Ofc was dispatched to Spot-Free car wash ref a coin machine alarm. Upon arrival all Ofc checked and all coin machines were secure. A little after 3am
Robert Corcoran called the police department and said that he reviewed the surveillance video and saw two younger males wearing red shirts at the coin
machine at the time the alarm goes off. One of the males later identified as Brandon Napier moves the camera with the soap brush in the car wash bay so
that the tampering wasn't captured on video. Robert said that the two males from the video were walking on Western Ave and he passed them when he
came to shut off the alarm.
Ofcs contacted Brandon Napier and Ricky Scarffol in the Kroger parking lot on Western Ave. Ofc contacted Ricky Scarffol and advised him of his
Miranda rights and Ricky told Ofc that he understood. Ofc asked Ricky about tampering with the coin machine at the car wash and Ricky told Ofc that
he wasn't even over there and that he doesn't even have any tools. Ofc Shipley advised Brandon Napier of his Miranda rights and Brandon told Ofcs that
he understood. Ofcs asked Brandon about tampering with the coin machine and Brandon told Ofcs that he never touched the coin machine. Ofcs asked
Brandon about turning the camera and Brandon told Ofcs that he and Ricky were fooling around and Ricky told him to turn the camera. Brandon further
told Ofcs that he didn't know Ricky was going to try and break into the coin machine but when the alarm went off they got scared and left.
Ofc reviewed the video with Mr. Corcoran which showed Brandon and Ricky who were both still wearing the clothes form the video footage. The
video shows them come onto the property and go to the bay where both Brandon and Ricky walk up to the coin machine and appear to push the buttons
when Brandon picks up the soap brush from the wall hanger and uses it to turn the camera. Ofc checked the coin machine from that bay and observed a
small pry mark on the top left of the coin machine that appeared to be new. Ofc photographed the coin machine and obtained a copy of the surveillance
video. Ofc advised Brandon and Ricky that they were both barred from Spot-Free car wash and both told Ofc that they understood. Ofc placed Ricky
under arrest for tampering with a coin machine and Brandon for complicity.
Ricky and Brandon were transported to the Ross Co Jail and held for Tampering with a coin machine and complicity. Brandon was issued cit# 0511
charging criminal mischief for hitting the surveillance camera with the soap brush with a court date of 5-16-14 at 9am. Brandon signed the citation and
was given his copy. Both were held in lieu of bond or until their court date on 5-16-14 at 9am.

Ofc was dispatched to 10 Delano Ct ref to the complainant needing some subjects barred from the property. Ofc arrived and contacted the resident,
Pearl Poindexter, and her grand daughter/ caller, Christa Thomas. Christa said Charles Darius Sims, Ashlee Maddox, and an unknown w/f were at Pearl's
house this morning and Pearl said they would not leave. Christa said she told them all to leave and Charles told her: "I don't have to leave, call the cops".
She then began to call the cops and the 3 subjects all left on foot towards Ashlee's house at 555 Mill St around the corner. Pearl and Christa wanted all 3
subjects barred.
Ofc went to 555 Mill St and attempted to make contact with the 3 subjects, but no one answered the door. Ofc searched the area but was unable to
locate the subjects. Ofc entered a BOLO for other Ofc's to bar the subjects if they are contacted. Nothing further at this time.

Ofc responded to 75 N High St in reference to an overdose complaint.
Upon arrival Ofc contacted Mark Chaffin who stated he has consumed at least (12) beers on this date. Mark stated he was having difficulty falling
asleep so he consumed (2) or (3) over-the-counter ibuprofren PM tablets. Mark stated since he consumed the tablets he cannot stop shaking and he
believes he is having alcohol withdraws. Mark stated he has no intention of harming himself or others. CFD arrived and transported Mark to ARMC
per his request for further treatment and evaluation.

brown eyes, and was last seen wearing a blue Chillicothe Cavaliers sweatshirt with "DJ Poole" on the back of it. Demierius was also wearing a blue/green
Nike backpack. Ms. Williams did not think Demierius was in any danger.
Demierius was entered into LEADS as a runaway juvenile (NIC #M121988957).

CAD Dispatcher comments :05/16/2014 17:30:58 - YOUNGER BOY GOT HIT BY AN OLDER BOY AND THE OLDER BOY TOOK OFF
Ofc. was dispatched to 126 Cutright Drive in reference to an assualt. Upon arrival, ofc. contacted William EMK Gougeon(DOB 3-15-2003). William
stated he was playing football with some other kids in the field behind Mt. Logan Elementary. William said "Jaston Coley" started arguing with him,
then assualt him, punching William in the mouth, behind the ear, and chest.
Ofc. then contacted William's brother, Freedom Gougeon. Freedom gave the same account of the incident as William. Ofc. also contacted Eric Lewis,
who was outside his home at 126 Cutright Drive. Mr. Lewis stated he observed "Jaston" yelling and swearing at the other children and thought
something was going to happen, but Mr. Lewis did not witness any assault.
Ofc. provided Mr. Lewis, William, and Freedom with written statement forms to complete and return. Ofc. photographed injuries to William's gums,
neck, and chest.
Ofc. was unable to locate "Jaston" in the area. Ofc. was also unable to locate any contact information for Jaston Coley. Ofc. contacted William's
father, William C. Gougeon. Mr. Gougeon could only advise that he thought Jaston lived somewhere on North Brownell Street. Mr. Gougeon stated
that he would like to file charges on whoever assaulted his son.

Ofc contacted Zachary Bowling in the lobby of the LEC in reference to an alleged threat complaint that occurred at 278 Park St.
Zachary stated he went to the residence of Gary Best (278 Park St) to check on his brother, Larry "Patrick" McConahay. Zachary stated when he
arrived, he could see Gary and Larry through the screen door of the residence, so he opened the door and stepped inside. Zachary stated he then asked
his brother, Larry, why he was at a residence where drugs and alcohol are used. Zachary stated at that time, Gary stood up and got in Zachary's face and
began shouting at him "not to be bringing his fights into his home." Zachary stated he and Gary (formally friends) continued verbally arguing with each
other. Zachary stated he asked Gary for them to "take it outside" and Gary allegedly replied "I'll just shoot you then!"
Zachary requested the incident be documented due to the fact he believes Gary is capable of carrying out his threats. Zachary stated Gary never
brandished a weapon and there was never any other threats or forms of physical violence. Zachary also requested Gary be barred from his residence
(101 N Brownell St).
Investigation continues pending contact with Gary.

