time in order to sustain the
program.
Our appeal to your workers
and the stakeholders who also
depend on you for sustainability
is that we hope and pray they will
continue to give you the support,
so that what is being initiated
today, as a small stimulus facility
of around one and a half million
US dollars equivalent will grow
into tens of millions of dollars
and will see the full resuscitation
of the rubber sector not just in
the context of producing rubber
but more in a critical perspective
of value added dimension, he
said.

Liberia for Liberians, Mr.
Best observed that foreigners
are taking over the resources of
the country and cautioned that
such trend needs to stop.
Said Mr. Best Many of the
nations assets, including huge
tracks of agricultural land,
petroleum blocks and mineral
block, are being assigned to
foreign conglomerates with no
Liberian participation. In any
country around the world, these
are among their most treasured
assets. If the people are not
partakers in the benefts of
these assets, such countries and
peoples are doomed to poverty
and inevitable confict.
He said that leading Liberian
families are leasing their prime
properties to foreign business
people for 30 to 60 years,
mortgaging the future of their
prosperity for pittance.
Best called on the Government
of Liberia and President Sirleaf
to reverse what he described as
disturbing and dangerous trend
and ensure that Liberians take
ownership of their resources.
The Liberian government
and its President, madam
Ellen Johnson Sirleaf, should
immediately reverse this
disturbing and dangerous trend
and ensure that the Liberian
people take substantial
ownership in all the nations
land, mineral, petroleum and
other assets, Best cautioned.
Bringing Liberians in money
economy
The Media executive noted
that there must be efforts to
bring Liberians into the money
economy by empowering them
through partnership.
Best further said In order to
bring Liberians into the money
economy and establish a strong
Liberian middle class, every
company that is investing in
Liberia, from merchandize
trading to real estate and
industrial enterprises, should
have at least one substantive
and credible Liberian partner.
According to Best, even
the presence of one of the
largest United Nations Peace
Keeping Mission in Liberia
did not beneft Liberians but
foreigners, warning that it is
time for Liberians to take over
their own resources.
He disclosed that foreigners
were the ones who sold goods
and services to UNMIL and
also housed them in buildings
these foreign business people
rushed to build on the very
lands leased from Liberian
families and churches.
We cannot and must not
continue to allow foreigners
to come here with nothing and
become rich off our resources,
while our people remain
perpetually poor, deprived and
powerless in their own rich
country, Best warned.
Best indicated that Liberians
and churches that leased the
lands to these foreigners had
enough assets to the banks
and borrow the money to put
up buildings but they lacked
the vision, creative energy and
patriotism to do so.

