Reeaua Local a Pactului Global din Republica Moldova: ACTIVITI i PRACTICI


Ultimii ani au fost marcai de creterea contiinei companiilor referitor la rolul lor n dezvoltarea social a Republicii Moldova. Ca rezultat, tot mai multe companii au aderat la iniiativa Pactului Global i la procesul de constituire a Reelei Pactului Global din Moldova. n primul an de activitate Reeaua Local a oferit un cadru valoros pentru comunicarea ntre companiile membre ale acestuia i pentru organizarea de diverse activiti de instruire n cadrul Reelei. Acest Raport i propune s treac n revist asemenea activitile desfurate n cadrul Reelei, precum i s elucideze prolurile companiilor membre ale Reelei n materie de Responsabilitate Social Corporativ.

1. Pactul Global n Republica Moldova


Reeaua Local a Pactului Global a fost lansat n Moldova la 28 noiembrie 2006, n cadrul unei festiviti la care au participat reprezentanii ociali ai instituiilor de stat, membrii comunitilor academice i ONG-urilor, mass-media i lideri ai mediului de faceri local. Reeaua Local a PG este alctuit din 14 ntreprinderi naionale i multinaionale de diferite dimensiuni. Aceste companii au aderat la principiile universale privind protecia drepturilor omului, standardelor muncii i mediului nconjurtor garantnd respectarea i promovarea responsabilitii sociale n cadrul comunitii moldoveneti.

2. Membrii Reelei Locale


Reeaua Local a Pactului Global (RLPG) este compus din 14 companii care au aderat iniial la Reea: Moldcell, Bioprotect, Milestii Mici, Union Fenosa, Covoare-Ungheni, Moldova-Agro-

inbank, Tatra-Bis, Rompetrol, Orange Moldova (ex-Voxtel), Acorex-Wine, Efes-Vitanta, Arhiconi-group, SunCommunications, Endava. n 2007, la reea au aderat alte dou companii, majorndu-se astfel numrul membrilor reelei:
Global Phoning Company companie din Moldova (sectorul comunicaii), specializat n furnizarea serviciilor de comunicare, consulting i management. Millennium Group companie din Moldova (sectorul investiii i consulting)

3. Ateliere de lucru i training-uri organizate n cadrul Pactului Global:


11 iulie 2007 Atelier de lucru pe Raportarea Non-nanciar

Atelierul dat a fost organizat cu scopul de a face cunoscut membrilor Reelei Locale scrierea Raportului Non-nanciar. Atelierul a fost desfurat prin utilizarea metodei de simulare a scrierii unui Raport real, focusat pe activitatea unei Companii participante la lucrrile acestui Atelier. Graie acestor activiti participanii:
1) au fcut cunotin cu Iniiativa Raportrii Globale i legtura acesteia cu Pactul Global; 2) au nvat despre evoluia Raportrii Non-naciar i trsturile ei; 3) au obinut informaie cu privire la cele mai importante forme de raportare non-naciar: AcountAbility (AA) 1000 certicare i vericare i Comunicarea asupra Progresului n cadrul PG (CAP); 4) au aplicat n practic cunotinele despre raportarea non-nanciar prin utilizare metodelor de lucru n grup i a manierei practice.

Scopul major al acestor activiti prevedea obinerea de ctre companiile participante la atelier a unor cunotine i aptitudini utile care s i ajute la scrierea raportului non-nanciar.

Atelierul dat a avut drept scop prezentarea legturii dintre bunele practici de management i Standardele Internaionale n domeniul Muncii. De asemenea, participanii au avut posibilitatea s exploreze modalitile prin care mbuntirea n domeniul muncii la nivel

internaional poate duce la atingerea unui capital social i a unei retenii a angajailor mai bune. n decursul lucrrilor Atelierului reprezentanii companiilor membre ale Reelei: 1) au discutat despre valoarea standardelor internaionale n domeniul muncii destinate stabilirii ncrederii dintre lucrtori i manageri, n baza dialogului social; 2) au obinut informaii privitor la comportamentul i atitudinea pe care companiile trebuie s le manifeste fa de lucrtorii infectai cu HIV/SIDA privind instituirea unor criterii non-descriminatorii i non-restrictive n politicile de angajare din domeniul de afaceri; 3) au primit materiale despre standardele internaionale n domeniul muncii. Acest Atelier a oferit companiilor posibilitatea de a nva mai multe despre capitalul social i uman, relaia manager-lucrtor i punctele de legtura dintre Organizaia Internaional a Muncii i principiile RSC prin intermediul unor studii de caz ilustrative i discuii profunde i relevante.
31 octombrie 2006 - Training pentru jurnalitii locali privind reectarea n mass - media a subiectelor despre RSC.