Ofc observed a silver minivan parked at the dead end of N Rose St on Norfolk Southern Railroad Property. The minivan was tucked back into the
tree line. Ofc turned N/B onto the railroad access road and the minivan attempted to leave. Ofc activated the emergency lights on the patrol car. The
minivan continued S/B at this Ofc and almost struck the patrol car head on.
Ofc contacted the driver of the 2000 Chrysler T&C, Clyde Hammond. Ofc could smell the strong odor of alcohol on both Clyde and in the vehicle.
Clyde had glassy eyes and lack of coordination. Ofc asked Clyde to exit the vehicle. Ofc is familar with the passenger and knows her as Loretta Lawson.
Clyde stated he has known Lawson for a long time and they were just hanging out. Ofc asked Clyde several times what he was honestly doing and
he did not change his story. Ofc read Clyde his Miranda Rights, which he stated he understood and waived. Ofc told Clyde that he was trespassing and
he stated he did not know that. Ofc then asked Clyde to submit to FST and he agreed. Ofc first administered the HGN test. Ofc noted lack of smooth
pursuit, distinct nystagmus at maximum deviation and onset of nystagmus prior to 45 degrees. Ofc explaiend to Clyde that the rest of the testing would
take place at the RCJ due to the uneven and rocky ground. Clyde was placed under arrest of criminal trespass at this time.
Ofc then contacted Lawson and advised her that she was trespassing as well. She denied knowing that she was trespassing. Ofc inquired as to what
she and Clyde were doing and she stated she was just "getting out of the rain". Ofc asked Lawson if she and Clyde had been involved in some type of
sexual act and she stated no. Ofc explained to her that Clyde was buttoning his pants and shirt at the time of the stop. Lawson continued to to deny
and wrong doing. Lawson was placed under arrest for criminal trespass.
Ofc asked Clyde to perform the walk and turn test in the sally port of the RCJ. Clyde was unable to stand heel to toe and lost his balance several
times during the instructions. Clyde then stated he could not do the test. Ofc then explained the one legged stand test. Clyde stated there was no way
he could do that test either.
Clyde was read the BMV 2255 and agreed to provide a urine sample. Clyde was given his copy of the 2255 and citation and booked on a charge of
DUI and trespass. The urine sample was placed in the USPS mailbox. Further charges are pending the results.
Lawson was booked on a charge of trespass and will remain in jail in lieu of bond.
Clyde's vehicle was towed by Mt Logan towing.

Ofc dispatched to Sears on a theft complaint.
Ofc contacted Jeremiah Winchell who stated he observed a W/F now known as Ashley Hall selecting items and taking them into the bathroom. Mr.
Winchell stated when Ms. Hall exited she had no merchandise in her hands. Mr. Winchell stated Ms. Hall passed all points of sale without attempting to
pay for the items. Mr. Winchell stated he stopped Ms. Hall outside the store and escorted her to the Loss Prevention Office. Mr. Winchell recovered a
Infant Onesie, and Elephant toy (valued at $19.31) that were concealed in the bottom of Ms. Hall's diaper bag and removed from the hangers. Mr.
Winchell provided a receipt and stated he would provide video and a statement as soon as they were available. Ofc photographed the merchandise and
returned it to Loss Prevention.
Ofc contacted Ashley Hall who was Mirandized. Ms. Hall stated she understood. Ofc asked Ms. Hall what she was doing at Sears today. Ms. Hall
replied "I had time to kill". Ofc asked Ms. Hall why she was shoplifting. Ms. Hall stated "I didn't mean to, I meant to put the items back". Ofc asked
why the items were in the bottom of her diaper bag. Ms. Hall stated she did not want to say anything else to incriminate herself. Ofc issued Summons
7741 charging Theft due to Ms. Hall having her 4 month old baby with her and had no one to pick up the baby before the store closed. Ashley was
advised of her court date on 5/30/14 at 9:00 AM. Ms. Hall was advised she is now barred from Sears and Super Kmart. Ms. Hall stated she understood.

While on patrol in the area of the rear of 333 E. Main St. Ofc heard Angela Dyer "screaming". Ofc contacted Dyer and William Harmon who was
walking away from her. Dyer was shouting that Harmon had just assaulted her. Ofc detained Harmon and he was placed into a cruiser while Ofc spoke
with Dyer. Dyer told Ofc that Harmon is her ex-boyfriend and she was at his residence this evening when he became violent. Dyer stated she packed her
things and left on foot but Harmon followed her. Dyer stated Harmon confronted her in the alley at the rear of 333 E. Main St. where he began
"swinging" on her. Dyer stated she started screaming and took off running but Harmon gave chase and struck her in the left ear. Ofc saw that her ear was
red/swollen (pics taken). Dyer also completed a written statement and she was told of how to obtain a tpo.
Ofc contacted Harmon and he was advised of his Miranda Rights, which he stated he understood. Harmon denied assaulting Dyer. Harmon was placed
under arrest and transported to the Ross County Jail charging Assault. He was left in the custody of jail staff pending his appearance in court on 5-19-14
9am.

Ofc was dispatched to 188 E 2nd St Apt A ref a noise complaint. When Ofc pulled up Ofc could hear loud music from the street. Ofc contacted Tre
Beverly at Apt A where Ofc had to advised Tre to turn down the music several times due to the music being so loud Tre was unable to hear Ofc the first
time. Ofc checked and found that Ofc had previously warned Tre for disturbing the peace on 4-5-14 ref 14-5480. Ofc issued Tre cit# 7456 charging
disturbing the peace with a court date of 5-26-14 at 9am. Tre signed the citation and was given his copy. All was quiet upon Ofc departure.

circular saw in black case valued at $100, a Craftsman brand stand up tool box valued at $250 with approx $100 worth of miscellaneous tools (wrenches
and sockets) valued at $100, and a Craftsman 3.5hp pushmower valued at $100 that was gray and red in color. No suspects or witnesses. No evidence

Ofc dispatched to 847 Jefferson reference a disturbance. Upon arriving, Ofc contacted Karilynn Blazer who advised herself and boyfriend Ronald Taylor
were involved in a verbal dispute earlier and she wished to not have him around again. Blazer advised Taylor doesn't reside there anymore and wished to
have him barred. No signs of violence and none stated. Taylor wasn't at the residence at the time and Ofc advised to contact this agency back if any
problems arise.
Ofc searched the area for Taylor as he was seen prior to arriving on Jefferson to no avail. Ofc recalled Ofc Cox of this agency had contacted Taylor
earlier in the shift and advised he lives at 847 Jefferson and has his belongings there. Due to this, Ofc will be unable to barr him from the residence.