political institution
that will embody what
we believe in requires
the courage to let go some
of the things that may have
created bad blood among us
as partisans and citizens of this
county, Jeh Byron Browne,
a prominent fgure of Liberty
Party told delegates few
minutes after Liberty Party
offcially endorsed Jonathan L.
Kaipay as its aspirant for the
upcoming special senatorial
election this year.
Mr. Kaipays endorsement has
been a long time coming.
It was so predictable that even
his critics could not argue
about the possibility despite
the fact that he joined the party
less than a year ago. In fact,
Kaipay, a former Unity Party
partisan, switched from the
ruling party to one of Liberias
major opposition political
parties, sparked a major debate
in the county amongst political
observers.
On Saturday, , hundreds
of delegates from all fve
electoral districts of the county
converged on the Fair Grounds
at the Unifcation Pavilion to
show their attestation for the
partys decision to carry Mr.
Kaipay to the election as its
aspirant.
The weather was unfriendly;
the heavy down pull of rain
prevented even those who
could had been loitering to
stay tucked in their seats as the
Liberty Partys Grand Bassa
Chairman announced Kaipay
as the winner of the white
ballot primary or caucus
convention for the 2014 special
senatorial election.
Accepting the endorsement,
Mr. Kaipay said he was
overwhelmed to be selected
after eight months of
discussions and negotiations
with the party and adding that
hes ready to humble himself
and work to build a team.
Dressed in white African attire,
he described his political
experience as the prodigal
son and claimed to have
brought a wealth of experience
to the party.
Today, we return home and
we are happy for the raising
welcome, he told the audience
as they cheered with hand claps
and shouts which interrupted
his next sentence. The fact
that you have welcome us,
we want to use this occasion
to inform you that Liberty
Party is prepare to produce the
two senators for Grand Bassa
County, added Mr. Kaipay as
the applauds heightened.
Despite Kaipays endorsement,
some supporters and pundits
were quite wary about the
level of support he might get
from the partisans across the
county. But the turnout at the
endorsement program showed
hes winning the ordinary
partisans support.
Already, the political leader of
the party seem very fond of him
so as Senator Nyonblee Kangar-
Lawrence but Representative
Jeh Byron Browns Unifying
speech openly confrmed
that he supports his political
institutions choice.
Senator Kangar-Lawrence
said it was time the leaders of
the party work as a team and
identifying Kaipay as one of
the teams member will ensure
they work for the people of
Grand Bassa County, but she
was also quick to caution her
partisans.
Every time we make a decision
and we are not committed to it,
we suffer because everything
that comes today might not
impact your future so you need
somebody that will make an
impact that will help you in the
future and just not today, said
Senator Kangar-Lawrence.
Reacting to Kaipays
endorsement several delegates
said the Liberty Party aspirant
is cable of bridging the gap
between the aboriginals and the
elite something they say will
rescue Grand Bassa County.
Browne used the occasion
to call on all LP partisans to
who may have decided to stop
supporting the party because of
some bad blood to come back
to the party and support the
partys aspiration of claiming
the senate seat this year and
prepare for 2017general
elections.
Let us refect on those great
ideas that brought us together
in the beginning and take
a bold step in the direction
of reconciliation. We have
suffered too long doing political
work not to be able to form the
next government comes 2017
but the realization of that noble
dream starts now, Hon. Byron
told the delegates.

vernacular, one elder said he
was on the fence but is now
sure of where his vote would

#1 said: Dont drink too much
liquor, because liquor will carry
you two ways. He however
warned Kaipay not to be
reluctant but should campaign
to lure more supports.
But Kaipay has often boasted
of his successes with the United
Methodist Church Projects,
claiming that he has helped
raised and managed over US$8
Million to impact the lives of
Bassonians (People of Grand
Bassa) albeit he has what it
takes to serve as a senator for
the very people.
We can assure you that with
the level of commitment that
we have demonstrated in our
work places over the past few
years, we can promise you
(people of Liberty Party) that
commitment will be exhibited
in our lives in this party, Mr.
Kaipay assured partisans of LP.
He called on people from all
sectors of the county to support
the struggle for the total
liberation of the county adding
that his preferment by the party
as an aspirant is the beginning
of the party success ahead of
the 2017 general elections.
The Liberty Partys aspirant
will now face the daunting
task of unseating incumbent
senator, Milton Gbehzongar
Findley.
Kaipay lost to Senator Kangar-
Lawrence in the 2013 but the
recent political romance they
shared has helped Kaipay
to sail through the party and
established him as a formidable
force.
Senator Kangar-Lawrence
stressed that Liberty Party is
optimistic about including
individuals who are committed
to impacting the lives of
Bassonians and it is part of
their mandate to scout young
people who have the capability
and vigor to work.

