1.0 SCOPE

This Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of the following bare Concentric-Lay Stranded Overhead Ground Wires
(OGW) intended to be used in the overhead transmission system of Saudi Electricity
Company (SEC), Saudi Arabia:

Zinc-Coated (Galvanized) Steel Overhead Ground Wire
Aluminum-Clad Steel Overhead Ground Wire (ACS Type)
Aluminum Conductors, Aluminum-Clad Steel Reinforced Overhead Ground Wire
(ACSR/AW Type)
Aluminum Alloy, Aluminum-Clad Steel Reinforced Overhead Ground Wire
(AACSR/AW Type)


2.0 CROSS REFERENCES

This Material Standard Specification shall be read in conjunction with the General
Specification No. 01-TMSS-01, titled "General Requirements for All
Equipment/Materials" which shall be considered as an integral part of this TMSS.

This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revisions of the following Codes and Standards shall be applicable for the
equipment/material covered in this TMSS. The vendor/manufacturer may propose
equipment/material conforming to equivalent Industry Codes and Standards other than
those quoted hereunder without jeopardizing the requirements of this TMSS, in which
case he shall submit a copy of the proposed standards and shall submit a written proof
that the proposed standards are equivalent in all significant respects to the standards
specified.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 The overhead ground wire (OGW) shall be of manufacturer's standard
design but shall meet or exceed the requirements of this Specification in
all respects.

4.1.2 Manufacturer's drawings, as required in 01-TMSS-01, shall show the
outline of the overhead ground wire, together with all pertinent
dimensions. Any variations in these dimensions due to manufacturing
tolerances shall be indicated.

4.2 Design Criteria

4.2.1 Service conditions referenced in 01-TMSS-01 shall be the basis of
design criteria.

4.2.2 The grade of zinc-coated steel overhead ground wire shall be high-
strength (H.S) grade steel wire.

4.2.3 The type of aluminum-clad steel overhead ground wire shall be hard-
drawn, round steel wire for general use for electrical purposes.

4.2.4 The aluminum wires shall be made from aluminum 1350 drawing stock
9.52 mm to 25.40 mm in diameter, in the H19 temper and drawn into
wire.

4.2.5 The aluminum-alloy wires shall be aluminum-alloy 6201 produced by
the thermal treatment, with or without supplementary strain hardening,
for stable temper T81, drawn and then artificially aged.

4.2.6 The type and size of overhead ground wires covered in this
specification are shown in the table below. The required type and size
of overhead ground wire shall be specified in the Data Schedule.

* Binding parameters, when overhead ground wires are required to be
compatible with optical fiber ground wires (OPGW).

4.3 Ratings

4.3.1 The electrical resistance of the zinc-coated overhead ground wire shall
be determined by direct resistance measurements and the maximum
resistance shall be based on the nominal diameter of the wire and the
resistivity value of 0.19157 -mm
2
/m (115.23 -cmil/ft) at 20C
(68F).

4.3.2 The electrical resistance of the aluminum-clad overhead ground wire
shall be determined by direct resistance measurements and the
maximum resistance shall be based on the nominal diameter of the wire
and the resistivity value of 0.0848 -mm

/m (51.01-cmil/ft) at 20C
(68F) for 20.3 % conductivity.

When aluminum-clad steel overhead ground wire with a higher
conductivity value is required the electrical resistance shall be based on
the following resistivity values:

38.41ohm-cmil/ft for 27% conductivity
34.57ohm-cmil/ft for 30% conductivity

25.93ohm-cmil/ft for 40% conductivity

4.3.3 The electrical resistivity of aluminum wire and aluminum alloy wire to
be used in ACSR/AW and AACSR/AW type overhead ground wires
shall not exceed 0.028172 -mm

/m (61.2% conductivity) and


0.032841-mm

/m (52.5 % conductivity) at 20C (68F) respectively.






4.4 Materials

4.4.1 The base metal for zinc coated steel and aluminum-clad steel wire shall
be steel produced by the basic oxygen, open-hearth, or electric-furnace
process.

4.4.2 The galvanized steel shall be of such quality and purity that when
drawn to the size of wire specified and coated with zinc, the finished
strand and the individual wires shall have the properties and
characteristics prescribed in this specification.

4.4.3 The steel wire shall be coated with any grade of zinc conforming to
ASTM B 6. The zinc (galvanized) coating shall be class C as specified
in ASTM A 363.

4.4.4 The aluminum-clad steel wire to be used in the construction of ACS
type overhead ground wire shall be composed of a steel core with a
substantially uniform and continuous aluminum covering thoroughly
bonded to it. The drawn wire shall have the properties and
characteristics prescribed in ASTM B 415.

4.4.5 The aluminum-clad steel wire to be used in the stranding of ACSR/AW
and AACSR/AW type overhead ground wire shall meet all the
requirements of ASTM B 502.