Ofc was dispatched to 1069 Diehl St in reference to an animal complaint. Ofc contacted Robert P Detty who stated two pitbulls ran into his yard and
were causing a problem. These two canines were gone upon Ofc's arrival. Mr Detty stated his neighbor at 1081 Diehl St has several canines and he
believes they may have come from there. Mr Detty stated there were no injuries and no property damage, he was just concerned about the loose canines.
Ofc instructed Mr Detty to contact police if further problems arose.
Ofc contacted Richard R Brummett at 1081 Diehl St who stated he did have several dogs, including pitbulls, but his canines had not been out running.
Mr Brummett stated there are two pitbulls that run this neighborhood, but he has no knowledge as to their owner. Ofc informed Mr Brummett of the
City Ordinances regarding canines and instructed him to contact police or the County Dog Warden if these two canines returned. At this time, Ofc is
unable to determine the location or owner of the canines involved.

Ofc was dispatched to 72 N Bridge St, Family Dollar, ref to a possible shoplifter returning to the store. Ofc arrived and contacted the manager, Donna
Vannatter and cashier Sheila Thompson. Sheila said she was working last night around 8pm and was very busy and a w/f with blonde hair bought some
items, then began to exit the store and set off the alarm at the security tower at the exit. Sheila said she tried to get the woman to come back inside, but
she took off down the street toward Bridge/Main. Sheila said she believes the woman had stolen items inside her "very full" purse. Sheila said she was
too busy to call last night and did not think the woman would return. Sheila said today, a w/f came in the store and she believed it to be the same subject
from last night. Sheila accused her of stealing from the store last night and told the woman to get out of the store and she was not allowed back and the
woman denied stealing anything and wanted to speak to the manager. Sheila said she told the woman she was calling the police and the woman left.
Sheila and Manager Donna Vannatter wanted the woman barred if located.
Ofc was unable to locate the woman in the area but was advised after about 15 minutes, the woman had returned to the store with her husband and was
waiting on the police. Ofc arrived and contacted Donna again and she said the woman and her husband came back in and were cursing at her and Sheila
and calling them names and "causing a scene". Ofc then contacted the customer, identified as Mitzi Woodruff and her husband Thomas. Both said they
were upset at Mitzi being accused of stealing. Mitzi said she was at home all night last night and Thomas said he was the one who went to the store to
get dog food on his way home from work. Ofc went with Donna and Sheila to review the video from last night and the face of the subject is not

Ofc. was dispatched to 78 S.Walnut St. Apt 124 ref. theft of a wallet. Ofc. spoke to Alan LeMaster who stated Tara Thompson was at his apartment
early this morning around 2:00AM. Mr.LeMaster stated she was there approx 15 to 20 minutes and left. Mr.LeMaster stated when he got up this
morning his wallet was gone. Mr.LeMaster advised it was on his couch and the only person in his apartment had been Tara. Mr.LeMaster stated in his
black wallet was $140.00 in cash, S.S.Card, food stamp card, and his medical card. Mr.LeMaster stated he did not know where Tara lived but has
relatives that live in apartment 417.
Ofc. spoke to Robert Pettit, Tara's brother who advised he has not seen her in over a week. Mr.Pettit advised he does not know where Tara lives. Ofc.

Ofc dispatched to Wal Mart on a theft complaint.
Ofc contacted Don Barton who stated he observed a W/M subject now known as Miles Johnson selecting and concealing items and placing them into
his pockets. Mr. Barton stated Mr. Johnson went through the checkout lines with his wife, but never removed the items from his pockets or attempted
to pay for them. Mr. Barton stated he stopped Mr. Johnson after he passed all other points of sale and exited the store. Mr. Barton stated he escorted
Mr. Johnson to the Loss Prevention Office where Mr. Barton recovered KY Liquid Lube, Flavored Lubricant, 5pk lighters, old spice shampoo, scope,
beard color kit (valued at $40.73). Mr. Barton stated at that time Mr. Johnson began punching himself in the head and face. Mr. Barton provided a
receipt and stated he would provide video and a statement as soon as they were available. Ofc took photographs of the stolen merchandise and returned
it to Loss Prevention.
Ofc contacted Miles Johnson who was Mirandized. Mr. Johnson stated he understood. Ofc asked Mr. Johnson what he was doing at Wal Mart
today. Mr. Johnson replied "shopping". Ofc asked Mr. Johnson why he was taking items. Mr. Johnson stated "times have been hard lately and I was
trying to cut a few corners". Ofc asked Mr. Johnson how much money he had on him. Mr. Johnson replied "enough to pay for everything". Ofc asked
Mr. Johnson why he was hitting himself before Ofc arrived. Mr. Johnson replied "I just wanted to kill myself, my life is over". Mr. Johnson had the
keys to his wife's vehicle, and requested the keys be given to her. Ofc stepped out of the Loss Prevention Office where Mr. Johnson's wife was waiting
to hand her the car keys. At that time Mr. Johnson began punching himself in the face once again. Ofc placed Mr. Johnson in hand cuffs to prevent him
from injuring himself. Ofc arrested Mr. Johnson for theft advising him of his court date of 5/19/14 at 9:00 AM. Ofc advised Mr. Johnson he is now
barred from Wal Mart and if he returned he would be arrested for Criminal Trespass. Mr. Johnson stated he understood. Mr. Johnson stated several
more times he wanted to kill himself while enroute to the Ross County Jail. Ofc advised Jail Staff of Mr. Johnson's comments and left Mr. Johnson in
the care of RCJ Staff. Nothing further at this time.