is a team that will always look
back for the people, a team
that will know the needs of
the people, and team that will
deliver, and we are sure that

a scene of excitement
on Saturday when
the Central Bank of Liberia
launched the opening of a bank
for the locals of the county called
the Gbarpolu Rural Community
Finance Institution.
At an elaborate ceremony
attended by offcials of the
county administration, traditional
leaders, women and youth groups
and citizens of the County, Mrs.
Bendu Jah, President Rural
Women, Gbarpolu County was
overwhelmed with joy as she
spread her lappa on the foor
for CBL governor Dr. J. Mills
Jones to walk on, calling him the
new Egwe (Name for a Nigerian
Chief).
We are so happy today, the
women of Gbarpolu, for the
frst time in history of Gbarpolu
County, the rural women, they
never had anything to do, but
today, the rural women can make
their business, she said.
Our great father please stand
on this lappa, we want to honor
you today. Since I was born in
1960, this is my frst time for a
governor of Liberia to remember
the rural area. I want to talk to
you today, they have so many
detractors, people will tell you
dont do this, dont do that, but
I want you to remember, that the
step that you have taken, there is

County Allen N. Gbowee said the
bank would bring added value in
terms of economic growth to the
county. He said citizens of the

Many times when we sit
and talk, we talk about the
possibilities that we see in our
country; Liberia is a land of
possibilities. We should not be
negative. We can do things when
we put our minds to it and we
can get it done, he said.
We dont have to wait for
others to do for us, what we can
do for ourselves. For too long we
have been waiting; waiting for
signal from outside, waiting for
others to hold our hands in order
for us to move. I think that after
167 years, we can stand up and
we can walk on our own.
He said the CBLs effort to
improve the living conditions of
the ordinary Liberia is a vision
that is shared among the banks
executives and its board of
governors.
The work that we are doing at
the Central Bank with the strong
support of the board, refects
our commitment to our country
Liberia, he said.
It refects our commitment
to change. It refects our
commitment to progress. It
refects our commitment to say
loud and clear, that business as
usual has not gotten us anywhere
and therefore, we must do
something differently. We are
working in order to have an
impact on the lives of the people
of Liberia and we will measure
our success by the extent to
which we can have that impact
on the lives of the people of this
country.

he said, We are not just going to
count growth rate, no, we want
to see how we lift ourselves out
of poverty and how we improve
the standard of living of our
people. That is how we must
start success.

Bayo said the bank will provide
a wide range of services to the
people of Gbarpolu and will
be a major contributor to the

a series of deadly attacks,
Secretary General Ban Ki-
moon said Saturday.

Nairobi, he said he had talked
with Kenyan President Uhuru
Kenyatta "at length" about
how the UN and Kenyan
government can work together
in countering "heinous" attacks.
"(The) UN is determined
to work together with the
Kenyan government in helping
enhancing the capacities
of the Kenyan government
and many African countries
who are suffering from this
international terrorism," he
said, although he did not give
further details of what form any
assistance might take.

Darfur rebel leader,
who experts said was
responsible for some
of the deadliest attacks
against Sudanese forces, has been
killed in action, state-linked media
said on Sunday.
North Darfur state governor
Osman Kbir announced the death
of Ali Karbino on Saturday,
said the Sudanese Media Centre
(SMC) which is close to the
security apparatus.
"He was killed" along with his feld
commanders when government
troops repulsed their attack on Al-
Guba, in Kutum district northwest
of the state capital El Fasher, the
SMC said.
It added that the movement has
now "lost all its leaders".

