In this system the tenders should be submitted in two parts in separate sealed envelopes : Part I The agency should fulfil the following eligibility criteria and provide documentary proof for the same in the Part I bid envelope : 1. 2. The bidder /Company / Firm / Agency should be registered with Income Tax, Service Tax, Shops and Establishment authority and appropriate authorities under Employees Provident Fund and Employees State Insurance Acts. The bidder /Company / Firm / Agency should have : a. at least three years experience in providing manpower for Security services in any Government/ IT / Public Sector undertakings / Research Organizations / Reputed Private Sector Companies

at least one contract with more than 30 security personnel at a single location/site. The agency should have a well-established Registered Office or Branch Office with full infrastructure in Bangalore. The bidder /Company/Firm/Agency should have minimum One Crore per year financial turnover for previous three financial years. The proof of the annual turn-over for the previous years in the form of audited balance sheet or statement of accounts should be provided, failing which the tender shall be rejected outright The bidder should be a registered and licensed contractor with PASARA membership. The agency should include the list of clients whom they have provided housekeeping services during the past 5 years, along with name, phone / fax number of the contact person and also list of current running contracts as given in Annexure III of this document.

Part II should be the price offer to be submitted separately in a sealed envelope. The price offer will be considered of those parties only who have submitted all documents indicated in check list of Part I of tender and are found competent on the basis of information submitted in Part I. Both the envelopes should be securely sealed and stamped separately and clearly marked as "Envelope No. 1- EMD, Eligibility Criteria and Envelope No. 2- Commercial Bid" respectively. Both the sealed envelopes should be placed in a third larger envelope clearly mentioning Tender for Providing Manpower for Security Services and to be submitted to the address given below so as to reach them on or before 13th January 2014 before 15.00 hrs. Any tender document/fee submitted through post/courier is at the risk of the bidders and C-DAC is not responsible for any delay/loss. Tenderers/Bidders are requested to submit their most competitive rates. It may please be noted that incomplete tenders will NOT be accepted. 1. C-DAC reserves the right to award the work either in part or in full. The decision taken by C-DAC shall be final and will be binding on the successful tenderer/bidder. The successful tenderer/bidder will be required to submit Security Deposit / Bank Guarantee of One months billing value, after the receipt of the LOI before commencement of the contract. The rates quoted in the tender should be inclusive of all taxes, duties & levies applicable on the last date of receipt of the tenders. In case any additional tax / duties are levied subsequently or if the percentage of tax / duty is increased, then C-DAC will reimburse the additional component of the taxes / duties to the service provider on submitting satisfactory documentary evidence to prove that the tax is actually paid by the service provider to the respective Govt. agencies. Income Tax, service tax etc. will be made at source, if applicable as per Govt. rules from the bills submitted by the service provider and necessary TDS certificates will be issued. 4. C-DAC reserves the right to cancel/withdraw the bid without assigning any reasons for such decision. C-DAC also reserves the right to award to any bidder or cancel the orders issued to any bidder without assigning any reason thereof. Such decision will not incur any liability whatsoever on the part of C-DAC consequently. Any attempt of negotiation on the part of the bidder, directly or indirectly, after submission of tender, with the authority to whom they have submitted the tender or authority who is competent to finally accept it or any endeavour to secure any interest for an actual or a prospective bidder or to influence by any means the acceptance of a particular tender will render the bidders tender liable to be rejected. Bidders shall adhere to the procedure and processes laid down in this document and shall follow fair and ethical practices of trade. Deadline for Submission of Bids a. Bids must be received by C-DAC before the time due, date and address specified in the tender. In the event of the specified date for the submission of bids being declared as a holiday for C-DAC, the bid-closing deadline will stand extended to the next working day. C-DAC may, at its sole discretion, extend this deadline for submission of bids by amending the bid documents. This will be suitably notified to the bidders.

