OVERVIEW OF INTELLIGENCE
AND
THE PNP INTELLIGENCE COMMUNITY

The importance of intelligence and secret service has become
increasingly emphasized. Keen competitions among nations and
governments continue to unravel with increasing sophistication even
among individuals or organized crime syndicates. Without complete,
accurate and timely intelligence, people can be lost, governments are
embarrassed and nations fall under the control of powers opposed to
the freedom of man and his and activities.

Internal defense is a primary function of the police. Intelligence is
necessary in the planning of policy formulations concerning defense
and crime prevention programs carried out through both military and
police operations - developed in peace and war. It is necessary to
protect the individual way of life and freedom of people, which is
valued so dearly. INTELLIGENCE FOR THE COUNTRY.

The intelligence community is not only our first line of defenses against
the various threats to national stability but also bears the awesome
responsibility of providing comprehensive, accurate and timely
information for political and socioeconomic decision-making. In the
performance of these tasks, many are called upon to operate in
anonymity in waging a quiet war that puts severe test on the mind,
body and spirit of the individual and the entire organization.
It is a standing policy of the Department of National Defense and the
Law Enforcement Agencies to meet out swift and uncompromising
action against those who trample upon the democratic rights of our
people. As the first line of defense against subversion or dissidence, the
intelligence arm must also be our first line of defense in the
PROTECTION OF HUMAN RIGHTS. The transgression of human rights
is in itself a form of subversion and it is the primary responsibility of the
intelligence service to see to it that the human rights are fully
preserved not only to forestall the possible alienation of the Armed
Forces from the people, but also to safeguard our cherished democratic
way of life.
The tasks of the intelligence service have not only grown in dimension
but have also expanded in their complexity. More than ever, the
intelligence service is called upon to bolster the role of intelligence not
only in its preventive aspect but also in shaping the political, social and
economic transformation of our society. Intelligence must not only act
as an early warning system against the martial threats to the public but
also must delve deep into the roots of dissidence and indicate the areas
where socio-economic amelioration would be most effective.
Biblical Beginnings
The earliest source of intelligence, in the age of belief is super natural
interventions in the affairs of men, were prophets, seers, oracles,
soothsayers and astrologers. Since the God knew what was going to
happen ahead to time, having to some extent ordained the outcome of

and records that all those men were heads of the children of Israel

most people in the intelligence service believe became a parlance in the

Alexander the Great