Ofc. observed a white Chrysler Sebring traveling southbound on Walnut Street near Main Street. The vehicle was bearing Ohio license plates
DHV1582, with a registration sticker which expired in May 2014. Ofc. conducted a LEADS check of the vehicle's registration. Ofc. verified through
LEADS the plates were registered to a gold Chevrolet station wagon/SUV. The plates had also expired on 5-4-2014. Ofc. conducted a traffic stop and
contacted Michael Mullins, who was driving. Ofc. also contacted Richard Rowland (passenger seat) and Jesmin Beverly (back seat). Ofc. verified
through dispatch Ms. Beverly and Mr. Rowland had active warrants. Ms. Beverly and Ms. Rowland were detained.
Ofc. verified through LEADS Mr. Mullins was Driving Under Suspension (license forfeiture). Mr. Mullins was issued citation #21069 charging
Driving Under Suspension (4510.111A), No Operator's License (4510.12A1), and Fictitious Plates (4549.08). Ofc. seized the vehicle's plates to be
placed into evidence. The vehicle was towed by Vest Towing.
Ms. Beverly was transported to the Ross County Jail where she was served with Chillicothe Municipal Court warrant CRB1400735AB for failure to
appear on an original charge of Theft, issued from Judge Eddy's Court. Ms. Beverly will be held at the Ross County Jail in lieu of bond pending her
municipal court appearance on 5-19-2014 at 9:00 AM.
Mr. Rowland was transported to the Ross County Jail where he was served with Chillicothe Municipal Court IBA warrant CRB1401141 charging
Theft with arresting officer Deputy Angles of the Ross County Sheriff's Department, issued from Judge Eddy's Court. Mr. Rowland will be held in the
Ross County Jail in lieu of bond pending his municipal court appearance on 5-19-2014.

Myiah Detillian reported that she was assaulted by the father of her son, a Brandon Napier. Myiah stated she and Brandon are the natural parents of
2 year old Ayden Detillian.
Myiah stated Brandon came over to visit Ayden and the two went for a walk. Myiah stated that she and Brandon got into a verbal argument.
Myiah claimed that Brandon then grabbed her by the hair, pulling some out, and threw her to the ground. Myiah stated Brandon also struck her in the
left side of the face with an open handed strike. Myiah stated she did swing at Brandon but not until after she was struck in the face. Myiah stated she
then told Brandon that she was not going to allow him to see their child. Myiah stated he then removed a butter knife from his pocket, pressed it against
her stomach and told her "that she was lucky he didn't kill her". Myiah stated she started to walk home and told Brandon she was going to her father and
Brandon then left. Ofc provided Myiah with a written statement form. Myiah did not have any visible injuries at the time of the first interview.
Ofc contacted Brandon at his home. Ofc explained why he was there and asked Brandon for his side of the story. Brandon stated there was a
verbal argument but that was all. Brandon denied any phyical contact with Myiah and stated he did not hit women. Brandon stated he did have a butter
knife in his pocket but never removed it and made no threats. Brandon stated he wished to complete a written statement and this Ofc provided him with
one. Brandon stated that during the argument Myiah told him that she was going to tell her parents that he hit her. Brandon stated Myiah told him that
this time she was going to get him in trouble and then he wouldn't be able to see his son. Ofc informed Brandon that he is barred from Myiah's residence
and he is not to have any contact with her. Brandon stated he understood.

Ofc spoke with Myiah's 7 year old brother, Noah Marshall. Noah stated he was walking with Myiah and Brandon. Noah stated his sister and
Brandon were yelling at each other. Noah said they were joking around and that both Myiah and Brandon hit each other. Noah stated that Brandon
pushed his sister and that he pushed Brandon.

Ofc responded to 495 1/2 E 2nd St in reference to a possible burglary in progress.
Upon arrival Ofc contacted Tonya Hummel and her live-in boyfriend, Dwayne Smith, whom both advised a 10yoa w/m riding a bicycle (believed to be
named Tim) kicked in the entry door to their apartment and shouted at Dwayne "come outside nigger!" Dwayne and Tonya stated the subject then left
the area in an unknown direction.
Dwayne and Tonya stated the subject never physically assaulted or threatened them during the incident. Tonya stated she believes the subject's mother
is named "Felicia" but could not provide Ofc with an address or any other contact details. While speaking to Dwayne and Tonya, Ofc noted both
subjects appeared to be under the influence of an intoxicating beverage. Ofc informed the subjects to follow up with this Ofc once they are sober to
complete a written statement.
Ofc noted/photographed damage to the door of the residence. Uninsured. No witnesses.
Investigation continues.

Ofc. was dispatched to 85 River Trace Lane (Walmart) in reference to a maroon van parked in the front of the store with a possibly impaired driver.
Upon arrival, ofc. observed a maroon Chrysler mini van bearing Ohio license plates FRJ7187 parked in the fire lane in front of Walmart. Ofc. contacted
Tyler Buckley, who was seated in the driver's seat with the vehicle's engine running. Ofc. observed two plastic bags of marijuana on the dash in front of
Mr. Buckley. Ofc. observed Mr. Buckley reaching into a backpack which was on the floor between the front seats. Ofc. detained Mr. Buckley. Ofc.
verified through LEADS Mr. Buckley was Driving Under Suspension.
Ofc. also contacted Ashley Sparks (front passenger seat), Matthew J. Shoaf (right seat of middle row), and McKenna Buckley (DOB 4-20-2012,
seated in left side of middle row).
Ofc. seized the bags of marijuana as evidence, as well as a bag containing a black substance which was also on the dash. In the backpack which was
between the front seats, ofc. located a syringe, a white plastic straw, two digital scales, and two vials containing several different pills. Ofc. seized these
items to be placed into evidence. Ofc. also located two syringes under the center of the dash on the floor of the vehicle, which were seized to be placed
into evidence.
While conducting an inventory of the vehicle, ofc. located a case containing two vials. One vial contained Suboxone, the other contained a straw and
some pills. One of the prescription vials had Ashley Sparks' name on it. Ofc. seized these items to be placed into evidence.
The vehicle was towed from the scene by Letche's Towing. McKenna Buckley was left in the care of her mother, Ashley Sparks. McKenna appeared
to be in good health.
Mr. Buckley was transported to the Ross County Jail for Possessing Drug Abuse Instruments (2925.12A M2). As Mr. Buckley was emptying his
pockets in the booking area of the jail, a blue plastic straw with white residue fell from Mr. Buckley onto the floor. At the jail, Mr. Buckley was served
with minor misdemeanor citation #5501 charging Possession of Marijuana (2925.11AC3). Mr. Buckley was also served with traffic citation #21070
charging Driving Under Suspension (license forfeiture, 4510.111A), No Operator's License (4510.12A1), and Expired Tags (335.09).
Further charges will be pending laboratory testing of evidence. Ofc. will forward a copy of this report to Children's Services.

