Dunnstown netballer and long-term friend, Bianca

Leonard is helping her local club to run the appeal and said
there has been a lot of support from both Dunnstown, and
other clubs within the district.
We have been collecting donations from local businesses
which will be auctioned or raffled on the day, she said.
We also held a raffle at the CHFL interleague game which
raised $3700, which was a great start to our appeal.

Rehabilitation has just begun for injured Dunnstown

football player Cameron Dunne, and the community is
continuing to rally behind him with a fundraising event
set for Sunday afternoon.
The 20-year-old from Ballan suffered a spinal injury in
round five of the CHFL competition against Springbank
on May 10, leaving him with intense pain in his neck and
lower back. He also has no feeling in his legs.

I remain positive that I will walk again, Cameron said.

It is just a matter of telling my brain to move my feet,
which I can sort of do when I really concentrate in rehab.
I am pretty determined and have great support from so
many people, and I do plan to be their next Sunday too,
he said.
However since the accident, the Dunnstown Football
Netball Club has been busy collecting donations for Cam
and his family.

DESPITE
recommendations from a dog behaviourist and from council officers, Mack the kelpie will
be returned to the Wilson
family from Balliang with
only five conditions.
At an in confidence meeting last Wednesday, Moorabool Shire councillors spent
almost three hours deliberating the fate of a dog which
bit a six-year-old child on
the face in June 2013.
Councillor Allan Comrie
said he seconded the final
motion which proposed
Mack be released to the
owners on the conditions
that: Mack be kept in a secure location on the property when not working; the
dog wear a muzzle when
not working on the property or if there were visitors to
the property; the kelpie not
be in contact with any public arriving at the property;
Mack be on lead and muzzled if not working on the
owners private property,
and; he be muzzled at all
times when not at the owners property.
The resolution included
the clause that the dog be

seized immediately and destroyed if any of the conditions were breached.

It took us two and-a-half
hours to put the words together because we wanted
to make sure we protected
everybody, Cr Comrie said.
Cr Tonia Dudzik said she
thought the resolution was
the best outcome we can
give at this time although
I do have concerns for the
family and the safety of the
little girl (victim Christine
Oliver).
Cr Tom Sullivan said
Council could only deal
with what was before them
and they had to act responsibly in light of the decision
made by Magistrate Peter
Mithen to refuse to exercise
his powers and order Mack
be destroyed.
Cr Dave Edwards said
he was frustrated that he
couldnt comment further
because the meeting was
held in confidential.
It was a long, arduous
process we went through
and there was a lot more to
it than just the destruction
of the dog. We had to strike
a balance between it being

a working dog and safety,

Cr Edwards said.
By voting for the motion,
councillors dismissed a
recommendation made by
Moorabool Shire compliance staff to declare the
dog dangerous. The recommendation put forth
by Council officers read:
Having considered all of
the information available
the most appropriate action
is to declare the dog as dangerous under the Domestic
Animals Act.
The Moorabool News has
also sourced a letter written to council by the owner
of the pet resort which
cared for Mack since he was
seized by Moorabool Shire
community safety officers
last August. The letter concluded with the statement:
It is my professional opinion that he is EXTREMELY
LIKELY to reoffend. I can
therefore only suggest he
be euthanized.
The letter was viewed by
all councillors before a decision was reached.
Moorabool Shire mayor
Paul Tatchell said that community safety was para-

mount and that was why

council vigorously pursued the matter through
the courts and has placed
conditions on the owners of
the dog.
The behaviourists opinion was one of a number
of items considered, Cr
Tatchell said.
In my view the council officers used all of the tools at
their disposal and followed
due process in a professional manner. The reality is
while the shire services the
community,
councillors
represent the community
and in terms of a decision
like this, this is one compromise too many.
This case was an emotionally driven case by
nature, as was the resulting resolution. Council
has seven different people
from seven different backgrounds determining a
single conclusion, and that
is problematic by design. I
hope this is the last time I
see something like this in
council without a councillor policy.
Im incredibly sad for all
the people involved. Im

Department of Environment and Primary Industries
(DEPI) staff will inspect properties for an infestation of
serrated tussock in a bid to stop its spread.
DEPI biosecurity leader Craig Clutterbuck said officers

several of these areas for up to ten years in an effort to
control infestations and prevent further distribution.
He said serrated tussock within these areas was considered
to be isolated from the core infestation located in the Port
Phillip Region.

doors decision
Cr Tatchell couldnt predict if this case would set a
precedent for the handling
of future dog attacks but
said he hoped it wouldnt.
We were forced by
state legislation to spend
$100,000 to take this to
court and have the dog destroyed. If the owners were
prepared to spend all this
money and take it as far as
it did then they wouldve
taken it further. When people make it very clear they
will contest, we have to ask
ourselves is that what ratepayers want? he said.
Council will now prepare a
contract to set out the exact
conditions, and in the event
that the owners fail to agree
to the conditions within
14 days, the dog will be
declared a dangerous dog.
The dog will not be released
until the contract is signed
by owners Stuart, Denise
and Anthony Wilson.

The Moorabool Shire Council Officers

recommendation:
Having considered all of the information available
the most appropriate action is to declare the dog as
dangerous under the Domestic Animals Act.

