Whats at stake for companies that may be at higher risk? The nancial and statutory liability associated with regulatory non-compliance may pale in comparison to the costs associated with the impact on a companys brand and image from a signicant environmental, labour, or safety incident. There are many examples of organisations that have lost this public license to operate, or suffered signicant damage, as a result of not identifying a risk that was foreseeable. Are these assessments especially pertinent to global corporations? Clients with multinational interests are facing increasing expectations and obligations from a range of stakeholders. These expectations are described in local regulations, international standards, industry commitments, corporate policies, and public manifestos that place a substantial burden on internal compliance departments. They also differ greatly by location, and the ability to comply often relies as much on local knowledge and cultural sensitivity, as it does on technical and legal acumen. We are working with many global clients who recognise this, and rely on Golders global footprint and local presence. South America is a fast-emerging region. Are we providing these services there? We are conducting a lot of this work in South America, in support of investment due diligence. Many of these countries lack a sophisticated regulatory regime, so we typically refer to international standards of care for environmental management, labour safety, and social responsibility. Our recent work for an international bank in Paraguay is testament to this. It has resulted not only in enhanced performance of the project, but also will indirectly inuence the standard of care employed across the country. In many cases, we hold meetings with local regulators who are very interested in learning about a project. They are also keen to know about the performance standards being employed and the opportunities to develop the local level of knowledge and capabilities.

Many of our clients are recognising that worker safety and well-being at job sites can be impacted by a variety of factors, and that operating regulations are becoming more stringent. Todays EHS practice is far from static services are expanding and projects are becoming increasingly complex with higher expectations from both individuals and organisations. Efforts that go beyond merely meeting a regulatory requirement are becoming paramount. As a result, global best practices abound, and international standards and guidelines are becoming more common. Knowledge and resource-sharing are critical to meeting client needs. Many organisations are striving for a culture of health and safety interdependence, a mature state with positive collaboration where individuals accept ownership for health and safety and look out for each other. In addition to sharing the responsibility for each other, individuals meaningfully contribute, demonstrate caring, and take pride in their organisation. As a result, risk-taking behaviours and low standards are not accepted. Golder is well-positioned to assist clients on their pathways to interdependence and with EHS needs, whether that involves boots-on-the-ground health and safety during construction and development in emerging regions; an assessment of potential risk of silica exposure during shale gas hydraulic fracturing operations; or reducing the probability of musculoskeletal disorders in workers performing underground mining operations. This issue of Technically Speaking is a snapshot of the diversity of EHS services and disciplines being delivered globally to our clients, with our focus on technical excellence. As the name suggests, Performance & Assurance is designed to provide information and knowledge about any potentially material EHS risks on new or existing projects. In particular, it assesses the ability of the target company to protect the health and well-being of its employees, contractors, and the general public; its capacity to control and mitigate signicant impacts on the environment; and the acceptance of the project in the local community. With an operating plant, the scope of due diligence should really consider all potentially material liabilities associated with current and future operations. Environmental, health and safety, labour, and community requirements are complex, and may impose strict conditions on future operations, requiring a range of controls that may be very expensive to implement. P&A helps clients identify, evaluate, and manage these operational issues.

olders six-year relationship with Orion Corporation, a Finnish pharmaceutical company, has evolved into a multi-faceted environmental risk management (ERM) program for their ve operating locations in this Nordic country. We continue to help Orion maintain necessary compliance related to the chemical aspects of their production, as well as employee safety and their responsibilities regarding product and patient safety. Orion develops, manufactures, and markets human and veterinary pharmaceuticals, with a special emphasis on developing medicinal treatments and diagnostic tests. Their goal is to operate as sustainably as possible, including their global supply chain. From a single project in 2007 regarding ERM in the veterinary area, Golders role has grown to that of a trusted advisor.

This role includes providing chemical knowledge, as well as serving the clients EHS needs with respect to ISO14001, audits, safety card trainings, environmental, health and safety compliance law monitoring, and follow-up to changes in legislation and regulations. The international ISO14001-based environmental management system applies to Orions pharmaceutical preparations business. Site audits and ndings by Golder have supported Orion in providing a reasonable ISO14001 implementation plan. Recently we gave safety card training to employees in packaging and logistic operations who are being moved from Orions sites in Espoo and Turku into new facilities in Salo, Finland. This is in addition to ongoing, overall training that we do for 650 employees in two phases, basic training, and refresher courses every ve years. A signicant portion of our work continues to involve chemical safety service and management of Material Safety Data Sheets and we

have supported the development of a new MSDS documentation system. We also have helped Orion design and develop an industrial hygiene program, including calculating occupational exposure limits and setting occupational exposure bands to active ingredients. As part of their sustainability efforts, Orion has also asked Golder to conduct geothermal studies and feasibility assessments of alternative energy sources for cooling their plants. Constant humidity and temperatures must be maintained yearround, accounting for a major part of their energy consumption.