Late Bids Any bid received by C-DAC after the specified deadline for submission of bids will summarily be rejected. Pre Bid Meeting and Site Inspection : Pre-bid meeting will be held at 1500 hrs. on 30th December 2013 at C-DAC Knowledge Park, Bangalore. Maximum Two participants per bidder would be allowed to attend the pre-bid meeting. The representatives could also inspect the site on the same day. The queries, if any, with respect to terms and conditions of the tender and scope of work, will have to be submitted in writing on/before the day of the Pre-bid meeting and the answers to the queries would be forwarded to all the bidders who have purchased the tender document. No queries will be entertained after the Pre-bid meeting. No site inspection will also be allowed after the Pre-bid meeting. BID OPENING AND EVALUATION OF BIDS (Technical Bid and Commercial Bid) Part I - Technical bid will be opened on 13th January 2014 at 1530 Hours at: The Senior Admin Officer Centre for Development of Advanced Computing (C-DAC), C-DAC Knowledge Park, #1, Old Madras Road, Byappanahalli Bangalore 560 038.

The representatives of bidders may choose to attend the opening of the technical bids. In case bidder requires any clarifications / information they may contact C-DAC address given above. The technical bids will be evaluated to shortlist the eligible bidders. The technical evaluation will include checking the financial turnovers, registration certificates, legal, statutory and other associated compliance. The committee will also evaluate the performance of the agency against their running contracts. This may include obtaining reference(s) and/or visiting the facility / worksite and the quality of the manpower deployed by them. The commercial bids of only the short listed bidders shall be considered for further processing. Bidders whose technical offer is found acceptable and meeting the eligibility requirements as specified in this tender will be informed about the date and time of the opening of the commercial bid.

Note: Please do not insert "Commercial bid" (prices quoted) in the technical bid envelope. If the price quoted is submitted with technical bid the tender will be rejected.

Opening of Commercial bids C-DAC will open commercial bids of only the short listed bidders, in the presence of the bidders or their authorized representative who choose to attend, at the time and date to be informed later. The bidders representative who is present shall sign an attendance register as a proof of having attended commercial bid opening. The bidders name, bid prices, discounts, EMD and such other details considered as appropriate by C-DAC, will be announced at the time of opening. The bid can be submitted in person or through post/ courier (shall not be responsible for any postal delays resulting in disqualification/rejection of any bid) so to reach C-DAC on or before the due date and time. The bidders authorized representative (only one) can attend the bid opening. 10. C-DAC - reserves the right to amend or withdraw any of the terms and conditions contained in the Tender Document and reserves the right to accept the offer in full or in parts or reject summarily without assigning any reason Any conditional bid shall not be considered and will be out rightly rejected in very first instance. Comparison of Bids C-DAC will compare the bids, from the short listed bidders ONLY technically accepted competitive bids will be considered for award of contract.

ANNEXURE I GENERAL TERMS AND CONDITIONS OF TENDER & CONTRACT The tender should be submitted in sealed cover addressed as under, so as to reach C-DAC not later than 1500 hrs. on 13th January 2014 The Senior Admin Officer Centre For Development of Advanced Computing (C-DAC) C-DAC Knowledge Park No. 1, Old Madras Road, Byappanahalli, Bangalore 560 038. 1. Period of validity of bids a. b. The tender given should be kept open for the acceptance by C-DAC for three months from last date fixed for submission of tender. C-DAC may ask for the bidders consent to extend the period of validity. Such request and the response shall be made in writing only. The bidder is free not to accept such request without forfeiting the EMD. A bidder agreeing to the request for extension will not be permitted to modify his bid. Bid evaluation will be based on the bid prices without taking into consideration the above corrections.