The behaviourist recommendation:

Quotes from a letter written to council from Vern Ryan,
a dog behaviourist with 38 years experience who
specialises in the retraining of aggressive dogs.
Mr Ryan has looked after Mack for the last nine months:
Mack specifically shows aggressive tendencies to
people of a submissive nature, meaning women and
children are at far greater risk of being bitten.
He is a large threat specifically to children and females.
Unfortunately Mack has only reinforced my view that he
is a danger to the public and his owners.

It is my professional opinion that he is EXTREMELY

LIKELY (sic) to reoffend. I can therefore only suggest he
be euthanized.

Study to assess
opportunities
The Moorabool Shire and
Victorian Government will
invest $125,000 into a study
to help grow employment
opportunities within the
shire.
In the study Council will
investigate opportunities
for employment growth
and the necessary conditions required for the Parwan area to become an employment hub for Bacchus

Moorabool Shire contributed $50,000 and the
Victorian Government cocontributed $75,000 from
its regional growth fund
for the Moorabool Strategic
Employment Areas Study.
Member for Western Victoria Simon Ramsay said
the study would project
employment and land use
demand over 30 years. It
would include strategic
planning; land use planning including zoning
requirements;
investigation of opportunities, constraints and options for
employment; and an infrastructure analysis.

CFA is warning Moorabool

residents about the dangers
of house fires following a
rise in the number of deadly
blazes across the state.
In the past six months
there has been more fatal
house fires in regional Victoria (10 deaths) than there
was during 2013 (8 deaths).
CFA Grampians Manager
of Community Safety, Michael Boatman, said while
the coroner is still examining these fires, all Victorians need to be vigilant of
potential fire hazards in the
home.
Tragically ten people have
lost their lives and many
more have been injured in
home fires this year, he
said.
We are extremely concerned about these figures
especially as the danger
period, winter, is only just
beginning.
From January 1 to May 31,
there have been a total of
243 residential fires across
the Grampians Region with
141 of these in the Ballarat
and surrounding areas.
The most common cause
of house fires is leaving
items unattended, such as

electrical appliances, candles or cooking.

As temperatures continue
to drop, Mr Boatman said
more people will be firing
up their wood heaters, using clothes dryers and turning on electric blankets to
stay warm.
There are simple steps
people can take to protect
themselves to avoid a tragedy, he said.
These steps include making sure heaters are properly checked and maintained,
chimneys are cleaned,
and power boards are not
overloaded.
Ensure your home has a
working smoke alarm, keep
your clothing at least a metre away from heaters, and
never smoke in bed.
Another danger area is the
kitchen of the 1,897 residential fires in regional Victoria last year, 37 per cent
started in the kitchen.
Never leave your cooking
unattended and keep electrical appliances in good
working order.
The most important message this winter is to take
action its simple and can
save your life.

Composing through art

By Jessica Howard
Local artist and teacher, Lou
Callow will join her sister Jenette in presenting their 11 recreated art works for the upcoming Moorabool Light Orchestra
Winter Concert.
The Callow sisters recreated
the paintings in their own medium, which inspired Russian
composer, Mussorgsky to create some of his spectacular
works Pictures at an Exhibition, which can be heard at the
Symphony of Classics Winter
Festival, this Sunday.
Lou, with a background in
painting and sculpture, teaches
arts at Bacchus Marsh Grammar, whilst Jenette is at Colac
Secondary Collage, specialising in textiles and printing.
By the end of next year we will
have clocked up 80 years [40
each] teaching arts in secondary schools, Lou said.
The Russian composer created
his works after viewing an exhibition of a dear friend, who had
suddenly died.
Each of the ten movements
has been based on a painting,
and the mood of the music reflects the art work, Lou said.
[The project] has been challenging, interesting and rewarding to work on together,
she said.

Our skills have been complimentary. The process in creating the paintings is quite a
different process to that which
an artist would normally work
to, in that requirements and
themes for each work are very
specific. It has been a bit like
creating props for production.
The artworks will be displayed

Planning
ahead
Moorabool Shire is preparing for a
population boom.
The shire has predicted that the
Moorabool population will increase by
9000 people by 2023 and will develop
an economic strategy to plan for this
expected growth.
In a jointly funded initiative with the
State Government, the Moorabool
Shire has allocated $23,000 towards an
$80,000 economic development strategy
and action plan. The State Government
will contribute $57,000 to the plan from
its regional growth fund.
Member for Western Victoria Simon
Ramsay said it was important for
Moorabool Shire to plan for its economic
future.
Mr Ramsay said current economic
data showed there had been a decline
in agriculture, fishing and forestry jobs
and an increase in construction within
the Moorabool Shire.
The data shows that retail is still the
top employer, however, consumers
buying patterns are changing rapidly
and the sector itself needs to adjust to
remain a key employer and economic
force in Moorabool, Mr Ramsay said.
This strategy will work to identify
new and emerging industries as well
as other opportunities for growth and
investment, workplace planning and
jobs for the Moorabool Shire.
The economic development strategy
and action plan is expected to be
completed in July 2014.

