CONSTITUTION

ARTICLEI
NameandPurpose

Section1.ThenameofthischaptershallbetheMarshallHighSchoolChapterofthe
NationalHonorSocietyofSecondarySchools,whichappearsonthechartergrantedbythe
NationalCounciloftheNationalHonorSocietydulysignedbytheNationalSecretary.

Section2.Theobjectofthischaptershallbetocreateanenthusiasmfromscholarship,
tostimulateadesiretorenderservice,topromoteworthyleadership,andtoencouragethe
developmentofcharacterinallstudentsofMarshallHighSchool.

ARTICLEII
Membership

Section1.Membershipinthischaptershallbebaseduponscholarship,service,
leadership,andcharacter.

Subsection1.Scholarship
Students must have a cumulative average of an A or a 3.5 grade point average on a
fourpoint scale. Students must also be enrolled if a senior or plan to enroll if a junior in a
minimumofthreecoursesfromthefollowingweighted/AP/dualcreditclasses:

If members fail to sustain the scholarship standards set for membership, one warning
noticewillbeissued.Memberswillthenhaveonesemestertoachievethisstandard.

Subsection2.Service

Members must attend the induction ceremony to be inducted into and remain members
of the Marshall High School Chapter of the National Honor Society. All members are required
to attend the induction ceremony the following year to welcome new members. If current
members fail to attend the induction ceremony, they must perform another 10 service hours to
beeligibletowearastoleforgraduation.
Students must be a member/participant of at least two schoolsponsored
organizations/clubshowever,onlyoneofthesecanbeasport.
Candidates will need at least 20 hours of community service to be considered for
membership. Proof of service including a supervisors signature on an official form must be
submittedwiththeprospectivemembersapplication.
Eachmembershallcompleteaminimumofthreedifferentactivitiesforatotalof15
hours,completedbyfourthquarterprogressreportdateoftheirsenioryear.

Subsection3.Leadership
The student must have held a leadership position in one school organization or activity,
as defined in the appendix. A chairmanship or elected office would meet this requirement. If
the applicant does not meet this requirement the student could still qualify if a simple majority of
the students current teachers felt the student exhibited leadership qualifications as defined in the
appendix.

Subsection4.
Character will be judged by the students current teachers, sponsors, and coaches. The
student will qualify if a simple majority of the students teachers, sponsors, and coaches feel the
studentexhibitscharacterqualificationsasdefinedintheappendix.
The following will automatically disqualify a nonmember student from applying for
membership:
If a student has been suspended (out of school suspension) anytime in the three
semesterspriortoapplication.
If a student has been suspended (in school suspension [ARC]) in excess of three
daysinthethreesemesterspriortoapplication.
If a student has been suspended (in school suspension) in excess of two consecutive
daysanytimeinthethreesemesterspriortoapplication.
Currentmemberswillbedismissedforthefollowing:
Exceedingonedaypersemesterofinschoolsuspension(ARC).
Beingsuspendedoutofschool.
Each student is responsible to notify the school of any and all situations that would
affect his/her eligibility under the above standards. If the student does not notify the
school of the situation prior to the schools discovery, then the student shall be
ineligible for up to 365 days from the discovery, pending review by the sponsor,
athleticdirect,viceprincipal,andprincipal.
Current and prospective members will be dismissed if the student has been arrested and
inanywayadmittedguilt.

Section 2. Membership of this chapter shall be known as active and graduate. The
graduatemembershavenovote.Activemembersbecomegraduatemembersatgraduation.

Section 3. To be eligible for selection to membership in this chapter, the candidate must
havebeeninattendanceforaperiodequivalenttoonesemesterinthisschool.

Section 4. Candidates eligible for selection to this chapter must be members of the
junior or senior class. Members of the junior class may be selected for membership after the
first quarter of their junior year pending GPA of first semester. All students who can rise in
scholarship to or above the standards set in Article 2, Section 1, Subsection 1, may be admitted
to candidacy for selection to membership. Their eligibility shall then be considered on their
service,leadership,andcharacter.

ARTICLEIII
SelectionofMembers

Section 1. The selection of members of this chapter of the National Honor Society shall
be by a chapter council, consisting of the principal and members of the faculty. In no case
should there be fewer than five faculty members. The faculty members will be chosen by the
principal.

Section 2. Students wishing to apply to the National Honor Society who meet the
requirement for scholarship and completing at least 20 service project hours will fill out the
appropriateapplicationforms.

