AG-Kanes just-released 166-page report report on how Corbett handled the Sandusky investigation
concluded precisely what Id predicted; although it CLEARED CORBETT OF POLITICAL MOTIVATION, IT
CRITICIZED 'INEXCUSABLE LACK OF URGENCY' IN CHARGING SANDUSKY.

AG-Kanes investigation did find crucial missteps and inexplicable delays in bringing
(Sandusky) a serial child molester to justice. See and investigator H. Geoffrey Moulton
Jr. discussed the findings at a news conference at 10:30 a.m. in the Capitol Building.

This was a full and fair review, Kane said in a prepared statement. The facts show an
inexcusable lack of urgency in charging and stopping a serial sexual predator. The report
documents that more investigative work took place in just one month in 2011 than in
all of either 2009 or 2010.

The report is critical of Corbetts investigation for, among other things, waiting more
than two years to search Sanduskys home.

Prosecutor Jonelle Eshbach recommended charges against Sandusky in March 2010
based on statements from Victim 1, but the AGs office wanted to find more victims to
strengthen the case before prosecuting. The decision is attributed in the report to
Sandusky prosecutor Frank Fina, and was later endorsed by Corbett; those involved
told Moulton the decision was based on the merits of the case, not politics.

Evidence later found in Sanduskys home could have pointed investigators to
additional victims, cutting the need for a delay. The AGs office also delayed
requesting records from local police, child protective services and The Second Mile,
among others.

AG-Kane: This case sat inactive for months while a predator was on the streets and a
victim waited for justice. The grand jury presentment, drafted and supported by the
lead prosecutor, sat on someones desk for five months. Only after the lead prosecutor
repeatedly pushed for an answer, the presentment was denied. It is unfathomable
why there was such a lack of urgency.

Later in the investigation, efforts to obtain records that had been subpoenaed from
Penn State and The Second Mile but not turned-over consumed considerable time and
energy. Prosecutors had significant difficultly getting certain records from Penn State
and Sanduskys charity, which undoubtedly slowed the investigation.

The report did not find evidence that Corbett delayed the investigation for political
reasons while he ran for governor. Contributions to Corbetts campaign by The Second
Mile board members also werent found to be a factor in the investigation.

While the failure to contact The Second Mile before January 2011 is indeed puzzling
that failure does not appear to have been the product of directions from Corbett or his
senior executive staff, Moulton wrote in the report.

Also according to the report:

Eshbach, the lead investigator, and Fina, her boss, thought the
investigation should be handled through a grand jury. They reasoned
that there were advantages such as the power to compel testimony
under oath, the ability to subpoena documents not otherwise
obtainable and the ability to keep certain testimony secret.

But the report notes that for long stretches of time before the
investigation ramped up in 2011, the resources of the Grand Jury were
barely used at all. From the beginning of January 2010 through the end
of October 2010, for example, the Grand Jury issued no subpoenas for
testimony and only one subpoena for records.

Corbett, who was offered a chance to respond to the report, declined to
do so in a memo attached to the document.

Fina, fellow Sandusky prosecutor Joe McGettigan and others who
worked on the case, issued a response that included a number of
criticisms of the report.

The contention that a search warrant could have been served prior to
2011, for instance, is factually and legally offensive, they said.

And the report blithely ignores and misconstrues the facts and law that
led to our prudent decision to forgo a search warrant until 2011, when
they further built their case, they wrote.

Sandusky was sentenced to at least 30 years in prison and is serving his
time in solitary confinement at the Greene state prison.

The New York Times reports that ISIL insurgents have captured the last major border
post between Iraq and Syria as the Sunni militants continue to advance towards
Baghdad. Iraqi and western officials tell the Times that the taking of the border town of
Al Qaim after a three-day fight opened the way for fighters and weapons to move over
the border with ease and was a worrying development.