Over 500 entries were on exhibit last weekend at

Moorabool Mayor Paul Tatchell met Ms

I chose an iconic picture by local artist Peter

MOORABOOL Shire Council will investigate the possible use of Masons Lane
Reserve as an additional
Bacchus Marsh Primary
School pick-up and dropoff point.
At an ordinary meeting
of Council on Wednesday
4 June, Moorabool Shire
councillors discussed options to help reduce school
traffic and improve safety
around Bacchus Marsh Primary School.
The chair of Masons Lane
Reserve committee of management, Cr Tonia Dudzik,
said shed attended a meeting with school principal
Ian Wren, members of the
schools council, local police and shire managers to
discuss the issue of traffic
during school pick-up and
drop-off times.
Bacchus Marsh Primary
School requested to use the
car park in the eastern area
of Masons Lane Reserve.
The proposal was put to the
Masons Lane Reserve committee of management and
they didnt endorse it, Cr
Dudzik said.

To be fair to both parties

an independent officers
report needs to be written.
School bus driver Cr Allan
Comrie said the idea had
merit but as a bus driver he
thought parents would continue to drop their children
right at the front door of the
school and nowhere else.
Its not a council responsibility; it should be a school
responsibility. Seeing the
attitude of parents every
day, I dont believe theyll
use it (Masons Lane Reserve), he said.
Council approved a motion put forth by councillor
Dudzik which called for
council officers to assess
the proposal to use Masons
Lane Reserve as an additional pick-up and drop-off
point, and look at other options to alleviate traffic issues around Bacchus Marsh
Primary School.
The report and recommendation will be returned to
council for consideration at
the next council meeting to
be held in Bacchus Marsh.
Ian Wren was unavailable

Highlands Water
customers
can
expect to save $50
a year under a
Fairer Water Bills
initiative from the
State Government.
Minister for Water,
Peter Walsh, said Central Highlands Water
would begin delivering the bill reductions
from July 1. The savings will be achieved
by reducing the water access fee, a fixed
charge applicable to all homeowners and
businesses.
Through Fairer Water Bills, Central
Highlands Water was able to find capital
and operational cost efficiencies that
will save customers money without
compromising
service
standards,
reducing jobs, or impacting existing
hardship protections that help vulnerable
customers, Mr Walsh said.
This includes the use of new technology,
like using SMS to send customers bill
reminders, saving printing and postage
costs, and implementing renewable
energy such as solar, hydro or wind to save
on fuel costs.
Central Highlands Water chair Jeremy
Johnson said the water corporation was
pleased to deliver savings for customers.
We have listened to our customers and
worked with the Victorian Government
to deliver meaningful savings from July 1,
2014.

Cam not done yet

(From page 1)
The fundraising event will consist of auctions, raffles, guest speakers and
music from local talent, Brad Simpson.
An inspirational guest speaker will be Howard Clark, one of Camerons
teachers from St Patricks College, whom will speak of his own similar
experience.
Howard also has no feeling from the waist down, but with much determination is able to walk, teach and drive, Miss Leonard said.
We think Howard is a great person to come and share his story, and also
the similarities he shares with Cam.
Howard has been to visit Cam and was a great inspiration, showing that
anything is possible, and that even with a challenge like this there is still
ways around it.
Miss Leonard first met Cameron in 2009 when he joined the club, and was
with him in the ambulance on the day of the accident.
Anyone that knows Cam, knows that he is someone who likes to have a
lot of fun, he is a joker and also one of the nicest people you will ever meet,
she said.
Auction items include signed Geelong, Adelaide, Richmond, Collingwood
and Essendon jumpers, local business $1,000 vouchers and more.
We hope it will be a fun day in which people can donate money to help
support the family, and also enjoy the day as we know Cam wants us to,
Miss Leonard said.
If people are unable to attend on the day, a bank account has been set up
which they are more than welcome to donate to directly.
The appeal will be held at the Dunnstown Community Centre at 1:30pm
on Sunday, June 15. $10 entry includes door prizes.
If you wish to donate or contribute to the appeal, contact Bianca Leonard
on 0448 223 338.

Daniel Velden pulled on his
boots for his 200th senior
game on Saturday, during
a home BFL match against
Redan.
The 29-year-old began his
playing career with the
Bacchus Marsh Football
Club in the under 16.5s, and
has been a regular senior
player since 2002.
Velden has spent most of
his career at full back, but
has moved up the ground
over the past couple over
years and now spends a lot
of his time up forward.
He is a very versatile player, club president Pat Mullen said.

Velden is the head of PE

and outdoor education at
Melton Secondary College, and says he has been
a brainwashed Essendon
supporter since birth.
If I had to think of one
footy idol, I think it would
be Timmy Watson. I used to
love watching his attack on
the ball; and watching him
play for the Bombers was
always something I liked to
see, he said.
As for the future, he just
hopes he can hold up without getting injured.
Ive been very lucky; Ive

throughout my entire time
playing footy. I like to think
I have a few more years in
me, thats for sure.

Ram will appear in court next
Tuesday after being charged with
offensive behaviour.
Godwin Aquilina from Maddingley was charged by police
after yelling expletives during a
Moorabool Shire council meeting
held at Lerderderg Library in April
2013.
Mr Aquilina was protesting
strict conditions placed on him
by councillors in relation to him
keeping a 150kg pet ram called

Jackie Chan at his Love Close

property.
All seven Moorabool Shire
councillors have been subpoenaed to appear at the hearing as
witnesses.
Councillor Tonia Dudzik said she
thought it was a complete and
utter waste of council, court and
ratepayers money.
I believe Mr Aquilina should not
be prosecuted, he shouldve been
issued a warning, Cr Dudzik

said.
It was just an outburst of anger.
It does not justify the action. He
didnt turn or direct it at any one
person. Mr Aquilina has an acquired brain injury. We as a council need to make allowances for
people with disabilities. He just
didnt understand council processes or rules.
The hearing will take place at
the Ballarat Magistrates Court on
Tuesday, June 17.