Only net rates with break-up should be quoted for the period of the arrangement. Tenderers/bidders are advised to exercise greatest care in offering the rates. No excuse or excuse for negotiations, altering rates or corrections will be entertained after the quotations are opened. No overwriting or cutting is permitted in the Commercial Bid Form. In such cases, the tender shall be summarily rejected. All corrections, if any should be initialled by the persons signing the tender form. Quotations should be for Providing of Manpower for Housekeeping Services. The validity of contract - The validity of contract will be for 2 years extendable further for a maximum period of 1 year which is at the sole discretion of C-DAC, depending on the satisfactory service by the successful tenderer/bidder on such terms and conditions as may be mutually agreed upon at the time of extension/s. The contract will be reviewed once at the end of every year. C-DAC shall be at liberty to terminate the contract: a. If C-DAC is not satisfied with the services rendered in respect of which its opinion is final and binding on the successful bidder and in such case C-DAC will have option to allow any other agency to provide services as per C-DACs requirement at the cost of the concerned tenderer. C-DAC will have full rights to terminate the contract and award any portion of the contract to any other agency at any stage in case of breach of contract.

Amendment of Bidding Documents a. At any time prior to the deadline for submission of bids, C-DAC may, for any reason, whether on its own initiative or in response to the clarification request by a prospective bidder, modify the bid document.

C-DAC at its discretion may extend the deadline for the submission of bids if the bid document undergoes changes during the bidding period in order to give prospective bidders time to take into the consideration the amendments while preparing their bids.

Earnest Money Deposit (EMD) a. The tender documents must be accompanied by Earnest Money Deposit of Rs. 75,000/- in the form of a Demand Draft only drawn on any schedule/ Nationalized Bank in favour of C-DAC, Bangalore payable Bangalore. Bids submitted without EMD will stand rejected. EMD will not be accepted in the form of cash/cheque or any other form other than DD. No interest is payable on EMD. b. The EMD will be returned to the bidder(s) whose offer is not accepted by C-DAC within one month from the date of the placing of the final order(s) on the selected bidder(s). In case of the bidder(s) whose offer is accepted the EMD will be returned on submission of DD / Bank Guarantee as Security Deposit(SD)(Refer Para 09) However if the return of EMD is delayed for any reason, no interest/ penalty shall be payable to the bidder. The successful bidder, on award of contract / order, must send the contract/order acceptance in writing, within 7 days of award of contract/order, failing which the EMD will be forfeited. The EMD shall be forfeited: i. ii. If the bidder withdraws the bid during the period of bid validity specified in the tender. In case a successful bidder, fails to furnish the Security Deposit .

Security Deposit Within ten (10) days of the award of contract, the vendor shall furnish a Security Deposit amounting to One months billing value, by way of Demand Draft/Bank Guarantee favouring C-DAC, Bangalore. The Security Deposit will be forfeited, in case the vendor fails to execute the order to the satisfaction of C-DAC. The Security Deposit will remain with C-DAC till the end of contract and will not bear any interest whatsoever and will be liable for forfeiture in case of the breach of any of the terms and conditions of the Contract. The performance security should remain valid for a period of 60 days beyond the date of completion of all the contractual obligations of the successful tenderer.

The security personnel should be of age group between 25 and 45 years and should have the ability to check Identity cards, Gate passes, have knowledge of atleast two of the three languages, namely English / Hindi & Kannada. The security supervisors should have atleast three years experience, should be a matriculate, physically fit and should be able to read and write in English.

The manpower employed by the agency shall be required to work normally on all seven days with staggered weekly off, i.e round the clock services in 8 hrs shift durations. The duty hours should not exceed eight hours at a stretch. Continuous shifts by the same person should be avoided and no post should remain unmanned. Odd duties/shifts may be required according to exigencies, which are to be provided by the Agency. Weekly offs have to be provided to each of the staff. Provision for weekly off, Leave reserve etc. has to be taken into account while projecting the manpower and working out financial effect. The person deployed shall be required to report for work at specified shift hours and remain in the designated post till the end of the shift. Any post found vacant during any shift/day, the wages for that shift/day shall be deducted. Also, in case, person deployed is absent on a particular day or comes late / leaves early on three occasions, without proper reasons, One day wage shall be deducted. In case of repetition of such instances, appropriate action, which includes removal from work, will be taken.

