GOVT OF KHYBER PAKHTUNKHWA DIRECTORATE OF MONITORING & EVALUATION PLANNING & DEVELOPMENT DEPARTMENT taken by the department in this regard has not been communicated with the monitoring team% ** (t is pertinent to mention here that left over work on portion 'Aghal Aillage to *a+il ,anda 2.m 93 to 7;%356 has been awarded to !ontractor MBs her Ali " !o%by the Executive Engineer !"# $ighway Division, wat% ,ut the approval for awarding this work has not been taken from $igher EpsBcompetent authority which may result in litigation issues at later stages% *** &he work on portion '/at 1eochar -oad 2C .m5 implemented under !hief Minister Directive6 has been stopped by the contractors on the presumption that funds for the scheme has been lapsed% *4 Ender the codal reDuirement, &echnical anction of all schemes is reDuired to be issued immediately after approval of the 1!)(% &his reDuirement has been delayed apparently to cover lapses in the planning and implementation of the project% &herefore, according to !1# code, payments made to the contractor on all items without &echnical anction by the !ompetent Authority are irregular% D RECOMMENDATIONS3 * (t is recommended that the actions taken based on recommendations of inDuiry committee may be shared with Directorate /eneral 2M"E5 for verification% ** &he award of work to MBs her Ali " !o% needs to be regulari+ed by following the approved procedures% *** &he funds may be released to only those portions of scheme where no advance payments have been made so that pace of work on scheme be expedited% *4 A proper work plan may be devised jointly by contractor and executing agency to ensure completion of scheme% 4 &he project shall be immediately technically sanctioned to avoid irregular expenditure%