Insufficient numbers
to sustain school
DESPITE a strong push for a
secondary school in Ballan, the
State Government has declined
the proposal. For now.
Talia Katz, a spokesperson for
Victorias Minister for Education
Martin Dixon, said Ballan didnt
have the numbers for a secondary school.
The Ministers Office is advised
by the Department of Education
that an analysis of the Ballan
area shows there is currently an
insufficient number of secondary school aged students to sustain a secondary college within
Ballan, Ms Katz said.
Furthermore, the secondary
schools in both Bacchus Marsh
and Ballarat will continue to
have capacity to meet the demand coming from Ballan in the
medium term.
She said Bacchus Marsh Secondary College had capacity
for an additional 185 students,
Ballarat Secondary College had
room for another 911 students
and Mount Clear College had
the room for an additional 738
students.
The Department will continue
to work with the Shire of Moorabool, as well as other relevant
stakeholders, to monitor and
plan for government education
provision in the Ballan area.
Ms Katz said the government
was balancing the educational
needs of 1500 school communities across Victoria.
Ballan Needs a Secondary College Group coordinator Gail Fiander said it was good to see that
the Department of Education
and Early Childhood Development was in ongoing consultation with the group.
Our question is could someone

Environmental Opinion

please define the boundaries of

the Ballan area, and the school
catchment in the western part of
Moorabool. The Bureau of Statistics gives three different definitions of Ballan with varying
populations, Ms Fiander said.
We all need to work off the same
page. We still need planning for
a secondary college. We all love
this region, but the secret is out
and many others are distorting
why this is such a great place to
raise a family. Its no wonder we
are growing so fast.
Nationals candidate for Buninyong, Sonia Smith, said the
movement for a secondary
school in the western half of
Moorabool was a grass roots
one, with demand coming from
concerned local parents and kids
themselves.
The current sticking point is
the numbers. Realistically this
is about so much more. Country
kids are more than mere numbers, Ms Smith said.
Ballan alone would not sustain
a secondary school, but such
a facility would take in a wide
catchment area encompassing
almost all of the western half
of Moorabool. United, all these
communities had a combined
population of 10,456 people at
the 2011 census.
Moorabool is earmarked for
major growth and I believe education is a driver of development
- not something tacked on after
areas start bursting at the seams.
We need and deserve locally-relevant secondary education that
binds together our youth community and could create up to 50
quality long-term jobs.

Prepare for separation anxiety!

As a species we, especially
in the modern world, have
worked hard to separate
ourselves from the other
species on the planet, except for the odd pet or two.
This has taken some effort
and a deal of sophistication. Neat blue suits and
ties have certainly helped
the male of the species to
ensure he is not linked with
any wild creatures, unless
under the influence of some
drug or other. And generally we have succeeded
in doing this. It has been
hard work and made some
demands of us but it is evident, so it seems, that it has
been all for the good and
we live longer and live better. Maybe the other species
dont enjoy the benefits that
we do but progress, as they
say, must come at a cost.

This separation of us as a
species has crept up on us.
We were not aware that it
was happening until it was
well upon us. At present
in Australia this separation has been taken to a
new level by the current
federal government whose
main objective, it seems to
this writer, is to make this
separation clear and permanent. This is no more
evident than in the recent
federal budget. With the release of the budget the Australian government made it
clear, once and for all, that
we are indeed, as a species,
totally removed from our
environment. The federal
government in the latest
budget removed financial
support from the Environment Defenders Office in
each state. So there you

have it; we dont need such

an office because, according to the federal government, we are no longer part
of the environment.
In Tasmania as with the
other states the Environment Defenders Office has
had its money withdrawn.
And you might ask, well
what exactly has this office done anyway. Well in
Tasmania it was the practice of Gunns Ltd to dump
pulp mill effluent in the
Bass Strait. To commercial
fishers, Bass Strait is their
livelihood. To others, it is
a rich source of biological
diversity. Who can these
people now turn to, to question this practice by Gunns
Ltd.? To a mining company,
farm land can be a place to
dig a quarry or to extract
shale oil. To a farmer, this

land is a source of income

and of pride, a place to be
protected. Who can these
people now turn to, to help
them?
As Roland Brown in the
Sunday Tasmanian (June 1,
2014) states, What makes
a civilised society is having a system in which disputes can be heard and
resolved. In Tasmania, we
have a number of systems
designed to strike a balance
between these tensions and
conflicts.
Roland goes on to say,
It might be decisions by
local government or the
Environment
Protection
Society in the Resource
Management and Planning
system, decisions by the
Heritage Council to protect
properties, assessments by
the Marine Farming Plan-

ning Review Panel or objections heard by Mineral

Resources Tasmania. In all
these systems, users need
to be well informed about
their legal rights. Since its
beginning 18 years ago, the
Environment
Defenders
Office as part of a national
network has played an important role in resolving
these disputes.
The EDO in Tasmania has
assisted community groups
in relation to forestry, natural and built heritage, public health, barking dogs,
industrial pollution and
failures of councils to enforce planning laws.
As Roland so well points
out, the fact is, whether
due to lack of resources,
mistakes of developer pressure, decision makers do
not always get it right.

