XXIX DAE SPORTS & CULTURAL MEET [FOOTBALL] 2013

All the participants and officials are welcome to UCIL, Jaduguda for 29th DAE Sports & Cultural Meet (Football-2013).
INTRODUCTION
Uranium Corporation of India Limited is a public sector undertaking under the administrative control of Department of Atomic Energy [DAE]. It is sole agency in commercial exploitation of Uranium Reserve in the Country. It has its head office at Jaduguda in East Singhbhum district in the state of Jharkahnd. Jaduguda is located at a distance of 25 Km from the Industrial city of Jamshedpur/ Tatanagar and is about 300 Km from Kolkata. The nearest railway station Rakha Mines is about 5 Km from Jaduguda. It is linked to Jamshedpur and Kolkata by all-weather metal road and broad gauge railway track. At the time of formation of the Corporation, UCIL was operating only two units Jaduguda Mines and Jaduguda Mill. During the last five decades, the Corporation has expanded its activities and is now operating six underground mines at Jaduguda, Bhatin, Narwapahar, Turamdih, Bagjata, Mohuldih and one Open Cast mine at Banduhurang in Singhbhum thrust belt. To process the available ore of these mines two process Plants one at Jaduguda along with Magnetite recovery plant and one at Turamdih are in operation. All these units are located in Singhbhum East District, Jharkhand. Tummalapalle Mine & Mill, which is located in Caddapah District, Andhra Pradesh is under advanced stage of commissioning. Gogi Uranium Project at Karnataka, Lambapur-Peddagattu Project in Andhra Pradesh and KPM Project in Meghalaya are in the pipeline.
IMPORTANT EVENTS IN THE HISTORY OF URANIUM MINING

April 1951 1961 1963 1966 1967 1968 1968 1986 1995 1997 2003 2007 2008 2009 2010 2013 Discovery of Jaduguda. Formation of Jaduguda Mines Project. First visit of Dr. Bhabha to Jaduguda. First visit of Dr. Vikram Sarabhai to Jaduguda. Uranium Corporation of India Limited, Public Sector Enterprise and Department of Atomic Energy was established. Commissioning of Jaduguda Mill with a capacity of 1000 TPD, Commercial production of Magnessium Di-uranate (Yellow Cake) began. Jaduguda Mine Shaft commissioned. Bhatin Mine was commissioned. Narwapahar Mine was commissioned. Jaduguda Mill expansion to treat 2090 TPD Turamdih Mine was commissioned. Bandhuhurang Mine was commissioned. Bagjata Mine was commissioned. Turamdih Mill commissioned to treat 3000 TPD Jaduguda Mill expansion to treat 2500 TPD Mohuldih Mine was commissioned.

We have pleasure in informing you that Football event of 29th DAE Sports and Cultural Meet-2013 will be conducted from 24th December, 2013 to 28th December, 2013 at Jaduguda & Narwapahar Township of M/s Uranium Corporation of India Limited.
DETAILS OF THE MEET

: C-Type Playground, UCIL Township, Jaduguda & Narwapahar Colony Playground Date : From 24th December, 2013 to 28th December, 2013 No. of Participants : Player 14 [Fourteen only] Manager 01 [One only] Fixture of the meet : Draws will be decided at the Managers meeting as per the format given under the heading General Guide Lines for Tournament. Venue Rule & Regulation : Football tournament will be conducted as per AIFF Rules. In case of any dispute, Tournament Committees decision will be final.

ACCOMMODATION
Atomic Energy Central School # 1, Jaduguda No extra members or family will be allowed. Extension of stay of participants will not be allowed in any case.
BOARDING
Boarding arrangements have been made at A.E.C.S # 1, Jaduguda. Boarding arrangement will start with lunch on 23rd December, 2013 and will end with breakfast on 29th December, 2013. The details of the time schedule is given under the heading Catering Service.
RETURN JOURNEY
Team Managers/ Coaches should submit the details of Return Journey as per the format given under the heading Outward Journey Details Form, latest by 25th December, 2013 so as to enable us to make arrangement for transport from Jaduguda to Tatanagar Railway Station/ Rakha Mines Railway Station.
IN-PLANT VISIT
In plant visit programme has been arranged on 3rd & 4th day [Morning & Evening] during the meet. Team managers/ coaches may submit the In plant visit Form enclosed in the managers folder, at the reception counter by 25th December, 2013.
GENERAL
Reception Committee members will be available round the clock at reception counter located at A.E.C.S # 1, Jaduguda [Phone No. 4220]. In case of any inconvenience, participants should feel free to contact them. Cooperation of all the participants is earnestly solicited for the success of the meet.

GENERAL GUIDELINES FOR PARTICIPANTS

General guidelines for the Tournament and tentative timings are laid down below for your kind information.
CHAMPIONSHIP GROUPINGS

SEEDINGS
For the team championship first round will be on League basis and subsequent rounds on Knock Out basis. The top slot in each group namely A and E are earmarked for the winners and runners up of the previous meet respectively. The semi-final looser of the previous meet will be assigned the group in which it has not played in the previous tournament and will be allocated the lot D & H. Other positions will be decided by drawing the lots amongst rest 04 [four] teams in the Managers Meeting.
VERIFICATION
The Organising Committee may check the Identity cards of any participants to verify the eligibility of the participants. Hence all participants are required to bring Identity Cards and must produce on demand/ request.
MATCH TIMINGS AND OTHER DETAILS

All the matches will be played as per the following schedule. The points awarded during the League matches will be as under. Win Loose Draw Abandoned 3 Points 0 Points 1 Point 1 Point#
# - If the match is abandoned/ could not play due to rain in league matches.