Acest training a fost organizat pentru jurnalitii locali interesai de subiectele ce in de Pactul Global (PG) i Responsabilitate Social Corporativ (RSC) i implicaia lor asupra comunitii de business din Moldova i societii n ansamblu. Principalul scop al training-ului a fost oferirea unei viziuni integrale i detaliate privind Programul PG pentru a obine o nelegere bun i o reectare corect a acestor subiecte din partea jurnalitilor. Datorit acestor activiti participanii: 1) au nvat despre prioritile Naiunilor Unite orientate spre consolidarea cooperrii cu sectorul privat; 2) au obinut informaie integral despre iniiativa Pactului Global lansat de ctre Naiunile Unite; 3) au fost informai despre Programul ONU privind Creterea Durabil a Afacerilor pentru Reducerea Srciei i scopul acestuia de a intra n conexiune cu sectorul privat; 4) au exersat scrierea non-publicitar a articolelor despre aciunile de RSC realizate de comunitatea de afaceri. La acest training jurnalitii au nvat s scrie articole pe teme de RSC ntr-un mod corespunztor i adecvat.

5. Publicaii i evenimente referitoare la actvitatea RLPG


Studiu pe Standardele muncii n Republica Moldova (2007)

Scopul central al studiului a fost de a identica problemele cu care se confrunt companiile n ce privete relaiile lor cu proprii angajai, relaia dintre angajatori i angajai, metode de reglementare a problemelor care se ntmpl lucrtorilor n cadrul ntreprinderii i lacunele

din legislaia naional privitor la standardele din domeniul muncii. Pentru realizarea acestui studiu au fost chestionate 55 de companii din Moldova. Acest studiu descrie starea managementului resurselor umane din perspective macroeconomice, regionale i locale, lund n consideraie importana contribuiei acestuia la calitatea procesului de luare a deciziilor (decision making). Recomandrile acestui studiu includ propuneri i idei att pentru reprezentanii mediului de afaceri, ct i pentru autoriti n ceea ce privete optimizarea i mbuntirea ntregului sistem care rspunde de producia i managementul resurselor umane.

Ce nseamn Responsabilitatea Social Corporativ (RSC) pentru Compania Dvs.?


... grij pentru respectarea drepturilor i standardelor de munc pentru ecare angajat, tendina de a oferi ecrui salariat o remunerare onorabil pentru munca depus; efortul de protejare i regenerare a mediului ambiant; ne admiterea utilizrii muncii copiilor; angajarea n realizarea de aciuni de sprijinire a categoriilor social - vulnerabile de ceteni i susinerea iniiativelor de consolidare a societii civile.

Ce practici de RSC i modele de implementare a acestora sunt utilizate de Compania Dvs. n activitatea de afaceri?
Nu se admite nclcarea drepturilor angajailor la asociere i revendicarea drepturilor sale care in de standardele de munc sau drepturile universale ale omului. Nu se admite exploatarea muncii copiilor. Nu se admit acte de corupie.

De ce Compania Dvs. este responsabil social corporativ?


Noi facem tot posibilul pentru a avea o atitudine responsabil att fa de angajaii companiei ct i fa de societate n ansamblu n virtutea practicilor descrise n punctele anterioare.

Cum este perceput RSC n mediul de afaceri din Republica Moldova?


Diferit, dar se atest o atenie sporit fa de acest subiect att din partea patronilor angajatori ct i din partea altor categorii: asociaii patronale, structuri guvernamentale, angajai.

Care sunt avantajele rezultate din implementarea practicilor de RSC n viziunea Companiei Dvs.?
Datorit RSC colectivul de angajai ai companiei devine mai solidar i mai responsabil; crete nivelul imaginii ntreprinderii n percepia partenerilor, care au mai mare ncredere n potenialul creativ i productiv al companiei; apare o percepere a stabilitii social-economice care permite proiectarea i implementarea afacerilor de durat cu evitarea riscurilor de perturbaii i explozii sociale.

Ce nseamn Responsabilitatea Social Corporativ (RSC) pentru Compania Dvs.?


RSC constituie o parte component a strategiei de activitate i dezvoltare a companiei MOLDCELL, susinut i promovat de conducerea companiei i ncorporat la nivel de procese operaionale interne i externe. RSC este inerent deciziilor i operaiunilor pe care le ia/ntreprinde compania pentru a avea un impact pozitiv asupra mediului nconjurtor, societii, comunitii, tuturor grupurilor importante angajai, acionari, clieni, massmedia, organisme internaionale, instituii guvernamentale Considerm c businessul trebuie s e unul responsabil: deopotriv oferim servicii i produse de cea mai nalt calitate, implementm tehnologii avansate, suntem unul dintre cei mai buni angajatori pe piaa i lum parte activ la viaa comunitii, implicndu-ne activ i susinnd numeroase proiecte sociale si culturale ale Moldovei.

Cum este perceput RSC n mediul de afaceri din Republica Moldova?


Cel mai des, doar companiile multinaionale posed percepia RSC drept o noiune complet, cu impact interior i exterior. Frecvent, companiile locale percep RSC doar drept o aciune de lantropie, presupunnd oferirea suportului nanciar pentru anumite proiecte. Odat cu lansarea reelei locale a Pactului Global, credem c va evolua i se va promova conceptul complex de RSC, oferind posibilitate companiilor locale s se concentreze i asupra proceselor interne de management, modului de operare, vor acorda atenie transparenei n afaceri, respectrii drepturilor angajailor etc.

