ABOUT THE INSTITUTE OF CHARTERED ACCOUNTANTS IN ENGLAND & WALES (ICAEW)


The ICAEW is the UKs premier accountancy body with more than 127,000 members working in business and public practice in 133 countries. As a chartered body incorporated in 1880, the Institute operates in the public interest. Its objectives are to educate and train Chartered Accountants, to maintain high professional standards among members, to provide services to members and students and to advance the theory and practice of accountancy. International Members The Institute currently has around 17,000 members registered as working outside the UK. We offer a wide range of services and information (see below) to support international members in their professional lives, all of which can be accessed via a dedicated area of our website at www.icaew.co.uk/international

Thought Leadership The Institute is committed to shaping thinking and influencing decisions on professional and business issues at both a global and domestic level. Our international reputation and influence are built on technical excellence, thought leadership and the practical insight of our members, combined with a clearly defined approach to the ethical behaviour of accountants, both in practice and in business. As a result, the Institute has valuable relationships with regulators and policy-makers worldwide, works closely with international professional organisations and is the only professional body to be a member of the World Economic Forum. The Institute is also a very active member of the International Federation of Accountants (IFAC) and the European Federation of Accountants (FEE) in shaping policy and best practice for the profession throughout the world. Graham Ward, the President of IFAC, John Kellas who chairs the International Auditing and Assurance Standards Board (IAASB) and Andy Popham, a FEE Vice-President who also chairs the FEE Auditing Working Party, are all ICAEW members. As a leader in the field, the Institute is committed to improving the quality of business reporting in the public interest and has launched a major campaign Information for Better Markets. Prospective Financial Information, New Reporting Models for Business, Digital Reporting: a Progress Report, and Sustainability: The Role of Accountants are currently available and will be followed by four further reports on issues including measurements and integrity later this year. Ethics Help and Advisory Services The Institute provides a UK-based enquiry service for members with technical and ethical queries. Members can contact the enquiry service via email or via telephone (UK working hours only). The technical and ethics advisers operating the enquiry service are experienced and knowledgeable and the ethics advisers are exempt from the duty to report misconduct, so members can feel free to discuss ethical issues in complete confidence. There are also a number of help sheets available on the website covering the more frequent ethical or technical issues that members face. Faculties The Institute has five Faculties specialising in: Audit and Assurance Corporate Finance Finance and Management Information Technology Tax. As the Faculties provide specialist and focused help for members in their particular areas of expertise a separate membership and/or subscription fee is levied. See www.icaew.co.uk/faculties

Library & Information Service The Institutes Library & Information Service (LIS) is a leading business library with unrivalled holdings of publications in accounting and auditing and important collections in taxation, law, finance and management. Resources include a range of digital information products, more than 40,000 books and over 250 current journal titles, including all significant English language journals on accounting and auditing. The LIS online catalogue, Libcat, is available on the website and includes a flexible search tool to enable members to locate items of interest. The LIS answers enquiries from members around the world by email, fax, telephone and by post on a wide range of subjects using the LIS collection of books, journals and a selection of online databases. Members Handbook The complete reference guide to the Institutes rules of membership and conduct is available online and in print friendly format via the international members website and at www.icaew.co.uk/membershandbook. There is also an option to register for email notification of any changes. The handbook contains four main sections: Royal Charter, Bye-laws and Regulations Guide to Professional Ethics Guidance for Members in Practice Guidance for Members in Business.

Personal & Professional Insurance Services The Institute works with Aon Insurance in the UK to provide members with a wide range of personal and professional insurance services. This service has now been extended to include international members via Aons Global Business Units. See www.icaew.co.uk/international

CCH has an unrivalled portfolio in tax, accountancy and finance and works with the Institute to provide online information, specialist websites, training, seminars and software tools. Free and subscription based online local information services on accountancy and tax issues are available to Institute members in Hong Kong via www.cch.com.hk

Alerts The Institute sends monthly newsletters by email to all members with an email address. The Alerts contain timely items of professional and technical importance or interest as well as general Institute news and events. International Alert is for all our members who work outside the UK. Members also receive either Business Alert (for those working in Business) or Practice Alert (for those working in practice), plus a quarterly IAS Alert updating members on issues relating to International Accounting Standards and International Financial Reporting Standards in preparation for their adoption in both the European Union and Hong Kong in January 2005.

New Qualifications The Institute in conjunction with the HKICPA will be launching an assessment and award programme in International Accounting Standards (IAS) and International Financial Reporting Standards (IFRS) with supporting learning material which covers all standards effective in 2006 and offers annual updates for standards effective in 2007 and beyond. Member Support The International Focus seeks and represents members views and interests via the International Focus Directing Group and Contact Members and channels them back to the appropriate areas within the Institute. Contact Members are a network of volunteer members based in over 65 countries who can provide local support and advice to members in their country and to the Institute in London, providing assistance when ICAEW senior volunteers and staff visit. We currently have Contact Members in Hong Kong, Beijing and Shanghai.

