Purpose
This guideline is intended to detail how allowances will be paid to Employees working, or requested to work on a short term basis, in the North West including; Karratha and/or Port Hedland. These allowances apply to all ASTS Employees unless stated otherwise in an Employees personal employment contract. Annex A is intended to give a breakdown of how these allowances apply to Employee categories.

Scope
This document defines the policy for payment of North West Allowances within Ansaldo STS (Asia-Pacific). Figure 1 TMS Process Areas shows where this policy fits into the hierarchy of the TMS.

Responsibilities
The Process Owner of the North West Allowances policy is Corporate Services. Responsibilities for the various activities within this process are shown in Error! Reference source not found..

As detailed in Figure 1 TMS Process Areas, the North West Allowances policy resides within the Provide Support TMS Process Area highlighted in red below.

Definitions
Sites - Sites refers to 2 types of locations as listed below: A. North West Local Site - Locations with camp or basic quality hotel within 1 hours travelling time or 100 km from Karratha or Port Hedland. It has a site that is away from major cities and where the work involves longer than normal working hours in harsher conditions. An Employee may be accompanied with authorisation from the company. B. North West Remote Sites Locations with camp type accommodation greater than 1 hour travelling time or 100 km from Karratha or Port Hedland where an Employee is required to work and must be unaccompanied. It has a site that is

7.0

Daily North West Allowance - Salaried and Salaried FIFO Employees.


Purpose: This allowance is intended to compensate Employees that must travel to and from a NW site to perform their duties. Applicable to: All Salaried/FIFO Employees who are required to work in the North West for purposes of supporting ASTS infrastructure, project site installations or commissioning works. The allowance is payable whether staying in a camp (remote or local) or transient accommodation. Not Applicable To: Unless employment contract states otherwise; salaried Employees at Project Manager, Senior Engineer or higher level as this is already compensated for in their salary package and their costs may be claimed through the Travel Policy. FIFO Employees when they are on R&R. Amount: An allowance of 40% of daily base salary will be applied for each night an Employee is required to stay in the North West. This is applied using the following calculation: Base Salary x 40%, divided by 365 days. EXAMPLE: $60,000 x 40% / 365 = $65.75 multiplied by the number of nights. How to Claim: The Allowance should be recorded in Primavera as an overhead activity called Daily North West Allowance (DNWA). Use 1 unit for each night claimed. Employees eligible for this allowance must apply for access to the overhead code to their PM. The PM will arrange through the Planner to provide access to the requester.

Note: If this allowance is claimed, the individual may not claim Additional Working Hours as they are already compensated for extra hours (including weekends excluding Public Holidays) in this allowance.

Change from NWA to DNWA

8.0

North West Allowance for Salaried Employees who Permanently Live in the North West
Purpose: This allowance is intended to compensate all Employees who are posted permanently to a NW Regions and who have their primary residence there. It is to compensate them for higher cost of living requirements, harsher environment and longer working hours. Applicable To: All salaried Employees that have their primary residence in the NW Port region. Not Applicable To: Employees who do not have their primary residence in the NW Port Region.

Amount: A monthly allowance of 40% of base salary will be applied using the following calculation: Base Salary x 40%, divided by 12 EXAMPLE: $60,000 x 40% / 12 = $2,000 per month How to Claim: Employees eligible for this allowance must apply for access to the overhead code to their PM. The PM will arrange through the Planner to provide access to the requester The North West Allowance should be recorded in Primavera as an overhead activity called North West Allowance (NWA). Use 1 unit for each week claimed Note: 1. Employees living permanently in the North West, who are required to stay in a camp (local or remote) from time-to-time to meet projects requirements, are entitled to claim North West Local or Remote Camp Allowance for each night required to stay in that camp.

9.0

North West Remote Camp Allowance


Purpose: This allowance is intended to compensate Employees working at sites requiring that they stay overnight in Remote Site/s NW Remote Camp accommodation (See definitions). Applicable To: All Employees working at sites requiring overnight accommodation at NW Remote Camp Sites including Employees whose primary residence is in the NW region and Fly-in/Fly-Out Employees. Not Applicable To: Unless the employment contract states otherwise; salaried members at Project Manager, Senior Engineer or higher level as this is already compensated for in their salary package and their costs may be claimed through the travel policy. Amount: This is applied using the following calculation: Base Salary x 50%, divided by 365 days. EXAMPLE: $60,000 x 50% / 365 = $82.19 multiplied by the number of nights. How to Claim: Employees eligible for this allowance must apply for access to the overhead code to their PM. The PM will arrange through the planner to provide access to the requester. The North West Remote Camp Allowance should be recorded in Primavera as an overhead activity called NW Remote Camp Allowance (NWRCA). Use 1 unit for each night claimed.

10.0

North West Local Camp Allowance


Purpose: This allowance is intended to compensate Employees working at sites requiring that they stay overnight in Local Site/s NW Local Camp accommodation (See definitions). Applicable To: All Employees working at sites requiring overnight accommodation at NW Local Camp Sites including Employees whose primary residence is in the NW region and Flyin/Fly-Out Employees. Not Applicable To: Unless the employment contract states otherwise; salaried members at Project Manager, Senior Engineer or higher level as this is already compensated for in their salary package and their costs may be claimed through the travel policy. Amount: This is applied using the following calculation: Base Salary x 40%, divided by 365 days. EXAMPLE: $60,000 x 40% / 365 = $65.75 multiplied by the number of nights. How to Claim: Employees eligible for this allowance must apply for access to the overhead code to their PM. The PM will arrange through the planner to provide access to the requester. The North West Local Camp Allowance should be recorded in Primavera as an overhead activity called NW Local Camp Allowance (NWLCA). Use 1 unit for each night claimed.

11.0

North West Camp Night Stay Allowance


Purpose: This allowance is intended to compensate FIFO contracted Employees who are required to work at a site and occupy camp accommodation within the North West Regions. Applicable To: Employees who are on a permanent FIFO contract. Not Applicable To: Permanent NW living Employees and Non NW FIFO contracted Employees. Amount: $75 per night stay. How to Claim: Employees eligible for this allowance must apply for access to the overhead code to their PM. The PM will arrange through the planner to provide access to the requester. The North West Camp Night Stay Allowance should be recorded in Primavera as an overhead activity called Camp Night Stay (NWCNS). Use 1 unit for each night claimed. The current rate is $75 per night - taxed

12.0

North West Expenses


Any legitimate travel/food/work related expenses incurred whilst in the North West should be claimed in accordance with the current ASTS Travel Policy.

13.0

Incorrect Claim or Payment of Allowances


Any Employee who has incorrectly claimed or been paid an allowance that was not earned must advise their Manager immediately upon discovery of the error. Any Employee who receives allowances beyond their actual entitlement may be subject to a deduction from salary to repay the assessed overpayment.

When implementing this policy, employees must consider Health, Safety & Environmental requirements in accordance with relevant TMS policys, including SAS-PRO-0045 Health Safety & Environmental Management.

Quality records relating to this policy are to be maintained and retained in accordance with the Onsite and Offsite Archiving policy.