NAJAF Iraq (Reuters) -
N
ajaf is far from
Baghdad's palaces
and the battlefelds
of northern Iraq. Its
mud-brick houses, dirt alleys and
concrete offce blocks project
little in the way of strength
or sway. But it is here, where
Iraq's most infuential clerics
work from modest buildings in
the shadow of a golden-domed
shrine, that the country's future
is being shaped.
Over his past three Friday
sermons, Iraq's top cleric, Grand
Ayatollah Ali al-Sistani, an
ascetic 83-year-old of almost
mythological stature to millions
of followers in Iraq and beyond,
has seized his most active role in
politics in a decade.
From his spartan offce in the
holy city of Najaf, down an
alleyway protected by armed
guards, Sistani has asserted his
dominance over public affairs,
demanding politicians choose a
new government without delay
and potentially hastening the
end of Prime Minister Nuri al-
Maliki's eight-year tenure.
The cleric, a recluse who favors
a behind-the-scenes role, kicked
off his newly assertive stance
on June 13 with a call for Iraqis
to take up arms against a Sunni
insurgency - the frst fatwa of its
kind in a century, clerics familiar
with Sistani's thinking say,
motivated by his fear the state
faced collapse.
Tens of thousands of men have
heeded the call, bolstering an
army that at times seemed close
to implosion. Sistani's appeal
for an inclusive government has
further been seen as an implicit
rebuke of Maliki, even by some
of the premier's supporters.
On Friday he called on political
blocs to choose a prime minister,
president and speaker of
parliament by July 1, meaning
Maliki could be replaced within
days.
"Today, the roadmap is clear
and there is a timetable. It's as if
Sistani has put all the parties in a
corner," a Shi'ite lawmaker said.
The fatwas also carry risks, both
in the near and long term. Sunni
leaders say Sistani's call to arms
infamed the confict. And, more
broadly, the fatwas revive an old
question of what role Najaf's
clerics, who traditionally keep
their distance from politics, will
play in affairs of state.
"He gave a fatwa the Shi'ites
never had for 90 years or more.
He will not retreat. He wants
to have a role," said a Western
diplomat with strong knowledge
of the clerical establishment. "It
would be seen as irresponsible
for him to pull back after issuing
such a fatwa."
The Shiite lawmaker, who has
good relations with the clergy,
put it succinctly: "Sistani is the
driver now."
LONG MEMORIES
Shi'ites are required to choose
a senior cleric, known as a
"marjaa", to emulate, usually
one who has attained the top rank
of grand ayatollah after many
decades of study at either of the
two great seminaries, in Najaf,
Iraq or Qom, Iran.
Sistani is chancellor of the
thousand-year-old Najaf
seminary, the most senior of its
four grand ayatollahs, and the
most widely emulated in Iraq. To
the millions who follow him, his
Islamic legal opinions, or fatwas,
are beyond question.
Mohammad Hussein al-Hakim,
whose father is another of
Najaf's four top clerics, reaches
deep into history to describe the
threat Shi'ites now feel from
the hardline Sunni Islamists
spearheading the insurgency.
Two centuries ago, puritanical
Sunnis rampaged through the
holy city of Kerbala north of
Najaf. Without the clerics'
intervention, Hakim said, history
might have repeated itself.
"Now the capabilities are
bigger, the destructive forces
are stronger, and the destructive
ideas are greater," he said at the
offces of a charity for orphans
fnanced by his father.
He listed abuses and atrocities
committed by the Islamic State
in Iraq and the Levant (ISIL),
the al Qaeda splinter group
spearheading the insurgency:
Tombs have been razed, Shi'ites
murdered, mosques sacked.
"They will leave no culture or
values behind," Hakim said.
"Their behavior is monstrous."
During interviews with Reuters,
clerics also invoked the 7th
century assassination of Imam
Ali - a central fgure in Shi'ite
history who is buried in Najaf's
golden-domed shrine - and the
British occupation of Iraq during
World War One to illustrate the
depth of their current fears. But
most Shi'ites do not need to look
back that far to recall severe
persecution.
Former President Saddam
Hussein, a Sunni ruling over a
country with a Shi'ite majority,
banned pilgrimages to Najaf
and Kerbala, assassinated Shi'ite
clerics and made sure the holy
sites like Najaf languished in
neglect and poverty.
Since the U.S. army toppled
Saddam, Shi'ites have risen
to power on the basis of their
numbers. For all the corruption,
waste and sloth of the post-
Saddam state, many see attempts
to undermine it as a threat to
return Iraq to a dark past.
Thaer al-Khateeb, a 56-year-old
fabric seller who works down the
street from the Imam Ali shrine,
said Sistani's fatwa had saved the