Ce practici de RSC i modele de implementare a acestora sunt utilizate de Compania Dvs. n activitatea de afaceri?
Moldcell instituionalizeaz i integreaz valorile RSC n operaiunile cotidiene ale companiei. Timp de 7 ani, Moldcell a iniiat i susinut mai bine de 100 proiecte sociale i culturale, investind cu precdere n copiii Moldovei i n valoricarea tezaurului cultural al rii.

Cu ce obstacole se confrunt Compania Dvs. n procesul de realizare a RSC?


Cele mai stringente obstacole sunt ambiguitatea cadrului legal; situaia economic instabil; birocraia; lipsa partenerilor calicai; tratarea incorect de ctre mass media a termenilor de publicitate i proiectelor RSC, fapt care duce la cheltuirea unor resurse nanciare n plus pentru informarea opiniei publice, iar agenii economici nu sunt stimulai n a face public informaia legat de RSC.

Care sunt avantajele rezultate din implementarea practicilor de RSC n viziunea Companiei Dvs.?
Prin practicile RSC, companiile i maximizeaz beneciile, mbuntindu-i indicii nanciari, optimizeaz procesele interne de funcionare precum managementul i comunicarea intern i extern, contribuie la promovarea unui business sntos, corect i n condiii de maxim transparen, contracarnd fenomenul corupiei, manifestat sub diverse aspecte i nivele, contribuie la mbuntirea i meninerea reputaiei companiei, opereaz n baza unor standarde internaionale de calitate, are un impact pozitiv asupra economiei rii, ajut la reducerea srciei i susine pturile vulnerabile ale societii, promoveaz imaginea rii drept o ar cu un climat investiional favorabil etc.

Ce propuneri are Compania Dvs. referitor la promovarea mai ecient i mai intens a RSC n mediul de afaceri i n societate per ansamblu?
Compania noastr propune urmtoarele msuri: stimularea companiilor RSC prin recunoaterea acestui statut al lor, n baza unui mecanism de audit i control extern; promovarea RSC prin mass media: agende TV, forum TV, interviuri n presa scris cu ilustrarea unor exemple de succes; instituirea unui indice/premiu RSC care se va oferi n mod public i va recunoscut de ctre autoritile locale; organizarea trainingurilor n RSC pentru mass media, ncepnd de la organismele regulatorii i de control, n vederea introducerii unor modicri n legislaia despre publicitate i informare n mas.

Ce nseamn Responsabilitatea Social Corporativ (RSC) pentru Compania Dvs.?


Ca i pentru multe ntreprinderi de talie medie din Moldova, RSC este un concept nou, ca metodologie de implementare. n linii mari, ns, ARHICONI-GRUP deja de muli ani tinde s adopte practici corecte de operare, care s nu afecteze n mod negativ drepturile angajailor, mediul nconjurtor i, nu n ultimul rnd, s nu promoveze sau s nu sprijine fenomenul corupiei

Ce practici de RSC i modele de implementare a acestora sunt utilizate de Compania Dvs. n activitatea de afaceri?
n prezent, ARHICONI-GRUP trece printr-un proces de reorganizare, n cadrul cruia se atrage o deosebit atenie crerii unor uniti de implementare i monitorizare a aspectelor relevante pentru RSC. Astfel, sectorul de gestionare a resurselor umane are drept scop dezvoltarea continu a angajailor i protejarea intereselor lor; sectorul de control al calitii vizeaz, printre altele, monitorizarea mitigrii efectelor activitilor companiei asupra mediului nconjurtor, precum i inofensivitatea serviciilor pentru consumatori (ind vorba de servicii n domeniul construciilor primordial); sectorul de dezvoltare strategic i practici nanciare urmrete cu rigoare adoptarea unor politici anti-coruptive, orientate ctre transparena i corectitudinea n afaceri.

Cum este perceput RSC n mediul de afaceri din Republica Moldova?


Intuitiv, companiile recunosc ideea RSC, ns, dup prerea ARHICONI-GRUP, aceasta nc nu este instituionalizat. Aciunile care se ntreprind i care au relevan fa de RSC deseori au un caracter sporadic, nefcnd parte dintrun sistem clar elaborat i aprobat. De aceea, ar necesar o instruire a reprezentanilor ntreprinderilor vizate, pentru ca acestea s aib la dispoziie nite instrumente de gestionare clare care s le permit aplicarea msurilor de RSC n activitatea lor de zi cu zi.

A responsabil social corporativ nseamn a civilizat i a contient de consecinele

aciunilor ntreprinse, indiferent de domeniul de activitate. ARHICONI-GRUP recunoate importana efectelor operaiunilor desfurate asupra comunitii n care opereaz, asupra mediului, asupra angajailor i partenerilor si. Deoarece aceste efecte, n nal, vor avea repercusiuni i asupra bunstrii i durabilitii ntreprinderii. Pe parcursul elaborrii noilor proiecte i activiti, ARHICONI-GRUP pune accentul pe ecacitatea i eciena tuturor lucrrilor desfurate; utilizarea raional a resurselor naturale, crearea condiiilor comode i inofensive de lucru pentru personalul angajat, utilizarea mecanismelor de vericare i monitorizare pentru asigurarea transparenei activitilor toate aceste msuri fac parte din politica general a ARHICONI-GRUP privind stabilirea unei conduite corporative social responsabile.