On commencement of the contract the successful bidder will be required to deploy entirely a fresh team The requirement of manpower will also be reviewed and curtailed/ retained/ enhanced as and when required 10. After the quotations are accepted and the arrangement of contract finalised, the successful tenderer/bidder will be expected to ensure prompt services of providing manpower throughout the period of the contract as per orders given by C-DAC. In case of their failure to do so, C-DAC will be free to make alternative arrangements at the risk and costs of the concerned successful/bidder. If services are found to be unsatisfactory and also if there is a non-compliance on the part of the service provider w.r.t. the terms of the contract, C-DAC shall be at liberty to terminate the contract arrangement with immediate effect. The decision of C-DAC in this regard is final and binding on the service provider. C-DAC at its sole discretion can terminate the contract without assigning any reason whatsoever by giving 30 days notice to the contractor. The bidder shall not be allowed to sub-contract to any other agency without the prior written consent of C-DAC. The bidder will be bound by the details furnished by him / her to C-DAC while submitting the bid or at subsequent stage. In case, any of such documents furnished are found to be false at any stage, it would be deemed to be a breach of terms of contract making the firm liable for legal action besides termination of contract. The successful bidder shall furnish the following documents in respect of the individual manpower who will be deployed by C-DAC, before the commencement of work: (i) List of Manpower short listed by agency for deployment at C-DAC, containing full details i.e. Name, Date of birth, Educational Qualifications, Marital status, Address etc; (ii) Certificate of verification of antecedents of persons by local police authority to be submitted within one month from the date of award of the contract. The entire cost towards this will be borne by the Contractor only. The validity of the certificate submitted should not be more than one year old from the date of joining the company.

CODE OF CONDUCT : i) C-DAC expects absolute honesty from each employee of the Service Provider while performing the Services; ii) No employee of the Service provider shall permit any unauthorized person(s); iii) No employee of the Service Provider shall consume, destroy, give, loan, sell or take away any item, not belonging to the Service Provider; iv) No employee of the Service Provider shall open any package, cases, bags or other similar containers not necessary for the performance of the Services; v) The employees of the Service Provider will enter and leave the premises only from the access location designated by the C-DAC Senior Administrative Officer. No employee of the Service Provider shall loiter on the Site, but shall remain in those areas designated as accessible by the employees of the Service Provider for performance of the Services; vi) No employee of the Service Provider shall give, sell or otherwise make available any C-DAC records or information. This includes any papers or information left in waste or recycles receptacles. No employee of the Service Provider shall scavenge C-DACs discarded or refuse material nor salvage any material from the Site; vii) The employees of the Service Provider shall not make personal calls or other calls from any telephone. However, if they require to contact their Site office in case of an emergency, they may obtain the permission from the Administrative personnel and do so; viii) No employee of the Service Provider shall perform the Services while under the influence of any alcoholic beverage, narcotic or any other intoxicant; ix) No employee of the Service Provider is expected to conduct themselves in a business-like manner at all times. Loud talk, profanity, or any such activity will not be permitted; x) The Service Providers employees shall proceed with care when moving and operating equipment, so as to avoid causing damage to C-DACs property; xi) The Service Providers employees shall not use or turn on or cause to be turned on any electrical device such as adding machines, calculators, computers, copiers/duplicators, radios, televisions, and other electrical equipment not required for performance of their Services; xii) The employees of the Service Provider shall at all times wear the Service Provider identification badge bearing the employees photograph issued by Service Provider while performing the Services; xiii) The employees of the Service Provider shall not adjust, move or put away items found on counters, desks, tables, etc., nor shall they place any items on furniture at the Site during the performance of the Services; xiv) The employees of the Service Provider shall not introduce at the Site any sexually explicit materials, objects, photographs, etc., and shall not make any comments, jokes, or references which may be considered sexually offensive; xv) The employees of the Service Provider shall not engage in indecent and inappropriate behaviour with the employees of C-DAC, or with any other person/passenger while performing the Services; and

LEGAL 01. For all intents and purposes, the successful bidder shall be the Employer within the meaning of different Labour Legislations in respect of manpower so employed and deployed at C-DAC, for contractual services.