in the capital on Sunday,
police and witnesses said on
the frst day of Ramadan, the
Muslim fasting month when
insurgents had warned they
would stage attacks.
The government and African
Union peacekeepers have
stepped up security to try
to prevent assaults during
the month by the Islamist
al Shabaab group, which
has waged a seven-year
campaign to impose its strict
interpretation of Islamic law.
Two traffc police men were
gunned down by militants
on Maka al Mukaram road, a
major thoroughfare through
the center of Mogadishu, the

commander of traffc police,
Ali Hirsi, told Reuters. "The
attackers escaped," he said.
In a northern district of the
city, a soldier was shot dead by
men with pistols, shopkeeper
Ali Abdullahi said, adding it
happened on the street outside
his store.
Al Shabaab has a strong
presence in the north of the
capital, residents say.
The group claimed
responsibility for all three
killings. "This marks the
beginning of our operations.
More are to follow," the
spokesman for al Shabaab's
military operations, Sheikh
Abdiasis Abu Musab, told
Reuters.
Another al Shabaab spokesman,
Sheikh Ali Mohamud Rage,
had said on Saturday that the
extra deployment of African
Union and Somali forces
would not be able to halt their
operations.
Al Shabaab also staged a series
of gun and bomb attacks last
year during Ramadan, when
Muslims fast from dawn to
dusk.
In the past year or so, al
Shabaab has killed dozens
of people in guerrilla-style
assaults in Mogadishu, on
U.N. offces, the presidential
compound, parliament and the
courts.
The government, which is
trying to impose order on a
nation that has been ruined
by more than two decades of
confict, has said it wants more
international training and other
help, and has also improved
coordination between its
security agencies.
"The security situation
remains unpredictable," the
U.N. special representative
for Somalia, Nick Kay, told
Reuters in Nairobi on Saturday.
He noted the government's
warning about attacks during
Ramadan, saying it was
"apparently a traditional period
of al Shabaab activity."
BACK IN PLAY
After years off-stage, Iraq's Sistani takes charge

of Sistani's involvement may be
to speed up the formation of a
new government - a process that
took about nine months the last
time it was attempted in 2010 -
potentially hastening the end of
Maliki's premiership.
Sistani's call on Friday for
politicians to choose a prime
minister by July 1 left no doubt
the crisis had compelled him
to take his most active stance
since the early days of the U.S.
occupation, when he successfully
pushed in 2004 for early elections
and a constitutional referendum.
The move piles pressure on
Maliki, who many Iraqi and
Western offcials blame for
alienating Kurds and Sunnis and
failing to forestall the insurgency.
In his second sermon after the
crisis erupted, Sistani called for
an inclusive government, which
some fgures across the political
spectrum saw as a signal the
prime minister should go. "The
door was closed on Maliki," the
Shi'ite lawmaker said.
Another offcial from Maliki's
ruling alliance acknowledged
Sistani's statements implied
criticism of the prime minister's
policies, but said the top cleric
was not trying to oust him.
"Sistani doesn't want to get
involved in who is the next
prime minister, but there has to
be progress," he said.

agree on one thing in the
wake of the heavy ban
imposed on Luis Suarez for his third
biting incident: the Uruguay and
Liverpool striker needs help.
Suarez returned to Montevideo
early Friday, arriving too late to
see the president of Uruguay and
hundreds of fans who had gathered
the previous night to give him a
hero's welcome despite his World
Cup banishment.
In Rio de Janeiro, FIFA secretary
general Jerome Valcke said a third
biting incident in Suarez's career
was "unacceptable."

iego Forlan isn't ready to
announce his retirement
from international
football, even though he
knows that at his age the clock is
certainly ticking.
The 35-year-old Forlan, who was
voted the top player of the 2010
World Cup, played sparingly this
time for Uruguay each time as a
substitute for Luis Suarez.
He played an hour in a 3-1 loss to
Costa Rica in a group game when
Suarez was still recovering from
knee surgery, and 53 minutes in
Saturday's 2-0 second-round loss
to Colombia, when Suarez was out
suspended for biting Italy defender
Giorgio Chiellini.
The loss to Colombia knocked the
2010 semifnalists out in the round
of 16 in Brazil.