Cu ce obstacole se confrunt Compania Dvs. n procesul de realizare a RSC?


Punerea n practic a unor idei noi ntotdeauna implic schimbri i ajustri, iar procesele de reorganizare i transformare aduc cu ele i careva discrepane i neclariti de termen scurt. Adoptarea principiilor RSC dureaz ca timp i implic adoptarea unor politici la nivel corporativ, precum i la nivel individual. ns ARHICONI-GRUP este convins c acestea sunt obligatorii i necesare; fr asigurarea unor practici pozitive din punct de vedere a RSC, nici o companie nu-i va putea menine o poziie puternic pe pia. De aceea, considerm c este nevoie n continuare de perseveren i eforturi ntru implementarea continu a practicilor RSC. n special, se simte necesitatea de a elabora nite instrumente practice de implementare a msurilor de RSC, pentru ca ntreprinderile participante s le poat implementa ct mai rapid i ecient (de ex. mostre de manuale pentru gestionarea personalului; regulamente i politici interne de operare; exemple de regulamente cu privire la mitigarea efectelor asupra mediului nconjurtor, etc.).

Care sunt avantajele rezultate din implementarea practicilor de RSC n viziunea Companiei Dvs.?
ARHICONI-GRUP consider RSC ca o activitate continu, un set complex de aciuni i sisteme, care s asigure permanent un mediu social responsabil. Aici nu putem vorbi de nite aciuni independente, ci de politici integrale de activitate. Avantajele principale vizeaz n mare parte crearea unei culturi corporative, a unui mediu adecvat de dezvoltare pentru personal, care, n nal, duce la avantaje economice pentru ntreprindere. n ceea ce privete aspectele de transparen n afaceri i reducerea efectelor adverse asupra mediului acestea contribuie la reputaia pozitiv a companiei, reputaie atent monitorizat de ali parteneri i clieni, n special de peste hotare.

Ce propuneri are Compania Dvs. referitor la promovarea mai ecient i mai intens a RSC n mediul de afaceri i n societate per ansamblu?
Pentru a facilita aplicarea politicilor relevante RSC, ntreprinderile au nevoie de nite instrumente practice de lucru, de exemple relevante activitii lor, de schimb de know-how. n Moldova, n mod special, experien n domeniu practic nu exist, iar ntreprinderile acioneaz n baza propriilor principii sau elaborri, de aceea schimbul de experien cu modelele de succes este mai mult ca necesar

Respectarea necondiionat a cerinelor legale i a normelor eticii de afaceri, comun tuturor participanilor la relaiile de afaceri; contribuirea la bunstarea i creterea economic a comunitilor n care activeaz banca; aprarea sntii i asigurarea proteciei locului de munc, respectarea drepturile salariailor; formarea i meninerea unei imagini favorabile a bncii n rndul acionarilor ei, partenerilor de afaceri, clienilor i salariailor, ncrederii n relaiile ce in de conducerea activitii bncii.

Ce practici de RSC i modele de implementare a acestora sunt utilizate de Compania Dvs. n activitatea de afaceri?
Banca noastr susine principiile rspunderii sociale fa de societate i contribuie la bunstarea i creterea economic a comunitii n care activeaz, inclusiv prin furnizarea de servicii eciente i avansate. Banca menine relaii cu autoritile locale, naionale i multinaionale pe baza de colaborare i transparen deplin, care nu compromite independena bncii i interesele ei economice. Banca particip activ la examinarea proiectelor de acte legislative i normative, iniiate n scopul perfecionrii activitii nanciare i altor domenii de importan economic i social. Banca ncurajeaz i acord sprijin pentru iniiativele educaionale, culturale i sociale, orientate spre promovarea dezvoltrii personale i mbuntirea standardelor de via. De asemenea, banca lupt mpotriva actelor de corupie i ilegalitate n legtur cu operaiunile bancare. Totodat,

Cum este perceput RSC n mediul de afaceri din Republica Moldova?


Din pcate, RSC este cunoscut doar de ctre societile comerciale, care dispun de acionari majoritari strini sau de parteneri de afaceri strini. Totodat, majoritatea din acestea concep RSC ca activitate de binefacere i de sponsorizare.

banca asigur o atitudine grijulie i raional fa de mediul nconjurtor, sntatea i securitatea populaiei, inclusiv prin stabilirea tipurilor de activiti, pentru exercitarea crora banca nu acord credite sau alte forme de nanare.

Ce propuneri are Compania Dvs. referitor la promovarea mai ecient i mai intens a RSC n mediul de afaceri i n societate per ansamblu?
Stabilirea unor cerine legale, egale pentru toate societile comerciale, privind transparena activitii lor. Modicarea legislaiei scale aferent aciunilor recunoscute ca facilitate acordat de patron i donaiilor recunoscute ca efectuate n scopuri de lantropie. Ridicarea nivelului de educaie civic i juridic a populaiei.

De ce Compania Dvs. este responsabil social corporativ?