Golders radiation protection efforts have enabled worker radiation exposures to be below the detection limits of the dosimetry badges provided by the National Dosimetry Service.

he site of the closed Deloro Mine in southern Ontario, Canada has been subject to ongoing remediation under the direction of the Ontario Ministry of the Environment (MOE). Part of what the government requires is radiation protection for workers at the site. Initially a gold mine in the 1860s, the Deloro Mine evolved over the next 100 years to smelt and rene arsenic, silver, and cobalt. At one point, the mine site began accepting wastes from a nearby uranium/radium extraction plant. These wastes were processed to extract cobalt, which left behind low-level radioactive material byproducts as slag and tailings, along with the chemical contaminants. Under the direction of the MOE, the tailings area was covered years ago with a crushed limestone cap to shield against low-level gamma radiation. As part of the current work, Golder Construction covered the existing limestone layer with an engineered soil and geosynthetic cover for

added protection against moisture inltration and contaminated efuent leakage. Later, we demolished the mine surface infrastructure, excavated, and safely relocated radioactive and chemically hazardous materials left on site at various locations. A radiation protection plan is required to meet the conditions of the regulatory permits for this contaminated site. The program we prepared included worker radiation training, safe work practises, decontamination procedures, and radiation monitoring. In addition to this plan, Golder health and safety, air and noise, biology, archaeology, contaminated lands, materials testing, and civil engineering specialists have assisted throughout the remediation project. We provided full time, on-site radiation protection services, health and safety compliance monitoring, as well as industrial hygiene sampling,

for substances such as hazardous chemicals and low-level radioactive wastes. Each worker received radiation safety training specic to the Deloro environment. This included a description of radiological hazards at the site. Golders radiation protection efforts have enabled worker radiation exposures to be below the detection limits of the dosimetry badges provided by the National Dosimetry Service. There have been no signicant health or safety incidents to date.

ompanies seeking ergonomics assessments are benetting from a global partnership between Golders trained personnel in Asia and the US, and the recent addition of multiple ergonomists in Canada to our team. Our work is increasingly being sought by companies to help reduce physical workplace risk factors that may lead to musculoskeletal disorders. Ergonomics can also point out opportunities to increase efciency and productivity, and reduce product defects. The ability of Golder to share resources and ergonomics expertise between continents is seen as an asset by clients who have multi-national operations. Recently, Golder industrial hygienists in Shanghai, China, performed an on-site assessment at a facility that manufactures consumer personal care products. The manufacturer wanted to identify non-value-adding steps and wasted motions and reduce risk of physical injuries. This assessment included obtaining photographs and video to document detailed observations of the work tasks, taking equipment measurements, and conducting employee interviews for ve new packaging lines. The information and data was shared with Golders Fort Collins, Colorado, USA, ofce for assistance in completing the ergonomic analyses and developing recommendations. We typically include recommendations ranging from line or equipment redesign, to engineering controls, and administrative controls, including training. For the Shanghai operation, we proposed lift-assist devices to eliminate handling of heavy loads, load-levelling equipment to maintain products at waist height, and box erectors to eliminate manual box erection. Suggested administrative controls included systematic job rotation, with workers alternating between tasks that use different body parts and muscular efforts, and stretching before and during work shifts. Other recommendations were exible extension conveyors, anti-fatigue mats, and replacing existing stools with more appropriately designed sit/stand stools. All were designed to both reduce risk to physical hazards and achieve time gains and production increases.

eather was a formidable challenge in conducting a hazardous building materials investigation in below-freezing temperatures within the roaster complex at the former Giant Mine in Canadas Northwest Territories. The investigation carried out by Golder was part of the overall planned demolition of the above-ground infrastructure at the site. Closed in 2004, the gold mine had used a roasting process that produced arsenic trioxide dust as a byproduct. The roaster complexs series of buildings were known to be contaminated with arsenic, cyanide, asbestos, and other hazardous materials. The rst test to overcome was how to adequately protect workers who would potentially be exposed to airborne concentrations of arsenic and asbestos above regulated exposure limits in the sub-zero weather conditions. Prior to conducting the eld work, Golder prepared a comprehensive health and safety plan to protect workers from arsenic and asbestos exposures. In preparing the plan, we reviewed numerous working scenarios, historical documents, and interviewed former staff and contractors. The plan outlined the training required for workers, the necessary personal protective equipment, decontamination requirements, engineering controls, and emergency procedures.

Iluka Resources, one of the worlds major mineral sands miners, turned to Golder to assist them in re-evaluating Occupational Hygiene (OH) risks at nine of their operations across Australia. In 2012, Golder conducted an independent EHS audit of the Iluka EHS management system (EHSMS), which is completed every three years. One of the identied outcomes was a comprehensive OH survey, including site-specic assessments to revamp management of OH risk across their Australian operations. The OH project complimented Ilukas Safe Production Leadership initiative and met the companys priority objective to protect employees and avoid future liabilities for Iluka. The Golder team, including staff from Australia and Canada, took a systematic approach focusing on noise, dust, gases, vapours, chemical agents, physical agents, and biological and radiation hazards. Likely hazards were considered in the context of the tasks performed and the processes followed to develop individual site risk registers.