Ofc responded to 900 Dayton St in reference to a overdose complaint.
Upon arrival Ofc observed CFD providing artificial respirations to a w/m subject (identified as Steven Lansing) who was laying on his back on the
bedroom floor of the residence. Ofc contacted Steven's girlfriend, Jena Sweat, who informed Ofc that Steven admitted to her that he used Heroin at an
unknown location at 3:00p on this date. Jena stated Steven appeared and acted normal all day after Steven's alleged initial heroin use. Jena stated she and
Steven went to a friend's residence (that she could only identify as Savannah and Jake) on Douglas Ave (unknown address) at approx 9:00p. Jena stated
while she and Steven were at the residence, she did not witness Steven use any form of drugs. Jena stated she and Steven did consume alcohol during that
time frame, but Steven continued acting normally until they arrived back at 900 Dayton St at approx 10:45pm.
Jena stated when they arrived at their residence, Steven became pale and disoriented. Jena stated Steven then became unresponsive so she called 911.
Jena stated Steven has no known medical history and he is not prescribed any medications.
While on scene, CFD administered Narcan to Steven causing him to become responsive. Steven was then transported to ARMC where he will receive
further treatment.

On the above date and time officer was dispatched to the area of 204 Park St in ref to a vehicle described as a Maroon Mitsubishi, that was in the area
causing a disturbance. This department has had several calls and complaints on this vehicle on this night but no officer was able to locate the vehicle in
the area. Officer responded to the area and noticed a Maroon Mits leaving the area. Officer got behind the vehicle and noticed at Park and Chestnut the
vehicle failed to signal a right hand turn onto Chestnut. Officer then noticed the vehicle failed to signal a right hand turn onto Yoctangee from Chestnut.
Officer also noticed this vehicle matched the description of the vehicle causing the problem in the area. Officer activated the overhead lights on the
marked cruiser at approximately 2317 and attempted to summons the Maroon Mits 300GT OH LIC EZF7384 to the side of the road. Officer advised
dispatch the vehicle was failing to stop and as vehicle was traveling s/b on Yoctangee at Water St officer activated the siren on the cruiser. The vehicle
then turned w/b onto Water St from Yoctangee and speed up to a top speed of approximately 35 mph. The vehicle continued to flee w/b on Water St
passing High St and then made a right hand turn onto Church St now traveling n/b. Officer continued to chase the vehicle with over head lights active and
siren active at which time the vehicle continued to flee. The vehicle traveled n/b on Church and failed to stop for all stop signs on Church St from cross
street of Chestnut to High St. Officer noted the top speed was approximately 60 mph on Church St for suspect vehicle while failing to stop for stop
signs. Officer noted there was moderate traffic on Yoctangee, Water up to Church St. Officer noted there was no visible traffic on Church St.
Once at Church St and High St (SR104) the suspect vehicle failed to stop for stop sign at Church and High and made a left hand turn onto High St.
Officer came to intersection still with over head lights active and siren active and stop and noticed civilian traffic traveling s/b on High St that were
slowing for suspect vehicle. The vehicle then continued n/b on High St as officer gave chase and continued under the SR 35 over pass. Officer noticed the
Red Light for the westbound off ramp of SR 35 was red and suspect vehicle failed to stop for Red Light and continued n/b on SR 104. Officer continued
to give chase with over head lights and siren active as vehicle continued to travel n/b on SR 104 at which time officer noticed the vehicle started to smoke
and officer had what appeared to be oil spraying from suspect vehicle onto officer windshield. Officer noted speeds on SR 104 were approximately 68
mph at the highest point. The suspect the continued n/b on SR 104 passing Moundsville Road with speeds reducing. Officer noticed there was no traffic
at this point on SR 104 and officer moved to the driver side rear of the suspect vehicle to perform a "pit" maneuver. Officer noticed the speed at this
point were down at 40 mph and slowing and with a clear road way officer made contact with the rear drive side quarter panel of the suspect vehicle using
the front passenger fender of the marked patrol car still with lights and siren active and "pitted" the suspect vehicle. Officer caused the suspect vehicle to
spin towards the s/b lanes of travel on SR 104 and caused the car to stall out and dye.
Officer then exited the patrol car, gun drawn, in attempt to apprehend the suspect. Officer noticed at that time that Ofc Anderson position his cruiser
blocking the driver side door of the suspect vehicle and Sgt. Tuttle had his patrol car in front of the suspect vehicle. Officer noticed the suspect crawling
across the vehicle into the passenger seat and attempted to open the passenger side door. Officer noticed the vehicle at that time was full of smoke and it
appeared the suspect was covering his mouth and face with his shirt. Officers were unable to open the door of the vehicle at which time this officer used
his ASP to break open the passenger window to extract the suspect from the vehicle. The suspect was removed through the window of the vehicle and
taken into custody.
Officer then found the suspect driver was a Mark Bruce, and once secured in handcuffs officer noticed he had a small cut above his right eye. Officer
called for EMS and Fire Dept at that time. Once EMS and Fire arrived from Union Twps, EMS attended to Mr. Bruce for the small laceration above his
eyeand the FD made sure the vehicle was ok and smoke was not a fire. Once the FD and EMS clear both the vehicle and cleared Mr. Bruce he was placed
in patrol car and advised he was under arrest. Officer then noticed an open 24 oz can of Bud Light in the middle console of the vehicle which officer
found had cold to the touch liquid inside which officer dumped out and disposed of the can. Officer found Mr. Bruce had a strong odor of an alcoholic
beverage on his person and was also had no drivers license. Officer noticed the vehicle had expired plates and they were also fictitious plates as they
belonged to another vehicle. Officer had Penwell's Towing Service enroute to get the vehicle and Mr. Bruce was transported to the Ross County Jail.
Weather conditions at the time of the incident were clear and approx. 40degrees.
Once at the Ross County Jail Mr. Bruce refused to submit to FST and also refused a Urine test to determine his alcohol level in his body. Mr. Bruce
was advised of the advise of the rear of the ALS form and signed that the form was read to him. Mr. Bruce was then issued two traffic citation, 20592
20593, for OVI, DUS, NO OL, Seatbelt, Expired Plates and Fictitious Plates. Mr. Bruce was issued a summons, 7659, for Open Container and he was
advised he was being charged with Failure to Comply/Fleeing and Eluding. Mr. Bruce was advised his court appearance would be 05/19/14 at 0900 hours.
Officer photographed the vehicle Mr. Bruce was driving along with patrol car after this incident. Officer has nothing further at this time.