Datorit specicului activitii nanciare, un rol important n activitatea bncii l are ncrederea clienilor, investitorilor i partenerilor. n acest sens, relaiile bncii cu clienii, creditorii, partenerii i reprezentanii autoritilor publice pot bazate doar pe principiile respectului i ncrederii reciproce, onestitii, profesionalismului, transparenei i responsabilitii.

Care sunt avantajele rezultate din implementarea practicilor de RSC n viziunea Companiei Dvs.?
Formarea unei imagini favorabile a bncii. Formarea ncrederii n relaiile ce in de conducerea activitii bncii i de activitatea bncii.

Cu ce obstacole se confrunt Compania Dvs. n procesul de realizare a RSC?


Legislaia scal nefavorabil, n special n partea ce se refer la aciunile recunoscute ca facilitate acordat de patron i la donaiile recunoscute ca efectuate n scopuri de lantropie. Lipsa cerinelor legale privind transparena activitii societilor comerciale i altor persoane. Nivelul sczut al contiinei civice i juridice a populaiei. Nivelul sczut al implicrii autoritilor publice n educaia civic i juridic a populaiei.

Abordarea noastr este s oferim oportuniti de dezvoltare pentru ecare angajat al nostru i s-i oferim toate resursele necesare pentru a productiv i satisfcut la locul de munc. Cred c mediul de afaceri simte ntotdeauna responsabilitatea social pe care o are. Problema poate n decizia de a contribui. n aceast situaie, cu ct compania este mai productiv i mai protabil, cu att mai uor i este s decid asupra contribuiei la rezolvarea problemelor sociale, ecologice, etc. Astfel, politicile publice trebuie s se concentreze asupra productivitii instituiilor publice i a celor private.

Ca strategie de management etic, RSC vizeaz toate cele patru dimensiuni ale impactului unei afaceri: piaa, adic acionarii i partenerii de afaceri ai companiei, consumatorii, furnizorii, distribuitorii, clienii, creditorii; locul de munc, adic angajaii i sindicatele; comunitile locale i mediul. Este important, ca atare, ca rmele s cunoasc i s in seama de impactul activitii lor asupra tuturor celor patru zone. De aici importana comunicrii i transparenei n RSC. Pe de o parte, companiile trebuie s gseasc modaliti prin care s interacioneze cu grupurile afectate, de la acionari i angajai, pn la consumatori i comuniti locale. Pentru a schimba atitudinea companiilor fa de RSC sunt necesare anumite modicri n legislaia n vigoare (Codul muncii, scalitate) i promovarea avantajelor RSC n rndul angajailor. Muli nu tiu sau nu vd care ar avantajele i continu s munceasc n condiii nefavorabile de munc.

De o atenie i un sprijin deosebit au nevoie copii i tinerii din aceste regiuni. De asemenea, propunem colaborarea ntre companiile private, organizaiile internaionale i guvernare pentru a contribui la dezvoltarea societii n toate aspectele. Un proiect concret ar consolidarea eforturilor pentru dezvoltarea infrastructurii n regiuni, care este un element indispensabil creterii economiei, dezvoltrii afacerilor, i implicit sporirii nivelului de via a populaiei.

Responsabilitatea social intern reprezint o prioritate absolut pentru Compania noastr. Nu orice Companie poate s se mndreasc cu un numr de proiecte sociale similar cu cel realizate de ctre noi. Noi am organizat propriul nostru Centru de traumatologie i Camer pentru tratamente, sal de for i recent am reechipat cantina (la care mncarea este oferit gratis). De asemenea, noi facem totul pentru a menine un nivel adecvat al salariului, condiii de munc i dezvoltare profesional pentru angajai (Efes Vitanta susine nanciar studiile superioare pentru angajaii si). Local Global Compact Network in Moldova: ACTIVITIES & PRACTICES


Recent years have been marked by a growing awareness among businesses of their social role in the development of Moldovan society. This awareness eventually resulted in a group of Moldovan companies joining a Global Compact Initiative and establishing the Local Global Compact Network in Moldova. In the rst year of activity the Local Network provided a valuable venue for communication between the members, also providing training for the Networks members. The following report summarizes the activities undertaken within the Network and provides CSR-proles of the Networks members.

1. UN Global Compact in Moldova


The Local Global Compact Network was launched in Moldova on November 28, 2006, with the participation of ocial representatives of state institutions, the academic community and NGOs, mass-media and business leaders. At its launch the GC Network included 14 national and multinational enterprises of varying sizes. These companies signed up to the universal principals of protection of human rights, labour and environment standards guaranteeing social responsibility within the Moldovan community.

2. Members of the local network


Initially the Local GC Network (LGCN) was composed of 14 member companies: Moldcell, Bioprotect, Milestii Mici, Union Fenosa, Covoare-Ungheni, Moldova-Agroinbank, Tatra-Bis, Rompetrol, Orange Moldova (ex-Voxtel), Acorex-Wine, Efes-Vitanta, Arhiconi-group, SunCommunications, Endava.

In 2007 two more companies joined the LGCN:


Global Phoning Company Moldovan Company (communication sector), engaged in providing communication, consulting and management services. Millennium Group Moldovan Company (investment and consulting sector)

3. Local Global Compact workshops and trainings:


October 31, 2006 - Training for Local Journalists on covering CSR issues.