So ultimately the EDO is

about the public, according to Roland, having the
benefit of a highly specialised and dedicated office of
lawyers to provide advice
about their rights, about
challenging
inappropriate unsustainable and uneconomic
developments
and about securing laws
that promote a sustainable
future.
And so, in case you were in
any doubt about the separation of us and the rest of
our fellow species, the federal government has just
officially legislated for it.
What is your opinion?

Letters to the Editor

Email: news@themooraboolnews.com.au

Dear Editor,
I write as a result of the
case concerning the young
girl savaged by her grandparents and uncles Kelpie
dog.
Should this appalling
judgment be permitted to
stand, then we all may as
well pack up and hand over
control of society to a Dog
or an Animal.
Who in their right mind,
sides with a dog [keep in
mind every dog descended
from a Wolf -which is a wild
animal] when the well being of a child is at stake?
1. Having followed the case
via the Moorabool News
and TV reports, the simple
fact of the matter is, the dog
has bitten the child on the
face, END OF STORY.
2. That her grandparents
and Uncle have such a distorted view on the pecking
order of society appears
to have passed over to the
Judge who presided over
this case.
3. Like a lot of Legal Cases,
the simple fact of the point
is, the dog savaged the child
on the face causing lifelong
scarring and probable lifelong mental issues regarding her outlook towards all
dogs, with the judicial system being bamboozled by
some slick legal representative of the defendants.
4. Fair Dinkum, people
with animals need to be
reeled in and made to conform with the rest of the
rules of society, otherwise
we will be having a pack of
dogs ruling our lives.
5. Regardless of the dollar cost, the Shire [for the
long term benefit of society]
needs to vigorously appeal this outrageous decision, also tightening up
the wording of their act/
law, so that cases such as
this never need any further
adjudication other than the
Offending Animal is put
down immediately.
In the opinion of the write,
many people involved in
this case, appear to have
lost leave of their senses,
and need to be reintroduced to living in the real
world.
Please advise if you are going to lodge an appeal, as if
not, will then appeal to the
Premiers Dept to do something about it.

Dear Editor,
While returning home at
around midnight from a
pleasant evening out on
Saturday night, it was so
disheartening to see the
exit ramp at Hopetoun
Park Road strewn with the
littered remains of someones fast food snack. The
off ramp had a discarded
bag of McDonalds food remains along with a selection of drink holders simply thrown from a car as it
would have slowed down
to turn left into Hopetoun

Park. As I traveled further

into Hopetoun Park and
eventually found my way to
my own home in Hammond
Circuit, I also found myself
to be the lucky recipient of
yet another empty drink
container from McDonalds
on the driveway into my
home.
Clearly then, these disrespectful, inconsiderate,
ingrates live within Hopetoun Park. So, I just want
to thank those disgraceful
people for confirming in
my own mind just how insensitive and thoughtless
such people have become,
for choosing to desecrate
yet another peaceful, quiet
neighborhood,
where
people choose to live for
the quiet, the cleanliness
and the beautiful natural
location.
This is not the first time
that I have seen this disgusting display of wanton
disrespect for littering
laws in the area. In fact,
I often come across such
litter discarded along Hopetoun Park Road as people obviously try to finish
their midnight snack on
the way home so that they
can discard their rubbish
without the need for them
to go to their own rubbish
bin and actually lift the lid.
It is yet another example of
the laziness and carelessness that has crept into the
mindset of so many people
now, where they feel some
sense that Im alright Jack
because someone else can
worry about putting it right.
To those people responsible, if you find yourselves
reading this letter, you
should be ashamed and
disgusted with yourselves
for such actions. You clearly
have total disregard for
your own moral upbringing, your parents attempts
to raise you properly, your
sense of community, and
nature in general. It sickens
me to think that this is the
generation that will inherit
our country in the future,
and I worry about the
depths to which they will
take it with such attitudes.

Dear Editor,
An alternative to the
whose right, whose wrong
debate on climate warming.
Nearly all agree a target of
reducing Carbon Dioxide
[CO2] in our atmosphere is
a sensible approach.
Any science class can show
you that CO2 has a greenhouse effect - by itself it
can warm the Earths temperature (by around 1C for
a doubling of present levels). The ongoing debate is
about how other elements,
particularly cloud and water vapour, add to/subtract
from the CO2 effect. This
is called sensitivity of the
atmosphere.
To address what can be
done to achieve the target,

we must take a world view,

given we all share the same
atmosphere. As Australia
is responsible for a small
part of the total CO2 in the
atmosphere, it makes no
sense that we burden ourselves with immature technologies, such as wind and
solar, which raise costs and
lessen our ability to generate employment. These are
risky programs with no
guarantee of success to justify government support.
Just as earlier challenges to
humanity have been seen
off by human ingenuity,
history is on the side of the
optimists. Here are some
starters in that queue;
Hydroelectricity meets
the if you have it, use it
definition (Norway 100%
example) for lowest cost,
longest lasting, no CO2. We
need to re-consider our objections to further developments in this area.
CCGT [Combined Cycle
Gas Turbine] plants These
are low cost generators and
can reduce CO2 output by
50% compared to coal fired
plants. We need to consider
encouraging private investment in such modern
technology by withdrawing
governmental support of
immature technology distorting the market place, as
at present.
Nuclear Potential Most
developed countries now
have Nuclear Fission plants
generating low cost electricity, with no CO2, [France
near 80%] with risk reduction improvement and actions being shared globally.
Heavy investment is being
made into new generation
possibilities, such as Fusion
and Thorium reactor developments. We need to have a
conversation about joining
this future enlightenment.
High Quality Coals Using our great quality resources in modern design
of steam generators [supercritical pressure/temperature] we can assist developing countries gain access to
low cost power, with lower
CO2 than otherwise. We
need to consider linking
our overseas aid budgets
and objectives to this end.

