The International Labour Organization (ILO) is the United Nations specialized agency devoted to advancing opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. Its main aims are to promote rights at work, encourage decent employment opportunities for all including for migrant workers, enhance social protection and strengthen dialogue in handling work-related issues. ILO activities in Nepal are conducted and coordinated through the ILO Office for Nepal, CO-Kathmandu. ILO-DoLIDAR-GoN and World Bank Partnership Programme on Strengthening National Rural Transport SNRTP, a 5 years project aims to strengthen the national program for developing and maintaining district level rural transport infrastructure and to enhance the availability and reliability of transport connectivity for rural communities in the 33 target districts. The project aligns with the Interim Strategy Note (ISN) for Nepal and the forthcoming World Bank Group Country Partnership Strategy (CPS). Pillar two of the draft CPS specifically highlights improving connectivity throughout Nepal as a key consideration for inclusive economic growth and rural poverty reduction. The overall project development objective is Under the direct supervision of the National Programme Manager and the general guidance of the Director of ILO Kathmandu office, the Senior Rural Road Maintenance Engineers will perform the following tasks: A. Main duties and responsibilities : The Senior Rural Roads Maintenance Engineer shall be based in the Project Management Unit (PMU) and will be responsible for providing technical support to about 16-17 District Technical Offices in overall achievements of the rural roads routine maintenance activities under the project. He /She shall report to the ILOs National Programme Manager/ Senior Rural Roads Maintenance Advisor in the CPCU and shall be technically monitored by the Senior Specialist, Employment

Intensive Investments in the ILOs Decent Work Technical Team in New Delhi. His /her key responsibilities shall be to support the PMU and the project team in the following areas: Collaborate with the DTOs in data collection, road condition surveys and updating of rural roads inventory in the districts. Assist DTOs in the formulation of their annual road maintenance plans. Assist DTOs in physical and financial tracking of the road maintenance activities as per their annual routine maintenance plans. Introduce, pilot testing of various innovative routine road maintenance models including group based / community contracting; Assist in the development of on-site and off-site training modules for district level maintenance Assist in building a system wide capacity for training and development of road maintenance contractors. Identify issues and develop policies in scaling up sustainable routine road maintenance. Integrate Decent Work Elements into Maintenance and Operation Manuals.

Other Duties: Assist in the preparation of various PMU progress reports, inception report, monthly progress reports, project quarterly reports and final report. Assist in the programming and control of resources, and in the preparation of budget estimates and expenditure. Assist in the development and maintenance of computerized information systems for use in monitoring and reporting on activities and performance. Assist in the organization of conferences, seminars, workshops, training sessions and meetings. Coordinate the development of annual rural roads maintenance annual plan in the districts; This will include activities such as data collection, drafting, approval, communication, monitoring and review on a yearly basis. Provide capacity building inputs, implementation support and technical advice regarding the maintenance of rural road works including identification, prioritization, selection and implementation of road works, with quality control and quality assurance. Assist in monitoring progress of project activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness. Undertake missions to project sites and/or accompanying other team members and officials. Supervise the work of support staff in the DTOs and sub-consultants as relevant. Perform other duties as may be assigned by the supervisor.

The position is located in PMU at Hetauda and Butwal and will contribute to the overall establishment and monitoring of sustainable road maintenance system in the PIU districts. To perform his/her duties, the Senior Rural Roads Maintenance Engineer will be required to spend almost one third of his/her time in the field providing technical backstopping to the DTOs.

B. Qualifications Required Education: Experience: University degree in Civil Engineering, Highways Engineering or related field Two or three years experience with demonstrated experience in the field of employment intensive rural road rehabilitation and maintenance, project formulation and management. Excellent command of English and Nepali

Languages: Competencies:

Demonstrated ability to manage and evaluate rural roads maintenance. Demonstrated technical expertise in formulating new concepts and methodologies, training materials, alternative courses of action and project proposals. Ability to prepare technical publications, reports and recommendations. Managerial capacities to implement projects and organize meetings, workshops. Ability to work in teams, cultural awareness and networking skills. Excellent verbal and written communication skills, including the ability to succinctly explain technical issues to various stakeholders including local level non-technical functionaries. Computer literacy.