The training focused on local journalists interested in Global Compact (GC) and Corporate Social Responsibility (CSR) and their implications for the Moldovan business community and society at large. The main aim of the training was to provide a full and detailed overview of the GC Initiative in order to ensure a better understanding and a more accurate commentary on these issues by journalists. As a consequence of the training the participants:
1) learned about UN priorities to strengthen cooperation with the private sector; 2) received full information about the Global Compact initiative launched by the UN; 3) were given detailed information on the UN Programme on Growing Sustainable Business for Poverty Reduction and its intention to link up with the private sector; 4) were trained in writing journalistic non-commercial articles about CSR activities undertaken by businesses. April 12, 2007 Workshop on Labour aspects of CSR

The workshop aim was to demonstrate to participating companies the link between good management practices and International Labour Standards. Also, participants were able to explore the ways improvement of labour standards can lead an enterprise to improve social capital and enjoy better relations with its employees. During the workshop the companies: 1) discussed the value of international labour standards for building trust between workers and managers on the basis of social dialogue; 2) were informed on the correct treatment of issues related to HIV/AIDS infected workers regarding in terms of non-discriminatory and

non-restrictive criteria contained in the corporate hiring policy; 3) received materials regarding international labour standards. This workshop oered companies the opportunity to learn more about social and human capital, manager-worker relationship and points of connection between labour standards and CSR principles by means of illustrative case studies and deep, relevant discussions.
July 11, 2007 Workshop on Non-nancial reporting

The workshop was organized on behalf of the LGCNs members in order to introduce them to Non-nancial reporting writing. The workshop was conducted in a simulation format which entailed putting the participants into a situation where they had to immediately put together a COP Report focused on the company presented during the workshop. Thanks to this activity the participants:
1) learned about the Global Reporting Initiative and its connection with the Global Compact; 2) were informed on non-nancial reporting evolution and its characteristics; 3) learned about the most important non-nancial forms of reporting: Acount Ability (AA) 1000 certication and verication and GC Communication on Progress (COP); 4) put their acquired knowledge of non-nancial reporting into immediate, practical use through group activities.

The major aim of these activities consisted of providing companies with the useful skills and knowledge to support them in dealing with non-nancial reporting.

5. Publications related to LGCNs activity


Study on Labour Standards in Moldova (2007)

The main aim of the study was to identify the problems that companies face regarding their relationship with their own employees, relations between employers and employees, methods of resolving employer-employee problems within companies and the limitations of na-

tional legislation in terms of labour standards. For this study 55 Moldovan companies were questioned. This research explores the management of human resources from the macroeconomic, regional and local perspectives taking into account the importance of its contribution to the quality of the decision making process within companies. The recommendations of this study include proposals and ideas both for business and authorities regarding the optimization and improving the whole system of human resources management and training.

Our Company does not permit the violation of employees rights and ghts for the protection of labour standards and universal human rights principles. It does not accept the exploitation of child labour. It does not tolerate any corrupt dealings.

Opinions dier but today more and more attention is paid to this issue by the stakeholders: employers associations, governmental structures and employees.

We work hard to maintain a responsible attitude both towards companys employees and the society as a whole based on the practices already mentioned.

Which advantages could the implementation of CSR practices bring to your company?
Thanks to the implementation of CSR practices our employees are more socially responsible; the companys image is improving in the eyes of partners as they gain more condence in its creative and productive potential; a perception of socio-economic stability is emerging, thus allowing for the implementation of a sustainable business which excludes the risks of social disturbance.

What suggestions does your Company have regarding more ecient and active promotion of CSR in business environment and in the society as a whole?
The popularization of CSR principles within the business community, civil society and public authorities could be done through mass-media, public presentations and seminars. Also, this requires the presentation of best practices referring to the implementation of CSR principles within the Moldovan Local GC Network and in other countries. In addition promoting CSR can be realized by enlarging the Network of the GC in Moldova.

What obstacles does your Company face in the process of CSR realization?
There are no major obstacles. The most important factor is to perceive the signicant role of this issue and to demonstrate the desire to implement CSRs 10 principles.

CSR represents an essential part of the activity and development strategy of MOLDCELL. It is supported and promoted by the companys management and incorporated at the level of internal and external operational processes. CSR is inherent to the decisions and operations undertaken by the company in order to achieve a positive impact upon the environment, society, community and all important groups employees, shareholders, clients, mass media, international and governmental institutions. We consider that business has to be responsible: in equal measure, we provide best quality services and products, implement advanced technologies. We are one of the employers of choice on the market and take an active part in community life through our involvement in and support for numerous social and cultural projects in Moldova.

How is CSR perceived by the Moldovan business community?


In general, only multinational companies have an ample understanding of CSR. Quite often, local companies tend to perceive CSR as a form of charity that implies providing nancial support for certain projects. Along with the launch of the local Global Compact network, we believe that the complex concept of CSR will evolve and be promoted which will enable local companies to concentrate upon their internal management processes, operation methods, and draw attention to business transparency, respect for employee rights, etc.

Moldcell institutionalizes and integrates a large variety of CSR values into the companys daily operations. During the last 7 years, Mold-

cell has initiated and supported over 100 social and cultural projects, predominantly investing in Moldovan children and bringing value to the countrys diverse cultural oerings.