The general guide line that will be followed for the Semi-final slots will be as follows: a) Top two teams from each group will play in semi-final. b) In case of a TIE during the League matches, the basis of selection for semi-finals will be as per the following priority. 1. Number of points earned. 2. Results of individual encounter in the group 3. Total Difference of Score in the League Matches
IN SEMI-FINAL & FINAL

In the matches if result ends in draw in regular time, extra 30 minutes will be played with duration of 15 minutes in each half. In case of draw in extra time also. Then penalty shootout will take place to decide winner. With 5 (Five) shots for both the team. Further in case of no result sudden death will be applicable.
MATCH TIMINGS FOR LEAGUE MATCHES

Morning Session 10:30 AM [10:30 Hrs.] Evening Session 03:00 PM [15:00 Hrs.] Matches will be played at C-Type Playground, UCIL Township, Jaduguda & School Playground, UCIL Township, Narwapahar. Matches shall be conducted as per the rules adopted by the AIFF and as adopted by D.A.E. Sports and Cultural Council. All the matches shall be played as per match schedule. All the players shall play in proper uniform with chest and back numbers. Referees decision will be final and binding. Tournament Committee reserves the rights of all changes in the schedule. The morning session of 24th December, 2013 will succeed the opening ceremony on that day. Players are requested to cooperate for smooth conduct of the tournament.

INSTRUCTION TO PARTICIPANTS
All Participants compulsorily should attend inaugural function and valedictory ceremony. Do not leave Jaduguda without prior intimation to steering, Reception, Accommodation & Transport Committee. The Final is scheduled to be held at 02:30 P.M. followed by Prize distribution on 28th December 2013. Team Managers are requested to ensure that the teams should report to the Chief Referee at least 30 minutes before their scheduled matches. In case of any emergency, please contact the members of Steering, Reception & Accommodation Committee. They shall be available in the Reception Counter round the clock. Participants must stay in the accommodation provided to them at A.E.C.S # 1 & 2, Jaduguda. They must return back to their accommodation latest by 9:00 PM without fail. No guest will be allowed to stay with participants under any circumstances. All the items issued to the Team Manager must be returned back to the Steering, Reception & Accommodation Committee as per Item List provided to them before vacating. The accommodation must be vacated on 29th December, 2013 before 12:00 Noon.

MEET REPORT
I feel pleasure and honour to submit the meet report in front of you regarding All India Inter DAE Football Meet-2013 which was conducted from 24th December, 2013 to 28th December, 2013 at UCIL, Jaduguda & Narwapahar. 116 Participants from different DAE units namely Ajanta, Dwarka, Ellora, Golconda, Pushkar, Rameshwaram, Nagarjuna and from the host team Konark came here to take part in this Football meet . Football tournament started on 24th December, 2013 following the colourful inaugural function. School children welcomed the participants and guests by their melodious welcome song, colourful local dance. The meet was declared open by Shri S. K. Sinha, Supdt. of Police (Rural), East Singhbhum, who was the Chief Guest of the inaugural function. The meet flag was hoisted by the Chief Guest. For the team championship, first round was on League basis and subsequent rounds on Knock Out basis. All the eight teams were divided into two groups based on the last Football Meet results and draws. Group #1 comprised of Konark, Rameshwaram, Nagrajuna & Ajanta, whereas Group#2 comprised of Golconda, Dwarka, Ellora & Pushkar. The tournament was held in pleasant atmosphere and participants enjoyed the playing conditions offered to them in such a cold climate. To conduct this tournament renowned referees from Jharkhand Football Association, Jamshedpur were engaged. Sri Surendra Bahadur Singh, Head of the

Department, Jharkhand Referees Association, Jamshedpur was appointed as Match Commissioner. Team of referees consisted of S/Sri Surendra Nath Tudu, Bugai Soren, Ahsan Ahmad, Shakti Pada Das, Sushen Chandra Tanti, Mangal Tudu, Dubraj Soren, Sobhnath Kisku and Laba Murmu of Jharkhand Referees Association, Jamshedpur. After league matches Konark and Ajanta qualified from Group#1 and Golconda and Dwarka qualified from Group#2 for semi-finals. The semi-finals were played on 27th December, 2013 between Konark & Dwarka in the forenoon and between Gonconda & Ajanta in the afternoon, in which Konark & Ajanta were the winners respectively. The final match was played on 28th December, 2013 between Konark & Ajanta in front of you a short while ago in which Konark and Ajanta were declared winner and runners-up respectively as you all know. The committee of judges has decided to award the Fair play trophy as per prevailing practice, based on the on field and off-field behaviour and game spirit to Dwarika team. Shri Durga Hansdah of Konark has been declared as the Player of the tournament by the committee comprising of match officials and tournament committee. In-plant visit for participants from various teams were arranged and the participants enjoyed and admired our mines. For many of them who had never visited any underground mines, it was an extraordinary and unforgettable experience.

The coverage of complete tournament in press and media was done by local newspapers and T.V. Channels. The media people were very co-operative and gave elaborate coverage of the tournament on day-today basis. The organising committee took extreme care and attention in preparation of Football ground under the guidance of JFA officials. We are highly thankful to the JFA officials for their support and guidance. We, the organisers have put our best efforts to make the stay of players as comfortable as possible. We hope the players liked our arrangements and hospitality. I thank all the teams, convenors, committee members, school staff & children, security personnel and each one who have extended their helping hand in making this tournament a great success. A big thank you to the colony residents and football fans who assembled in large numbers to witness the matches and made the tournament a grand success. Thank you.
