Powercor Policy
Where a Powercor Technical Standard exists, it shall be used in lieu of the superseded VESI standard
PCA staff, Contractors, Trainers and Auditors

Material/plant to be used on the Network must be approved and used as defined in the standards
if it is not specified in the standards, it is not approved auditing will identify non-compliance and replacement /rework will be required

Impacts
More reliable, safe, legally compliant and cost effective solutions

ER - ACRs, Sectionalisers & Fault Indicators Scope

To develop a Powercor standard that details the approved application, design & construction practices relating to ACRs, Sectionalisers & Fault Indicators. In doing so, opportunities were explored to:
Meet or improve current H&S standards Meet new ESNA regulations Improve customer service through improved system reliability and Achieve cost savings where appropriate

Technical Standards Group

Network Engineering

ER - ACRs
Three Phase ACRs
Standard structures ER101 - Rural (high current, high fault level) - 3 sets of isols ER111 - Rural (low current, low fault level) - 1 set of isols ER121 - Urban - 2 sets of isols

All 3 phase ACRs are remote controlled

Technical Standards Group

Network Engineering

Three Phase ACRs

ER - ACRs cont..

Keep by-pass options for access, testing and H&S reasons esp. in rural areas Nulec - CAPM 2 (CAPM 4 by December)
Cooper ACRs very expensive due to exchange rate CAPM 4 provides more protection options

Technical Standards Group

Network Engineering

ER - Sectionalisers
To be used as part of Network Reliability solution Cost effective method to isolate section of lines
where a new ACR is not financially viable where coordination of fuses and ACR/CBs is difficult avoids spurious operation that can occur with fuses

Technical Standards Group

Network Engineering

ER - Sectionalisers cont..
Utilises mechanical drop out mechanism
avoids incorrect operation found in chemical actuated styles of sectionalisers reset by pushing in lever (No spare actuators needed)

2 types with selectable ratings and no of counts of:

8A to 24A, 40A to 112A 1, 2 or 3 counts to drop out

Technical Standards Group

Network Engineering

ER - Fault Indicators
ER031 - Info Section
Provides guidelines on selection, location, and settings FIs are not for co-gen or 66kV ring lines. Overhead
Pole mount - 22kV single cct (Clean) pole only
Earth, LV, CATV catenaries, other HV circuits provide alternate fault path and may trigger pole mount units

Conductor mount types to avoid these problems

Technical Standards Group

Network Engineering

ER - Fault Indicators cont..

ER031 - Info Section cont. Site selection guidelines
Most effective locations (approx every 500 customers) OR Within 30min (effective) patrol time
Line length patrolled in this time (varies depending on terrain, traffic) Urban (15km), Rural roadside (30km) and Rural difficult (8km) And where combination of distance with No of Customers affected >200

Technical Standards Group

Network Engineering

ER - Fault Indicators cont..

Overhead (ER301, ER311)
Pole mount (SAP ID# 351761)
Clean pole only

Conductor mount (SAP ID# 351831) Flite 110 or Nortroll 110E

Programmable for di of 6A, 12A, 24A, or 60A Selection based on either:
Set di > Capacitive feed back current (approx 1A per km of HV u/g) Set di to approx. min ACR or CB trip rating or EOL fault level (on fused spurs)

Thus, correct operation relies on correct settings

Technical Standards Group

Network Engineering

ER - Fault Indicators cont..

U/G (ER321) 400A
35mm2, 95mm2

600A
185mm2, 240mm2

Very cost effective option (approx $70 each) Use on all outgoing switched HV at kiosks
Technical Standards Group

Network Engineering

ER - Summary & Implications of New Equipment Introduced

ACRs
Nulec ACR (used previously). CAPM 4 will be new control card. Three structures to choose from depending on use

Sectionalisers
New single phase drop out style - mechanical lever Two ratings which are field setable Ratings to be shown in SAP, GIS and on System plans

ES- Bare LV Structures

ES411 - Multiple In Span Servicing
Used to solve service wire ground clearance or property crossing problems
more cost effective than u/g or service pole option

Catenary supported of up to 4 services Maximum of 70m LV Bare span and 35m service Future review of single in span service via spreader rods to be investigated in 2002
Problem - Long services tend to twist spreader rod and LV and cause uplift/potential failure on LV insulators and reduces clearances
