Europa
Espaa, nuestro pas, se halla en Europa, uno de los seis continentes que
existen. El continente europeo est constituido por numerosos pases, algunos de
los cuales se han agrupado para constituir la denominada Unin Europea. A lo
largo de esta unidad, abordaremos el estudio de diversos aspectos relacionados
tanto con Europa como con la Unin Europea. Los motivos que condujeron a la
constitucin de esta ltima, los pases que la conforman, la adopcin del euro
como moneda comn, la diversidad lingstica y cultural de nuestro continente,
las elecciones al parlamento europeo, entre otros, sern algunos de los temas que
acaparen nuestra atencin.

Qu es lo que se vota el 25 de mayo? Qu asuntos tratarn los nuevos
eurodiputados? Cmo funciona el Parlamento Europeo?


Las elecciones europeas, que se celebrarn el 25 de mayo de 2014, sern unos comicios
especiales, marcados por una crisis econmica que se ha traducido a nivel nacional en un
severo castigo por parte de los ciudadanos a los lderes europeos. 22 pases han cambiado
su gobierno desde que comenz la crisis en 2008 y, en medio de un clima de desencanto
generalizado, la UE afronta el reto de demostrar su importancia en esta cita con las urnas.
De momento, para combatir la que es una realidad en alza, el sentimiento euroescptico, desde
Europa se han introducido ya dos innovaciones ante esta cita electoral: un Parlamento
Europeo con ms poderes y responsabilidad y la relacin directa del voto ciudadano con la
eleccin del presidente de la Comisin Europea.
Estas son las preguntas y respuestas para comprender en qu consisten estas elecciones.

Cundo y qu se vota?
En Espaa se votar el 25 de mayo de 2014 pero cada Estado miembro atiende a sus propias
leyes electorales, motivo por el que esta fecha no ser la misma en todos los pases. Eso s:
todos podrn ejercer su derecho al voto del 22 al 25 de ese mes.
En el caso de los espaoles, elegirn a 54 eurodiputados -del total de 751- del Parlamento
Europeo. Los resultados de los 28 Estados se anunciarn la noche del domingo 25.
Cabe destacar que con la unin de Croacia a la UE en 2013, el nmero de diputados ser de
766. De momento, en estas elecciones sern 751. El reparto de escaos est estipulado en los
Tratados de la UE sobre la base del principio de proporcionalidad degresiva, segn el
cual los pases con mayor poblacin tienen ms escaos que los pases menos poblados. El
Tratado de Lisboa establece ahora que ningn pas puede tener menos de 6 diputados ni
ms de 96. As, por ejemplo, con los cambios actuales, Alemania ver reducido su nmero de
diputados de 99 a 96, mientras que Letonia pasar de 9 a 8.
Qu es un partido poltico europeo?
Es una organizacin que sigue un programa poltico y est formada por partidos e individuos
de distintos pases y, por lo tanto, est representada en varios Estados miembros. Tal y como
se afirma en el Tratado, los partidos polticos a escala europea constituyen un importante
factor para la integracin en la Unin. Dichos partidos contribuyen a la formacin de la
conciencia europea y a expresar la voluntad poltica de los ciudadanos de la Unin.
En el caso de Espaa, una vez elegidos los eurodiputados, pasarn a integrarse en alguno de
los grupos que conforma el arco parlamentario europeo. Entre ellos destaca el Partido
Popular Europeo, el Partido Socialista Europeo, ALDE (Alianza de Demcratas y Liberales de
Europa), Partido Verde Europeo, GUE /NGL (grupo de izquierdas europeo) y, por ltimo,
los partidos nacionalistas y euroescpticos.
Qu funciones tienen los eurodiputados?
Adems de formar parte del grupo poltico con los parlamentarios con los que comparten unos
planteamientos similares, los diputados del PE tambin engrosan una o varias comisiones
parlamentarias.
En el Parlamento existen 20 comisiones permanentes, cada una de ellas especializada en un
mbito poltico, que constituyen la fuerza legislativa del PE, donde se gestionan las
negociaciones fundamentales, aunque las decisiones claves las toman finalmente los 751
diputados reunidos en sesin plenaria. Formar parte de delegaciones interparlamentarias para
reforzar los contactos con otros pases que no pertenecen a la Unin Europea puede ser
tambin otra de sus labores.