+ An international intervention seems less and less likely. Reuters reports that Iran
Supreme Leader Ayatollah Ali Khamenei has condemned the U.S. deployment of 300
military advisers in Iraq on Sunday, accusing Washington of seeking control as Sunni
insurgents drove toward Baghdad from the Syrian border and consolidated positions in
the north and west. Cooperation between Iran and the U.S. to contains the ISIL was
previously considered by Western lawmakers as a possibility, if a longshot.

minority voters by inter alia CALLING FOR AN 'EXPANDED WORK VISA PROGRAM.' {The former gains
status as the latter-two sink due to unforced-errors.} Regarding the Senate, McDaniel EXPANDED LEAD
OVER COCHRAN to 8 points [52 to 44 percent, with 4 percent undecided], according to Chism Strategies,
a Democratic pollster based in Mississippi [the polling of which was the closest of any poll in predicting
the primary results; meanwhile, COCHRAN was found to have ENJOYED a LONG AND PROFITABLE
RELATIONSHIP WITH TRUSTMARK BANK and McCain was Unable To Attend a Cochran Rally. {Also,

Regarding the House, Dems claimed Congress has defaulted to duck and cover, while
others note the fact that the Cantor loss continues to jolt the landscape; the tea partys
obituary was being written until Dave Brat came along. The GOP leadership [after the
election of McCarthy and Scalise] is still shaking-out; some claim these Changes
strengthen John Boehners hand rendering him more likely to stay on as Speaker
because Eric Cantor is no longer his heir apparent. Over the weekend, McCarthy pushed

as McCarthys role was debated in his land of immigrants [illustrating the complicated
and emotional politics around immigration facing the House majority leader]. There is
no question, however, that an immediate impact of this shuffling has transpired:

Texas business leaders want Congress to renew the Export-Import
Bank's charter, but House Financial Services Chairman Jeb Hensarling (R-

reauthorize its charter, which is due to expire in September. If it isn't
reauthorized, the agency will be unable to back new financing and will

only House Republican who could overrule them both, Speaker John
Boehner of Ohio, has signaled he won't.

One issue that could attract youth to the GOP is the fact that the National Security Agency (NSA) is
Hurting Millennials' Way of Life; NSA critics hailed recent votes as game-changers, as Lawmakers and
privacy advocates who are fighting to restrain it say the tide is turning in their favor. They note that
Unblinking Eyes Track Employees; that Germany colluded with NSA; and that a Memo Approving Drone
Strike on American was Released. This could reverse the reverie BHO has enjoyed until now.

The Environment

The Supreme Court limited the EPA's ability to regulate greenhouse gases:

Thus, it is vital to scrutinize a persuasive piece in yesterdays NY-Times by Paulsen, proclaiming a
Coming Climate Crash; its essence requires scrutiny from open-minded people:

Its true that the United States cant solve this problem alone. But were not going to be
able to persuade other big carbon polluters to take the urgent action thats needed if
were not doing everything we can do to slow our carbon emissions and mitigate our
risks.

Scientists have identified a number of these holes potential
thresholds that, once crossed, could cause sweeping, irreversible
changes. They dont know exactly when we would reach them. But they
know we should do everything we can to avoid them.

Already, observations are catching up with years of scientific models,
and the trends are not in our favor.

Fewer than 10 years ago, the best analysis projected that melting Arctic
sea ice would mean nearly ice-free summers by the end of the 21st
century. Now the ice is melting so rapidly that virtually ice-free Arctic
summers could be here in the next decade or two. The lack of reflective
ice will mean that more of the suns heat will be absorbed by the
oceans, accelerating warming of both the oceans and the atmosphere,
and ultimately raising sea levels.

Even worse, in May, two separate studies discovered that one of the
biggest thresholds has already been reached. The West Antarctic ice
sheet has begun to melt, a process that scientists estimate may take
centuries but that could eventually raise sea levels by as much as 14
feet. Now that this process has begun, there is nothing we can do to
undo the underlying dynamics, which scientists say are baked in. And
10 years from now, will other thresholds be crossed that scientists are
only now contemplating?

It is true that there is uncertainty about the timing and magnitude of
these risks and many others. But those who claim the science is
unsettled or action is too costly are simply trying to ignore the problem.
We must see the bigger picture.

THIS problem cant be solved without strong leadership from the developing world. The
key is cooperation between the United States and China the two biggest economies,
the two biggest emitters of carbon dioxide and the two biggest consumers of energy.

century "global warming." Yet, although Antarctica is enlarging,
the National Geographic Just Announced One of the "Most Striking Changes" They've Ever Recorded, for
Arctic ice sheets are melting so quickly and in such large amounts that it's affecting world maps.