What obstacles does your Company face in the process of CSR realization?
The most stringent diculties are: the ambiguity of the legal framework; the unstable economic situation; bureaucracy; lack of skilled partners; incorrect approach of the mass media to CSR projects which results in spending extra funds informing public opinion, whereas companies have not direct need to make information related to CSR public.

Which advantages could the implementation of CSR practices bring to your company?
Through CSR practices, the company maximizes its advantages by improving nancial performance. It optimizes internal operational and management processes, internal and external communication; contributes to the promotion of a healthy and correct business environment with maximum transparency, resists and exposes all forms of corruption, contributes to the improvement and maintenance of the companys reputation, operates based on international quality standards, has a positive impact upon the countrys economy, helps to reduce poverty and supports vulnerable layers of society, promotes the image of the country as one with a favourable investment climate etc.

What suggestions does your Company have regarding a more ecient and active promotion of CSR in business environment and in the society as a whole?
Our company proposes the following measures: stimulation of socially responsible companies by recognizing their respective status based on an external audit and controlling mechanism; promotion of CSR through mass media; TV agendas and forums, interviews in the press with the description of successful examples; establishment of a CSR index/award that will be oered publicly and will be recognized by local authorities; organization of CSR trainings for mass media, starting from regulatory and controlling organs, introducing certain modications in the legislation related to publicity and mass information.

What does CSR mean for your company?


As with many other medium-sized companies CSR is a new concept for us. However, in broader terms for many years, our Company has been aiming to adopt proper practices of operation which do not aect negatively on employees rights, the environment, and last but not least do not support any corruption practices.

What kind of CSR practices and models of their implementation does your Company use in its business activity?
At the moment our Company has started its reorganization giving a major priority to the creation of units charged with implementation and monitoring activities related to CSR. Therefore, the HR Department aims to ensure continuous development of employees and protection of their interests. Our quality control department monitors the mitigation of eects caused by the company to the environment, and minimises the negative impact of services carried out for customers (especially construction services). The department for strategic development and nancial practices rigorously follows the adoption of anticorruption policies oriented towards transparency in business operations.

How is CSR perceived by the Moldovan business community?


Intuitively, the companies acknowledge the idea of CSR, but from our companys point of view CSR is not institutionalized yet. The actions initiated regarding CSR sometimes have a sporadic character and do not belong to a well elaborated and approved system. Therefore, the respective companies must be trained and have an understanding about the right tools of administration that will allow them to carry CSR principles into daily practice.

In what ways is your Company socially responsible?


For a company to be socially responsible means to be civilized and conscious of out-

comes determined by your companys operations irrespective of the sphere of activity. Our Company recognizes the consequences its operations can produce in the community, environment, employees and partners. Therefore, Arhiconi-Group emphasizes eectiveness and eciency of its operations, the rational use of natural resources, setting up comfortable and non-oensive labour conditions, and the utilisation of mechanisms for the verication and monitoring of transparency of our operations. All these measures are included into the general policy of the Company regarding the establishment of corporate socially responsible behaviour.

What obstacles does your Company face in the process of CSR realization?
Generally, putting into practice new ideas always involves changes and adjustments, a process of reorganization and transformation as well as bringing some discrepancies and confusion in the short term. The adoption of CSR principles takes time and envisages the implementation of policies at the corporate level, and at the individual level as well. However, our company is convinced that these actions are both compulsory and necessary otherwise no company will be able to keep a strong position on the market. Therefore, our company thinks that it is necessary to maintain our efforts to continuously implement CSR practices. It is especially necessary to elaborate practical tools for implementing CSR in order to ensure their fast and ecient use by companies (for example: guidebook for personal administration, rules and policies of internal operations, templates of regulations referring to the mitigation of eects over the environment, etc.)

Which advantages could the implementation of CSR practices bring to your company?
Our Company considers that CSR is a continuous activity, a set of complex actions and systems which can permanently ensure a socially responsible environment. These actions must not be individual in nature but an integrated policy of activity. Major advantages are the creation of a corporate culture, an adequately developed environment for employees that in the end will bring economic advantages for the enterprise. In terms of increased transparency in business aairs and reducing adverse eects on the environment, the initiative could contribute to the positive image of the company.

What suggestions does your Company have regarding more ecient and active promotion of CSR in business environment and in the society as a whole?
To facilitate the implementation of relevant CSR policies the companies need some practical tools, relevant examples of activities, knowhow exchange. In Moldova, for example, there is almost no practical experience in this eld, and the enterprises follow their own principles and strategies. Therefore an exchange of experience with models of success is necessary.

For our company CSR means the respecting of ethic standards within business, closeness to community, maintaining open dialogue with customers, employees, suppliers, the community, shareholders and state representatives.

At the moment, we are initiating some social projects. We mostly put emphasis on the next generation (Sun Schools, Sunny Friday installations and repair of areas for childrens recreation and amusement)

How is CSR perceived by the Moldovan business community?