Dear Editor,
I write in response to article on Rate reduction approved for farmers & miners (MN 27 May).
One could observe that
instead of hounding the
farming community, how
about seeing the situation
in a positive light. That is,
a voluntary group of young
primary producers who
took Council to task on a
rating system that failed
to understand or fully appreciate the issue of farm
rates and the severe impacts it was having as a
consequence.
The inequity of the rating
system placed on farm-

ing families of whom have
served the wider community for generations, has
been a long standing issue
not just for Moorabool, but
the majority of rural Victoria. Something until now
local Council has chosen to
ignore.
It is one thing to write
about the virtues of what
agriculture means to the
Moorabool Shire, its quite
another to actually support
it when desperately needed.
It would be nice to think
one day Council and all
sectors of the community
could truly appreciate and
respect each other for the
contributions and sacrifices they make. That will
only ever come with an
open mind and willingness
to educate ones self on the
issues.
However, keeping things
in perspective for those
that like to make out the
farming community has

the rest of the community

the 2% decrease in the farm

to the general rate would
amount to an extra $4.70

Perception is one thing,
reality is quite another.
The reality being if food

taken for granted in this
Shire, then one might like
to consider what the real
cost of feeding the family
will be in the future.
Kate Sharkey (Balliang
East) Moorabool Rural
Advisory Committee

Dear Editor,
Moorabool Shire Council
wants to decrease Rates
for local farmers and to
increase rates on Residential Properties to cover
the decrease for farmers. I
OBJECT. The local population in general dont benefit
financially or personally in
any way from the agriculture in Moorabool. Agriculture and increasing urbanisation dont mix. Chemical
drift from toxic sprays used
in agriculture are dangerous over the short and long
term, especially for people using parks, reserves
and walking tracks anywhere near farms. vaporizing weed and pest control
chemicals or spray drift
can spread over kilometres.
Vegetation barriers, to try
and alleviate some of the
potential risk (suggested
by Government Agriculture Departments) are not
in place. Locals are subjected to the offensive odor
throughout the year (every
year) when farmers fertilize
but there is little odor from
all the other chemicals that
are applied. In other words
there is no warning sign
as to when chemicals have
been applied. I have witnessed farmers completing
spraying chemicals and 10
minutes later (after they
have left) a women with a

baby in a pram, went hiking

the Moon Reserve Tracks.
Many years ago our Shire
Council used ratepayers
money to have arborists,
etc. look into what is detrimental to the Avenue of
Honour trees (Avenue of
Honour Strategic Management Plan). It greatly concerns me that the Council
has ignored this Plan. The
plan reports how open
trenching, cultivation or
ripping of soil to a depth of
greater than 200mm should
be restricted activities or
uses over the optimal root
zone of the Avenues Elm
Trees. The Elm Trees roots
are very close to the top of
the soil and the optimal
root zone is 27 metres from
their trunks and yet the
farmers trench up to only
a few metres from the trees
trunks. Erosion is also detrimental for the Elms and
yet farmers have been seen
many times blowing in gale
force winds with the result
of top soil being blown away
and yet I have never seen
any top soil being replaced.
Soil compaction is another
risk to the survival of the
Elms due to farmers using
tractors over the optimal
root zone. Forget the traffic
along the Avenue of Honour, on a made road that
is protecting further damage.....it is the farmers that
are causing the most harm
to the Elms and Council
is covering for them. The
public need to see The Avenue of Honour Strategic
Management Plan Heritage
Overlay Report that we paid
for many years ago and that
many are not aware of what
was divulged in the report.
Kay Parker Via Facebook
(The Moorabool News
timeline)

Dear Editor,
Three years ago I contacted Moorabool Council
complaining about the
state of the road from the
Ballan Hospital and along
Spencer road. I was told
that no work would be done
until there was more residential development. Since
then, there has been a significant number of homes
built and blocks of land
developed to the extent that
there is now quite a lot of
traffic on Spencer road. It
is a disgrace that we have
to get off the road into numerous potholes everytime
a car comes the other way,
which is almost always.
Also, the section of road
from the hospital down to
the new bridge has got to
be one of the roughest sections of road in the state.
How about some locals all
get together and complain
to council in the hope that
something will be done
about this.
P. Craven
Ballan