The selected agency shall be solely responsible for the redressal of grievances / resolution of disputes relating to person deployed. C-DAC, shall in no way, be responsible for settlement of such issues whatsoever. C-DAC shall not be responsible for any damages, losses, FINANCIAL or other injury claims to any person deployed by service providing agency in the course of their performing the functions/duties, or for payment towards any compensation. The manpower deployed by the contractor for the contract shall not be entitled for claim, pay, perks and other facilities which may be admissible to casual, ad-hoc regular / confirmed employees of C-DAC, during the currency or after expiry of the contract. In case of termination of the contract also, the persons deployed by the contractor shall not be entitled to or and will have any claim for absorption or relaxation for absorption in the regular / otherwise capacity in C-DAC. The Contractor should communicate the above to all the manpower deployed in C-DAC by the contractor. The selected agency will be required to pay minimum wages as prescribed under the Minimum Wages Act of Central Government . The bidder will maintain proper record as required under the Law / Acts. Any increase in minimum wages by Central Government will be given along with ESI and PF as applicable. The selected agency shall maintain all records/registers required to be maintained by him under various laws including those mentioned above and produce the same before the Statutory Authorities whenever required. These shall among other things include the following: Muster Roll Register of Wages Register of Deductions Register of Fines Wage Slip Register of Advances

The selected agency will be responsible for compliance of all statutory provisions relating to Provident Fund, and Employees State Insurance Bonus etc. in respect of the persons deployed by it at C-DAC. 07. The selected agency shall also be liable for depositing all taxes, levies, Cess etc. on account of service rendered by it to C-DAC & income tax to concerned tax collection authorities from time to time as per extant rules and regulations on the matter. 08. The Tax Deduction at Source (T.D.S.) shall be deducted as per the provisions of the Tax Department, as amended from time to time and a certificate to this effect shall be provided to the agency by C-DAC. 09. In case, the service provider fails to comply with any statutory / taxation liability under appropriate law, and as a result thereof C-DAC is put to any loss / obligation, monetary or otherwise, C-DAC will be entitled to get itself reimbursed out of the outstanding bills or the Performance Security Deposit of the agency, to the extent of the loss or obligation in monetary terms 10. In case of any untoward incident, a joint enquiry will be conducted and decision arrived at shall be final and binding on both the parties.

The agency shall alone be liable to pay compensation for any damage/death /injury sustained by the personnel or any other members of the agency as sustained by them in the course of their work/duty at the centres during the contract period. The agency is fully responsible for such eventualities and he should indemnify C-DAC against any claim in this regards 12. The selected agency has to exercise utmost vigil in the performance of duties. Any loss or damage caused by negligence on the part of the staff deployed shall have to be reimbursed by the bidder. Once it is established that the loss is because of lapse(s) on the part of the staff deployed, the successful bidder shall pay within 15 days, the purchase price or the market value of the lost / stolen article / property whichever is higher. In the event of failure to pay such amount the same will be recovered from the amount due to the successful bidder. 13. The Contractor shall be responsible for the entire criminal, civil, liabilities arising during the contract period by any of his/his employees acts or omissions and he should indemnify C-DAC from such implication / eventualities / happenings. 14. The selected agency will indemnify C-DAC from all legal, FINANCIAL, statutory, taxation, and associated other liabilities. 15. The Contracts concluded by C-DAC are subject to the final approval of their Management. 17. Corrupt or Fraudulent Practices. C-DAC requires that the bidders who wish to bid for this project have highest standards of ethics. a. b. C-DAC will reject a bid if it determines that the Bidder recommended for award has engaged in corrupt or fraudulent practices while competing for this contract; C-DAC will terminate the contract forthwith if it finds that the vendor has engaged in corrupt and fraudulent practices during the execution of contract.

Interpretation of the clauses in the Tender Document / Contract Document In case of any ambiguity/dispute in the interpretation of any of the clauses in this Tender Document, Executive Director, C-DACs interpretation of the clauses shall be final and binding on all parties.