victory thanks to a strike from
Wesley Sneijder and a Klaas-Jan
Huntelaar penalty
Netherlands staged a dramatic
late comeback on Sunday to win
2-1 and ensure that Mexico's
World Cup last-16 hoodoo
continued.
Leading 1-0 with two minutes
remaining in Fortaleza on
Sunday, Miguel Herrera's men
stood on the verge of reaching
the last eight of the tournament
for the frst time since 1986,
having exited in the second
round in each of the past fve
fnals.
However, substitute Klaas-
Jan Huntelaar played a leading
role in turning the game on its
head, setting up the equaliser
for Wesley Sneijder in the 88th
minute before converting a
stoppage-time penalty after
Rafael Marquez was adjudged
to have brought down Arjen
Robben.
It meant heartbreak for Mexico,
who had taken the lead through
Giovani dos Santos' fne strike
three minutes after half-time,
and for long periods it looked as
though the Dutch were wilting
in the scorching 38-degree
(100 degrees Fahrenheit)
temperatures.
But Huntelaar, introduced in the
76th minute to replace Robin van
Persie, headed Robben's corner
into the path of Sneijder to rife
home.
The Schalke striker then sent
Guillermo Ochoa the wrong way
from the spot to seal Netherlands'
passage to the quarter-fnals and
ensure Mexico's last 16 curse
was extended.
Van Persie returned from a one-
match ban and slotted straight
back into Louis van Gaal's
starting XI. Van Gaal was forced
into a change in the ninth minute
when Nigel de Jong was replaced
by Bruno Martins Indi, although
signs of any injury were unclear.
Mexico, who had Carlos Salcido
back in place of the suspended
Jose Juan Vazquez, had the frst
sight of goal in the 17th minute

that has won all four of its
matches so and is being led
by the increasingly confdent

Following the frst of two cooling
breaks in which the players took
on fuids to combat the searing
temperatures, Mexico went close
again just before the interval,
Dos Santos seeing his effort
saved by the legs of Cillessen.
The Dutch were denied a penalty
of their own in stoppage time,
Robben going down under a
challenge from Hector Moreno,
but once again the match
offcial waved play on, with the
latter carried off on a stretcher
following the incident.
Mexico made a fying start to
the second period, Dos Santos
lashing a bouncing ball into the
bottom right-hand corner from
25 yards three minutes after the
restart.
Peralta threatened a second eight
minutes later, but Cillessen was
equal to his curling effort from
just outside the box.
Netherlands came close to an
equaliser in the 58th minute, but
Ochoa made a superb reaction
stop from Stefan de Vrij, tipping
the ball onto the post after the
defender met Robben's corner
four yards from goal.
Sneijder then saw his 18-yard
strike defect narrowly over the
bar.
Ochoa was called into action
again in the 74th minute, rushing
from his line to deny Robben
as the Bayern Munich man
bore down on goal, while Vlaar
headed the resulting corner over
the bar from six yards.
Then came the late drama.
Robben's corner was headed
back into the centre of the area
by Huntelaar, and Sneijder met
it unchallenged to lash a shot
into the bottom corner past a
motionless Ochoa.
And deep into the extended
injury-time period - brought
about due to the essential water
breaks during the clash - Robben
was again the architect, driving
into the area before turning
inside Marquez, who clipped
the winger with an oustretched
foot to concede a penalty which
was swept home stylishly by
Huntelaar.<
The victory keeps Netherlands'
hopes of going one better than
in South Africa 2010 alive, while
Mexico are cruelly denied a
place in the quarter-fnals once
again, having last gone beyond
the last-16 on home soil in 1986.