Ofc responded to the corner of Water St / Sugar St and contacted Antonio Clay who stated someone broke his front window ($100) on his residence of
163 Scioto St. He stated he was lying on the couch when he heard the front bedroom window shatter. He stated he walked outside and did not see
anyone in the area. He stated neighbor stated he saw two juvenile males running from the area into to the E/W alley south of the residence. They told
him one white male was wearing khaki shorts and a gray sweater and could not describe the other. Ofc asked Antonio if they stated if they saw the
males break the window he stated they did not see the males break the window but they followed them to 103 N Sugar St.
Ofc contacted the residents at 103 N Sugar St and did not contact anyone the matched the description. Ofc also contacted Antonio's witness who did
not want to give a statement but stated he did not see who broke the window. Ofc observed the window and did not find any physical signs of evidence.
At this time there are no witnesses or suspects. Antonio stated he would contact this ofc if he gets further information.

Officer was dispatched to 468 W Main St. reference to Randy Johnson Knocking on her door and that he was bared from the property. Upon arrival
Officer spoke to Belva Gawelek who stated her ex-boyfriend of five months Randy Johnson was calling, texting and knocking on her door. Officer was
advised Via police radio by Officer Shipley that Mr. Johnson was contacted and bared on 05/15/2014 see report 14-8312.
Officer located Mr. Johnson standing only several doors down from Ms. Gawelek's apartment in the dark. Mr. Johnson was detained and wouldn't go
into any detail of why he keeps bothering Ms. Gawelek. Officer issued Summons citation 7626 to Mr. Johnson with a Mandatory appearance in
Municipal Court 05/30/2014 at 9:00 am. Mr. Johnson explained and signed for his copy. Mr. Johnson was advised not to contact Ms. Gawelek by any
means.

On the above date and time officer was dispatched to Henderson Pharmacy, 186 W Main St, in ref to an alarm. Officer arrived on scene at the rear of
the business and noticed an open window on the south east side of the building. Officers set a perimeter around the building and await the arrival of the
key holder. Officer noticed the screen had been removed from the window and the whole bottom half of the window had been pushed inside of the
building. Once the owner, Ron Henderson, arrived and let officer inside the building officer found no one inside the building. Mr. Henderson was then
able to pull up his surveillance video and officer noticed around 0150 a small person comes the rear of the building dress in all black clothing and removes
the screen and pushes on the window. Then the suspect leaves the scene in a s/b direction out of camera view. Officer then noticed around 0310 hours
the same suspect returns and another suspect again dressed in all black clothing return to the same window. Officer noticed the smaller suspect then
pushes on the window again and both suspect enter the building. Officer then noticed 8 seconds later both suspect exit the same window they went in
and run from the property again in a s/b direction. Officer then arrive on scene. Officer noticed minor damage to the window as it was just pushed out of
it place and not broken. Mr. Henderson advised his business has isurance through Nationwide Insurance. Officer has no other leads or suspects at this
time.

Ofc was dispatched to 116 Yaples Orchard ref to the property had been "toilet-papered". Ofc arrived and contacted the resident/ complainant, Robyn
Lettvin. She said some time between 2am this morning and around 9am when she got up, she found the trees in her front yard had toilet paper all over
them. She also said her daughter Brooklyn Watts had either paint or some kind of window chalk that was pink, all over her windows of her car where
someone had drawn a penis on the windows. The paint was on top of dew and moisture from last night so it all ran off and did not stick or cause damage
and she was going to take it to the car wash and spray it off. Robyn said her daughter is finishing the 10th grade at CHS and has been having problems
with her ex-boyfriend Nate Thomas, and his ex-girlfriend Andrea Markins as well as Kassidey Winegardner, Sydney Bales, Alivia McBee, and Sawyer
Lovely, all of whom attend school at Union-Scioto. Robyn said these kids have been harassing her daughter on Facebook and Twitter and she wanted a
report to document the incident in case there are any further problems. Ofc advised her on how to obtain a juvenile protection order for her daughter.

Ofc was dispatched to 129 Vine St ref a domestic dispute. Ofc. arrived and spoke with Or Laor-Stern. She advised her husband Larry Eichhorn has
been trying to get her out of the house, threatening to throw her stuff out. She said that she wants him to leave the house or a place for her to go. She
said she can't move out as she does not have a green card and can't rent an apartment for herself or her child. She said he has not caused her injury but

sometime between 1600hrs yesterday and 1000hrs this date, someone had tampered with the gates on the Post 757 field. Ofc noticed neither gates were
missing but one had been opened with a key and the other was removed from the hinge. No damage seen and nothing stated to be missing. Extra patrols

Corey L. Taylor contacted Ofc. at the LEC ref. his mother abusing him. He advised she allowed him to spend the night with his aunt Friday and then a
friend on Saturday. He said when he got home from his friend's house she accused him of drinking. He said that she told him he was grounded and then
grabbed him by the throat and smacked him. He said he was not going home and wanted charges filed on his mother.
Ofc. contacted Clara (Beth) E. Taylor by phone and requested she come to the LEC. Clara did so and advised that her son was given privileges for the
first time after going to JDC for a previous event. She said when he came in she told him he was grounded because she had been informed he was outside
at 3:00am last night going to her sister's house. She said he got angry and stormed out of the house. She said she did not realize he came to the police
dept. Clara advised she would take her son home and that everything would be fine. She denied grabbing him by the throat, smacking him or accusing
him of drinking.
Ofc. spoke with Corey and his mother together at which time Corey indicated his mother grabbed his chin and turned his face to hers. He also said that
his aunt had told him she was going to tell his mom he was drinking and thought she had done so. While talking to him he asked his mother if he could go
to the doctor as he thought he had broken his hand while at his friends house. He agreed he would behave and not cause further problems. Clara took her
son with her at that time and advised she would call if he caused further problems.

