ACCELERATED INDUSTRIAL % UR*AN DEVELOPMENT IN ANDHRA PRADESH THROU+H DEVELOPMENT CLUSTERS

,- In!rod c!ion. Economic functions are keys to the growth of our State. In this, basic economic functions are the key to ensuring multiplier effect and prosperity. In short, basic industrial activities especially the labourintensive ones would be necessary especially in the areas other than the well-developed industrial sub-regions of our State, viz., Hyderabad and isakhapatnam. !hese would usher in new growth as well as e"pansion of the e"isting urban centers in the vicinity which would be the sources of the support urban functions like service activities and other non-basic activities. !he other sib-regions of our state have potential for attracting such a growth and ushering in industrialization and concomitant urban development, thereby bringing in progress, #obs, and prosperity to the areas. !hus , in order to disperse the new growth in other areas of our state it is imperative that$ such sub-regions in other districts be identified spatially and development activities focused in these. !hese delineated subregions which would essentially be grouping of urban centers and their hinterland based on their pro"imity and influence zones and functional dependency.

'- Ob/ec!i&e$. !he %b#ective of such &luster development approach would be$ 'a( !o develop as powerful growth nodes to attract urban and industrial functions and help in economic and population dispersal and ensure optimum development of regions in )ndhra *radesh. 'b( !o synergize such development and consolidate the developments of urban areas in the State 'b( Each +evelopment &luster will have a high level of physical, social and economic infrastructure with planned development and optimization of land use, ensure economies of scale, increase housing facilities, and better provision of infrastructure facilities and amenities which would result in balanced growth of the various sub-regions of the State. 'c( Each +evelopment &luster to have efficient intra-urban mass transportation system and linkages with the , metro centres of Hyderabad, isakhapatnam - i#ayawada. 0- Iden!ifica!ion and delinea!ion of De&elop#en! Cl $!er$. In our State there are ./ 0unicipal &orporations and .,1 0unicipalities which are well spread over the entire State. 2rouping and delineation of the de&elop#en! cl $!er$ has been done based on location of these urban areas, their propensity to attract industrial and other economic developments, and the interstitial rural areas3immediate rural hinterland in such a way so as to have a sizeable mass of population and contiguous area, viz., !he

De&elop#en! Cl $!er Area$ 1DCA$2 would have more than .4 lakh population each and be of size of atleast ,444s5 km. !his delineated area would be called De&elop#en! Cl $!er Area$ 1DCA$2 and all the delineated +evelopment &lusters would be commonly be given the status of a Special +evelopment )uthority under the )* 6rban )reas 'development( )ct,.7/8. 9eeping in view the location of the urban local bodies and their grouping so as to form +evelopment &lusters, demographic profile, 0andals details, e"isting industrial and housing facilities, potential for future development, and propensity for attracting investments, delineation of ,) De&elop#en! !he details of above De&elop#en! Cl $!er Area$ 1DCA$2 are given in Anne@ re I. It may be noted that areas of average ,444 s5.km have been proposed for planning since integrated planning and developments cannot be confined to e"isting urban local bodies which are also spread out.. !his is the inherent deficiency of the growth centre concept. Bith the above, more than 74 urban local bodies 'i.e. more than /8D of the e"isting urban areas both in number and urban population would be covered in the above proposed new De&elop#en! Cl $!er Area$ 1DCA$2 . 'apart from the 6E?s covered in e"isting 6+)s(. 0ore than 74D of )*II&Fs present ventures would be covered in these delineated +evelopment clusters. Gor administrative and planning convenience sake, whole ;evenue 0andals 'and their constituent ;evenue villages( have been taken as units of the suggested +evelopment &lusters. !he planning and development areas ,i.e., the #urisdiction of the Special +evelopment )uthority 'to be constituted(, if need be, could be modified from time to time by way of a notification under Section ., of the )* 6rban )reas'+evelopment( )ct,.7/8.

=- Pro#o!ion of de&elop#en! in !3e delinea!ed De&elop#en! Cl $!er Area$ 1DCA$2 It is said that industrialization is the sine qua non of urbanization. !hus, the emphasis would be on promotion of core or basic industries in well identified areas of the &lusters and plan for the e"pansions, promotion of ancillary industries and other support activities. Simultaneously, the thrust would be on$ 'i( 'ii( 'iii( 'iv( improving the physical infrastructure of the e"isting urban centres and their surroundings, creation and promotion of new townships, improvement of the circulation network, creation of new linkages, improvement of linkages ' not only in terms of roads, but also )irports, new railway links and sea ports( with the , metro-regions of Hyderabad, locations. 'v( !he concomitant improvement of the e"isting urban areas and other ma#or village settlements in the development &lusters. !he details of the suggested core industries and ancillary industries for kick-starting development of the &lusters, the re5uirements of improving the physical infrastructure and social infrastructure each +evelopment &luster are given in Anne@ re$ II !o IV. for isakhapatnam and i#ayawada and enhancement of logistics hubs facilities in these