Section 3. Any member who falls below the standards, which were the basis of his
selection, shall be promptly warned. If during the next regular marking period (semester) of the
school, the member fails to meet the standards used as basis for his selection to the society, his
case shall be decided upon by the faculty council. A National Honor Society member must
maintain the standards for membership in order to retain his membership. A member will be
allowedonlyonewarningperiod(semester).
If the member on academic probation does not return to acceptable academic status by
the next grading period or falls below standards in any other grading period or immediately prior
to graduation, he/she will be dismissed from the society and not be allowed to graduate with the
traditional National Honor Society collar, not be recognized as a National Honor Society
member during graduation and not be able to use or wear the traditional National Honor
Society symbol in any form, particularly on college admission forms. Membership cards and
certificate of membership shall be returned. Once a member is dismissed, he/she is never again
eligibleformembershipintheNationalHonorSociety.

Section 4. When a member is dismissed, he must be notified in writing, and his emblem
and membership card returned to the advisor or principal. Notice of his dismissal must be
indicatedontheannualreportsubmittedtothenationalsecretaryattheendoftheschoolyear.

Section 5. An active member of the National Honor Society who transfers to this
school shall provide a letter indicating the status of his membership, signed by the principal of
theformerschool.

Section 6. An active member of the National Honor Society who transfers to this
school will be automatically accepted for membership in this chapter. The transfer member
mustmaintainthemembershiprequirementsforthischapterinordertoretainhismembership.

ARTICLEIV
Officers

Section 1. The officers of this chapter shall be president, vicepresident, secretary,


treasurer,parliamentarian,andhistorian.

Section 2. A plurality of votes cast shall be necessary to elect any officer of this
chapter.

Section3.Itshallbethedutyofthepresidenttopresideatthemeetingsofthischapter.

Section4.Thevicepresidentshallfillthechairofthepresidentinabsence.

Section 5. The chapter secretary shall keep the minutes of meetings, a record of all
business, and all records on file. He shall, with the approval of the principal or advisor, certify
to the national secretary of the National Council the names of all members for the current school
yearontheannualreportsubmittedtonationalheadquarters.

Section 6. The treasurer shall receive and disburse all funds of the chapter and shall
keepanaccurateaccountofreceiptsanddisbursementsinaccordancewithschoolregulations.

Section 7. The parliamentarian shall revise, update, and interpret the constitutional
bylawsoftheorganizationasneeded.

Section 8. The historian/public affairs officer shall make public all activities of the
organization,aswellasmaintainthehistoryoftheMarshallchapter.

Section 9. The election of officers will occur in the spring of each school year. New
officers shall be elected from the Junior class, and shall not take power until the end of the
schoolyear.Officerselectshallattendexecutivecommitteemeetings.

ARTICLEV
ExecutiveCommittee

Section 1. The executive committee shall consist of four members of the faculty council
andtheofficersofthechapter.

Section 2. The executive committee shall have general charge of the meetings and

business of the chapter, but any action on the part of the executive committee may be subject to
reviewbythechapter.

Section 3. All accounts of the treasurer must be audited annually by an auditing


committeeappointedbytheexecutivecommitteeofthechapter.

ARTICLEVI
Supervision

Section1.Theactivitiesofthischaptershallbesubjecttotheapprovaloftheprincipal.

ARTICLEVII
Meetings

Section 1. The regular meetings of this chapter shall be held during school year days
designatedbytheexecutivecommitteeandapprovedbytheprincipal.

Section 2. Special meetings, approved by the executive committee, may be called by


thepresident.

Section 3. All meetings shall be open meetings and shall be held under the sponsorship
oftheprincipalorsomememberofthefacultyselectedbytheprincipal.

Section 4. This chapter shall conduct its meetings according to Roberts Rules of
Order,NewlyRevisedinallpointsnotexpresslyprovidedforintheconstitutionofthischapter.

ARTICLEVIII
Emblem

Section 1. Each member of this chapter shall be entitled to wear the emblem adopted
bytheNationHonorSocietyofSecondarySchools.

Section 2. Any member who withdraws or is dismissed from the chapter shall return
theemblem.

Section 3. Each member agrees that, whether the emblem comes to him as a gift, a
personal purchase, an award, or from whatever source, the title of the emblem shall rest with the
chapter of which he is a member. The faculty can, therefore, by a majority vote, request that
any member return the emblem. In the case where the emblem can be shown to have been a
personal purchase of the member, the chapter shall reimburse the member the original cost of
the emblem upon its surrender. Each member agrees that his acceptance of the emblem shall be
consideredaffirmationofthisstipulationinregardtothetitleoftheemblem.

Section 4. All insignia must be procured from the national secretary of the National
HonorSociety,1904AssociationDrive,Reston,Virginia22091.

Dues

Section 1. The annual dues for each member shall be subject to the approval of the
executivecommitteeofthechapter.

ARTICLEX
Amendments

Section 1. This constitution may be amended by a twothirds vote of the chapter,


provided that the proposed amendment has been approved by the executive committee of the
chapter and by the national secretary of the National Secretary of the National Honor Society
and that notice to the members has been given at least one month prior to the meeting at which it
istobevotedupon.

Observes instructions and rules, punctuality, and faithfulness both inside and outside the
classroom.