Ofc. was dispatched to 847 Jefferson Av. ref. Ronald Taylor trespassing at the residence. Ofc. spoke to Kari Blazer who stated that her ex Ronald
Taylor was at her residence and he was BARRED. Ms.Blazer stated that Ofc. King was at the residence yesterday ref. there being a verbal argument
between the two(see report 14-8399). Ms.Blazer stated that Ronald had been staying on Scioto Av. and at his friend's residence and does not live at this
address. Ms.Blazer stated that he does not have any belongings in the residence.
Ofc. spoke to Ronald Taylor who stated that he does live at the residence but advised that he could show that he has mail coming to the residence that
is recent. Mr.Taylor advised that he has been staying with a friend but that was because Kari has been arguing with him and he did not wish for the
arguing to continue.

Upon arrival Ofc was contacted by (2) anonymous neighbors that advised the tan colored female pitbull that is owned / harborered by Felisha Elliot at 99
Prospect St was running loose again. The neighbors claimed the dog growled as they walked by it on the sidewalk and it ran back up on the porch of 99
Prospect St. No person was injured or attacked during the incident.
While attempting to make contact with the owner at 99 Prospect St, Felisha arrived on scene in a vehicle. Felisha claimed she was watching the dog until
the original owner moved to another location where they were able to keep it. Felisha stated she has not been able to repair the property fence in order
to keep the dog contained.

Officer was dispatched to Sack 'N' Save in reference to an unknown male unresponsive in front of the store. Upon arrival Officer located the subject
in front of Sack 'N' Save along E Main St passed out. Members of the Chillicothe Fire Department EMS arrived and helped the man become responsive.
Officer asked for his ID which identified the man as Charles Reed Jr. Officer found Charles spoke with a thick tongue slurred speech and a very strong
odor of alcohol on or about his person and had glassy blood shot eyes. EMS found that there was nothing wrong with Charles in a medical way. Officer
began asking Charles questions to determine if he was sober. Officer asked Charles what day of the month it is and Charles responded "the 14th".
Officer asked Charles if he could count backwards from 72 to 58. Charles counted backwards very slowly, when he got to 59 the next number he said
was 49. Officer then asked Charles to say his ABC's from f-p. Charles was unable to say his ABC's. Officer then determined that Charles was too
intoxicated to care for himself, Officer arrested Charles for his own safety. Officer had to assist Charles to his feet and Officer found that he was very
unsteady on his feet and almost fell back down. Officer assisted Charles to the cruiser and transported him to the Ross County Jail where he will be held
until he is sober. Charles said he may loose his job at the carnival running rides. Charles then told this Officer "If your kids come to ride my ride I wont
fasten them so they fly off the ride and get hurt". Charles was issued MM Citation 7729 and advised of his court date on 5/30/14 at 9 am.

Ofc. was working bike patrol and was dispatched to the rear of 242 E Main Street (Tan at Jan's) in reference to a black male and white male wearing
hats and looking into cars. Upon arrival, ofc. observed Randall Lynch Jr. standing in the parking lot wearing a black baseball cap. Mr. Lynch stated he
was waiting for his father. Ofc. verified Mr. Lynch had an active indictment from the Ross County Court of Common Pleas for Possession of Heroin.
While searching Mr. Lych's person, Mr. Lych stated he had a pipe in his pocket that he found laying on the ground and picked up. In Mr. Lych's left
pocket, ofc. located a silver colored metal tube with some burnt residue and burn marks on both ends.
Mr. Lynch was transported to the Ross County Jail, where he will be held without bond pending his common pleas court appearance. Mr. Lych will
also be charged with Possession of Drug Abuse Instruments (2925.12A M2).

Officer was dispatched to Kmart in reference to two juveniles detained for shoplifting. Upon arrival Officer contacted Kmart loss prevention, Audrey
Hoey who stated she saw Terell Nesbitt (juvenile) and Denver Blevins (adult) in the Sporting Goods Department. She noticed Terell because he was
messing with his hooded sweat shirt and it appeared something was hidden underneath the shirt because there was a bulge. She advised Denver stood as a
lookout. She advised she continued to watch them and they went to the Sporting Good area that sold MMA gloves and she saw Terell select a pair and
take them from the package. Again, Denver stood as a look out. Terell left the package behind and they went to the Toy Department where Terell
concealed the gloves underneath his hooded sweat shirt. At this point it was still unknown what the other bulge in his shirt was.
Audrey advised Terell and Denver exited the Grocery doors and was stopped. She advised Terell attempted to come back into the store get rid of
merchandise at which time two sets of MMA gloves was recovered valued at $52.98. Those gloves were photographed.
Officer advised both Terell and Denver of the Miranda rights. Officer asked them about this incident and Terell never admitted to stealing but said,
Denver had nothing to do with it. Denver claimed the same, that he had nothing to do with the theft.
Officer transported Denver to the Ross County Jail for complicity to theft and Officer was latter notified by Audrey that Denver was on video selecting
one pair of gloves that was stolen by Terell. Denver is being held in lieu of bond or court appearance in the Chillicothe Municipal Court on May 19 2014
at 9am. Denver was advised he was barred from Kmart.
Officer then took Terell to 78 South Walnut apartment 410 and contacted his mother Chasity Lett. Officer asked Terell to tell his mother about the
incident and Terell said nothing happened. Officer then explained the theft incident to Chasity and the age of Denver. Terell still denied to his mother he
did anything wrong. Officer gave Terell to the custody of Chasity and explained that the Juvenile Court would contact her in reference to this incident
and that he was being charged with theft. Chasity was also told Terell is barred from Kmart without her being with him which she said she understood.
Officer is requesting Terell Nesbitt be charged with theft.

