December 30, 2013 Middletown, PA 17057 The December 30, 2013 meeting of the Middletown Borough Council was called to order at 6:30 p.m. by Council President Christopher R. McNamara. Following the Pledge of Allegiance, the following Council members answered roll call: Donald Brooks, John Brubaker, Robert Louer, Christopher R. McNamara, Judy Putric, and David Rhen and Sue Sullivan. Barbara Arnold and Scott Sites were absent. Also present were Borough Manager Tim Konek and Borough Secretary Chris Courogen. PUBLIC COMMENT Mike Bowman commented on the need for permits for scrappers and tighter regulation of pit bulls. EXECUTIVE SESSION At 6:39 Council recessed for an executive session to discuss matters related to personnel and real estate. Council reconvened at 8:14 with Council President McNamara announcing several matters related to those subjects had been discussed. Councilor Sullivan made a motion to appoint Amy J. Friday as Borough Secretary with a start date of January 13, 2014 at a salary of $32,500 with no health care benefits. The motion was seconded by Councilor Brooks and approved by a unanimous 7-0 vote. Councilor Brooks made a motion to authorize the Council President to execute a non-binding letter of intent with the VRI Group for potential public private partnership revitalization projects. The motion was seconded by Councilor Sullivan and approved by a unanimous 7-0 vote. Councilor Rhen made a motion to authorize the Council President to execute a proposal to execute a proposal from Long Nyquist to provide public affairs services. The motion was seconded by Councilor Putric and approved by a unanimous 7-0 vote. APPROVAL OF MINUTES Councilor Louer made a motion to approve the minutes of meetings from December 17 . The motion was seconded by Councilor Sullivan and approved by a unanimous 7-0 vote. Councilor Sullivan made a motion to authorize advertisement of Ordinance 1302 of 2013, amending fines and fees. The motion was seconded by Councilor Putric and approved by a 6-1 vote, with Councilor Sullivan dissenting. Councilor Brubaker made a motion to ratify the expenditures for 2013. The motion was seconded by Councilor Sullivan and approved by a unanimous 7-0 vote. NEW BUSINESS Borough Manager Konek reported on the hiring of two new Class C linemen and updated Council on plans for their training. He also reported he is looking into getting Public Works Superintendent Klinepeter assistance in the Public Works Department since Greg Wilsbach will be devoting his efforts to training the new linemen. Council President McNamara added that linemen who had been laid off were offered recalls, but chose not to come back, leading to recruiting the two new employees. Both new linemen are filling existing vacancies, not new positions, and the vacancies were posted as required by the union contract. PUBLIC COMMENT Dawn Knull Mike Bowman commented on Councilor Brooks made a motion to adjourn. It was seconded by Councilor Putric and approved by unanimous consent. At 8:26 p.m., the meeting was adjourned.