AWARD OF CONTRACT a. b. C-DAC shall award the contract to the eligible bidder whose bid has been determined as the lowest evaluated commercial bid. If more than one bidder happens to quote the same lowest price, C-DAC reserves the right to award the contract to more than one bidder / choose the suitable bidder C-DAC reserves the right to award the contract partly or wholly to the successful tenderer. C-DAC reserves the right to amend or withdraw any of the terms and conditions contained in the Tender Document or to reject any or all tenders without giving any notice or assigning any reason. final authority for settling any disputes and the decision of the Executive Director in this regard shall be final and binding on all. 20. OBLIGATIONS OF THE AGENCY: a. The agency should employ personnel aged above 18 who have good health and clean conduct records. b. The agency should employ personnel who can converse well in English and local languages. c. The agency should provide 2 sets of Uniforms (including Raincoats), Shoes and other requisite equipments for the security services, to all the personnel employed by them. 21. ARBITRATION In the event of any dispute or difference between the Parties in respect of any matter relating to or arising out of this Agreement, they shall endeavour to negotiate a mutually satisfactory solution. If solution cannot be reached within a reasonable time, the said dispute or difference shall be referred to a sole arbitrator to be appointed by the Executive Director of C-DAC, Bangalore Centre, Bangalore. The arbitration proceedings shall take place in Bangalore and be conducted in English language and governed by the provisions of the Arbitration and Conciliation Act, 1996.
22. 1. SCOPE OF CONTRACT: - The scope of contract will include: The manpower employed by the agency shall be required to work normally round the clock and all 365 days as per the shifts allotted with a lunch break of hour from 1330 hrs. to 1400 hrs. Any security personnel who will be working after the stipulated shift time will be eligible for overtime wages. The Contractor's normal jobs are defined as per Appendix "A", "SCHEDULE OF SERVICE". The contractor shall be responsible for the good conduct and behavior of their employees. If any employee of the Contractor is found misbehaving with the supervisory staff or any other staff member/ student of the Centre, the Contractor shall terminate the services of such employees at their own risk and responsibility on the recommendation of the Centre Co-ordinator or any other Officer designated by the Director, C-DAC, Bangalore. The Contractor shall issue necessary instruction to its employees to act upon the instructions given by the supervisory Staff of the Centre. The Contractor and its staff shall take proper and reasonable precautions to preserve from loss, deduction, waste or misuse the areas of responsibility given to them by the Centre and shall not knowingly lend to any person or company any of the effects or assets of the Centre under its control. (a) In the event of any loss being caused to the Centre on account of negligence/dereliction of duties by the Contractor or Contractor's employee that shall be established after a joint inquiry comprising of the representative of the Centre and the Contractor, the

Centre should get the same from the Contractor, up to the value recovered from the Contractor's current Insurance cover. (b) The Contractor will be held responsible for the damages/sabotage caused to the property of the Centre due to any events of force major. 5. The contractor shall take day-to-day instructions from the Security Officer/ or his Deputy in his absence, of the Centre. The employees of the Contractor shall be of good character and of sound health and shall be not more than 40 years of age in case of Security Guards and 45 years in case of Supervisors. The Centre will have liberty to change this ratio by giving one months prior notice, should the Centre will have liberty to increase/decrease the total number of Guards by giving at least two weeks notice to the Contractor. It would be desirable that the Security Staff provided should have knowledge of Fire Fighting, first aid, Scooter/ Motor Cycle Driving & handling Wire-less communication equipment. The contractor shall maintain a complaint Book which will be made available to the Supervisory staff of the Centre. The manpower proposed to be deployed by the Contractor shall be subject to screening by the Centre, to ascertain their antecedents, suitability and skills. Before deploying a person in the Centre the contractor shall furnish complete particulars and obtain written approval of the designated officer of the Centre. The Centre reserves the right to interview the person(s), if considered necessary, before giving approval. Centre reserves the right to ask and require the contractor to remove any person deployed by the Contractor, without assigning any reason/notice. The Contractor shall supply trained manpower. The Contractor shall also undertake at his own expense in consultation with the Centre, a continual updating of skills and procedure to be followed by the Security Staff provided to the Centre by organizing suitable training schedules for them. The Fire Fighting & Security training shall be carried out every 3 months. The Contractor shall also provide a tentative schedule/ plan for training its staff for one year. A proper record of the training of its staff shall be maintained by the Contractor. The Contractor will also include the training and updating skills of permanent Security Staff of Centre in consultation with the Security Officer of the Centre at no additional expense to the Centre. The Centre agrees to provide Space/Lecture Hall for such a training programme subject to availability. The manpower supplied by the Contractor shall also be trained on the existing Fire detection and Alarm system and Fire Fighting Systems installed in the Centre. In case of an outbreak of fire they should be able to undertake fire-fighting operations. The Staff Selected for deployment will compulsorily undergo ON-SITE Training for at least 03 days under Contractors arrangements and expense. The contractor shall supply uniforms (all weather) with nameplates and two pairs to the persons engaged by him. The Centre shall not allow any employee of the Contractor to work inside the Centre without the uniform except in cases where in specifically asked for. If during the period of contract the uniforms are torn out, it shall be the responsibility of the

