The Ministry of Education and Training has received a loan from the special fund resources of
World Bank (WB) toward the Project of estalishing !ietnam "ermany #niversity$ aims to develop
the #niversity ecoming a top training and research center of !ietnam as well as a university
meeting regional and international standards% Project Management #nit of &ew Model #niversity
Project (PM#) is looking for a 'nternational Procurement E(pert during the project implementation)
%eneral Tas+s,
* Ensure that the id selection procedure complies with the regulations of the WB and the
!ietnamese +aw%
* ,elect the most -ualified idder with high -uality and ensure the progress and high
effectiveness%
* Transfer knowledge and improve the capacity for the staffs of the PM# on procurement and
project management)
Sco-e of t.e assignment,
* .esearch and collect all related information to develop the id documents%
* Prepare id documents in English$ including ut not limited to documents as follows/ (0)
"eneral Procurement Plan$ 1nnual Procurement Plan and the revised Procurement Plan (if any)% (2)
.e-uest for E(pression of 'nterest% (3) .e-uest for Proposal% (4) Evaluation .eport for the
E(pression of 'nterest and for Proposal% (5) 6raft 7ontract$ etc%
* 8rgani9e and implement all assignments related to procurement (advertisement$ preparation of
documents for opening and closing idding$ evaluation of the Proposal$ etc)%
* 6eal with information related to the procurement process (answering -uestions of the idders
aout the .e-uest for Proposal$ writing letters to the idders to make clearer aout their Proposal$
etc)%
* Participate in the evaluation of the E(pression of 'nterest and Proposals%
* Participate in the contract negotiation%
* Manage the contract and participate in the acceptance process$ payment and settlement of the
contract%
* .eport periodically and une(pectedly (if re-uested) on procurement process and
implementation of the contract for leaders of the PM# and other competent authorities%
* .ecord and manage all documents and information related to the procurement process in
accordance with regulations systematically and scientifically%
* Provide training for national procurement specialists of the PM# and the Project Management
#nit of !ietnamese : "erman #niversity (!M#)%
* ,upport the !M# in procurement activities%
* 'mplement other tasks if re-uested y leaders of the PM#)

Re/0irements for international -roc0rement s-ecialist,
* 'mplement the assignment with high responsiility% e responsile to the leaders of the PM#
and the +aw for his;her work performance%
* Ensure that his;her work performance meets (0) the -uality$ (2) the progress% (3) and complies
with the World Bank guidelines on procurement%
* 7omply with the code of conduct and professional ethics under the WB guidelines on
procurement and other !ietnamese related legal regulations%
* <ollow the task assignment y the leaders of PM#$ laor discipline and regulations of the
PM#)
10alifications,
* =ave Bachelor degree or higher degrees in architects$ civil engineering$ economic$ law%
preference to candidates who have education ackground speciali9ed on architects or civil
engineering%
* =ave at least 05* year e(perience in practical working%
* =ave at least >* year working e(perience as an international procurement specialist in M6B*
funded projects (Multilateral 6evelopment Banks$ such as WB$ 16B$)))%
* =ave e(perience in comple( international procurement$ good knowledge of the WB ;'61
guidelines for procurement of goods$ civil works and services%
* =ave in*depth knowledge of international pulic procurement principles$ procedures$ and
practices%
* =ave completed a multi*uilding$ multi*tens*of*millions of dollars e-uivalent project using
World Bank procedures%
* =ave demonstrated capacity to train local staff and e(perience in holding a workshop;training
in procurement%
* Previous e(perience in project design and implementation is preferale%
* =ave strong communication skills%
* Be proficient in English$ ale to write reports$ make presentation$ etc%
* Preferaly have e(perience working in the region%
* Be fluent in using computer softwares for professional work)