THE ICAEW AND HKICPA CO-OPERATION AGREEMENT


The Co-operation Agreement between the Institute of Chartered Accountants in England and Wales (ICAEW) and the Hong Kong Institute of Certified Public Accountants (HKICPA) allows members of the HKICPA (formerly the Hong Kong Society of Accountants) to apply for membership of ICAEW under certain conditions. It replaces the Reciprocal Membership Agreement signed by ICAEW and HKSA in November 2002. Members of the HKICPA who successfully apply for membership of the ICAEW under this agreement are referred to below as new ICAEW members. Conditions under which HKICPA Members may apply (1) HKICPA Members who qualified for membership under the Qualification Programme introduced in 1999. (2) HKICPA Members who: (i) qualified for membership prior to 1 January 1986; or (ii) qualified for membership under the HKSA ACCA joint examination scheme which terminated on 31 December 2001, or (iii) Other HKICPA members not covered by above 1, 2 i) and 2 ii) but who have completed and passed the HKICPA Final Professional Examination plus a module of the Qualification Programme. HKICPA members applying under Conditions (2)(i), (2)(ii) or (2)(iii) must also meet the criteria set out below and must submit any application by 31 December 2007. Fees and Subscriptions New ICAEW members will pay an admission fee on joining the ICAEW plus an annual membership subscription. The admission fee is a one-off fee payable in the first year of joining the ICAEW. New ICAEW members joining in 2006 will not, therefore, be liable to pay an admission fee in subsequent years.

Membership of HKICPA New ICAEW members must, in addition, maintain their membership of the HKICPA including the payment of HKICPA membership subscriptions. Any new ICAEW member who ceases to be a member of the HKICPA or fails to renew membership of HKICPA will automatically be deemed to have resigned from the ICAEW and his or her membership will be cessated.

Criteria Tests Five years practical accountancy experience of which a minimum of three years must have been spent within a practice environment or under the employment of an Authorised Employer or Authorised Supervisor recognised by the HKICPA. HKICPA Members who have spent less than three years within a practice environment or under the employment of an Authorised Employer or Authorised Supervisor may offer, on a case by case basis, evidence of other relevant experience provided their application has the support of a Fellow member of the ICAEW or an Authorised Employer or Authorised Supervisor currently registered with the HKICPA. Applications will be considered on a case by case basis.

APPLICATIONS
Please complete all sections of the attached form in English and forward to the Registrar at the HKICPA, with a specimen business letterhead where requested. You are asked to take particular care in confirming under which clause of the ICAEW/HKICPA Co-operation Agreement you wish your application to be considered. All applications will be screened by the HKICPA to ensure they meet the specified membership criteria. Applications will then be forwarded to the ICAEW along with confirmation that individual applicants have not been subject to any adverse findings by the HKICPA and are not otherwise under investigation by the HKICPA. The ICAEW will then confirm that your application has been successful and process payment accordingly. The preferred method of payment is by credit card and applicants are required to complete the Credit Card Payment Form, which forms part of the Application Form, to authorise ICAEW to debit payment upon approval of the application. A detailed member profile questionnaire will also be dispatched for completion. Membership of the ICAEW will only be confirmed on receipt of payment in full. Although every effort will be made to process applications within ten weeks of receipt, applications requiring consideration on a case by case basis may take longer. You will be notified of any delay in processing your application.

TERMS AND CONDITIONS


Initial terms and conditions of membership arising from the Co-operation Agreement between the Institute of Chartered Accountants in England & Wales (ICAEW) and the Hong Kong Institute of Certified Public Accountants (HKICPA) dated 8 September 2004 are outlined below. Practising Certificates HKICPA members joining the ICAEW and wishing to practise in Hong Kong will continue to be required to hold a HKICPA Practising Certificate. If they are based in the European Union and wish to practise there they will be required to obtain an ICAEW Practising Certificate. In the United Kingdom, the UK Government Department of Trade and Industry regulates Audit, Insolvency and Investment Business. Individuals and firms working in these areas must be appropriately authorised. See icaew.co.uk/hongkong website for new Hong Kong members, for further information. Designatory Letters New ICAEW members may use the ICAEW designatory letters, ACA, and title Chartered Accountant subject to the regulations which apply to all ICAEW members. Discipline Complaints regarding the conduct of a new ICAEW member will normally be referred to the HKICPA unless otherwise agreed between the HKICPA and ICAEW. However, any complaints relating to conduct within the European Union will normally be referred to the ICAEW. Any new ICAEW member suspended by or excluded from the HKICPA will automatically cease to be a member of the ICAEW. Any penalty imposed by the HKICPA on a new ICAEW member will be notified to the ICAEW. Similarly any penalties imposed by the ICAEW on a new ICAEW member will be notified to the HKICPA. Continuing Professional Development (CPD) HKICPA members joining the ICAEW will be subject to ICAEW CPD requirements. Information can be found at www.icaew.co.uk/cpd Fellowship Fellowship to the ICAEW, irrespective of entry route or age, requires ten years continuous membership of the ICAEW.