The team developed nine site-specic plans and a group management plan to improve OH management aspects of Ilukas EHSMS. Iluka is using the EHS audit and OH survey ndings to prioritise EHS initiatives and improve everyday practices and procedures. Golder worked closely with Iluka to ensure that the outcomes were meaningful to the business and could be integrated into their systems and processes for worker protection. Part of the assessment considered OH monitoring. OH monitoring must be able to demonstrate that the data collected is representative of exposure during an entire shift. Because of this, maintaining information about activities taking place when the sample is taken is as important as the numbers collected.

Iluka has prioritised full shift sampling based on the site specic risk assessments to validate previous OH monitoring data and assess control strategies. This approach will help Iluka meet its responsibility to workers under Australian regulations.

SiLica EXPOSURE GETS ATTEnTiOn FROM OiL & GaS InDUSTRY

A mobile decontamination trailer was established on site with a three-stage decontamination area for the three Golder employees and one client representative to use throughout the 10-day investigation process. The trailer was positioned in a large heated tent alongside the complex entrance, equipped with warm dirty and clean staging areas. With temperatures ranging from -20 to -38C (-4 to -36 F), workers were required to work in groups for short durations due to the use of powered air purifying respirators that provided little protection from the cold. Throughout the investigation and audit, Golder conducted hygiene air sampling and participated in biological monitoring. Results indicated the controls were necessary and were effective at controlling worker exposures to arsenic and asbestos. The ndings helped us prepare detailed work procedures to conduct a bidders tour that saw up to 16 contractors and client representatives enter the complex. Again, we conducted worker exposure sampling and monitoring to continue to evaluate the effectiveness of the procedures and controls.

etermining and controlling worker exposure to airborne crystalline silica (e.g. quartz) at shale gas hydraulic fracturing operations continues to be a key effort and focus of many of Golders clients. Recent interest stems, in large part, from the ndings of the International Agency for Research on Cancer (IARC) that determined crystalline silica in the form of quartz or cristobalite dust can cause lung cancer in humans. It is known that long-term or heavy short-term exposure can result in silicosis, a disease characterised by progressive brosis of the lungs. In 2011, the US Occupational Health & Safety Administration (OSHA) proposed a new regulation for silica that is still undergoing review. In 2012, the National Institute of Occupational Safety and Health (NIOSH) and OSHA issued a national Hazard Alert about Worker Exposure to Silica during Hydraulic Fracturing.

Golder has conducted airborne silica sampling for a number of oil and gas clients across North America over the years at mobile hydraulic fracturing sites, as well as oil sand mining operations. Based on our experience, we are able to recommend additional monitoring, control of silica generation at the source by enclosure/ventilation, work practice changes, and respiratory protection. Although worker safety hazards in the oil and gas industry are well known, there is very little data in the literature regarding the occupational health hazards of silica during hydraulic fracturing operations. A recent study funded by NIOSH concluded that transporting, moving, and relling silica sand into and through sand movers, along transfer belts, and into blender hoppers resulted in high levels of silica exposure. These results closely resemble the nd-

ings of recent assessments conducted by Golder on behalf of several oil and gas clients at their own mobile hydraulic fracturing operations. A combination of engineering, administrative, and respiratory protective equipment is required to adequately protect against workplace exposures. Silica exposure will be a concern that our clients will need to address globally as shale gas exploration continues to expand outside of North America.

As a web-based engineering decision support platform, GoldSET helps assess sustainability benets and trade-offs, provides a mean to engage proactively with stakeholders, and improves the overall performance and productivity of projects. GoldSET can help estimate potential impacts and benets, simplify abstract concepts, and aid in transparent decision-making when comparing different options across a project life cycle from early planning to decommissioning or closure. The American Industrial Hygiene Association (AIHA) has appointed Golders William Zhu, Senior Industrial Hygiene Consultant and IH Services Manager (Golder in Asia), as their Ambassador to China. In this role, William will work with the Chinese government and Chinese industry to promote AIHA initiatives and develop better understanding and relations between the two communities. We are committed to safely providing high quality and timely services to our clients. This includes international travel that can mean potential exposure to hazards for some of our employees. In 2013, we are developing global standards that focus on four areas related to travel: n F  atigue and Fit for Duty n J  ourney Management n A  viation Safety n D  uty of Care and International Travel Creating these standards for global implementation throughout our organisation will help ensure that our employees apply best practices while traveling to and from, and while working on our clients project sites. The technical specialists at Golder that serve our clients also participate in internal subject matter expert groups to identify effective and feasible controls aimed at mitigating risk and preventing injury, illness, and loss. Recently, a three-day workshop was held in London, UK to review our risk management process, procedures, and practices associated with work-related travel. Various Golder staff from around the world who specialise in health and safety, project management, human development, and legal services contributed. Two large projects located in West Africa were featured as examples of how we applied measures and procedures and used systems to reduce risks. Working together, we are making meaningful investments to mitigate risk, protect our people, and safely serve our clients.

COMMUniTY
The Golder Trust for Orphans (GTO) has helped Lily of the Valley expand the Valley Fresh vegetable production. Vegetable harvest is expected to exceed eight tonnes per week over winter. The prots generated through this business venture are used to support the orphaned children that live at Lily of the Valley, the medical clinic, and the children from the community that utilise the school and day care.