Qu es el Parlamento Europeo?
Es el nico organismo de la Unin Europea elegido directamente. Representa a los 500
millones de ciudadanos europeos y, con los cambios introducidos con el Tratado de Lisboa
(diciembre de 2009), adquiere nuevas competencias. Una de ellas resulta determinante: elegir
al presidente de la Comisin Europea teniendo en cuenta los resultados que dejen estas
elecciones.
El Parlamento es tambin una de las principales instituciones legisladoras de la UE junto con el
Consejo de la Unin Europea. Tiene tres funciones principales: debatir y aprobar la
legislacin de la UE, someter a control a otras instituciones de la UE, y debatir y adoptar el
presupuesto de la UE.
Por citar algunos ejemplos, en esta cmara se decide sobre temas tan importantes como la
reduccin del dficit, la poltica migratoria o las ayudas al empleo joven.
El Parlamento tiene tres sedes: en Bruselas, Luxemburgo y Estrasburgo. Las reuniones del
Parlamento en pleno se llevan a cabo en Estrasburgo y Bruselas. Las de las comisiones tambin
se celebran en Bruselas.
Cmo se elegir el presidente de la Comisin?
Tal y como se informa desde la web oficial de las prximas elecciones, esta ser la primera vez
que los Estados miembros tengan que tener en cuenta los resultados del voto popular antes de
elegir a un candidato a presidente. Este ser el procedimiento:
1. Con los resultados de las elecciones europeas, los jefes de Estado o de Gobierno de los
miembros proponen a un candidato a presidente.
2. El candidato presenta, en un manifiesto, sus directrices polticas al Parlamento.
3. El candidato deber ser aprobado por mayora absoluta de diputados al PE -376 de 751-
y, si resulta aprobado se le considera elegido por el Parlamento. En caso contrario, los Estados
miembros tendrn que presentar a un nuevo candidato.
4. El presidente electo y los gobiernos nacionales de la UE acuerdan una lista de candidatos
para el resto de carteras de la Comisin, uno de cada pas. Estos candidatos se someten a
audiencias de confirmacin en el Parlamento, que puede rechazarlos.
5. El presidente y resto de comisarios, ya como organismo, son sometidos a una votacin
nica de aprobacin por parte del Parlamento, que requiere una mayora simple. Si el
Parlamento da su aprobacin, la nueva Comisin queda formalmente nombrada.

humano decidi recoger esos textos por escrito para que no se olvidasen y llegaran a las

EUROPE: A UNION OF PEOPLE

Europe, one of the seven continents in the world, is highly populated and has diverse
landscapes. Some countries in Europe are part of the European Union, and some share
one currency.
Europe is the planet's 6th largest continent and includes 51 countries and assorted
dependencies, islands and territories. Europe's recognized surface area covers about
10.530.751 km
2
and 739.000.000 inhabitants.
The European continent is separated from Asia by Russia's Ural Mountains and by the
Caspian and Black Seas. It is separated from Africa by the Mediterranean Sea. Europe is
bordered by the Arctic Ocean to the north, the Atlantic Ocean to the west.
Europe is the birthplace of Western culture. European nations controlled at various times
the Americas, most of Africa, Oceania, and large portions of Asia.
European integration led to the formation of the Council of Europe and the European
Union in Western Europe, both of which have been expanding eastward since the fall of
the Soviet Union in 1991.

We Europeans belong to many
different countries, with different
languages, traditions, customs and beliefs.
We live together, like a big family, for all
sorts of reasons. Here are some of them.



We have shared this continent for thousands of years.
Our languages are often related to one another.
Many people in every country are descendants of people from other countries.
Our traditions, customs and festivals often have the same origins.
We share and enjoy the beautiful music and art, and the many plays and stories, that
people from all over Europe have given us down the centuries.
Almost everyone in Europe believes in things like fair play, freedom to have your own
opinions, respect for each other and caring for people in need.
So we enjoy whats different and special about our own country and region, but we also
enjoy the things we have in common as Europeans.