Dear Editor,
I would like to respond
to community concerns
about onshore gas exploration in my electorate of
Western Victoria.
I appreciate there have
been numerous community meetings to date, all
asking great questions and
seeking more information
about the potential impacts
that on-shore natural gas
exploration might have on
the environment.
It is important to put the
Governments position in
perspective.
I would like to say from the
outset that, as a local member, I would not support
any legislation that would
put at risk our regional and
rural food and fibre production, water aquifers or
the liveability of our rural
communities.
The Victorian Coalition
Government will not rush
into any decisions relating to coal seam gas or any
other type of onshore natural gas exploration. Our
policies will continue to be
informed by independently
established scientific facts
and a rigorous process of
public consultation.
The Coalition Government has initiated a hold
on approvals to undertake
hydraulic fracturing unlike Labor which issued
73 licenses for unconventional gas exploration and
approved 23 hydraulic
fracturing without public
consultation or concern for
rural communities or the
farming communities.
No fracking has occurred under a Coalition
Government.
The Coalition Government
has introduced a ban on
BTEX chemicals in hydraulic fracturing.
There is currently a moratorium on fracking in
Victoria, and presently an
extensive community consultative process regarding
onshore natural gas exploration in Victoria.
Open days and community meetings will be facilitated during this month
with an interim report due
to the Government by the
end of this year.
I strongly encourage farmers, environment groups,
community groups and
individuals to express their
views at the meetings, or
to my office and access the
website www.naturalgasinfo.vic.gov.au
for more information on
the consultation process.
It is important as a local
Member that I take the collective views of the people I
represent to the Parliament
as the government deliberates its future policy positions of onshore natural gas
exploration.
I encourage those who
have an interest to get involved in the consultation
process over the next few
months.

REAL ESTATE

The internet is transforming how real estate is sold.

Agents report a majority of
buyers check out property
online before actually viewing it. And while the internet is important to broaden
the number of buyers that
your home appeals to, its
important to remember not
to dismiss other methods
that is, tried and trusted
techniques - to sell your
property.
If you are planning to list
your property, its important to remember to also
gain good local coverage.
One of the keys to marketing the property locally is
to have targeted marketing
material including flyers, available at open for
inspections and in your
agents office and to display the property in your
agents shopfront window.
Agents office windows
show potential buyers
visitors, tree changers who
stroll around prospective
hometowns on the weekend what is for sale, seven
days a week.
The local agent also has a
wealth of local knowledge.
For sellers, the agent knows
what prices local properties

have been fetching, what

buyers want, which locals
are upsizing or downsizing.
The agent will have a buyer
database and may even find
one before a full-scale marketing campaign begins.
For buyers, local agents
know not only what properties are for sale. They also
have information on which
are the best local schools
and sporting clubs - and are
up-to-date on which local
businesses may need staff,
and any plans the council
may have for the town or
shire.
Of course this does not
mean ignoring the internet
as a strong support tool in
a sales campaign. Online
portals such as realestateview.com.au are viewed
from around the state, interstate and even overseas.
Buyers can find properties
as close as the next town,
or in a totally different part
of the state for example,
many would-be tree changers sit in their Melbourne
offices looking longingly at
property listings in regional
towns and country areas.
With a few mouse clicks
they can line up a weekend
of property viewing.
But when they arrive it
will be the local real estate
agent who shows them
around and talks about all
the area has to offer. For
regional communities the
real estate agent is not just
a salesperson, but a marketing and public relations
specialist, promoting not
just a property but an entire
community and helping to
keep those communities
vibrant and healthy.

Why More RAM is better

RAM!

When it comes to improving the performance of your

computer, increasing the amount of RAM is possibly the
most effective way of boosting speed and handling power.

What does RAM do?

computer off, RAM loses the data that was used during
the computing session. When you restart your computer
the data from the operating system and the programs
you start is once again loaded into the computers RAM.
(Although modern RAM still retains small portions of data
as either dynamic DRAM or static SDRAM.)

Avoid becoming uncomfortably involved in the problems
of your workmates. Home improvements are generally
favoured and your own sense of design is impressive. A
surprise windfall may arrive by the weekend.

Staying close to home has its benefits, but its useful to
explore new turf as well. Balancing is the key in a week

The Scorpions travelled to Buninyong for their match. The

team just keeps on improving every week and this weeks
ball passing was a highlight with the wings Caleb, Ollie
(both received the coaches award) Zac and Eliza passing
the ball on to strikers Ken and Raquel time and again to
achieve goal after goal, Ken and Zac made numerous runs
with skill. It was great team work all round, the defence
working brilliantly with the wings, challenging the
Redbacks to keep the ball in the Scorpions favour.

Sulky Snippets
By LEN BAKER
Gordon
part-owner/
trainer Paul Micallef would
have been all smiles following the victory of 7-Y-0
Blissful hall/Filly For Free
gelding Goodtime Paul in
the Bayswater Jayco Pacers
Handicap for C1 class over
2100 metres at Charlton on
Monday June 2,
Driven by neighbour Tim
McGuigan, Goodtime Paul
from gate five was given a
sweet passage trailing the
heavily supported favourite
and leader Myrniong Panorama (gate two) for most of
the journey.
Moving away from the
inside on the final bend,
Goodtime Paul hard driven
proved too strong over the
concluding stages to record
a 4.9 metre victory over
Myrniong Panorama in a
rate of 2-02.2, with King
Rafa third after a slow beginning to death-seat at the
bell.

It was appropriate that

a Bacchus Marsh based
trainer should win a race
at the Bacchus Marsh HRC
fixture held at Tabcorp Park
Melton on Tuesday June 3
and Phil Chircop was one of
three to do so, when Armbro Operative/The System
Ace filly The System Black
bred and raced by brother
Charlie greeted the judge
in the SEW-Eurodrive 3-Y-0
Pace over 1720 metres.
In what was without doubt
the drive of the night by
Craig Demmler, The System Black starting from the
extreme draw settled last
along the markers, with the
well supported Onemorelaugh crossing the favourite Punchinello inside him
shortly after the start.
With plenty of moves being made in the last lap,
The System Black ($26.00)
weaved a passage to be
one/one on straightening, before finishing with a
rush to gain the day by 2.2
metres over a game Lagoon
Beach which raced in the
open, with Four Smart Aces
(one/one) third. The mile
rate 1-58.6.