4.4.6 The aluminum to be used for cladding of steel wires for ACS type,
ACSR/AW and AACSR/AW type overhead ground wires shall not
have the impurity limits of Copper and Iron more than 0.10 % and 0.50
% respectively.

4.4.7 The aluminum wires to be used in the stranding of ACSR/AW type
ground wire shall meet all the requirements of ASTM B 230M.

4.4.8 The aluminum alloy wires to be used in the construction of
AACSR/AW type ground wire shall meet all the requirements of
ASTM B 398M.

4.5 Fabrication

4.5.1 The bare overhead ground wire shall be constructed in conventional
concentric-lay strand type.

4.5.2 The galvanized overhead ground wire shall have a left lay with a
uniform pitch of not more than 16 times the nominal diameter of the
strand. A left lay is defined as a counter-clockwise twist away from the
observer.

4.5.3 The direction of lay of outer layer of aluminum-clad steel overhead
ground wire shall be left-hand and shall be reversed in conutive layers.
The preferred lay is 13.5 times the diameter of that layer, but the lay
shall not be less than 10 nor more than 16 times the diameter of the
layer.

4.5.4 The direction of lay of outer layer for ACSR/AW type overhead ground
wire shall be left hand and the direction of lay of the aluminum and
aluminum-clad steel wires shall be reversed in successive layers. The
length of lay of the various layers in the ground wire shall conform the
requirements specified in ASTM B 549.

4.5.5 The direction of lay of outer layer for AACSR/AW type overhead
ground wire shall be left hand and the direction of lay of the aluminum
alloy and aluminum-clad steel wires shall be reversed in successive
layers. The length of lay of the various layers in the ground wire shall
conform the requirements specified in ASTM B 711.

4.5.6 Stranding shall be sufficiently close to ensure no significant reduction
in diameter when stressed to 10 % of the minimum breaking strength of
galvanized steel overhead ground wire.

4.5.7 All wires shall lie naturally in their true positions in the complete
overhead ground wire. They shall tend to remain in position when the
wire is cut at any point and shall permit restranding by hand after being
forcibly unraveled at the end of complete overhead ground wire strand.

4.5.8 There shall be no joints of any kind made in the finished wires entering
into the construction of zinc coated (galvanized) steel overhead ground
wire. There shall be no strand joints or strand splices in any length of
the completed wire. Electric-welded butt joints may be permitted prior
to start of cold drawing to final size; however, no electric-welded butt
joints of the wire shall be made during the cold drawing application.

4.5.9 The finished individual aluminum-clad steel wire shall contain no joints
or splices. However, joints or splices may be made in the individual
wires before drawing to final size or in the finished individual wires
composing concentric-lay stranded aluminum-clad steel overhead
ground wire during the stranding process, provided that such joints or
splices have a protection and electrical conductance equivalent to that
of the wire itself and they do not decrease the strength of the finished
stranded overhead ground wire below the minimum breaking strength.
Such joints or splices shall not be closer than 15 meter to any other
joint in the same layer.

4.5.10 No joints shall be made in the finished individual aluminum,
aluminum-clad steel and aluminum alloy wires to be used in the
construction of ACSR/AW and AACSR/AW type overhead ground
wire. However, joints may be made in the drawing stock or in the wires
prior to final drawing and shall be in accordance with good commercial
practice. There shall be no joints made in the finished aluminum-clad
steel wire entering into the construction of complete overhead ground
wire. Electric-butt welds, cold-pressure welds, or electric-butt, cold-
upset welds in the finished individual aluminum and aluminum alloy
wire composing the overhead ground wire may be made during the
stranding process. No weld shall occur within 15 meter of a weld in the
same wire or in any other wire of the completed conductor.

4.5.11 The overhead ground wire shall be free from imperfections and
consistent with good commercial practices. The aluminum-clad or
zinc-coating shall be smooth, continuous and of reasonably uniform
thickness.

4.6 Elongation

4.6.1 The elongation of the high-strength galvanized overhead ground wire in
610 mm (24 inch) shall be not less than four (4) %. The method for
determining elongation shall be as specified in ASTM A363.

4.6.2 The elongation of the hard-drawn aluminum-clad steel wires to be used
in the construction of ACS, ACSR/AW and AACSR/AW type
overhead ground wires in 250 mm (10 inch) shall be not less than one
and one half (1.5) %. The method of determining elongation shall be as
specified in ASTM B415 for ACS and ASTM B502 for ACSR/AW and
AACSR/AW type overhead ground wires.

4.6.3 The elongation of the aluminum and aluminum alloy wires to be used
in the construction of ACSR/AW and AACSR/AW type overhead
ground wires shall be in accordance with requirements specified in
ASTM B 230M and ASTM B 398M respectively.