The EU tries to make life better in a lot of ways. Here are some of them.

The environment

The environment belongs to everyone, so countries have to work together to protect it.
The EU has rules about stopping pollution and about protecting, for example, wild birds.
These rules apply in all EU countries and their governments have to make sure they are
obeyed.

Freedom!

People in the EU are free to live, work or study in whichever EU country they choose, and
the EU is doing all it can to make it simple to move home from one country to another.
When you cross the borders between most EU countries, you no longer need a passport.
The EU encourages students and young people to spend some time studying or training in
another European country.

The euro

In the past, each country in Europe had its own kind of money, or currency. Now there is
one single currency, the euro, which all EU countries can share if they wish. Having one
currency makes it easier to do business and to travel and shop all over the EU without
having to change from one currency to another.

Today, more than two thirds of the EUs citizens are using the euro. If you compare euro
coins you can see that on one side there is a design representing the country it was made in.
The other side is the same for all the countries.

Helping poor countries

In many countries around the world, people die or live difficult lives because of war,
disease and natural disasters. Often these countries do not have money to build the schools
and hospitals, roads and houses that their people need.

The EU gives money to these countries, and sends teachers, doctors, engineers and other
experts to work there. It also buys many things that those countries produce without
charging customs duties. That way, the poor countries can earn more money.

As anyone who has ever spent a day playing or working in the summer heat can tell you,
the sun is an incredibly impressive source of energy. Even from a distance of 93 million
miles, the suns rays are still power-packed. Thats why TVA is using technology that
collects the suns rays and turns them into electricity. The electricity created this way is
called solar power.
Solar power is an environmentally friendly alternative to some other power-generating
methods. This is because the suns energy is renewable, which means we will never run out
of it.
And solar power production does not create significant air, water, or land pollution. The
United States Environmental Protection Agency says that every year the sun bombards the
Earth with 1,000 times the energy we get from burning fossil fuel. The trick is to figure out
how we can harness that incredible energy.

12. EUROPEAN UNIONS RELIGIONS
There are some religious differences between the citizens of the 27 states of the European
Union. In some countries like Italy, France or Ireland predominate the catholic religion; in
others like Sweden or Denmark the protestant, in others like Greece the orthodox religion.
In addition, there are a percentage of agnostics and atheists in the states of the EU that
varies according to the state where you are. While only a 5% of the Maltese people do not
believe in God, in France or Czech Republic the 30-35% are atheists. In Spain, 20% of the

In the European Parliament, after the European elections, there are many new faces: 350 of
the 736 Members of the European Parliament sit down for the first time.
Which will be the age of the new parliamentarians? Which is the percentage of men, and
which the one of women? Who received more votes?
More than half of the Members of the European Parliament already have experience: the
50.14% have been re-elected. The country where more Members repeated is Malta, with an
80 percent. In the opposed pole, the country with more new Members of the European

The youngest europarliamentarian is 25 years old (the Danish) and the oldest is 81 (the
Italian).

There are three groups into which music can be classified:

CLASSICAL TRADITIONAL POPULAR

These are the main types of music. Each one has features that make it different from the
others. There are also several sub-styles.

A Traditional Song
"Greensleeves" is a traditional English folk song and tune based on a medieval form of
music called a romanesca or its slight variant, the passamezzo antico.
It is possible to first find this song as a score in several late-16th-century and early 17th-
century sources; however, previously it was written as a manuscript like popular music of
the period.
There is that Greensleeves was composed by Henry VIII for his lover and future queen
Anne Boleyn. Boleyn allegedly rejected King Henry's attempts to seduce her. This rejection
may be referred to in the song when the writer says that his love "cast me off
discourteously". The piece, however, is based on an Italian style of composition that did
not reach England until after Henry's death.
There are many versions of this song like there are lamentations of a lover.
The lyrics say:
Alas, my love, you do me wrong,
To cast me off discourteously.
For I have loved you well and long,
Delighting in your company.
Chorus:
Greensleeves was all my joy
Greensleeves was my delight,
Greensleeves was my heart of gold,