Long Forest duo Andy and

Kate Gath snared the Empire Stallions Pace for C0

class over 1720 metres with
beautifully bred Lady Patti,
a 4-Y-0 daughter of Christian Cullen and Lagoon
Lady bred and raced by Port
Fairys Richard Matthews.
Sent forward from outside
the front line to park outside the pacemaker In Sin
City, Lady Patti cruised to
the wire, defeating In Sin
City by 13.5 metres in a rate
of 1-58.1. Shoe Shine Boy
(three back the markers)
finished third.

Parwan
trainer/driver
Amy Tubbs scored a super
victory with in-form 4-Y0 Northern Luck/Lombo
Sapphire mare Brite Spark
Lombo in the Ches And
Matt Formica Pace for C2 &
C3 class over 1720 metres.
Taken back from outside
the front row at the start to
settle at the tail of the field
with Citysneek holding the
lead from the pole, Brite
Spark Lombo must have
been at least six wide on the
home turn, before finishing at 100 miles an hour to
defeat Gamechanger off a
three wide trail last lap by
2.5 metres in a mile rate of
1-56.4. Valley Of Diamonds
ran on late from a mile back
to finish third only a neck
away.

Ten year old Million To

One/Honeysuckle Lombo
gelding On The Leash
chalked up his 6th victory
in 49 outings, by taking the
Dermott Richardson Pace
(1st Heat) for C1 class over
the novelty distance of 1200
metres.
Trained in the Rockbank
area by Charlie Micallef
and driven by Richard
Caruana, On The Leash
starting from gate six came
from last on straightening with a sweeping finish down the centre of the
track to score running away
from the pacemaker Reeds
May and Ynobe Coby (three
back the markers). The mile
rate recorded as 1-55.

At Yarra Valley on Thursday, Rockbanks Michael

Azzopardi landed the 1st
Heat of the Empire Stallions Vicbred Super Series
for 2-Y-0 Fillies with Viva
Safari, a daughter of Safari
and Sister Courage.
Beginning brilliantly to
lead from outside the front
line, Viva Safari was given
an easy time at the head of
affairs, but only just lasted
by a nose from the hot fa-

vourite Niki No No (one/

one) in a rate of 2-06.1.
Glamour Art finished close
up in third place after racing in the open.

Meltons Maree and John

Caldow snared the Early
Plans Retirement Pace for
C0 class over 1650 metres
with Major In Art/Whatsonyamind filly Major
Charge and in doing so,
brought up two wins in a
row.
Given a lovely trip by John
one/one from outside the
front row, Major Charge
switched down to the
sprint lane on turning and
finished best to score by a
neck over a death-seating
Lots More Art and Jay Dee
Zed (three wide last lap) in
a rate of 1-57.9.

Another Melton winner on

the day at Yarra Yalley was
Beachsomewhere/Lady Joy
gelding Admiral Joy for Sue
Hunter and Greg Sugars in
the Red Hat Ladies 3-Y-0
Pace over 1650 metres.
Taking over from gate five
shortly after the start, Admiral Joy coasted to the
wire 9.2 metres in advance
of Macworthy (one/one)
and Shakcoco (three back
the markers) in a rate of
1-57.7.

At Bray Raceway Ballarat

on Thursday, only four
races were held as heavy fog
engulfed the course making visibility very poor.
Melton trainer/driver Alison Chisholm led throughout with heavily backed
Christian Cullen/Forever
Now filly Anna faye in the
B J Griffin Livestock Transport 3-Y-0 Pace over 2200
metres, defeating a deathseating Lohi Liz and first
starter Condoleezza Toffee
(one/one) in a rate of 2-01.7.

Toolern Vales John Justice

snared the Eureka Concrete
Pace for C1 class over 2200
metres with consistent 4-Y0 Artiscape/Finest mare Big
Bang Penny in a rate of 2-01.
Trailing the pacemaker
Cullen Time from gate
two, Big Bang Penny was
eased to the outside on the
final bend, before gaining
a half head decision over
the leader in a rate of 2-01,
with Eleventh Command
a stablemate of the winner
third.

Melton was well to the fore

Tabcorp Park Friday 6 June. Race 9 Winner: Eljaykay Phoenix (5). Trainer: David Aiken.

on Friday at Tabcorp Park,
with champion squaregaiter Blitzthemcalder returning from a let up to land the
Garrards Trotters Mobile
for T5 or better class over
1720 metres for Parwans
Craig Demmler and Chris
Alford, while Lance Justice
combined with Brian Gath
to partner both Discrimination in the 1720 metre
Society Restaurant Pace
for M0 class and Im Barney
Rubble in the Il Gambero
Pace for M1 class over 2240
metres.

BALLAN PLUMBING

There was also a Melton

flavour to the Blue Train
Cafe Tatlow Stakes Final
for 2-Y-0 Trotters over 2240
metres, with the winner Eljaykay Phoenix being bred
and raced by Ted and Brian
Payne and partners - well
known in the real estate
field.
Eljaykay Phoenix is trained
at Avenel by David Aiken and was driven by son
Joshua.
