The National Council for Science & Technology Communication (NCSTC) is a Division in the Department of Science and Technology, Government of India It endeavors to communicate science & technology (S&T), stimulates scientific and technological temper and coordinates & facilitates the
initiatives at various levels

It has a mandate to create e!citement and generate a"areness a#out advances in science and technology to ena#le informed decision$ma%ing at grass root level It ta%es S&T to among various target groups and encourages intelligent de#ates on topical & developmental issues, "hich need S&T #ased information It underta%es #road spectrum of activities concerning S&T communication Central ministries, departments, universities, academic institutions, science cities, science museums, research la#oratories, science and technology councils in states and union territories, radio and television channels, science #ased non governmental agencies&organi'ations (NG(s) and a "hole lot mosaic of S&T setups in the country are our partners and messengers in every noo% and corner in the country It creates lin%ages and fosters cooperation and forges alliances at national as "ell as international level "ith appropriate organi'ations, groups, agencies, institutions, and so on The NCSTC participates in various ongoing developmental&"elfare, national&international activities to strengthen S&T components It has to pac%age, articulate and populari'e strength of Indian S&T achievements, organi'ations and infrastructure "ithin & outside country

*ligibility Criteria/ (rgani'ations&institutes eligi#le for receiving grant$in$aid under the science communication programmes normally have to fulfill the criteria as per General 1inancial +ules of the Government of India and have to follo" standard procedures of the government .lease note that a Non$Government (rgani'ation has to #e registered under Societies +egistration 0ct or other appropriate 0ct for at least three years #efore it can apply for grants It should have Science #ased goals as main or important part of its aim & o#3ectives as clearly given in its )emorandum of 0ssociation The agencies& organi'ations have to su#mit application in the prescri#ed format

Processing of the proposals/ 2ach proposal received in the NCSTC Division is su#3ected to Initial Scrutiny & Screening "ithin the secretariat4 then peer revie"ed #y to referees&e!perts, need #ased presentation of proposals #efore respective e!pert committees4 & processing of recommended proposals is ta%en up for administrative approval and financial concurrence5 sanctioning of #udget and release of grant$in$aid after completion of financial and accounting formalities 6o"ever, the proposal may not #e processed further at any stage of
e!amination, (screening, technical, administrative, financial) if there is infirmity of any %ind

Support "ould #e availa#le for selected proposal for development, production and dissemination of S & T communication soft"are li%e films, manuals, #oo%lets, %its, audio programmes, "e#sites, tal%ing #oo%s and other soft"are for people "ith disa#ilities for different media, in different Indian languages and for different type of audiences In case support is sought for development of S&T Communication soft"are, a detailed dissemination mechanism of the soft"are, indicating geographical and target group "ise spread must #e given along"ith the feed#ac% mechanism :5 %esearch in S&T Communication/ +esearch "ill #e part of all the pro3ects ho"ever certain areas of S&T Communication research li%e5 Study for e!isting impediments to the spread and promotion of scientific temper Development of more effective communication means, tools techniAues4 Development of evaluation methods for measuring efficacy of the various science populari'ation tools presently #eing employed and impact of various NCSTC programmes 0ny other research activity in S&T Communication @5 ;iel! base! pro2ects & %esearch Support "ill #e availa#le for field #ased pro3ects directed to"ards achievement of o#3ective of NCSTC e g through "ell$defined innovative activities involving large num#ers of people, including 3athas&yatra, science fairs, national and international conferences on the su#3ect, e!hi#itions ( mo#ile or other"ise), etc The programmes are focused, theme #ased and aims to create overall a"areness and impart scientific information on particular issues involving dissemination, communication media and ICT tools

)inistry of +ural Development and C0.0+T, )inistry of 2nvironment & 1orests, )inistry of Information Technology, )inistry of 6uman +esource Development, )inistry of 0griculture, etc "hich do not have the component of science communication, science populari'ation or dissemination of scientific temper should #e ta%en up #y the respective )inistry 6ence #efore su#mitting a pro3ect proposal for consideration of NCSTC, it may %indly #e ensured that5 a) The focus of the pro3ect is on the promoting understanding of the science and technology and it emphasi'es the propagation and uses the method and values of science #) It should not propose structural intervention or application&field trial of research outcomes No support is presently a ailable for the follo#ing5
a) Setting up of any %ind of science museum, science centers (2!cept for Science Communication Centres & Science )edia Centres) and science clu#s, science galleries and corner of any %ind in museums or science centers, planetaria or the li%e