4.6.4 The elongation shall be observed while applying a tension load to the
specimen. The reading at the time of fracture shall be taken as the
elongation of the specimen.

4.7 Diameter Variations

4.7.1 The diameter of the zinc-coated wire forming the overhead ground wire
shall conform to the nominal diameter as specified in ASTM A 363
within a tolerance of 0.102 mm (0.004 inch).

4.7.2 The diameter of the aluminum-clad wire forming the overhead ground
wire (ACS, ACSR/AW or AACSR/AW) shall not vary from the
specified diameter by more than 1.5 %.

4.7.3 The actual diameter of aluminum and aluminum alloy wires shall not
vary more than the values specified in ASTM B 230M and ASTM B
398M respectively.

4.7.4 The thickness of aluminum on aluminum-clad wire at any point shall
not be less than 10 % of the nominal wire radius for 20.3 %
conductivity. For aluminum-clad steel overhead ground wires with
higher conductivity values, the thickness of aluminum cladding shall be
as per requirements of ASTM B 415.


4.8 Reel Design

4.8.1 Overhead ground wire shall be supplied on non-returnable wood reels.
However, at his own option, the manufacturer may supply overhead
ground wire on steel reels at no additional cost to SEC.

4.8.2 The length of overhead ground wire per reel shall be preferably in the
range of 3200 to 3500 meters unless otherwise different lengths are
required as per actual site requirements or as agreed between SEC and
the manufacturer. The reel length shall not vary more than 5% of the
specified length.

4.8.3 If matched reels are required, tolerance in lengths of the overhead
ground wire strand shall not exceed 15 meters.

4.9 Markings

4.9.1 Each end of the overhead ground wire in the reel shall bear a non-
corroding tag identifying the following:

a. Grade/Type of OGW
b. Diameter/Size of OGW
c. Minimum Breaking Strength
d. Length of OGW
e. Stranding
f. Type and Class of Coating

4.9.2 Each reel shall be stenciled or provided with metal plates to show all
information under paragraph 4.9.1 plus additional information as
follows:

a. Manufacturer's Name and Country of Origin
b. Year of Manufacture
c. Serial Number
d. Size of Reel
e. Gross Weight
f. SEC Purchase Order Number/Contract Number
g. Consignee Address
h. Direction of Rolling

4.9.3 All markings shall appear on both sides of the reel.






5.0 TESTS

5.1 All Over Head Ground wires shall be tested at the suppliers expence in
accordance with the latest additions of ASTM Standards referenced to in this
Specification. Following completion of the tests, two certified copies of the
test reports shall be submitted to SEC for approval. No material shall be
shipped until the test reports have been approved by SEC.

5.2 SEC representative may wish to witness tests or to visit the factory during
manufacturing of any or all items covered by this specification. Accordingly ,
the supplier/ contractor shall give adequate notice of manufacturing schedule
and at least one months notice of test schedule.

5.3 The overhead ground wire strand shall be tested in accordance with ASTM
Standards referenced to in this Specification.

5.4 Tests for mechanical and physical properties of component wires shall be
made before stranding. Tests shall be made on lengths of strand, which do
not contain wire joints or splices.

5.5 The ductility of steel and adherence of zinc coating shall be tested and
checked in accordance with ASTM A 363.

5.6 Twist test shall be performed on aluminum-clad steel wire in accordance
with ASTM B 415.

5.7 Bending (brittleness) test on aluminum and aluminum alloy wires shall be
performed in accordance with ASTM B 230M and ASTM B 398M
respectively.

5.8 The zinc coated steel strands shall pass the preece test in accordance with the
latest edition of ASTM A 239.

5.9 If on testing the sample from any drum/coil fails to coform to the
requirements of the specification two additional samples shall be taken from
the same drum and tested. Both these samlpes shall conform to the
requirements otherwise the drum shall be rejected. Samples shall then be
taken from all the drums offered for acceptance and tested. If the sample
from any drum does not meet the requirements, that drum shall be rejected. If
the number of drums rejected exceed 20% of the offered lot, the complete lot
shall be rejected.

6.0 PACKING AND SHIPPING

In addition to the packing and shipping requirements specified in 01-TMSS-01, the
following shall be fulfilled:

6.1 The overhead ground wire shall be furnished on non-returnable wooden
reels, protected by wood lagging or other suitable method against damage
during shipment and to facilitate field handling and long-term outdoor
storage.

6.2 The reels shall be sufficiently sturdy to withstand normal service incident to
shipping, hauling, and field erection.

6.3 The method of packing shall be strong enough to withstand wear and tear
during sea/inland transportation and handling at site.

6.4 Methods of packaging, marking and shipping shall be submitted to SEC for
review and acceptance.