Practical experience of Moldovan companies in this eld is much more limited than we tend to think. During the last year CSR became a buzz word, but the truth is that this expression is used by the majority in connection with charity. For this reason, the corporative programs of CSR must be based on clear criteria of eligibility and evaluation. If the CSR programs are oriented to the community, but do not meet their need, then they will have no future.

Why is your Company socially responsible?


When a company has a socially responsible behaviour (both a multinational company and a small one) it can inuence its reputation and public attitude towards it. The research performed by APCO shows that three of four respondents that are using products and services of a company are responsive to its positive social responsibility. According to the data oered by The Cone / Rope Cause-Related Marketing Trends Report, 81 % of customers chose

the company which pursues noble causes when the price and quality of its products are similar to those of other companies.

Which advantages could the implementation of CSR practices bring to your company?
Our company aims at the following advantages: the improvement of the companys reputation; strengthening of the companys brand; identication of risky situations and conict management; personnel hiring, as well as personnel motivation and retention; building of relations with investors and access to capital; learning and innovation; competitiveness and good positioning on the market; operational eciency.

What suggestions does your Company have regarding more ecient and active promotion of CSR in business community and in the society as a whole?
As a strategy of ethical management CSR aims at four dimensions of business impact: market, namely shareholders and partners of the company, consumers, suppliers, customers and creditors; labour place, namely employees and trade-unions; local communities and environment. It is very important for rms to know and to take care of the impact of their operations taking into consideration all four dimensions. That is why communication and transparency concerning CSR are so signicant. From one point of view, the companies must nd a convenient way to interact with aected groups, from shareholders and employees to consumers and local communities. From another point of view, rms must create suitable tools to give them useful information about social and environmental impact caused by companies operations and strategies.

What obstacles does your Company face in the process of CSR realization?
Moldovan mass-media is stand-osh to charitable actions realized by companies, doubting the good will of the companies. It is still often thought that bad news is much easier to sell, while charity is not such an interesting subject. There are still cases when journalists report on social programs writing about partner NGOs, while omitting all mention of the company which supports this project. Maybe they think that corporations have enough money to ensure publicity. We think that this problem is explained by perception and will be solved through permanent and trust-winning dialogue with mass-media.

We can not say that we are facing big obstacles. The level of CSR implementation depends on the nancial capacity of the company. In comparison with other companies, we are a small enterprise that is why our possibilities are more limited.

To change companies attitude towards CSR it is necessary to introduce modications to the current legislation (Labour code, scal procedures etc.), also, to promote CSRs advantages amongst employees. Today many employees are not familiar with CSR and continue to work in unsuitable labour conditions.

Union Fenosa is a company with traditions and acknowledged merits for promoting social responsible administration and activities. One of the obstacles is the huge dierences in the development between the capital and central and southern regions where we are operating. In general, obstacles that we face are similar to those of the society we belong to.

Because we are aware of the necessity to build a dialogue with all interested groups composed of employees, customers, administrations, civil society, in order to contribute to the sustainable development of society without which the dynamic evolution of our companys business is impossible.

We suggest that focusing international and local social projects towards rural regions development is possible to create better conditions for population in these regions and to decrease the migration trends there. Much more attention and concrete aid must be focused on children and youth from these regions. Also, we propose a closer collaboration between private companies, international organizations and governmental structures in order to contribute to the community development at all levels. A concrete project could be the consolidations of eorts to develop infrastructures in regions, which is closely linked with economic growth, business development and implicitly increasing life standards.

Which advantages could the implementation of CSR practices bring to your company?
Looking outside our company, we must stress the advantage of increasing the quality of services to our customers, as well as regional development in the southern and central regions of the country. Inside the company, according to a survey carried out amongst Union Fenosas employees regarding the labour climate, we see the advantage of increasing employee satisfaction, their feeling of stability and security within the enterprise for which they are working.

For us Corporate Social Responsibility encompasses a wide spectrum of concrete eorts and activities, directed towards feasible assistance towards creating favourable socio-economic conditions for all citizens, along with a common responsibility for the future impact of our present-day decisions reected in terms of political, economic, cultural and ecological issues.

What kind of CSR practices and models of their implementation does your Company use in its business activity?
The unconditional rst priority for our company is internal social responsibility. Not every company can be proud of such a number of social programs as ours. We have our own traumatology centre and treatment room, a gym and recently re-equipped canteen (where free meals are provided). Also, we do our best to keep an adequate level of salaries, conditions of work and professional development of employees (Efes Vitanta sponsors higher education for its employees). At the same time, we are a component part of the society and cant ignore its necessities. Sometimes we face discontent of our employees, who consider that money spent for social actions should be used for bonuses. Yet, we have wider objective in mind - better development conditions for all citizens, not just for our own employees.

The company develops numerous CSR activities, such as: participation in the organization and realization of socially signicant events (celebration of the City Day, World Day of Childrens Protection, Rock festival); participation in the projects for restoration and renovation of architectural and cultural memorials (Ciurci Monastery); oering philanthropic assistance to socio-vulnerable groups of people (orphanages, organizations for disabled persons); sponsoring numerous sport events and National Olympic Committee; developing actively internal social policy for own employees.

Evidently a single company is unable to make radical changes for the country. That is why we hope that common eorts within the framework of Global Compact will resolve more social problems.