#) Setting up of general purpose infrastructural facilities ST+ND+%D T*%MS & C-NDITI-N -; S4PP-%T/ B) No part of the grant "ill #e given #y the grantee to another society&institute&#ody, e!cept in cases "here such payments have prior approval, "ith in the scope of the sanctioned proposal C) Grant under a ma3or head shall not #e utili'ed for a purpose other than that for "hich it is intended "ithout prior approval =) NCSTC reserves the right to terminate support to the pro3ect at any stage, if it is convinced that the grant is not #eing utili'ed properly or that appropriate progress in the pro3ect "or% is not #eing made D) <here support has #een provided #y NCSTC under specific conditions accepted #y a society &institution shall, if it does not comply "ith these conditions, #e lia#le to refund the grant along "ith the interest accrued already received in such manner as may #e reAuired #y the Govt & no further NCSTC&DST grant "ill #e allo"ed to such a society&institution E) The comptroller and auditor general of the Govt of India shall have the discretion and right of access to the #oo%s and accounts of the society&institute&#ody pertaining to the grant(s) received from the Govt F) 0ny unspent #alance of NCSTC grant during a year is to #e either 8

refunded, or specific concurrence has to #e o#tained for it #eing carried for"ard for utili'ation during the ne!t year G) The grantee society&institute&#ody shall maintain separate audited accounts for the pro3ects, to #e furnished "ithin the si! months of the close of the last #udgeted activity in the pro3ect or of the financial year in "hich the last installment of the grant is sanctioned, "hich ever earlier If it is found e!pedient to %eep a part or #hole of the grant in the ban1 a.c earning interest$ the interest so earne! shoul! be reporte! to NCSTC an! the same #ill be treate! as a cre!it to the grantee society.institution.bo!y su#3ect to ad3ustment to"ards the further installment(s) of the grant due to it, if any, or else it "ill have to #e returned to NCSTC along "ith the unspent #alance of the amount sanctioned for the pro3ect H) 0 *tili'ation Certificate, in the 1orm G1+$BI0, to the effect that the grant has #een actually spent for the purpose fir "hich it has #een sanctioned should reach the sanctioning authority "ithin three months of the close of the last pro3ect activity or of the financial year, "hich ever is earlier I) 0ll the assets acAuired or created out of the grant including any information collected&compiled in the course of and for the pro3ect "ill #e the sole property of the NCSTC&DST, Govt of India and should not #e disposed off, or divulged "ithout the prior approval of NCSTC&DST or encum#ered or utili'ed for purposed other than those necessitated #y the implementation of the pro3ect 0ll such tangi#le assets should #e actually la#eled as such (i e .roperty of NCSTC) BJ) 0t the conclusion of the pro3ect, NCSTC &DST "ill #e free to sell or dispose off (#y any appropriate means) the assets&information acAuired for the implementation of the pro3ect The grantee society&institution #ody shall render to NCSTC&DST (Govt of India) necessary facilities for arranging such disposals of the assets&information aforementioned

BB) The pro3ect completion report has to #e su#mitted "ithin t"o months of completion of actual "or% approved as per letter of sanction 0ny su#seAuent pro3ect proposal from the agency for NCSTC support "ould not #e considered till this report is received and is found satisfactory

BC) 1or all the soft"are developed&produced under the pro3ect supported, unless approved specifically other"ise, the NCSTC&DST shall #e the sole copyright holder and ac%no"ledgment of the fact must #e e!plicitly made in a manner to #e specified&mutually agreed in all copies of the soft"are (Soft"are here implies a manuscript, a script, or a pu#lication, a film or a video programme, a slide$set, cassette, a disc or a floppy, or the li%e) 9

13) 0c%no"ledgment of the support received from NCSTC must #e pro3ected appropriately (in a manner to #e specified&mutually agreed) in all pu#lic communications, pamphlets or other pu#licity materials, if any, produced or issued during the course of ad for the implementation of the pro3ect *nless, agreed to or specified other"ise, the form of ac%no"ledgement to #e used "ould #e5 Catalyzed and supported by the National Council for Science & Technology Communication, epartment of Science & Technology, !o"t# of $ndia%

BD) The follo"ing must #e su#mitted to NCSTC as soon as they are ready as per the time$frame envisaged in the pro3ect, #ut not later than =J days after the date of the completion of the pro3ect BJ copies of each printed document (such as #oo%, maga'ine, proceedings, report, finali'ed recommendations, poster, etc ) prepared under the pro3ect T"o sets of each soft"are item (such as film, video, slide$set, audio dist&cassette, computer$floppy etc ) prepared under the pro3ect BE) The pro3ect proposals should clearly focus on any of the areas under respective programmes listed in this document and should #e in conformity "ith the scope of the scheme BF) The proposal should #e routed through the 6ead of the Institute and should #e su#mitted in the prescri#ed format given in this document at any time during the year BG) In case an S2&*C for any programme&pro3ect is pending "ith an organi'ation no fresh pro3ect "ill #e granted till the completion and su#mission of the same BH) 1urther the pro3ect can #e terminated in a#sence of relevant information to #e provided #y the .I&organi'ing institution at any stage of processing BI) 0n underta%ing as to su#mission or pendency of *C & S2 should #e clearly given "ith a specific mention against all of the respective pro3ects implemented in the past "ith NCSTC support CJ) The pro3ect "ill #ecome operative "ith effect from the date on "hich the grant is received #y the institute The date "ill #e intimated #y the Institute to the DST It "ill, in no case, #e later than one month after the receipt of the draft #y the Institute If the .I to "hom for a pro3ect has #een sanctioned "ishes to leave the Institute "here the pro3ect is #ased, the Institute&investigator "ill inform the same to the DST and in consultation "ith DST, the Institute shall evolve "ith DST, steps to ensure successful completion of the pro3ect #efore relieving the .I 0ssociation of a Co$ Investigator "ould normally #e desira#le CB) The .I shall furnish a si! monthly progress report to DST indicating the 10
