4.5 Exemption from obligatory training in Hindi for Central Govt.

employees

In –service training in Hindi is obligatory for Central Government employees, but they
have been exempted from this obligatory training in special circumstances, which are as below :-

1. (a) Employees, below group ‘C’ have been exempted from Hindi training.
(b) Those employees shall be exempted form obligatory training in Pragya course,
who have passed Matric of equivalent examination form some voluntary
organization recognized by the department of Education (Appendix-8)
(c) Who have passed Matric or any higher examination through Hindi medium.
(d) Employees, who have passed Matriculation, equivalent or any higher examination
with Hindi as a subject (desirable, compulsory, optional, elementary or as a
second language) from a Board/University; but;

(i) Employees, who had taken Hindi as one of the subjects in Matriculation,
equivalent or higher examination but had failed in Hindi although they may have
been declared pass in the said examination, but they may not be exempted from
the obligatory requirements of training in Hindi, because they have not qualified
the required level of training in Hindi.
(ii) Employees, who had Hindi as one of the subjects in Middle or Matriculation
examination and had secured less than 33% marks in Hindi but passed that
examination, such candidates are not said to have acquired the desired standard in
Hindi and therefore, they should not be exempted from the obligatory training in
Hindi.
(iii) If an employee has passed in Hindi as a third language in Matriculation, he/she
will not be exempted from the in-service training in Hindi. Their knowledge of
Hindi is treated equivalent to that of Praveen and they are directly granted
admission in Pragya course.

2. If an employee under rule 10(1)(b) of Official Language Rule, 1976 declares


himself/herself to have acquired a working knowledge in Hindi or posses proficiency in Hindi,
he is exempted from the obligatory in service training in Hindi.

3. (a) Employees for whom training upto Praveen standard has been prescribed will be
exempted from obligatory training in Hindi if those employees had passed Middle
(class-8) or an equivalent or higher examination through Hindi medium.
(b) Central Govt. employees who have learnt Hindi as a combined subject with second,
third or any other language upto Matriculation level from any Non-Hindi speaking
state, even if they have secured 33% or more marks in Hindi, shall not be considered
to have acquired working knowledge of Hindi, therefore, training in Hindi upto
Pragya standard is compulsory for them.
(c) Central Govt. employees, who have learnt Hindi as a combined subject with second,
third or other language upto Matriculation level from any Non-Hindi speaking state
and have secured minimum 33% marks in Hindi are treated as having acquired
working knowledge of Hindi upto Prabodh standard and such employees are granted
admission in Praveen classes.
4. Employees for whom training upto Prabodh standard has been prescribed, will be
exempted form obligatory training in Hind, if :
(a) they had passed primary (class-5) or middle (class-8) examination in Hindi
medium.
(b) they have taken Hindi as a regular subject in primary (class-5) or middle (class-8)
examination.
(c) they have taken Hindi as one of the subjects in Matriculation/higher secondary or
any higher examination.

“Hindi as a regular subject” means –

(1) person concerned has taken Hindi subject as a main subject not as an additional
subject.
(2) For being declared as passed in the examination, is necessary that the person has
secured passing marks in Hindi like other main subjects.
(3) Marks secured in the subject are taken for gradation as other main subjects.

5. Exemption on the Grounds of Age

There is no exemption from training on the grounds of age.

6. Exemption from training

A lower division clerk, who is exempted from passing the typewriting test in English on
medical grounds in accordance with orders in that regard, may also be exempted by the
concerned administrative Ministry/Department from learning and passing a test in Hindi
Typewriting. However, each such case should be considered on merits by the concerned
administrative Ministry/Department.

Categorization of Central Government employees for Hindi
Training under Hindi Training Scheme on the basis of their Mother-
tongue.

The Central Government employees have been classified under the following four
categories for the purpose of Hindi Training under Hindi Teaching Scheme :

(a) Category ‘A’ – Those officers whose mother tongue is Hindi and who
possess adequate knowledge of Hindi they do not require training at
present.

(b) Category ‘B’ – Those officers whose mother tongue is – Punjabi, Urdu, Kasmiri,
Pashtu or the other allied language are given admission directly to Pragya. They is no
need of training of Prabodh & Praveen for them.

(c) Category ‘C’ – Those officers whose mother tongue is – Marathi,


Gujarati, Bengali, Sindhi Oriya Assami, nepali or one of the other allied
language, are given admission directly to Praveen and there
is no need of training of Prabodh for them.

(d) Category ‘D’ – Those officers whose mother tongue is Southern Indian Language,
English, Mizo or Manipuri they are given admission directly to Prabodh class.