Upon arrival Ofc contacted Elizabeth Clark who stated approx $500 was stolen from her purse sometime since yesterday evening. Elizabeth stated her
purse was located in the dining room and recalled her son, Airon Clark, getting $50 cash out of her purse yesterday evening. Elizabeth stated no other
person was in the residence until today's date when a subject she could only identify as "James" stopped over to visit her husband. Elizabeth stated
James is a frequent guest to her husband and son and suspects James may be responsible for the theft.
Ofc asked Elizabeth if she suspected her son, Airon, as a suspect in the theft and she stated no. Ofc informed Elizabeth that Ofc took a prior theft
report from this residence and Ofc suspected Airon to be responsible at that time as well. Ofc explained to Elizabeth that Airon is very attentive and
curious to the investigation each time Ofc has taken a report from her residence. Elizabeth stated she does not believe Airon would steal from her
because she provides him with cash whenever he asks for it. Ofc asked Elizabeth if she would give him $500 if he asked for it and she stated "no."
Elizabeth still insisted Airon would not steal from her because she and her husband provide him with whatever he needs.

Ofc. was dispatched to the parking lot at the rear of 33 N Paint Street in reference to a theft. Upon arrival, ofc. contacted Ronald Heath. Mr. Heath
stated that sometime between about 3:00 PM and 8:00 PM, someone broke into green 1996 Cadillac bearing Ohio license plates GFB6199 and stole his
black Crunch 1000W amp and black JDC CD player with blue lights. Mr. Heath also stated there was a new scratch below the left rear door.
Ofc. noted the left rear window had been forced down and knocked off of its tracks. Mr. Heath stated the left rear door was unlocked when he
discovered the theft. Ofc. could not locate any cameras, evidence, or witnesses in the area.

Officer was dispatched to 416 N High St in reference to the theft of a wallet. Upon arrival Officer was contacted by Lavonna Maxwell. Lavonna said
she was asleep on the couch with her purse beside her on the floor. She heard a noise and woke up and started calling out to her daughter as she thought
her daughter got home. She checked the house and saw her purse on the floor by the back door. Lavonna said she found her wallet was missing from the
purse. Officer checked the house and found a small white dog barking at this Officer as Officer entered the house. Officer asked Lavonne if she heard the
dog barking at anyone and she said "no". Officer also checked the yard and alley and was not able to find the wallet.
Lavonna described the wallet as a brown vinyl alligator print wallet with her Florida OLN inside, Homeland Credit Union Visa Debit card and a
BB&T Visa debit card along with $40 in cash. Officer has no witnesses or leads at this time. Nothing further.

between 5 pm and 9 pm he had a 100 mg Fentenayl Patch, a gallon of milk and a loaf of bread stolen. Charles said his son Charles M Kennedy came to
the house today to get more of his belongings and he was allowed in. Charles said now those items are missing. Officer advised Charles that Officer will
look for his son to question him about this incident. Nothing further until Officer locates Charles M Kennedy and questions him.

Officer made contact with Amy Holderman and her mother, Dale Comer, at 685 Ervin Ave. Both advised the other started the argument and the fight and
both advised the other threw the first punch. Amy advised she was punched in the nose and her neck was scratched. Dale advised she was punched in
the eye several times. Officer observed Dale had to small knots above her eye and Amy had a large scratch on her neck and a red/swollen nose. Dale
advised she wanted EMS to come and look at her and they gave her an ice pack and left.
Officer was unable to determine who the primary aggressor was due to the mutual fight and Dale advised she would leave for the night.
Dale left to go to a family members house.
All was quiet on departure.
Nothing further.

CAD Dispatcher comments :05/18/2014 23:43:58 - robert smith came into 43 and stole her purse
Ofc. was dispatched to 117.5 Western Av in reference to a possible Burglary. Ofc. arrived and contacted Lindsey Kempton and Courtney Bainter.
Ms. Bainter stated that she left her residence to walk next door to the HD Mart. She advised that she locked the door handle lock and not the dead
bolt lock. Still at the residence was Lindsey Kempton and Ms. Bainter's son, Reilly Skaggs, who was sleeping during this incident. Ms. Bainter found the
gas station closed and when she returned a moment later she saw the front door partially open. Upon entering she found Ms. Kempton and Robert Smith
in a verbal argument. She told Mr. Smith to leave, he was not welcome there. She watched Mr. Smith leave and as he walked towards the door he grabbed
Ms. Kempton's purse and went for the door. Ms. Kempton followed him where the verbal argument continued outside. Ms. Bainter showed Ofc. that
by slipping a credit of ID card in the door the lock can be opened. She stated that Mr. Smith may have been present at a time she was advising Ms.
Kempton of this. Robert Smith has not and does not live at that residence. She requested he be barred from the property if located.
Ms. Kempton stated that after Ms. Bainter left she heard a noise at the door. She thought it was Ms. Bainter coming back. She then saw Robert
Smith, ex boyfriend and father of one of her children, walk towards her. She was on the phone at that time. She advised that he grabbed the phone from
her and threw it down. The argument was over Ms. Kempton possibly seeing someone else. There was no physical violence and Ms. Kempton was
uninjured. She followed Mr. Smith towards the door after Ms. Bainter arrived home and saw Mr. Smith grab her purse and make his way towards the
front door. She pursued after him in an attempt to get her purse back. She asked Mr. Smith to give it back since he knew it contained her personal
information and medication. They continued to argue verbally in the parking lot as they pulled back and forth for the purse. He obtained control of the
purse and ran away on foot east bound on W Water St. She attempted to follow him but was unable to. She advised Ofc. that the purse contained a
wallet with her SSN card, Food Stamp card, Ohio ID card and medical insurance card. It also contacted her prescription for Zoloft. Ofc. advised her to
cancel the card since he knows the PIN number. She advised that she thought the funds were depleted but she would cancel it.
Both filled out voluntary statement forms and Ms. Kempton filled out a 1C form. Ofc. was unable to locate Mr. Smith and a Pre Indictment packet
will be sent to the Prosecutors Office to review for Burglary charges.