Contractor to supply another uniform to the persons and he should ensure that the persons wear them while they are on duty in the Centre. The Contractor shall get the identity card of each employee checked by the Supervisory Officer of the Centre. It would be the responsibility of the contractor to incur expenses of Danda, Torch, Pen, Diary, and Whistle for its staff. The contractor should also provide (if required) wireless sets / walkie talky to his employees at least 4 nos. with replacement of batteries etc. at his own cost. 12. The Contractor will get all the staff supplied, verified of their antecedents, through Police verification and a certificate to this effect be furnished by the Contractor to the Centre within one month from the date of award of contract. The contractor should maintain proper record/documents of the same. The company shall have a proper system of checking the guards on duty, day and nights for every shift. Records of the same should be effectively maintained and shortcomings if any should be immediately rectified. A daily report to be submitted to the Supervisory Officer. The contractor to ensure to provide at least one/two guards during any of the shifts (one being the lady guard strictly) to possessing computer knowledge / data entry skills and capable of handling the front office in case of need.

ANNEXURE A 1. Protection of the Personnel & property as e.g. when assigned in transit (cash & documents), trespass in the assigned area and against Centre Procedures & Rules, willful Harm, Deploying fail-safe preventive security measures, providing early warning & mobilizing trouble shooting elements of the Centre. Keeping vigil on incoming and outgoing materials / equipments / personnel / visitors etc. and the same may be noted in the required registers. Fire Fighting. ANNEXURE II Detailed Terms and conditions for providing Manpower for Security Services in the C-DAC, Knowledge Park Premises, Bangalore. 01.

Only 3 National Holidays will be permitted; 1) Republic Day, 2) Independence Day & 3) Gandhi Jayanti.
Contractor should provide 2 sets of uniforms for the employees deputed in CDAC at his own cost. Also, for efficient and safe conduct of duty by the deputed personnel, items/tools of relevance shall be provided by the agency and be in good presentable condition.