Cl $!er Area$ 1DAC$2. !here is need for ensuring that the identified De&elop#en! Cl $!er Area$ 1DCA$2 have sound administrative, implementation and of planning,, ushering in management structure with clear functional responsibilities and legal backing since their responsibilities accelerated economic development and promoting and managing the urban growth would transcend the #urisdictions of many departments.. !herefore it would be appropriate if these identified areas of De&elop#en! !he 0ember-*lanner, 0ember-Engineer, 0ember-Ginance, 0emberEands, 0ember-Industries +evelopment shall be full-time members. !he duties and responsibilities to each of the members of the functional &ommittee shall be given as prescribed separately. !he Gunctional &ommittee '+)&( for the delineated +evelopment &lusters shall be 'i( the prime mover and promoter of industrial and economic development= 'ii( responsible for 0aster *lan preparation, implementation and undertaking or promoting development works within the framework of the +istrict +evelopment *lan3 0etropolitan +evelopment *lan and 0aster *lan development strategy and each of the +evelopment &luster should be run on professional lines with only minimal core staff and facilitate developments mainly through public Hprivate partnerships, turnkey pro#ects, etc. 'iii( It should take up township schemes,

'iv( promote and facilitate new industrial areas, I!ES and other work centers, tourism development, 'v( undertake urban development on public-private partnerships, 'v( take up ma#or road developments, 'vi( take up pro#ectisation of the 0aster *lan3Statutory *lan proposals, 'vii( contract out the planning and implementation of schemes3pro#ects, and shall be run on sound professional lines, including financial packaging of the schemes3pro#ects, etc. 'viii( !hey should concentrate only on the above planning and development aspects ' viz., land development including layouts and pro#ect approvals( and not do mundane development control 'building permissions( and regulatory work 'e"cept layout or land development3pro#ect approvals( which should be left to the local bodies. 'i"( !hey can outsource the supporting functions like inputs for plan preparation, pro#ect management, development management, legal functions, contracts and tendering, layout

planning, architectural services, engineering works and pro#ects including their preparation, designs, implementation through public-private partnerships. <- Ac!ion Plan$ by De&elop#en! Cl $!er Area$ 1DCA$2. !he Gunctional &ommittee of each De&elop#en! Cl $!er Area$ 1DCA$2 shall be responsible for undertaking preparation of a <4-year *erspective *lan and an )ction *lan for every year.

Simultaneously with the declaration of the Special +evelopment )uthority and constitution of the Gunctional &ommittee for each of the De&elop#en! Cl $!er Area$ 1DAC$2 , suitable locational studies need to be carried out for promoting and attracting the basic or core industry along with ancillary industries and translated into land locations. Earge scale land ac5uisition need to be undertaken simultaneously for both the industrial areas and support townships and other facilities .from the Seed &apital given for this purpose by the 2overnment for each of the development cluster. Gor this, suitable land ac5uisition policy needs to be worked out keeping view the latest model land ac5uisition act of the central government especially for large pro#ects and industrial$ areas, so as to make it rational with appropriate ; - ; policy in place. Gor e"ample the land ac5uisition policy of &I+&%, 0aharashtra may be adopted with modifications. >- P3a$inA of De&elop#en!. Simultaneously with the preparation of )ction *lan, *erspective *lan and 0aster *lan, the Gunctional &ommittee shall detail out these in terms of phasing of developments, and if re5uired undertake preparation of detailed area development plans. :- Cinancial $ ppor! !o De&elop#en! Cl $!er Area$ 1DAC$2. It is suggested that 2overnment may make provision for giving a Seed &apital of ;s. 844 &rores to each Special +evelopment

)uthority &luster and a one time ;evolving Gund of ;s. <44 &rores each. !he +evelopment &luster would be advised to seek soft and long term loan from international institutions like A?I&, )+? and other institutions. for the infrastructure development component. ?esides the above, the +evelopment &luster would have powers to levy +evelopment &harges and Impact fees. )- Need for re&i$ion of Ind $!rial and 3o $inA policie$. &oncomitant with the above actions, there is a need for revising the State 2overnment policies on incentives to new industry3 industrialization and housing promotion so as to be in tune with the +evelopment clusters policy. Eike wise the +raft Integrated !ownships policy under finalization by the 2overnment may lay emphasis on channelizing the new developments in the +evelopment &lusters and confine the incentives and concessions to the delineated areas of development clusters only. ,(- Need for a$$ rance and #ini# # A aran!ee reAardinA land % infra$!r c! re facili!ie$ !he 2overnment needs to give a minimum guarantee regarding land and infrastructure facilities in the +evelopment clusters so as to attract new industrial growth in the identified development clusters. )ll the vacant 2overnment lands located in the identified mandals of the +evelopment clusters may be handed over to )*II& in the first instance for kick-starting industrial development in the identified development clusters.
