MICT Seta Criteria for Moderator Registration

MICT Seta is accredited by SAQA as Education and Training Quality Assurance Authority (ETQA). processes. All assessments submitted for credits shall be subject to a process of internal moderation. MICT Seta will register all moderators whose fields of expertise coincide with the primary focus areas of Information Technology, Telecommunications, and Electronics to carry out internal moderation at training provider level. . Constituent moderators will be registered for a period of two years, renewable. This condition applies to moderators who are actively involved in the field of expertise and in the assessment and moderation processes. One of the major roles of the MICT Seta ETQA is to ensure that assessments are in line with the principles of NQF, through moderation

Why Internal Moderation


Internal moderation ensures that assessments conducted in a single learning provider, are consistent, accurate and welldesigned. The three main stages to internal moderation are: Design: The choice and design of assessment methods and instruments are appropriate to the unit standard and qualifications being assessed. Implementation: The assessment is appropriately conducted and matches the specifications of unit standards and qualifications. This includes ensuring that the appropriate arrangements have been made and that there are regular discussions among assessors. Review: Any lessons learnt from the two previous stages are considered and the necessary changes are made.

The Role of the Moderator


Accredited providers should have individuals that manage their internal moderation systems. This moderator role should be filled by an experienced and qualified assessor. The responsibilities of the moderator should include the following: Establish systems to standardize assessment, including the plans for internal moderation Monitor consistency of assessment records Through sampling, check the design of assessment materials for appropriateness before they are used, monitor assessment processes, check candidates evidence, check the results and decisions of assessor for consistency Investigate and report on any trends that may become evident

Co-ordinate assessor meetings Liaise with external moderators Provide appropriate and necessary support, advice and guidance to assessors

Registration Criteria

1. Moderate assessments (ASSMT02) All persons applying to be registered as MICT Seta moderators should submit proof that they have been declared competent against the unit standards Moderate Assessments, (ASSMT02) and Plan & Conduct Assessments (ASMT01) and should be certificated by ETDP Seta or by the relevant ETQA in agreement with ETDP Seta. (Ref: Annexure A in the application form.) 2. Subject matter expertise All registered moderators must be able to demonstrate competence in relation to the specified standards and qualifications at or above the level of the qualifications in question (Ref: Annexure B in the application form). The moderator should have either the same qualification as the one being moderated or a qualification in the same family. MICT Seta ETQA will assist in defining what family is acceptable for their qual ifications. 3. Contextual and occupational expertise Moderators should demonstrate contextual and occupational expertise and experience in the field of assessment, moderation and subject matter. (Ref: Annexure C in the application form).

Procedure for Moderator Registration


The MICT Seta procedure for the registration of moderators is as follows: 1. Complete the application form and submit it to MICT Seta together with all the accompanying documents. 2. MICT Seta will validate the applicants information submitted against the MICT Seta criteria and check it for completeness. 3. If the information submitted is not complete or does not conform to the above criteria, the applicant will be asked to send additional information, which will be re-evaluated. 4. If the information submitted conforms to the criteria, the applicant will be registered and allocated with a registration number. 5. The applicant will be issued with a registration certificate and be recorded on the MICT Seta database and website. 6. The details of the registered moderator will be uploaded to the NLRD at SAQA.