The agency shall provide two pairs of uniforms consisting of full pant, shirt and apron to each of the employees with a badge of the agency. The employees should wear these when on duty in C-DAC premises. The uniforms are to be provided by the Contractor at his own cost. In order to ensure that the fulfilment of statutory obligations, contractor shall ensure that the payment of Wages (in compliance with Minimum wages Act as per applicable laws), to the workmen of the contractor is made in the presence of a representative nominated by C-DAC or in case of remittance to the bank accounts, proof of the same with the signature of the personnel needs to be submitted. On award of the contract, the contractor would be required to obtain the labour licence from the Central Labour Commissioner, Bangalore for deploying labour at C-DAC, Knowledge Park Bangalore, if applicable. The contractor shall issue the identity cards to his workmen on his own cost carrying the photograph of the personnel and personal information such as name, date of birth, age and identification mark etc, and shall be duly intimating in writing the caretaking cell as and when there is any change. The contractor shall ensure availability of the manpower. The selected agency shall immediately provide a substitute in the event of any person leaving the job due to his / her personal reasons. The delay by the agency in providing a substitute beyond three working days shall attract liquidated damages @ Rs.200 per day (per such case) on the service providing agency, besides deduction in payment on pro-rata basis. The Contractor should deploy the personnel after screening from Administration department, C-DAC, Bangalore. The contractor shall ensure that the workmen deployed by him behave decently and do not indulge themselves in any such activities, which are unbecoming on the part of a person working in the Government Office. The contractor shall be responsible for the good conduct and behaviour of his employees. If any employee of the Contractor is found misbehaving with the supervisory staff or any other staff member/ student of the Centre, the Contractor shall terminate the services of such employees at their own risk and responsibility on the recommendation of Senior Admin Officer or any other Officer designated by Senior Admin Officer, C-DAC, Bangalore. The Contractor shall issue necessary instruction to its employees to act upon the instructions given by the supervisory Staff of the Centre.

The selected agency shall designate the Supervisor to be responsible for immediate interaction with this office, so that optimal services of the persons deployed by the agency could be availed without any disruption. The Contractor shall be responsible for the safety of all the items of furniture, plants, office equipment and other fittings provided in the premises and shall be liable to make good of any loss to the same if damaged during the execution of their duties which shall be recoverable from his monthly bill or other dues payable to the contactor by the company. It will be the responsibility of the contractor to meet transportation, food, medical and any other requirement of contractors manpower for carrying out the contra ct works. The CDAC will have no liability in this regard at any stage. The contractor shall submit to C-DAC along with the monthly invoices in duplicate to the Office of Senior Admin Officer the proof of having paid the monthly salaries and all other statutory dues to the staff deployed by him at C-DAC and remittance of P.F. and E.S.I. contributions for previous month to the concerned departments of the employees deployed at CDAC needs to be submitted Service tax remittance challan-previous month/quarter, Profession tax monthly return forms are to be submitted. Payment will be made after submission of the bills before 15th of every month. If the required proofs are not submitted to C-DAC along with the monthly invoices, CDAC shall have the right to deduct the applicable amounts from the monthly invoices of the contractor and pay the deducted amounts to the concerned employees/departments directly. If the amounts to be paid to the concerned employees of the contractor or P.F. and E.S.I contributions to be remitted to the concerned Departments are more than the amount of the monthly invoice in any month, C-DAC shall have the right to recover the deficit amount either from future invoices of the contractor or in any other manner in accordance with law." BONUS Bonus collected from C-DAC has to be disbursed to such of the employees at the time of their relieving from the services or after a year. The work force deployed at site of services to be carried out shall be adequately trained and qualified and should behave properly with C-DAC officials. In case of complaints regarding any misbehaviour & or for improper working of any of the workman of the Contractor the concerned workmen shall be removed and to be suitably replaced by the Contractor immediately failing which it shall be presumed that no such workman are deployed and accordingly the corresponding charges will be deducted from the bill of the contractor. Unauthorized person belonging to the Contractor will not be allowed to enter C-DAC campus. The contractor or his bonafide representative shall regularly visit the site and meet the Senior Admin Officer or a representative authorised by Senior Admin Officer to take instructions, monitor operations and review the complaint register/site order book, thereby attending the site requirements efficiently & effectively, failing which Senior Admin Officer shall be free to take suitable action as per relevant terms & conditions of agreement at his discretion as required.

C-DAC may ask contractor to supply additional similar manpower during exigency / critical operations other than the scheduled supply against extra payment as per the quoted rates. The contractor at his own cost will get all the staff supplied, verified of their antecedents, through Police verification and a certificate to this effect be furnished by the Contractor to the Centre before deployment of the staff. The contractor should maintain proper record/documents of the same. The police verification details should be provided immediately on the commencement of the contract. The contractor has to agree to deploy the staff to C-DACs other locations at Electronics City and Visvesvaraya Towers whenever there is a need of manpower at the other locations.
